This study aims to examine how social interactions between stakeholders at Sunan Kalijaga State Islamic University (UIN) Yogyakarta affect the performance of outsourced security guards. In the context of higher education, outsourced security guards hold a strategic position in maintaining campus security, so the dynamics of social relationships involving them, both with internal and external parties, are important aspects to examine. The research approach used was qualitative, combining field observation methods, in-depth interviews with seven key informants, and documentation review. Data analysis was carried out through the stages of reduction, presentation, and drawing conclusions using the Miles and Huberman model. The results show that open communication, regular appreciation, and structured coordination contribute significantly to improving motivation, discipline, and the quality of security services. Healthy competition between members encourages increased professionalism, while conflicts that arise in daily interactions can be managed effectively through a persuasive approach and collective support from colleagues and superiors. These findings confirm that the performance of outsourced officers is not solely determined by formal work systems or hierarchical instructions, but also by the quality of social relationships established in the work environment. Thus, positive social interactions play a crucial role in creating optimal performance and can serve as a model for relevant managerial practices for other higher education institutions.

This research aims to comprehensively describe and understand the utilization of the SINKARKES system (Ship and Health Information System) in the issuance of the Ship Sanitation Control Exemption Certificate (SSCEC) and the First Aid for Accidents (P3K) Certificate for vessels managed by PT. Surya Samudera Indah Batam. Compliance with ship sanitation and health standards is a mandatory prerequisite for preventing disease spread and ensuring occupational safety in accordance with prevailing regulations. The research methodology employed is field research (field research) to observe direct operational procedures in the field, supplemented by literature review (library research) to strengthen the theoretical and regulatory foundations of the Ministry of Health. The findings indicate that the process of issuing the certificates through SINKARKES begins with agent login access to the official application (sinakarkes.kemkes.go.id) using a registered company account. Subsequently, the agent submits an application for SSCEC and P3K issuance, followed by the completion of data and the uploading of mandatory supporting documents. These documents include the Maritime Health Declaration (MDH), previous SSCC/SSCEC certificates, the P3K certificate, crew list, voyage memo, and the list of last ports of call. Once the documents are verified, the Special Health Quarantine Officer (KarKessus) proceeds to conduct a physical survey onboard the vessel. The main obstacle encountered is poor internet network connectivity in the port area, which often leads to data input failures and double entry errors during certificate printing.

The development of information technology has brought significant changes to the medical device procurement process, particularly within government institutions such as the Health Office. The procurement of appropriate, efficient, and objective medical devices is crucial to supporting optimal medical services, yet the decision-making process is often constrained by limited budgets and the complexity of multiple assessment criteria. This study aims to design and implement a decision support system (DSS) based on the TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) method to provide recommendations for medical device procurement at the Binjai Health Office. The DSS evaluates six main criteria: price, quality, durability, ease of maintenance, medical necessity, and safety level, using procurement data from the 2022–2024 period. The TOPSIS method is applied to calculate the relative closeness of each alternative to the ideal solution, enabling decision-makers to rank medical device options objectively and systematically. The findings show that the DSS successfully prioritizes procurement alternatives, helping stakeholders allocate budgets more effectively and transparently. In addition, the system minimizes subjective bias by integrating quantitative analysis with clearly defined criteria. The system is implemented in a web-based environment with MySQL as the database, ensuring accessibility and scalability for future use. Overall, this research demonstrates that integrating TOPSIS into a decision support system can enhance the efficiency, accuracy, and accountability of medical device procurement in public health agencies. The study is expected to contribute to improving budget management and strengthening the quality of health services through better resource allocation.

The high consumer interest in food makes culinary businesses play a crucial role in meeting consumer purchasing interest in culinary. This is a crucial concern and task for all parties, both the government and food producers, to maintain the safety of the food they produce. Both in terms of nutrition, hygiene, safety, halal certification, and so on must be a serious concern for producers. One of the government's programs to ensure food products are safe for public consumption is by issuing distribution permits in the form of PIRT (home industry food) permits and Halal Certification, which are official guarantees from the government, so that food products can be distributed and are safe for consumption by all consumers. PIRT is issued through a supervisory body, namely the Health Office located in a Regency. Along with this, various opportunities to improve marketing performance arise through the marketplace platform. This community service approach uses an empowerment approach to the benefits of PIRT, Halal Certification and digital marketing through the marketplace platform to increase consumer trust in products and marketing performance. The Child Identity Card (KIA) is an official document issued to children aged 0–17 years as a form of early recognition and protection of legal identity. The issuance of the KIA aims to support orderly population administration, facilitate access to public services, and strengthen child protection in various social, educational, and health aspects. In Bintan Regency, this policy has been implemented since 2017 and was reinforced through Regent Regulation No. 6 of 2022. However, in 2024, the KIA ownership rate only reached 53.48%, the lowest figure in the Riau Islands Province. This figure indicates a serious gap between policy and implementation in the field. In fact, the Bintan Regency Population and Civil Registration Office's Work Plan (Renja) set the KIA ownership target for 2024 at 65%, with the final realization being only 62%. This study aims to examine the factors influencing the low KIA ownership rate. The study used a descriptive qualitative approach with data collection techniques through in-depth interviews, observation, and documentation. Informants consisted of Disdukcapil officials and the community as service recipients. The implementation model used was Merilee S. Grindle's theory, which emphasizes six critical variables in policy success, including resources, communication, and implementer characteristics. The results of the study indicate that despite an increase in demand for KIA due to administrative requirements in education services, BPJS, and social programs, significant obstacles remain. These obstacles include limited outreach, a lack of service infrastructure in coastal and remote areas, and technical constraints such as a suboptimal online system. Therefore, acceleration strategies are needed, such as increasing the intensity of cross-sector outreach, integrating KIA services into integrated health post (Posyandu) and school programs, adding mobile services, and training local human resources.
