This study aims to describe and analyze: the implementation of Regional Tax Policy in Supporting Regional Original Revenue in Maybrat Regency. And obstacles to the implementation of Regional Tax policies in supporting regional Original Revenue in Maybrat Regency. The research is a qualitative descriptive analysis. The data analysis technique uses a technique developed by McNabb (2002), namely Grouping the data according to key constructs, identifying bases for interpretation, developing generalizations from the data, Testing Alternative interpretations and Forming and/or refining generalizable theory from case study. The results of the study show that the Policy on Regional Taxes in Maybrat Regency is inseparable from the pattern of fiscal relations between the Central and Regional Governments.  To increase PAD, the Maybrat Regency Government will apply taxpayers and levies comprehensively to all types of businesses in Maybrat Regency. This includes stalls, food stalls, shops, and building shops. In general, the policy of increasing Regional Original Revenue from the Regional Tax sector carried out by the Maybrat Regency Government is a policy in the form of intensification. Policy Implementation Implementation of Regional Tax Policies in Supporting PAD Maybrat Regency, West Papua includes communication carried out by the Maybrat Regency Dispenda, Maybrat Regency Government through socialization to OPDs, Village Heads of Business Actors in Maybrat Regency. The human resources owned by the Maybrat Regional Government are very limited. The disposition or attitude of policy implementers in Maybrat Regency is quite committed to increasing PAD through regional taxes. Bureaucratic structure. covering the dimension of standard operating procedures (SOP) realized through the Decree of the Regent of Maybrat Regent Number 61 of 2012 concerning the amount of tax collection and regional levies in Maybrat Regency. The obstacles faced include structural obstacles in the form of still the same level of echelonization between the Regional Original Revenue generating agencies and the Regional Revenue Office as the coordinator of the management of Regional Original Revenue, so that there are difficulties in coordinating the implementation of policies and reporting systems. Institutional constraints in the form of weak tax planning can be seen from the weak management of data collection and inventory of regional tax potential. Technical obstacles to the implementation of Regional Tax policies include limited facilities and capabilities for Regional Tax collectors and collectors. Non-technical obstacles to the implementation of Regional Tax policies are in the form of inadequate facilities and infrastructure.

This study aims to describe and analyze: the relationship between the village government and the village consultative body (BPD) in the formulation of the APBDes and the obstacles faced by the village government and the village consultative body in the formulation of the APBDes in the village. The results of the study showed. The relationship between the Village Government and BPD in the formulation of the Village Revenue and Expenditure Budget in Sidoraharjo Village, Kedamean District, Gresik Regency is a partnership. Each institution carries out its roles and functions in accordance with Gresik Regent Regulation Number 25 of 2024, Law Number 22 of 1999 and Law Number 23 of 2014. This relationship between the implementation of the legislative function of formulating the village budget and expenditure by the BPD and the Sidoraharjo Village Government has been carried out and in accordance with the Laws and Regulations and the correct stages.  The authority of the BPD and the Village Government is to discuss the draft budget and village expenditure in accordance with the stages of the stages, namely the initiation stage, the socio-political stage, and the juridical stage.  The implementation of coordination in the formulation of the village budget and expenditure by the BPD and the Sidoraharjo Village Government has been carried out and in accordance with the Laws and Regulations and the correct stages. The Village Government and BPD have carried out their respective wars through the preparation stage, making budget plans and ratification carried out together. The Village Consultative Body (BPD) has carried out its supervisory function by supervising all actions taken by the Village Executive on the implementation of the village budget and expenditure Obstacles faced by the Village Government and BPD in the process of formulating the village revenue and expenditure budget include: Internal obstacles are human resources (human resources) that are not qualified in the economic field External obstacles are the lack of technical guidance from the Regional Government, especially in the field of legislation.

The purpose of this study is to analyze the meaning of Denotation. Connotations and Myths. Gibran Rakabuming Raka's speech in his declaration as Vice President 2024 on Breaking News Kompas TV. Theories used are Mass Communication, Television, Breaking News, Broadcasting, Semiotics and Semiotics Roland Barthes. The research approach is qualitatively descriptive, with data collection using primary data, secondary data, analysis, interviews and documentation. This study uses Roland Barthes's Semiotic Analysis method, covering 3 meanings namely Denotation. Connotations and Myths. The results obtained in this study Gibran's speech in his declaration as President 2024 on the Breaking News program Kompas TV have three meanings: Denotation: Winning and continuing the old program. Connotations: Gibran is a staunch supporter of Prabowo and a leader with a vision of sustainability. Myth: Solidarity with Prabowo, continuity of leadership and hope of the younger generation.

This research aims to analyze the use of articles or articles in the drama script "Kereta Kencana". Articles are an important linguistic element in Indonesian that influences the understanding and interpretation of texts. Through a linguistic analysis approach, this research examines the use of articles in the context of the drama script, including the role and function of articles. Qualitative analysis methods are used to examine the text in depth with a focus on the use and application of articles or articles in the text. It is hoped that the results of this research will provide a better understanding of the role and function of articles in the drama script "Kereta Kencana", as well as their contribution to the overall understanding of the story and the aesthetic experience of readers or viewers.

This study aims to describe and analyze: Public service performance and what are the inhibiting factors that affect the performance of public services at the Tuban Regency Fire and Rescue Service.  The type of research used is qualitative research. The data analysis technique in the study uses a technique developed by McNabb (2002), namely Grouping the data according to key constructs, identifying bases for interpretation, developing generalizations from the data, Testing Alternative interpretations and Forming and/or refining generalizable theory from case study. The results of the study show that the Public Service Performance of the Tuban Regency Fire and Rescue Service is quite good, this is based on the Realization of the Indicator of Achieving Minimum Service Standards for Basic Service Types in 2023, Rescue and Evacuation Services for Fire Victims reached 96.89%. Based on the elements of the service procedure The performance is good, the media used for the service procedure is clear, displaying a picture of the flow of complaint procedures. Based on the element of service time including completion time, the requirements are good. The completion time for settlements, industrial areas, and public buildings is a maximum of 15 minutes, and for certain forest and fire areas is a maximum of 60 minutes.  Based on the element of Service Transparency is good, there is a bulletin board that provides information about services, requirements, costs, completion times and management mechanisms. Based on the Ease of Service element is good, the location of the Tuban Regency Fire Service counter is easily accessible and strategically located, the service procedure is easy to understand. Based on the element of justice The service is good, providing services to people who need help is not picky, anyone who reports and asks for help will be assisted according to their ability. Based on the element of competence of service officers, officers are equipped with Standard Operating Procedures (SOP). Inhibiting factors include: Lack of public understanding of fire hazards and people's readiness to face and overcome fires is very low. Lack of Facilities and Infrastructure, only has 3 auxiliary posts. The Tuban Regency Fire Department has 6 fire engines, and does not yet have a Power Supply Vehicle. Limited Human Resources where in each sub-district post there are 16 personnel on standby and 1 fire truck, only 15 personnel have participated in a number of trainings. But only 4 of them have certification

This study aims to describe and analyze: the implementation of Good Corporate Governance and how it affects the performance of the Surabaya City Fire and Rescue Service.  The type of research used is qualitative research. The data analysis technique in the study uses a technique developed by McNabb (2002), namely Grouping the data according to key constructs, identifying bases for interpretation, developing generalizations from the data, Testing Alternative interpretations and forming and/or refining generalizable theory from case study. The results of the study show that in principle, the implementation of Good Corporate Governance (GCG) at the Surabaya Fire and Rescue Service (Dinas Pemadam Kebakaran Dan Penyelematan - DPKP) has been running well. In terms of administrative transparency, the availability of service information is substantially adequate and the media of its presentation, the certainty of service time and the available service complaint mechanism. Legal accountability and honesty at the Surabaya City Fire and Rescue Service are good.  The Surabaya City Fire and Rescue Service is responsible for carrying out fire and disaster handling tasks. The 7-Minute Time Responsibility implemented by the Surabaya Fire and Rescue Service (DPKP) not only prioritizes response speed in extinguishing fires, but also respects the safety and welfare of all residents. The professionalism of service at the Surabaya City Fire and Rescue Service is shown through service innovation and fire handling. The "Roti 7 Lapis" (Reaction On Time - Roti and Free Fighting Fires Service - Layanan Pemadaman Gratis/Lapis) program from DPKP Surabaya emphasizes its commitment to rewarding citizens more than just prioritizing financial gain or personal excellence. The performance of the service at the Surabaya Fire and Rescue Service (DPKP) is quite good. The achievement of the response time for fire incidents in Surabaya for all incidents is 100%, which is less than 7 minutes.  The achievement of the fire management area of the city of Surabaya is 94% until 2024.  Achievement of Minimum Service Standards of Surabaya City DAMKAR 100% in 2023.

The role of the DPRD Secretariat is to provide and coordinate the experts needed by the DPRD in carrying out its functions according to needs. The Secretariat of the Situbondo Regency DPRD facilitates all the needs and needs of DPRD Members in carrying out their functions: one of them is in the field of Legislation. Factors that affect the role of the Secretariat of the House of Representatives include leadership factors. The leader or head of the SKPD of the Secretariat of the Sutubondo Regency DPRD in leading and carrying out service activities, applying an instructional, consultative and participatory leadership style.  The discipline factor is a factor that affects the success or becomes a factor that hinders the role of the Situbondo Regency DPRD Secretariat. The discipline factor applied in the DPRD Secretariat is in the form of accuracy and responsibility in carrying out secretarial duties. The human resources owned by the Secretariat have been very supportive, both work experience and the number of employees. The available human resources will certainly affect the organization such as services and improving the performance of the Situbondo Regency DPRD Secretariat

The old model of leadership style has shifted to a new model that is currently relevant to be effectively applied to lead the generation that dominates the world of work today and is entering the most productive age, namely the millennial generation and generation Z. With the young generation in Indonesia growing so rapidly with characteristics, needs and expectations that are different from the previous generation, the leadership style applied must also adjust to the rhythm and pattern of the current young generation. This research is a type of qualitative research with a literature study method or literature review. The literature study approach used in this study: the first stage is to collect literature, make comparisons from various literature sources, conduct analysis and present interpretations of the results of the analysis. From this study, it was concluded that considerations and implementations in practicing a combination of transformational leadership styles and servant leadership can be the most effective leadership style adjusted to the analysis of needs, characteristics, expectations and results of leadership practices for the millennial and Z generations in an organizational environment.

The results of the study show that the Community Empowerment Strategy in the Development of Tourism Villages in Batu Majang which is carried out includes: Planning is carried out through community proposals which are then mapped to potential based on ususlan.  Implementation of Community Empowerment in Tourism Village Development by involving all elements of Village Muspides, Tourism Awareness Groups and all communities, Providing guidance to the community in a sustainable manner by collaborating with the tourism office, increasing the productive economy.  Evaluation or Monitoring of Community Empowerment in Tourism Village Development through a village-level musayawarah forum which is delivered in a village deliberative forum every 3 months.  Factors that inhibit community empowerment in the development of Tourism Villages include limited resources, both budget and human resources, traditional community behavior, and limited land. The supporting factors encountered are the support of some people and the existence of promotional media that can support the existence of tourist villages.

This study aims to describe and analyze: the management of Regional Original Revenue in Regional Revenue of Malang Regency for regional development, the obstacles faced by the Regional Government of Malang Regency in the Management of Regional Original Revenue and the efforts made as well as the recommendations of the PAD management model. The research is descriptive analysis with the type of research being field research. The data analysis technique uses a technique developed by McNabb (2002), namely Grouping the data according to key constructs, identifying bases for interpretation, developing generalizations from the data, Testing Alternative interpretations and Forming and/or refining generalizable theory from case study. The results of the study show that regional financial management in Malang Regency, especially the Regional Original Revenue (PAD) management policy in Malang Regency, has not been fulfilled because the Regional Government of Malang Regency has not made sufficient and adequate contributions or regional revenues have not been in accordance with what is hinted at in the 2023 budget period. Some of the obstacles faced by Malang Regency in managing local revenue are: a. Limited authority in the collection of Regional Original Revenue. b. Human Resources (HR) of government apparatus to support the mastery, utilization and development of science and technology, supporting facilities and infrastructure, especially to provide convenience for taxpayers and in the development of the management of potential and sources of income need to be improved. This study aims to describe and analyze: Governance Capacity of the Jombang Regency Regional Government in the Implementation of the Upper Secondary Education Policy and Factors Inhibiting the Capacity of the Governance Capacity of the Jombang Regency Regional Government in the Implementation of the Upper Secondary Education Policy. The research is a qualitative descriptive analysis. The data analysis technique uses a technique developed by McNabb (2002), namely Grouping the data according to key constructs, identifying bases for interpretation, developing generalizations from the data, Testing Alternative interpretations and Forming and/or refining generalizable theory from case study. The results of the study show that there are 4 (four) factors that affect the Governance Capacity of the Jombang Regency Regional Government in the Implementation of the Upper Secondary Education Policy. First: The communication pattern carried out by the Jombang Education Office is ineffective so that the aspirations and problems that arise cannot be accommodated properly. Second: Resources & Funding, namely the implementer (policy implementer) of the resource aspect shows that Human Resources at the Jombang Regency Education and Culture Office is supported by 266 employees. Third: Implementer Attitude (Dispositions). show a positive attitude and sufficient willingness to carry out a good secondary education program. Fourth: The bureaucratic structure is quite clear, namely the Jombang Regency Education Office, the school and the Board of Education/community leaders, but the bureaucratic procedures are still long. The factors that hinder the implementation of education policies in Jombang Regency are factors that come from within are the existence of facilities and infrastructure, the motivation of teachers and students. Then the factor that comes from outside is the school's accessibility to a variety of sources, both resources and funds

This study aims to describe and analyze: The Implementation of Regional Regulation 19 of 2022 concerning the Authority of the Civil Service Police Unit in the Control of Street Vendors in Situbondo Regency. 2. The obstacles faced and what solutions have been carried out by the Civil Police in Controlling Street Vendors in Situbondo Regency. The research is a qualitative descriptive analysis. The data analysis technique uses a technique developed by McNabb (2002), namely Grouping the data according to key constructs, identifying bases for interpretation, developing generalizations from the data, Testing Alternative interpretations and Forming and/or refining generalizable theory from case study. The results of the study show that the Pamong Praja Police Unit in controlling Street Vendors in Situbondo Regency Based on article 19 of 2022 article 2 has been running in accordance with its duties and functions. In regulating street vendors, four policy implementation models are Communication Factors, Disposition Resources or Attitudes and Bureaucratic Structures.  The obstacles faced include human resource factors, both in terms of communication skills and approaches, as well as the number of members. The solutions carried out include Improving the Quality and Quantity of Human Resources at Satpol PP. By conducting an intensive coaching program to improve the competence and expertise of Satpol PP members in collaborating with the community to create community security and increase the number of Satpol PP members who are tasked with controlling street vendors. Improve socialization programs to the community and improve themselves by taking a persuasive approach and acting elegantly by not prioritizing arrogance as a security apparatus.

Narcotics abuse is a serious problem that threatens the security and welfare of society. This thesis aims to carry out a juridical analysis of the decision of the Mojokerto District Court Number 509/Pid.Sus/2023/PN Mjk, which handles narcotics abuse cases, with a focus on the Narcotics Law. This thesis examines how the decision provides justice to victims of narcotics abuse in Mojokerto. The analysis involves legal interpretation, legal considerations, and the impact of applying the article on the victim. Apart from that, this thesis also discusses the extent to which this decision can contribute to efforts to prevent narcotics abuse in society.The research method used is an empirical method with document analysis, which includes a study of Mojokerto District Court decisions, laws and related literature. The results of an in-depth analysis of the decision show an understanding of the rights and legal protection for victims of narcotics abuse, especially by detailing aspects related to Articles 112 and 114 of the Narcotics Law.The results of this research are as follows (1). The basis for the judge's decision is case Number 509/Pid.Sus/2023/PN Mjk which is articles 112 and 114 of the Narcotics Law. Where the judge decided on a criminal sentence of 9 years (2). The decision given by the judge was correct, based on articles 112 and 114 of the Narcotics Law. Namely a prison sentence of 9 years.  Articles 112 and 114 regulate criminal sanctions for narcotics abusers.

This study aims to examine Quraish Shihab's understanding and perspective in popularizing the Qur'an, focusing on Surah Al-Fatir: 29. This surah was chosen because it contains an important message about the role of reading and understanding the Qur'an in everyday life. In this study, a qualitative approach with analysis of the interpretation text is used to explore the meaning and relevance of the verse according to Quraish Shihab. This study found that Quraish Shihab emphasized the importance of reading the Qur'an with full appreciation, not only as a ritual activity, but also as a life guide that can be applied in social life. He also invited Muslims to make the Qur'an a source of inspiration in facing the challenges of the times. Through this understanding, society is expected to be closer to the Qur'an and apply its teachings in everyday life. This study contributes to the understanding of contemporary interpretation, as well as promoting the importance of popularizing the Qur'an as a relevant and applicable life guide.

Forests play an important role in supporting the lives of Indonesian and even international communities. However, the problem of forestry crimes today is a fairly complicated problem to overcome. This is due to, among other things, the lack of regional boundaries, low intensity and effectiveness of patrol/supervision, very limited and unprofessional forest security personnel and facilities, weak coordination among law enforcement officers, weak law enforcement against violators and the lack of perception from community members themselves of the importance of forest resources for all mankind. Supreme Court Decision Number 121 K/PID.SUS-LH/2024 is the focus of this study, because it highlights the challenges and complexities in law enforcement against perpetrators of forestry crimes. In this regard, there are problems related to legal uncertainty, differences in legal interpretation, and the complexity of cases that influence judges' decisions at the cassation level. The problem in this study is how is the basis for the judge's considerations in sentencing perpetrators of forestry crimes and whether the decisions given are in accordance with the principles of substantive justice. This research method is carried out using a normative juridical approach and an empirical juridical approach. The data used are primary data and secondary data. The data collection procedure in writing this research is by means of literature and field studies. Data analysis uses qualitative analysis.

Marriage certainly has legal consequences, and if the religion is different, various problems will certainly arise. These problems affect the relationship between husband and wife and their children if they have children. In terms of juridical legal regulations regarding interfaith marriages, formally and legally, have not been clearly and firmly regulated in Law No. 1 of 1974 concerning Marriage, Article 2 paragraph 1 of the Marriage Law only states that the validity of a marriage must be carried out according to the laws of each religion and its beliefs. Legal certainty in regulating interfaith marriages in Indonesia still does not have normative legal certainty in legal texts related to marriage. This has clearly given rise to multiple interpretations of the law on interfaith marriages, whereas the unity of meaning in the legal text in a Law is absolute, there should be no double meaning in the legal text or Law, because legal certainty refers to the implementation of clear, permanent, consistent and consequential laws whose implementation cannot be influenced by subjective circumstances.

The approach used in this research is a qualitative approach. In this research, the author used a total sampling technique, namely the entire population of 8 people. This study explores the application of eco-hermeneutics, an interdisciplinary approach combining ecological thought and scriptural interpretation, to sacred texts such as the Bible, Quran, and Vedas. Eco-hermeneutics seeks to reinterpret traditional religious teachings to emphasize ecological responsibility, interconnectedness, and the moral obligation of humans to protect the environment. The analysis identifies key ecological themes within sacred scriptures, including creation care, stewardship, and the intrinsic value of nature. Interviews with theologians and environmental ethicists provide practical insights into how eco-hermeneutical interpretations can be applied in contemporary religious contexts, offering a fresh perspective on environmental ethics rooted in religious teachings. This approach challenges anthropocentric views, which have historically positioned humans as dominators of nature, and instead advocates for an ecocentric understanding of the environment. The findings highlight the potential of eco-hermeneutics to inspire faith-based responses to the ecological crises, urging religious communities to adopt these interpretations to foster environmental stewardship. However, challenges and resistance from traditional religious communities are identified, particularly concerning entrenched views on human supremacy over nature. The study also explores the implications of eco-hermeneutics for religious education, suggesting that its integration into religious curricula could promote a theology of care and responsibility toward the environment. The paper concludes by calling for further research on the practical applications of eco-hermeneutics, particularly in how these teachings can be incorporated into religious practices and community actions, contributing to global sustainability efforts.

This study examines the authority of the Attorney General's Office in supervising corporate compliance with environmental regulations under Law No. 32 of 2009 and within the concept of Ius Constituendum. Employing a normative legal research methodology, the study integrates the Statute Approach and a legal concept analysis approach. The Statute Approach analyzes laws and regulations, while the legal concept analysis combines analytical and conceptual dimensions to address gaps in legal interpretation. The research highlights the critical role of the Attorney General's Office in enforcing environmental law, particularly in addressing corporate violations that contribute to environmental degradation in Indonesia. Findings reveal that despite its strategic role, limited human resources and technical capacity hinder effective supervision. Many Muslim communities still consider business ethics to be unimportant in business activities, because business is nothing more than just seeking profit. This study will discuss how business ethics are in the perspective of the Qur'an. This study includes library research, namely research that examines data sourced from library materials, using the thematic interpretation method. This study is based on the interpretation of verses of the Qur'an that directly discuss business morality and verses that do not directly discuss business morality. Business in the Qur'an is both material and immaterial. Where business in the Qur'an does not only prioritize material profit but also spiritual profit. The existence of business morality cannot be separated from the business itself. The business morality of the Qur'an contains basic business values ​​such as the values ​​of unity, balance, free will, accountability, and ihsan. Then it gives birth to business morality which is free from elements of falsehood, damage and injustice such as usury, fraud, reducing the measure or fraud, corruption, bribery, gambling, gharar and hoarding and so on. Then business in the Qur'an highly prioritizes hasanah values ​​such as honesty, trustworthiness, fairness, social responsibility, istiqomah, tolerance and friendliness in business life. Thus, business ethics in the Qur'an are not only oriented towards fulfilling the needs and welfare of life in the world, but also business as a means of goodness for safety in the hereafter.
