The purpose of this study is to analyze the optimization of fostering correctional children in LPKA Class 1 Kupang in an effort to prevent recidivism. The research method uses a qualitative method with an empirical legal research approach, sources and types of data in this study, namely primary data obtained from interviews and observations at LPKA Class 1 Kupang and secondary data obtained from literature studies, then processed by checking and correcting, then analyzed descriptively qualitative. Research results obtained: The optimization of the implementation of coaching for correctional foster children at LPKA Class 1 Kupang in an effort to prevent recidivism is carried out through personality coaching including spiritual guidance and counseling, fostering the nation and state, fostering arts and sports. While fostering independence is carried out through educational coaching, and skills coaching. In addition, reintegration and integration coaching is carried out including assimilation, conditional leave and parole. The implementation of the coaching process carried out on foster children at LPKA Class 1 Kupang is not free from various inhibiting factors including: infrastructure facilities and lack of quality human resources. Suggestion: It is expected that the LPKA Class 1 Kupang needs to improve adequate infrastructure, prepare the quality of human resources with various expertise that supports the implementation of the coaching process and cooperate with stakeholders and outside agencies, both government agencies and non-government agencies so that the coaching process can run optimally so that it can prepare foster children before returning to society.

This research aims to determine the legal awareness of village communities in administering Child Identity Cards (CIC) and the factors inhibiting village community legal awareness in administering Child Identity Cards (CIC) in Sunsea Village, Naibenu District, North Central Timor Regency. This researcher uses qualitative research methods which in legal research are called empirical research and the research aspects consist of legal knowledge, legal understanding, legal attitudes and legal behavior. Researchers used a research location in Sunsea Village, Naibenu District, North Central Timor Regency with 30 respondents (4 Village Government, 1 BPD and 25 Community), and used primary and secondary data as types and sources of data. And the collected data is then processed using coding, editing, tabulation and analyzed systematically. The research results show that the legal awareness of village communities in processing children's identity cards in Sunsea Village, Naibenu District, North Central Timor Regency is low. This is proven by the results of research on four indicators including low legal knowledge, low understanding of the law, many people's legal attitudes that do not agree and many people's legal behavior that is not in accordance with the village community's legal awareness in managing children's identity cards (CIC). One of the internal inhibiting factors is knowledge, education and economics which tend to influence the legal awareness of village communities in processing children's identity cards, while the external inhibiting factors are the distance where the community lives and there is no cooperation between the government/certain agencies and the village government to carry out socialization.

Workload often causes problems faced by employees in various agencies. Employee performance becomes ineffective and inefficient because the workload is too low or too high. The aim of this research is to conduct an analysis of the fatigue and workload of employees in the E-Government Administration Department. Analyzing workload is an important part of efforts to improve bureaucratic reform in government. The application of workload analysis helps determine the number of working hours required to complete a task, or in other words calculate the amount of work, responsibility or workload that must be borne by a person. Less than optimal application of workload analysis can affect employee performance, such as uneven distribution of employees, accumulation of employees in one unit, or an unbalanced number of employees. Therefore, a workload analysis application is needed to help manage job workload.

The research discusses the factors causing drug abuse cases and their countermeasures in Pohuwato Regency. The method used in the research is empirical with qualitative descriptive data analysis that describes and describes reality data in the field. Based on the results of the study, that the factors that cause drug abuse cases in Pohuwato Regency are internally derived from within a person. Where the inability to adjust and weak self-confidence so that the perpetrator is unable to control the desire to try and have experience with drugs that are expected to overcome the mental pressure he experiences. The pressure in question comes from family circumstances that are less supportive (not harmonious) and indifferent to one's self-development. In addition, there are external factors, namely the promiscuity of the perpetrator, social and work environment factors, economic problems and easy access for the perpetrator. Police Countermeasures against Drug Crimes in Pohuwato Regency are carried out by conducting Early Prevention or Pre-emtif efforts by conducting searches regarding the causes or drivers, to the opportunities for the use of these illegal drugs. Early prevention is carried out through education that aims to create awareness and vigilance, by distributing banners and advertising banners and invitations not to use drugs in agencies and public service places including in the school environment. Preventive efforts with socialization and counseling, supervision of narcotics trafficking traffic both at the port and land which is the entry point for migrants in Pohuwato district.  In addition, this supervision is also carried out routinely in places where transactions are usually held, for example nightclubs and locations where teenagers usually gather, and conduct operations or patrols or raids. Repressive efforts as the last step to take firm action against the perpetrator by imposing sanctions, as well as the implementation of rehabilitation involving various elements.

Law is a guide for people in living their lives so that they are directed and avoid negative behavior. Freedom of expression, including criticism of the government, is often considered an insulting act that can result in legal action. This research aims to determine the limits of the criminal provisions for insulting the President and Vice President in the reform of criminal law (Law number 1 of 2023 concerning the Criminal Code) in Indonesia as well as analyze the provisions regarding insulting the President and Vice President who have the potential to threaten press freedom. The method used in this research is normative law, namely examining aspects of legal policy through studying the documents of Law number 1 of 2023 concerning the Criminal Code. The results of this research show that criminal law regulations regarding insulting authorities and state/government institutions, especially the President and Vice President, have developed over time. Constitutional Court (MK) decisions have an important role in establishing clear boundaries regarding expression and criticism of authorities and state/government institutions. Criticism of the performance of executive agencies can be a means of increasing government transparency and accountability. However, regulations governing insults against authorities and state/government institutions must pay attention to democratic principles and human rights.

The aim of this research is to find out whether there is an influence of Minimum Service Standards (in the fields of Education, Health and Infrastructure) on community welfare and economic growth in Central Kalimantan Province and whether welfare influences Community Economic Growth in Central Kalimantan? The data used is data originating from the relevant agencies, namely the Central Kalimantan Central Statistics Agency (BPS), and the SPM Minimum Service Standards Reporting of the Directorate General of Domestic Development. The analysis method used is path analysis. The research results prove that minimum service standards in the fields of education, health and infrastructure do not have a significant effect on increasing the welfare of the HDI community, and have no effect on increasing economic growth in Central Kalimantan.

Ecotourism in Baubau City has not developed optimally despite having great natural resource potential. Weak coordination between institutions is one of the obstacles to the implementation of policies related to ecotourism development. The purpose of this study was to analyze the effectiveness of the role of ecotourism development institutions in supporting ecotourism policies in Baubau City. This research uses qualitative methods with data collection techniques of observation and in-depth interviews with related agencies and local ecotourism actors. The results showed that coordination between ecotourism development institutions is still weak so that the implementation of ecotourism policies is not optimal. Recommendations include the need to improve cross-sectoral coordination and program synchronization, optimize the function of ecotourism institutions, and increase human resource capacity. This research is useful as an evaluation for policy makers related to ecotourism institutional reform in Baubau City.

This article discusses the management of labor costs in the public sector with a focus on the management of non-permanent employees (PTT) and outsourcing alternatives. This research highlights problems in personnel management, especially employee expenditure costs that must be borne by government agencies. This study reviews cost control systems, labor costs, and methods for managing honorary staff costs in government. The findings show that outsourcing is more efficient than recruiting PTT or temporary workers as a solution to control labor costs. Additionally, this paper recommends Activity Based Costing (ABC) method for public sector organizations to provide valuable information related to detailed cost data. This research shows that decentralizing recruitment in local governments can improve efficiency, effectiveness and fairness, but can also lead to corruption and disparities in the distribution of human resources. Cost control, outsourcing, and the use of Activity-Based Costing (ABC) can help public sector organizations manage costs and increase operational efficiency. To achieve better governance, operational efficiency and effective cost control, public sector organizations need to consider the various strategies and methods described in this research.

This research investigates the involvement of the ASEAN Ministerial Meeting on Transnational Crime (AMMTC) in efforts to tackle human trafficking in the ASEAN region, with a focus on the role and concrete steps that have been taken in supporting the fight against human trafficking in Indonesia. Using a qualitative approach with literature study methods, data was collected from various literature sources including official ASEAN documents, research reports and academic articles. The research results show that human trafficking is one of the most serious transnational crime issues in the ASEAN region, with the main victims including vulnerable women and children. AMMTC plays a role in developing policies and legal frameworks to address human trafficking, as well as facilitating operational cooperation between law enforcement agencies of ASEAN member countries. Concrete steps taken by AMMTC include issuing the ASEAN Action Plan to Combat Transnational Crime, adopting implementation guidelines, and formulating ACTIP (ASEAN Convention Against Human Trafficking in Persons). Through these steps, ASEAN is demonstrating a strong commitment to confronting the issue of human trafficking and working with member countries to address the threat. This research contributes to a deeper understanding of the role of AMMTC in combating human trafficking in the ASEAN region and its relevance to efforts to combat human trafficking in Indonesia.

Fraud in the accounting field is fraud that involves data manipulation, asset theft, or other violations of business ethics. The Bitung City Regional Financial and Asset Agency is one of the agencies that is vulnerable to fraud. BKAD has the task of assisting the Mayor through the Regional Secretary in carrying out supporting functions in government affairs in the field of finance and regional assets. The research method used in this research is the quantitative method, a quantitative method, namely a research method that uses numbers and statistics in collecting and analyzing data that can be measured. The results of this research indicate that Fraud Risk Assessment has a significant positive effect on Time Pressure on Regional Financial Agencies and Assets. Auditors do not ignore audit procedures and can complete the audit process well even though the time pressure available to complete the audit is limited, auditors are able to indicate the occurrence of fraud either from suspicious documentation or changes in someone's behavior. Researchers concluded that Fraud Risk Assessment had a significant positive effect on Internal Control at the Regional Financial and Asset Agency (BKAD). This indicates that the higher the level of fraud risk assessment possessed by the auditor, the greater the auditor's ability to detect fraud.

This research aims to analyze and explain the implementation of the social inclusion-based library transformation policy at Provinsi Nusa Tenggara Timur Archives and Libraries Office. This research uses a qualitative method with a case study research type and data collection procedures using in-depth interviews. The research findings show that the implementation of the Social Inclusion-Based Library Transformation (SIBLT) policy at the Office of Archives and Libraries of Provinsi Nusa Tenggara Timur has not been carried out massively. This is due to various factors, such as limited resources, including budget, time, human resources, and facilities and infrastructure; miscommunication between related organizations that have the authority to implement SIBLT; poor characteristics of the implementing agency, limited competence and number of staff, inconsistent level of hierarchical control, and poor formal and informal relationships between agencies; economic, social, and political factors, where economic resources are limited, community involvement is quite low, and support from the provincial government is inconsistent; implementing disposition issues, where SIBLT policy implementing actors do not have sufficient understanding of the program in question, and program implementing staff do not have sufficient intensity in implementing the SIBLT program.

From an Islamic perspective, the number of online transactions that fall under the heading of fiqh muamalah niaga or buying and selling is rapidly increasing. Islam has laws that apply to both buyers and sellers in buying and selling transactions. The purpose of this study is to examine the basic elements and requirements for implementing a greeting contract in online buying and selling transactions that comply with the Statement of Islamic Financial Accounting Standards PSAK Syariah 103. The research was conducted using qualitative methods and case study methods were conducted in the Online Store. The informants of this research are traders and consumers. The results showed that sellers generally know the pillars and conditions of buying and selling online in an Islamic perspective. Akad Salam has been carried out by business people with the term pre-order, business people do not know and apply PSAK Syariah 103. Research results can be useful for entrepreneurs, academics as well as government agencies and the community.

The service assistance carried out at the Sidoarjo Public Service Mall is one of the efforts to increase public participation in Sidoarjo city. With the presence of the August 17, 1945 University student internship program at the Public Service Mall, the community can be assisted by the services provided by various government agencies and use the best facilities and infrastructure in providing services. The service assistance carried out by the Public Service Mall has a positive impact on the community, making it easier to manage services both online and offline. This activity aims to provide an understanding to the community about the services provided by the government. The results of the analysis of internship activities carried out at the Public Service Mall provide understanding and service assistance guarantee top quality and class, as well as providing services by providing easy access for the community. Services provided include various offices, such as the Investment and Integrated One-Stop Service Office, the Population and Civil Registry Office, the Social Service, the Regional Tax Service Agency, and others.

Bone Bolango Regency is part of the Tomini Bay area which is included in the sustainable development targets based on the SDGs achievement targets. This research aims to determine the strategy for achieving SDGs which will be used as the basis for economic development in Bone Bolango Regency. The research is qualitative research that uses respondents from related agencies who are determined based on purposive sampling. There were 5 respondents who were willing and were representatives of related agencies in Bone Bolango Regency. Data analysis uses SWOT analysis based on data obtained through questionnaires. The research results show that regulatory support (0.432) and priority of the Regional Medium Term Development Plan (0.359) are strength factors, while the weakness factor is institutional support (0.120). The opportunity factor is budget support (.045), while the threat factor is partnership support (0.043), which is still very limited. The SWOT factors found in Bone Bolango district are the basis used to develop strategies for achieving SDGs. The strategy for achieving SDGs indicator targets is based on factors found in Bone Bolango Regency, sorted based on a priority scale, namely regulatory support, RPJMD priorities, institutional support, budget support and partnerships.

Confiscation of assets regulated in criminal acts of corruption is based on Article 18 paragraph (1) of Law Number 20 of 2001 concerning Eradication of Corruption Crimes. The form of asset confiscation without punishment as an alternative to providing justice for the state and perpetrators of criminal acts of corruption consists of an asset confiscation system using the Non Conviction Based Asset Forfeiture model and implementing the mandate of UNCAC as the State. The establishment of legal rules regarding confiscation of assets without punishment as an alternative to providing justice for the state and perpetrators of criminal acts of corruption in realizing a welfare state, at least taken in several progressive legal steps, namely improving statutory regulations, strengthening coordination between law enforcement agencies, and accelerating finalize the Asset Recovery Act.

The community has the right to get a clean, beautiful, comfortable and healthy environment; get cleaning services; utilizing and processing waste; actively participate in waste management activities; and obtain information from local governments and/or other parties that are directly related to the sustainability of life related to waste. This right has direct implications for the community's obligations regarding the management of household waste and/or similar household waste by being obliged to reduce and/or handle waste in an environmentally sound manner. Unfortunately, the handling of environmentally sound waste has not gone well due to inadequate facilities, enforcement of regulations, and low awareness of the community itself. PT. Wahana Anugerah Energi has developed a waste collection and transportation system using a smartphone application called Rapel. Rapel campaigns for sustainable waste management in households. Currently, Rapel provides garbage pick-up services, especially for recycled waste. However, the problems faced include: wide community reach but with Human Resources (HR) PT. The Wahana Anugerah Energi (Rapel Surakarta) is limited, facilities and infrastructure for the ongoing development of understanding of waste management for the community are not sufficient, the application of Rapel is not yet known by the people of Surakarta. overcome, the lack of public awareness of Surakarta City regarding waste management, lack of cooperation and coordination with agencies related to waste problems so that Rapel technology has not received public knowledge, Surakarta people do not know about data integration related to environmental information. From this problem, we  design a social marketing communication program so that Rapel Indonesia's goal of encouraging people to sort household waste can be achieved. To achieve this, we design a waste sorting workshop by presenting credible sources such as Lyfe With Less Representative and Rapel Indonesia Manager. To avoid the risk of accidents and improve work safety in the work environment, every transport company must comply with applicable regulations in accordance with the regulations of related agencies or authorized entities. The purpose of this study is to determine the extent to which the management system (K3) has been implemented in the company PT. Multi Jaya Samudera Belawan. Thus the company hopes that the risk of work accidents in the company can be prevented so as not to cause losses or accidents. In analyzing and explaining the application of Occupational Safety and Health Management System (SMK3) in improving work safety at PT Multi Jaya Samudera Belawan, the method used in this study is field research and library research. The results of the study that the application of the Health Management System, Occupational Safety (K3) in improving occupational safety at PT. Multi Jaya Samudera Belawan has not been running optimally which is marked by the existence of several staff in this company who do not use PPE in carrying out their work. PT. Multi Jaya Samudera only declared K3 commitment orally, so that the K3 organization in writing has not been formed. For this reason, a written commitment is needed in the application of K3 at PT. Multi Jaya Samudera Belawan to immediately form a responsible K3 organization and its function can be carried out well to reduce disease and work accidents, so that it is expected to be a reference for work safety management systems.

The presence of Cash Waqf Linked Deposit (CWLD) in 2023 which is used for education is a development point for productive waqf, where previously the government had issued Cash Waqf Linked Sukuk (CWLS) as a waqf instrument with various uses including in the sustainable development sector, as well as the encouragement for the Islamic financial industry in secreening financing to protect the environment. Because of this, a special study is needed regarding whether CWLD can be used for sustainable development according to Indonesian law. This scientific work is included in normative jurisprudence, so that in compiling descriptive analysis used with a literature study approach, utilising legal sources of legislation and other scientific works. The research results obtained, namely The opportunity to apply CWLD benefits to the sustainable sector is supported by a legal structure that has synergised to develop waqf. Regulations issued by agencies and the Islamic financial industry. The legal culture of gotong royong that has been rooted in society is an additional value in the development of waqf. However, the weakness lies in the absence of CWLD product development in the sustainable development sector and the absence of specific regulations governing CWLD. The next challenge is to maintain the synergy between stakeholders in the legal structure, formulate specific regulations related to CWLD, and increase the inclusion and literacy of Islamic finance through socialisation, so that the development of productive waqf and the Islamic finance industry can continue to increase.

Conflicts between humans and wild crocodiles still occur frequently in East Nusa Tenggara. Conflicts often occur with residents who live on coastlines and river estuaries, where most of the population earn their living as fishermen and farmers. The objectives of this research are: (1) Want to know the form of legal protection for people who are attacked by crocodiles in crocodile habitats. (2) Want to know the pattern of conflict management between humans and crocodiles in their habitat. This research is a type of empirical juridical research, or what is called field research, namely examining applicable legal provisions and what happens in reality in society. Empirical juridical research is legal research regarding the application or implementation of normative legal provisions in action in every legal event that occurs in society. The results of this research show: (1) Legal protection that protects every human right that is attacked by a crocodile has been clearly regulated in law number 5 of 1990, government regulation number 7 of 199 9, government regulation number 13 of 1994, and ministerial regulations forestry number P.08 of 2008. (2) Efforts to overcome conflict between crocodiles and humans have been carried out by establishing a SATGAS or task force for dealing with conflict between humans and wild animals and consists of two units, where one unit is tasked with dealing with the community and the other unit tasked with dealing with wild animals. There are also several government agencies in it to respond to reports quickly and handle them according to SOPs or standard operational procedures for handling conflicts between humans and wild crocodiles which serve as standard guidelines for handling conflicts reported by the public. As well as efforts from the government, there have also been short-term efforts such as outreach and long-term efforts such as conducting more in-depth research on crocodiles. Based on the results of this research, it is hoped that there will be awareness from all components, both society and government, so as not to excessively convert land so that it destroys the natural habitat of crocodiles and causes crocodiles to escape into public areas.

Cross-sector land registration is land registration with subsidized assistance for low- income people who work in small and medium enterprises, SMEs, agriculture, fishermen, and fish farmers, in this case financing land rights certification services at the land office. That is how the issue is stated. (1) How Kupang City should go about implementing cross-sector land registration. (2) What are the challenges facing Kupang City in adopting cross-sector land registration? (3) How may cross-sector land registration be implemented in Kupang City? Empirical research is the methodology employed, and data is gathered through a literature review and interviewing 20 respondents. The findings of the study demonstrate (1) Kupang City's cross-sector land registration implementation procedure. Cross-sector land registration is implemented sporadically, making it a cross-sectoral process. sector comes before the gathering of legal data. (2) Obstacles to the implementation of cross-sector land registration in Kupang City include many incomplete documents, absences during the socialization of land title certificates, and problems with the applicant's land. (3) The solution to the obstacles to implementing cross-sector land registration is that the land authorities carry out monitoring and evaluation every week From the onset to the conclusion of the cross-sector implementation, and the community participates more in cross- sector implementation activities. This research has led to the following conclusions: (1) cross-sector land registration implementation Planning, negotiation, team building, gathering legal data, certification, and reporting are the phases of implementation that will take place in Kupang City based on the decision made by the head of the Kupang City Land Office. (2) Barriers to the implementation of cross-sector land registration In Kupang City, obstacles occur internally and externally, internal land parties must build relationships with related agencies and externally there are still many incomplete files, lack of community participation and land problems. (3) How to get around roadblocks in the way of Kupang's cross-sector land registration implementation; how to have officers be more proactive in reaching out to pertinent agencies and supplying information about cross-sector land registration.
