Assessment of road surface conditions is a form of road maintenance and repair efforts. The two methods used in assessing road conditions are the Bina Marga method and the PCI (Pavement Condition Index) method. This study aims to compare the condition values of the Peranap Napal road sections based on the two methods. The types of damage that can be found on the Napal Peranap road section are 7 types of damage consisting of: crocodile skin cracks (1.66%), elongated cracks (0.16%), edge cracks (0.08%), road joint cracks (0.01%), fillings (0.74%), holes (0.02%) and grain discharge (3.62%) with a total damage area of 2644.02 m2 or (6.30%) of 42000 m2 the area of the Peranap Napal road studied. The Bina Marga method obtained a Priority Order (UP) value of 4 (included in the periodic maintenance program), while the PCI method obtained a damage level value of 66.16 (in fair condition with yellow color). The results of these two methods turned out to produce relatively the same assessment, namely the condition of the road section still required maintenance and repair, including: providing additional layers, making and repairing drainage, widening and compacting the shoulders, filling gaps with a mixture of asphalt and sand, and dismantling the pavement layer. and then re-coated with the same material.

This study examines government policies during the COVID-19 pandemic in terms of health law. Health law is one of the laws reviewed in the COVID-19 pandemic. In handling the COVID-19 pandemic, the Government has issued several legal products such as Government Regulations that also implement the PSBB and Physical Distancing policies, but these policies are not effective in breaking the chain of COVID-19 spread, as seen the number of COVID-19 cases in Indonesia on January 28, 2021, has reached through 1 million cases, the highest in Southeast Asia. This type of research is a normative juridical research that is descriptive in nature by providing solutions to the handling of COVID-19 in Indonesia. This study concludes that the legal politics taken by the government (PSBB and physical distancing) in handling COVID-19 have not maximally protected the right to health of the Indonesian people as mandated by the constitution Article 28H paragraph (1) and Article 34 paragraph (2) and (3) of the 1945 Constitution. The government should implement a partial lockdown policy as China's success in carrying out a partial lockdown in Wuhan. With a partial lockdown in Jakarta Province as the epicenter of the COVID-19 pandemic in Indonesia, the virus will not spread to other provinces.

The SAW (Simple Additive Weighting) method begins with determining the criteria or assessment measures that form the basis for determining an alternative or choice between two possible candidates in the decision-making process, and on the weight value. Then the data that has been obtained will be processed using the SAW (Simple Additive Weighting) method. After that the results of the calculations are ranked with the aim of getting the highest alternative, so that the determiners of the selection of scholarship recipients get scholarship recipient recommendations from the ranking results. In determining the selection criteria for scholarship recipients, the types of scholarships have been defined, namely Supersemar scholarships, Underprivileged scholarships, and Poor Student scholarships. Alternatives are obtained from scholarship applicant data which will later be processed using the SAW (Simple Additive Weighting) method. The results of the selection process for scholarship recipients produce weight values, criteria, alternatives and ranking results as material for decision making.
