This research seeks to examine adaptive and sustainable internal governance approaches to enhance the operations of the Household Division within the General Bureau at the East Java Province Regional Secretariat. The study concentrates on four main elements: the integration and compatibility of SIM-BMD with financial systems and LPSE, technology-driven centralized logistics frameworks, the execution of asset lifecycle SOPs involving preventive maintenance and quick transfer methods, and the enhancement of human resource capabilities through targeted training and the creation of digital leaders. Employing a qualitative descriptive approach within a case study framework, information was gathered via detailed interviews, participatory observation, and analysis of institutional documents. The results indicate that integrating systems improves transparency, efficiency in reporting, and accountability in asset management. The centralized logistics approach paired with intelligent warehouse techniques greatly enhances distribution efficiency and decreases operational expenses. Additionally, proactive asset lifecycle management reduces the chances of asset deterioration and prolongs its useful life. Nonetheless, inconsistent digital skills among staff continue to pose a significant obstacle, necessitating ongoing training initiatives and guidance. The research suggests promoting a data-centric work environment, inclusive digital advancements, and collaboration among departments to establish a professional, effective, and sustainable internal governance framework consistent with the tenets of good governance and smart government

The transition toward Society 5.0 demands a workforce capable of integrating technological proficiency with strong human-centered soft skills. This community engagement program aims to enhance the digital mindset and soft skills of PKK women in Boja District, Kendal Regency through a structured mentoring model rooted in human-centered learning principles. Using a needs assessment, experiential training sessions, and group mentoring, the program focused on increasing participants’ abilities in digital literacy, communication, collaboration, creativity, and community-based leadership. The mentoring activities revealed significant improvements in participants’ understanding of basic digital functions, such as the use of smartphones for communication, information access, and household economic opportunities. Engagement in interactive sessions—such as role play, guided discussions, and problem-solving simulations—strengthened participants’ confidence, interpersonal communication, and teamwork skills. Furthermore, several participants demonstrated emerging leadership abilities, particularly in facilitating peer learning and supporting other members during digital practice activities. These findings align with recent literature emphasizing the effectiveness of contextual digital training and experiential adult learning in promoting behavioral change and improving community readiness for technological transformation. Overall, the program successfully enhanced the participants’ readiness to face the challenges of Society 5.0 by fostering digital mindset growth, essential soft skills development, and strengthened leadership capacity. The results indicate that human-centered mentoring can serve as a sustainable approach to empowering local communities and improving their competitiveness in the digital era.

Discourse on Law and Society 2025 International Forum of Researchers and Lecturers

The Prosecutor's Office of the Republic of Indonesia (Kejaksaan RI) is currently undergoing a significant paradigmatic shift following the enactment of Law No. 11 of 2021. While historically viewed primarily as a prosecution agency (Dominus Litis) in criminal matters, the current legal landscape demands a stronger role in Civil and State Administrative Law (Datun). However, the institutionalization of the Attorney General as the "Supreme Legal Advisor" to the government remains suboptimal, often overshadowed by its repressive functions. This normative ambiguity hinders the state's ability to receive unified and binding legal opinions. This study aims to analyze the normative basis for this transformation and proposes an institutional framework to establish the Attorney General as the sole authority for state legal counsel. The research employs a normative juridical method with statutory and comparative approaches, analyzing the new Prosecutor's Law and comparing it with the Solliciteur-Generaal concept in other jurisdictions. The study finds that the 2021 amendment provides the necessary legal standing for this transformation, but it requires a competency upgrade for prosecutors to handle complex non-litigation issues. Strengthening the Attorney General's role as the Supreme Legal Advisor is essential to ensure legal certainty in government policies and prevent state financial losses.

This study aims to describe the social structure in the implementation of the Hata Situtur Poda custom in the marriage of the Angkola and Mandailing communities in Paringgonan Julu Village, Ulu Barumun District, Padang Lawas Regency, and identify the roles and responsibilities of each element in the social structure. The research method used is qualitative with a phenomenological approach. Data collection techniques include participant observation, in-depth interviews and study of related documents. Data analysis was done thematically by categorizing, describing, and drawing conclusions based on data obtained in the field. The results showed that the social structure of the implementation of Hata Situtur Poda involved various elements, namely the bride and groom, the parents of the bride and groom, the extended family of the bride and groom (kahanggi, anak boru, mora), traditional leaders (hatobangon, raja adat), religious scholars, government elements, and the wider community. Each element has specific and complementary roles and responsibilities in supporting the smooth running of the traditional procession. This tradition not only functions as a medium for conveying advice and advice on family life, but also as a mechanism for preserving cultural, moral and social values that have been passed down from generation to generation. This study concludes that the successful implementation of Hata Situtur Poda is highly dependent on a strong and organized social structure, which is able to maintain the continuity of the tradition amid the dynamics of changing times.

This research focuses on the strategic role of the people's market as a driver of the regional economy and a source of Regional Original Income (PAD), by taking a case study of the arrangement of the people's market by the Ciamis Regency MSME Office. Using a qualitative approach, data was collected through observation, interviews, and documentation studies. The results of the study show that the Regional Government of Ciamis Regency implements five main strategies in structuring the people's market, including optimizing development and revitalization with ease of access, market development based on potential and local characteristics, cooperation with investors, facilitation and guaranteeing the ease of capital lending through banking, and market promotion using digital technology. This strategy has a significant impact on the achievement of PAD. The achievement of PAD from the people's market sector of Ciamis Regency was recorded to exceed the target in the period of 2015 to 2017, reaching 113.4%, 128.0%, and 121.9%, respectively, although it decreased in 2018 to 87.2%. To optimize regional levy revenue, these findings conclude the need to improve and improve the regional levy management system to support the performance of the apparatus, the implementation of routine activities such as coordination between agencies and socialization to business actors, as well as increasing the discipline, dedication, and honesty of fiscal officials in carrying out their main duties and functions proportionately.

Village Community Institutions (LKD) play a strategic role in supporting village governance and the implementation of community-based development. However, various challenges remain for many LKDs, particularly in terms of institutional capacity, regulatory understanding, and collaboration among stakeholders. This community service activity aims to strengthen the capacity of the LKD of Pamboborang Village, Banggae Sub-District, Majene Regency, in supporting sustainable village development. The activity was conducted through interactive lectures focusing on improving understanding of institutional functions, strategic roles in planning and monitoring development, and the importance of synergy between the LKD, village government, and the community. Participants included LKD members, village officials, and local community representatives. The results showed an increase in participants’ understanding of the main duties and functions of LKDs, along with a growing collective awareness of the importance of local institutional roles in sustainable development. This activity serves as a tangible contribution to transforming village governance through institutional empowerment. In the future, follow-up actions such as continuous mentoring and practice-based training will be needed so that LKD institutional capacity can develop systematically and independently.

Guidance and Counseling services have a strategic role in supporting students’ holistic development, including academic, social, emotional, and moral aspects. However, in practical implementation, counseling services in schools still show a gap between theoretical ideal concepts and real field practices. This study aims to analyze the role of school counselors in the implementation of Guidance and Counseling services at MTs Ibnu Sina Karawang, focusing on the counselor’s role, teacher-student interaction patterns, supporting factors, and challenges faced during implementation. This research employed a qualitative approach through semi-structured interviews with the school principal, teachers, and selected students. The findings show that the counselor plays multiple roles, namely as a disciplinary guide, personal counselor, moral educator, and facilitator of religious character strengthening. The interaction between counselors and students is carried out through humanistic, empathetic and communicative approaches. Supporting factors include strong collaboration among teachers, principals, homeroom teachers, and religious-based school activities. Meanwhile, several obstacles are found such as limited number of counselors, lack of students’ comprehensive understanding about BK functions, limited time allocation, and negative stigma that counseling services are only for problematic students. This research emphasizes the need for strengthening counseling literacy and transforming services into more preventive, developmental, collaborative, and continuously progressive student-oriented programs.

According to data from the World Health Organization (WHO), approximately 24 million people worldwide, or about one in every 300 individuals, live with schizophrenia. Individuals with schizophrenia commonly experience reduced independence in performing daily functions and social roles, including self-care, employment, and social interaction. This decline in independence is closely related to disturbances in thought processes, which subsequently affect their ability to carry out activities of daily living (ADL). This study aimed to examine the relationship between family support and the level of ADL independence among patients with schizophrenia at Embung Fatimah Hospital, Batam City, in 2024. The research employed an analytical correlation approach with a cross-sectional design and involved 60 families who lived in the same household as schizophrenia patients. Data collection was conducted from October 1 to October 9, 2024, using a purposive sampling technique and structured questionnaires. The findings revealed that the majority of respondents perceived family support as adequate, accounting for 38 respondents (63.3%), while 29 patients (48.3%) demonstrated a sufficient level of ADL independence. Bivariate analysis using the Spearman rank correlation test showed a correlation coefficient of r = 0.605 with a p-value of 0.000 (< 0.05), indicating a statistically significant relationship between family support and ADL independence. These results confirm that stronger family support is associated with higher levels of independence in daily activities among schizophrenia patients. Therefore, families are encouraged to consistently provide emotional, instrumental, and motivational support to help patients maintain and improve their daily functioning.

The student admission process in many educational institutions is still conducted manually, leading to issues such as data duplication, input errors, and delays in reporting. This study designs and implements a desktop-based student registration information system using VB.NET and MySQL, equipped with an admission-status checking feature and an automated quota-management module. The system was developed using the waterfall model, consisting of requirement analysis, system design using UML, implementation, and black-box testing. Two user roles are supported: admin and student. Admin users can manage applicant data, configure program quotas, open or close the registration period, and generate reports, while student users can create accounts, complete registration forms, and independently check their admission results. The implementation results show that all core functions operate validly based on testing involving two respondents. The quota-management feature successfully restricts the number of applicants according to predetermined capacities, and the admission-status module automatically displays pass or fail results. The system improves administrative efficiency, enhances data accuracy, and reduces reliance on manual record-keeping. Therefore, this desktop application serves as an effective solution for schools requiring a reliable and efficient admission management system without depending on stable internet connectivity.

This  study explores the motivational factors that encourage students from Kudus who are studying at UIN Walisongo Semarang to join KMKS (Keluarga Mahasiswa Kudus Semarang), a regional student community that serves as a social and emotional support system for migrant students. Increased mobility in higher education often places migrant students in situations requiring significant academic, social, and cultural adjustment, making social support and a sense of belonging critical. Guided by McClelland’s theory of needs, this research aims to identify how the need for achievement, affiliation, and power is reflected in students’ experiences as members of KMKS. This study employs a qualitative phenomenological approach involving five participants selected through purposive sampling. Data were collected through semi-structured interviews and analyzed using thematic analysis. The findings reveal that students primarily join KMKS to fulfill strong affiliative needs, such as seeking social connectedness, emotional comfort, familiarity, and a supportive environment among peers from the same region. Additionally, participation in KMKS contributes to personal development, including increased confidence, improved communication skills, and readiness to take organizational responsibilities. The needs for achievement and power appear indirectly through involvement in committees, leadership roles, and contributions to organizational development. KMKS also functions as a crucial coping resource, helping students reduce stress, loneliness, and adaptation difficulties. The implications of this study highlight the importance of regional student communities as a meaningful support system for migrant students, emphasizing their role in facilitating adaptation, strengthening social identity, and fostering personal growth.

Digitalization demands the MSME sector, including barbershops, to adopt technology in reservation management and marketing. Many barbershops still use manual systems, causing problems such as irregular queues, service delays, and suboptimal promotions. This study formulates how to design an information system that can integrate reservation and marketing functions into a single web-based platform. The objective is to produce an efficient, secure, and user-friendly information system design for both barbershop managers and customers. The method used is the Design Science Research approach with a waterfall system development model, involving needs analysis, system design, database design, and user interface design. The design results were validated by experts and users with a satisfaction rate of over 85%, indicating that the designed system aligns with the operational needs of barbershops. The conclusion is that the developed information system can enhance operational efficiency and customer experience, and is suitable for implementation in the barbershop service sector of SMEs.

Pancasila, as the state foundation and the source of all sources of law, has a strategic role in shaping the national education system, including religious-based institutions such as pesantren (Islamic boarding schools) and madrasah diniyah (non-formal Islamic religious schools). This study aims to examine how Pancasila values are internalized into the curriculum, school regulations, and educational practices of pesantren and madrasah diniyah. The research uses a qualitative approach with a library study design. Data were obtained from literature, journals, regulations, and official documents. The findings show that Pancasila provides a normative foundation for the development of pesantren education regulations and serves as an ethical guideline for shaping students’ character. The values of divinity, humanity, unity, deliberation, and social justice are reflected in educational practices, although the implementation is often influenced by local culture and the autonomy of pesantren. In conclusion, Pancasila functions not only as the basic legal norm but also as a source of inspiration for moral and civic education in pesantren and madrasah diniyah.

This study aims to analyze the effectiveness of agricultural extension policy in empowering shallot farmers in Rejoso Village, Nganjuk Regency. The background of this research is based on the importance of agricultural extension as a public policy instrument that functions to enhance farmers’ knowledge, skills, and independence. Although extension programs have been routinely implemented, their effectiveness needs to be evaluated to ensure that the policy truly addresses the needs and problems faced by farmers in the field.This research employs a qualitative approach with a case study design. Data were collected through in-depth interviews, field observations, and documentation studies, then analyzed thematically using data reduction, data presentation, and inductive conclusion-drawing techniques. Data validity was tested through source and method triangulation. The results show that the agricultural extension policy in Rejoso Village is considered effective based on the five indicators of public policy effectiveness proposed by Riant Nugroho, namely accurate policy, accurate implementers, accurate targets, supportive environment, and proper process. The extension materials are relevant to farmers’ needs, the implementers possess adequate technical competence, and the program successfully reaches active shallot farmers. A strong socio-institutional environment, supported by farmer associations, contributes to effective implementation, although ecological challenges such as extreme weather and pest attacks remain. The extension process is systematic and participatory, covering stages of planning, implementation, assistance, and evaluation. Overall, the agricultural extension policy in Rejoso Village has improved the capacity and independence of shallot farmers. However, strengthening the number of extension workers, digitalizing evaluation systems, and providing entrepreneurship training are necessary to ensure the sustainability of policy effectiveness.

This study examines the words structure of two selected songs, “Kekal” and “Di Akhir Perang”, from Nadin Amizah’s album Untuk Dunia, Cinta, dan Kotornya, with a focus on identifying and interpreting the functions of open class words and closed class words within the lyrical composition. The background of this research lies in the growing interest in understanding how contemporary Indonesian songwriters construct meaning through linguistic choices that contribute to the emotional depth of their works. The objective of this study is to analyze how open class words such as nouns, verbs, adjectives, and adverbs contribute to semantic imagery, while closed class words such as pronouns, conjunctions, prepositions, and aspects establish grammatical cohesion and narrative continuity. Using qualitative descriptive methods, the lyrics were segmented, categorized, and interpreted based on linguistic theory to reveal the semantic and grammatical roles of each word class. The findings show that open class words dominate the emotional and metaphorical landscape of the songs, functioning as carriers of imagery, personal vulnerability, and symbolic representation of healing, love, and existential reflection. Meanwhile, closed class words serve as structural anchors that link ideas, mark relationships between clauses, and maintain narrative fluidity, particularly in expressing inner conflict and the resolution of emotional war depicted in the lyrics. The study concludes that Nadin Amizah’s lyricism is not only aesthetically expressive but also linguistically strategic, revealing a deliberate interplay between lexical creativity and grammatical precision. These findings imply that linguistic analysis can enrich the appreciation of contemporary Indonesian music and open new perspectives for future studies in stylistics, discourse analysis, and cultural semantics.

Social media management has become a strategic necessity for social and community organizations to enhance the effectiveness of public relations activities in the digital era. This community service program aims to strengthen the digital communication capacity of members of the Indonesian Doctors’ Wives Association (IIDI), Surakarta Branch, particularly in managing social media as a public communication channel. The training was conducted offline and combined theoretical sessions, technical demonstrations, and hands-on practice covering content strategy, basic photography, Canva-based content creation, content calendar development, and management of Instagram, Facebook, and TikTok accounts. Evaluation was carried out using pre-test and post-test instruments to assess participants’ improvement. The results show a significant increase in all competency indicators, especially in content creation, content scheduling, and social media administration skills. Participants also produced their own digital content as part of the practical assessment. Post-training support was provided through a WhatsApp group to ensure continued knowledge sharing and skill development. Overall, the program demonstrates that practice-oriented training can effectively enhance the digital communication competencies of social organizations and strengthen their public relations functions. This initiative is expected to serve as a replicable model for similar organizations seeking to optimize their social media engagement.

This study examines the phenomenon of code-mixing among Generation Z in Banjarmasin, particularly in The comments section of TikTok content, which has become a primary digital expression space for young People. The aim of this study was to identify the forms, patterns, and social and cultural factors underlying This linguistic practice. Using descriptive qualitative methods with listening and note-taking techniques, Information was collected from comments on two TikTok posts on the accounts @BudRab and @Fazarbungaz. The findings indicate that the code-mixing that occurred was dominated by the insertion Of Banjarese elements into Indonesian (Banjar-Indonesian code-mixing), as well as a mixture of Banjarese, Indonesian, and English (Outer Code-mixing and Mixed Code-mixing). The forms of code-mixing found Included the insertion of Banjarese words, phrases, and lexical items such as kd (kada), makai, and mun. An analysis of the functions of code-mixing shows that this practice has a dual role: referential (for specific Local contexts), directive (to guide conversations), emotive/expressive (to indicate emotional closeness, for Example, longitude), and most importantly, as a marker of digital identity and cultural solidarity among Banjar speakers in the digital realm. This phenomenon confirms that social media serves as a new, flexible and essential space for the Banjar language to survive and negotiate with global and national languages. This study contributes to sociolinguistics by mapping the dynamics of language evolution among Gen Z in A digital context, highlighting the creative and social aspects of code-mixing.

This study aims to comprehensively analyze the role of Indonesian language education in strengthening national identity and culture amid the increasingly complex dynamics of globalization. Indonesian holds a strategic position as both the national and state language, functioning not only as a means of communication but also as a symbol of national unity, a marker of collective identity, and a medium for transmitting national cultural values. However, globalization—characterized by the dominance of foreign languages, particularly English, rapid digital transformation, and changing language attitudes among younger generations—poses serious challenges to the ideological and cultural functions of Indonesian, especially within formal education. This research employed a qualitative approach with a descriptive-analytical design. Data were collected through semi-structured interviews with teachers and students, classroom observations of Indonesian language learning practices, and document analysis of curricula and instructional materials at secondary and higher education levels. The data were analyzed thematically through data reduction, data display, and conclusion drawing, supported by source and technique triangulation to ensure the trustworthiness of the findings. The results indicate that Indonesian language education that integrates national values, literary texts, and cultural elements plays a significant role in fostering students’ awareness of national identity and positive attitudes toward the Indonesian language. Moreover, Indonesian language learning functions as a form of cultural practice that contributes to the preservation of national cultural values. Nevertheless, the study reveals challenges related to students’ pragmatic orientation toward global languages and the dominance of foreign languages in digital spaces. Therefore, strengthening Indonesian language education through integrative, contextual, and adaptive curricula and pedagogical practices is essential to address global challenges while sustaining Indonesia’s national identity and cultural continuity.

This study examines the role of the Pustaka Prima Community Reading Park (TBM) as an alternative learning space that provides non-formal educational experiences for children and adolescents, especially in communities with limited access to educational facilities. Through a descriptive qualitative approach, this study explores the contribution of TBM in developing creativity, literacy skills, self-expression, and independent learning of participants. Data was collected through participant observations, semi-structured interviews with managers and participants, and documentation of program activities. The results of the study show that TBM Pustaka Prima plays a significant role in strengthening cognitive, social, and emotional development through various activities such as reading literacy, storytelling, basic entrepreneurship training, and other creative activities. These programs have been proven to increase reading motivation, the ability to understand texts, confidence in communication, technology awareness, and the ability to innovate. An inclusive and collaborative learning environment allows participants to explore knowledge, work together, and optimize their potential. These findings confirm that TBM not only functions as a provider of reading materials, but also as a community-based education center that provides meaningful learning experiences outside the formal education system. The implications of the research emphasize the importance of strengthening collaboration, developing sustainable programs, and improving resources and infrastructure to maximize the role of TBM in community empowerment.
