In the Independent Curriculum implemented in schools starting the 2024/2025 academic year, there are Learning Outcomes (CP) that read "Students are able to modify/deconstruct literary works for creative economic purposes" and "Students are able to translate one text into another for creative economic purposes". In reality, in schools, there are still few teachers who connect literary works with economic issues, many teachers are still unfamiliar with the concept of translation, not many teachers have participated in translation training, and there is no guidebook for translating literary texts into non-literary texts or vice versa. This also applies to high school Indonesian Language teachers in Rembang Regency. Combining these two Learning Outcomes and connecting them to conditions in society, this community service conducted training on translating literary works into advertising texts for high school Indonesian Language teachers in Rembang Regency. The training was carried out with the first stage providing material on translation and advertising and the second stage providing mentoring to teachers to practice translating literary works into advertising.

ASEAN Connectivity is a strategic agenda aimed at strengthening regional integration through the development of physical, institutional, and people-to-people connectivity. For Indonesia as an archipelagic state, the maritime transport sector plays a crucial role in supporting regional physical connectivity. This article analyzes the role and strategies of Indonesia’s maritime economic diplomacy within the framework of ASEAN Connectivity, with particular attention to Indonesia’s participation in the ASEAN Maritime Transport Working Group (MTWG) as a sectoral cooperation forum. This study employs a qualitative approach using a literature-based design combined with policy analysis. Data are collected from official ASEAN documents, publications of relevant ministries and institutions, regional cooperation reports, and academic literature on economic diplomacy, regional connectivity, and ASEAN maritime cooperation. The data are analyzed through a descriptive-analytical method to identify Indonesia’s position, diplomatic strategies, and policy implications arising from its engagement in the ASEAN MTWG. The findings indicate that the ASEAN MTWG serves as a strategic instrument for Indonesia to advance national interests in maritime transport and connectivity while enhancing its contribution to ASEAN’s regional integration agenda. Through this forum, Indonesia seeks to align national priorities with regional objectives, particularly in maritime infrastructure development and the harmonization of maritime transport policies. However, Indonesia’s maritime economic diplomacy continues to face challenges, including disparities in capacity among ASEAN member states and complex institutional coordination. The digital transformation of public service delivery has become a central agenda in contemporary public administration, positioning local governments as critical actors in translating national digital strategies into tangible, citizen-facing outcomes. Despite rapid diffusion of digital platforms and e-government initiatives, substantial variation persists in the performance, inclusiveness, and sustainability of digital public services across local contexts. This variation points to persistent challenges related to administrative capacity constraints within local governments and uneven levels of citizen readiness to access and use digital services. Addressing these challenges, this article presents a comprehensive literature review that aims to (1) map the conceptual evolution of digital public service delivery in local governments, (2) synthesize empirical findings on the roles of administrative capacity and citizen readiness, and (3) identify key theoretical and empirical gaps in the existing scholarship. Methodologically, the study adopts a systematic literature review approach, drawing on peer-reviewed journal articles published in the last five years and indexed in major academic databases, including Scopus, Web of Science, DOAJ, and Google Scholar. The selected literature is analyzed using thematic synthesis, guided by an integrated theoretical framework combining Digital Government Theory and Digital Era Governance as overarching transformation lenses, Administrative Capacity and Capacity Building Theory and Competency-Based Human Resource Management to explain organizational and human resource determinants, Digital Divide Theory and the Technology Acceptance Model to capture citizen-side readiness and adoption dynamics, and Policy Implementation Theory to account for institutional and regulatory mediation. The synthesis reveals several dominant patterns: digital service performance is strongly conditioned by leadership, coordination, information capacity, and workforce competencies; citizen uptake is shaped not only by access and skills but also by perceived usefulness, ease of use, and trust; and policy design and implementation processes mediate the interaction between supply-side capacity and demand-side readiness. Importantly, the review shows that these factors are mutually constitutive rather than independent, challenging linear and technology-centric models of digital transformation. The article concludes by advancing an integrative conceptual understanding of local digital public service delivery and by outlining theoretical implications for digital public administration research as well as practical policy recommendations for designing inclusive, capacity-sensitive, and sustainable digital public services at the local level.

Mental health among Generation Z university students has become an increasingly important issue amid rising academic demands and the rapid development of digital life. Students today face various academic pressures, including competition for achievement, heavy coursework, and performance targets, which may negatively affect their psychological well-being. In addition, advances in digital technology have reshaped students’ daily lives, particularly through intensified information exposure and social comparison. This study aims to examine the influence of academic competition and digital dynamics on the mental health of Generation Z students using a literature review approach. The research employs a descriptive qualitative literature review method by analyzing 20 relevant scholarly articles published in national and international journals between 2018 and 2024. The findings indicate that academic competition is closely associated with increased levels of stress, anxiety, and emotional exhaustion among students. Prolonged academic pressure without adequate psychological support may lead to a decline in students’ psychological well-being. Furthermore, digital life reinforces psychological pressure through mechanisms of social comparison and self-presentation demands. However, several studies also identify protective factors, such as social support, mental health literacy, and emotional regulation skills, which help students manage academic and digital pressures more adaptively. Therefore, the mental health of Generation Z students is shaped by a complex interaction between academic competition and digital life, highlighting the need for comprehensive efforts from both individuals and educational institutions to promote students’ psychological well-being.

Unequal access to population administration services remains a persistent governance challenge in archipelagic and geographically constrained areas, where spatial dispersion, limited connectivity, and high mobility costs systematically hinder citizens’ ability to obtain legal identity documents. In island regions, weak sea transportation networks, weather-dependent travel, and long distances to administrative centers reduce the feasibility of conventional, office-based service delivery, producing administrative exclusion that undermines equal citizenship. These barriers also intersect with socio-administrative realities, including the prevalence of unregistered marriages (nikah sirri), which constrains civil registration processes and delays the formal recognition of marital status and household composition within population administration systems. Against this backdrop, this review article aims to synthesize reputable scholarly literature on pelayanan jemput bola (mobile/outreach public services) as a policy strategy to advance service inclusivity and administrative justice in population administration, particularly for geographically marginalized communities. Methodologically, the article employs a thematic–conceptual literature review, systematically identifying and analyzing peer-reviewed journal articles and conference proceedings published primarily within the last five to ten years across recognized academic databases. The synthesis identifies key rationales and conceptualizations of outreach services, maps major implementation models (mobile units, community-based outreach, integrated one-stop outreach, and hybrid outreach–digital arrangements), and consolidates recurrent success factors, including local state capacity, inter-actor coordination, frontline discretion, and policy support. It also highlights persistent challenges such as logistical uncertainty, resource constraints, uneven digital readiness, and governance fragmentation across island territories. The article concludes that mobile/outreach population administration services can substantially improve equitable access to legal identity and strengthen civil rights realization in archipelagic contexts, but only when embedded in capacity-building and geography-sensitive governance arrangements. By integrating fragmented strands of scholarship, the review offers a conceptually grounded framework and policy-relevant implications for designing sustainable and just population administration reforms in island regions.

This research seeks to analyze how balancing funds and Regional Original Revenue (PAD) contribute to regional financial performance through a literature review approach. The study is motivated by inconsistencies in prior findings as well as the crucial role of these two revenue components in strengthening the fiscal autonomy of local governments. The method applied involves a review of relevant academic studies published between 2022 and 2025, which were sourced from Google Scholar. The findings suggest that balancing funds are able to support improvements in financial performance when managed effectively, although their use may also lead to a higher level of dependence on the central government. In contrast, PAD generally shows a positive relationship with financial performance, as it represents a region’s capacity to generate and manage its own revenue, even though several studies report that its influence is not always statistically significant.Overall, this study highlights the need for optimizing PAD management alongside ensuring that balancing funds are allocated in an efficient and transparent manner, in order to achieve sustainable improvements in regional financial performance.

This study looks at how the government isn't doing enough to watch over logging in Sumatra and how that leads to a higher chance of flooding, using the ideas from Administrative Law. Ineffective supervision, both during the licensing process and afterwards, significantly contributes to the decline of the forest's ecological functions, resulting in hydrological disasters. The study uses normative law and follows a literature review method. The data used consists of secondary data, including primary legal materials such as legislation, as well as secondary materials like textbooks, academic journals, and digital sources. Data was gathered by looking at documents and then looked at using a descriptive-qualitative approach. The research shows that the government's failure to properly carry out its responsibilities in forestry management can be considered an illegal government action, known as an 'onrechtmatige overheidsdaad'. This action goes against the General Principles of Good Governance (AUPB), especially the principles of being careful with public money, being responsible, and ensuring that laws are clear and followable. This situation leads to the government being responsible, which means they must take steps to fix the environment and offer help to the communities that were affected. This study suggests strengthening the forestry oversight system by implementing regulatory improvements, improving the capacity of officials, utilizing technology, and involving the community actively to ensure transparent, accountable, and sustainable environmental management.

This article analyzes the application of the hierarchy of norms in the decisions of the Constitutional Court concerning Law Number 17 of 2023 on Health using the perspective of Hans Kelsen’s Stufenbau theory. The enactment of the Health Law has generated significant legal debate and several constitutional review petitions submitted to the Constitutional Court, raising questions about the consistency between statutory norms and constitutional principles. This study aims to examine how the Constitutional Court applies the principle of hierarchical norms in reviewing the constitutionality of the Health Law and to assess the relevance of Stufenbau theory in explaining the interpretation of legal norms in constitutional adjudication. This research employs a normative juridical method using statute, conceptual, and case approaches. Primary legal materials consist of the 1945 Constitution, Law Number 17 of 2023 on Health, and relevant Constitutional Court decisions, supported by secondary legal materials from academic literature and legal studies. The findings show that the Constitutional Court consistently positions the 1945 Constitution as the highest norm within the Indonesian legal system and uses the hierarchy of norms as the basis for evaluating the validity of statutory provisions. The Court maintains the legal force of the Health Law when no normative conflict with the Constitution is identified, while in certain cases it provides constitutional interpretation to ensure the compatibility of statutory norms with constitutional principles. This study demonstrates that Stufenbau theory remains relevant as an analytical framework for understanding the hierarchical structure of legal norms and the operation of constitutional review within the Indonesian legal system.

This study aims to analyze the effect of the intensity of regional language use on the quality of Indonesian language proficiency among ninth-grade students of SMP Islam Al-Mubarok. A quantitative approach was employed using a survey method and simple linear regression analysis to examine the relationship between the intensity of regional language use as the independent variable (X) and Indonesian language proficiency as the dependent variable (Y). The data were collected through research instruments developed based on the study indicators and analyzed using statistical tests. The findings revealed that the working hypothesis (Ha) was accepted, indicating a negative and significant effect of regional language use intensity on students' Indonesian language proficiency. This result was supported by a significance value of 0.000 (p < 0.05) and a regression coefficient of -0.85, demonstrating that a higher intensity of regional language use was associated with lower Indonesian language proficiency. The coefficient of determination (R²) of 61.6% indicates that variations in Indonesian language proficiency are substantially explained by the dominance of regional language use, while the remaining percentage is influenced by other factors beyond the scope of this study. The dominance of regional languages contributes to linguistic interference, particularly in grammatical aspects, and reflects students' difficulties in performing code-switching between informal and formal contexts, potentially reducing the effectiveness of Indonesian as the primary language of academic instruction.
