The problem that arises is the use of transaction value as the basis for BPHTB calculations. The provisions governing the basis for BPHTB calculations are the transaction value. The use of transaction value as the basis for BPHTB calculations often causes problems in the field, because it is not uncommon for the transaction value submitted by taxpayers to be considered inappropriate by tax officials, so that when validation is carried out, it is not uncommon for officers to request that the transaction value be changed and adjusted according to the assessment. tax. This research is of a Notmative Juridical nature with the research object being the BPHTB for land sale and purchase transactions. That the legal certainty regarding the provisions for BPHTB calculations for land sale and purchase transactions regarding discrepancies between the NJOP in the Land Sale and Purchase Deed and the actual land price is that the BPHTB calculation is calculated from the NJOP PBB value stated in the SPPT PBB. The government, to provide guarantees of legal certainty regarding BPHTB, then issued a Circular Letter to the National Land Agency of the Republic of Indonesia number: 05 /SE/IV/2003 concerning Registration of Land Rights or Registration of Land Rights related to the implementation of Law Number 28 of 2009 concerning Regional Taxes and Regional Levy, which is addressed to heads of land offices throughout Indonesia. In order for there to be certainty in the payment of BPHTB, it is necessary to determine the exact value as the basis for calculating BPHTB by the authorized agency, for example by using the Value Selling Land and Building Tax Tax Objects (NJOP PBB) as outlined in the Land and Building Tax Debt Notification Letter. Building (SPPT PBB), or its value determined by the authorized agency.

The Bali Concord II Declaration became the basis for the establishment of the ASEAN Economic Community (AEC) which aims to create a single market with five freedoms, including skilled labor mobility. However, Indonesia faces challenges in improving the quality of its human resources to compete in the regional market. Indonesia-Germany cooperation, in terms of vocational education development in Indonesia, offers a strategic opportunity to produce competent graduates according to international standards. Policy support such as Presidential Regulation No. 68 of 2022 on the revitalization of vocational education strengthens this effort, enabling technology transfer, strengthening industry-based curriculum, and improving the quality of teaching staff. Effective implementation is expected to make Indonesia one of the leading countries in skilled labor exports in ASEAN, while strengthening national economic competitiveness in the era of regional integration.

The 1945 Constitution (UUD 1945) has a very iportant fundamental role in the legal and political system in Indonesia, especially in ensuring the fulfillment of Human Rights (HAM) for the people in Indonesia. As the country's highest constitution, the 1945 Constitution not only determines the structure and powers of the state, but also regulates the protection of the rights of individuals and groups of citizens or society. Since the amendments to the 1945 Constitution from 1999 to 2002, the substance of human rights has increasingly been strengthened and regulations have been tightened, with an emphasis on civil, political, economic, social and cultural rights. In this article I aim to examine how the 1945 Constitution functions as a legal instrument to guarantee the protection of human rights in Indonesia. This research uses a normative approach by analyzing articles in the 1945 Constitution which are directly or indirectly related to human rights, as well as assessing their implementation in practice. The results of the analysis show that although the 1945 Constitution provides a strong legal foundation for the protection of human rights, many challenges still arise in its implementation and enforcement, especially those related to the gap between legal norms and the reality on the ground. Apart from that, the role of state institutions such as the Constitutional Court (MK), Komnas HAM, and the judicial system is very crucial in ensuring the fulfillment of citizens' basic rights. In conclusion, the 1945 Constitution has great potential to guarantee Human Rights in Indonesia, but ongoing efforts are needed to overcome various obstacles and problems in its implementation practice.

Toko Liv Beauty is one of the business players in the beauty sector that is developing in North Sumatra, specifically in the West Binjai sub-district, Binjai City. As a store that provides various beauty products, this research aims to assist Toko Liv Beauty in determining a strategic location for opening a new branch using the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) method. The TOPSIS method was chosen for its ability to analyze alternatives based on positive and negative ideal solutions objectively. A case study was conducted at three potential locations in Binjai: Binjai City, Binjai South, and Binjai North, considering five main criteria: population density, ease of transportation access, number of competitors, rental costs, and building area. The analysis process involves normalizing the decision matrix, calculating weighted values, identifying ideal solutions, and determining alternative preferences. The analysis results show that the location with the highest preference is Binjai North (1), followed by Binjai South (0.5885) and Binjai City (0). Thus, Binjai North is recommended as a strategic location for opening a new branch of Toko Liv Beauty.
