Pemberdayaan Masyarakat: Jurnal Aksi Sosial 2025 Lembaga Pengembangan Kinerja Dosen

This community service activity aims to strengthen the role of administration in increasing community participation in community service activities in Nendali Village, East Sentani District, Jayapura Regency. So far, community activities in the village have been carried out informally without an orderly administration system, making it difficult to evaluate and sustain activities. Through a participatory approach, this activity invites residents to be directly involved in community service to clean the environment and participate in discussion sessions on the importance of simple recording in social activities. The results of the activity show an increase in community awareness of the importance of administration, marked by the use of attendance lists, meeting minutes, and activity documentation. In addition, this activity also encourages a more organized and transparent spirit of mutual cooperation. Analysis of community involvement shows that administration has a significant influence in forming a sense of responsibility and social accountability at the community level. The challenges faced include limited time for residents and understanding of administration, but can be overcome through a practical and educational approach. This activity has positive implications and can be replicated in other villages with similar conditions.

In the Business Administration study program, the development of student creativity is often limited to theory, without providing enough space to practice directly making creative products. This causes the development of student creativity which is actually very important in the business world to be less than optimal. To overcome this problem, this activity aims to improve the creativity of 4th semester Business Administration students who take the creativity and innovation course through practical learning of making hair clips from wire feathers. The method of this activity includes the stages of planning, implementing activities, evaluation, and documentation. The results of this activity show a significant increase in creativity, technical skills, and entrepreneurial spirit of students. The output of the activity is a hair clip made by students from wire feathers, which has economic and aesthetic value. This activity has succeeded in providing a useful experience that improves students' abilities in creativity and entrepreneurship and fosters a desire to become entrepreneurs sustainably.

Negligence in pharmaceutical services is a multifaceted issue that significantly impacts patient safety, the quality of healthcare delivery, and the professional reputation of pharmacists in Indonesia. Such negligence can occur at various stages of pharmaceutical services, including prescribing, dispensing, storage, and administration of medication to patients. The causes of negligence are diverse, encompassing excessive workload, inadequate understanding and application of professional ethical codes, ineffective communication between pharmacists and other healthcare professionals, and suboptimal supervisory and audit systems. This study aims to analyze the ethical and professional implications of negligence in pharmaceutical services and to identify preventive efforts that can improve the quality of pharmaceutical services. This study employs a library research method with a qualitative descriptive approach, thoroughly reviewing scientific literature indexed in Sinta and other reputable academic sources to analyze the ethical and professional implications of negligence in pharmaceutical services. Findings reveal that negligence not only violates core professional ethical principles such as beneficence, non-maleficence, and justice but also exposes pharmacists to serious legal and disciplinary sanctions. Furthermore, negligence leads to long-term negative consequences, including diminished public trust in pharmaceutical services and the broader healthcare system, ultimately hindering national efforts to improve healthcare quality. Therefore, this study recommends continuous professional ethics training, strengthening of both internal and external supervisory mechanisms, and the innovative use of information technology to minimize negligence risks in pharmaceutical practice. The implementation of these measures is expected to enhance pharmaceutical service quality, uphold the integrity and dignity of the pharmacist profession, and provide optimal patient protection in Indonesia.

This abstract discusses the characteristics of the true church according to Christian views, emphasizing the importance of faithfulness to the Word of God as the primary foundation. The true church is a community that faithfully proclaims the Gospel of Christ purely, without addition or subtraction from the teachings of the Bible. This faithfulness serves as the basis for the church’s existence as the living body of Christ, functioning to spread salvation to all people. Besides faithfulness to the Word, the proper administration of the sacraments is also an important characteristic of the true church. Sacraments such as baptism and the Lord’s Supper are conducted according to Christ’s commands and serve as means of grace that strengthen the faith of the congregation. The spiritual discipline practiced within the church maintains the holiness of the members and encourages repentance and restoration, so that the community continues to live in truth and love. Unity and holiness reflect the church’s calling to live in love and truth, while the apostolic nature shows its adherence to the teachings of the apostles. Catholicity affirms that the true church is universal and transcends cultural and geographical boundaries.

This study discusses the contribution of zakat in improving the economic welfare of society through the perspective of Islamic business management. The persistence of social and economic inequality across various segments of society underscores the importance of optimizing zakat management. In Islamic thought, zakat is not only a spiritual obligation but also a means of wealth redistribution that can strengthen the economic structure of the ummah. This research employs a library research method with a qualitative approach, analyzing various relevant sources to formulate efficient zakat management strategies that align with Sharia principles. The analysis reveals that the application of Islamic management principles—such as planning, organizing, actuating, and controlling—plays a crucial role in enhancing the effectiveness of zakat distribution, particularly in the form of productive zakat. Additionally, strengthening technological aspects, improving education for zakat managers (amil), collaborating with local institutions, and conducting intensive public outreach are complementary strategies relevant to the current context. The study concludes that professionally managed, integrated zakat administration based on Sharia values holds significant potential to serve as a sustainable driver for improving societal welfare.

This study aims to determine whether or not the fifth Amendment of the 1945 Constitution as the written Constitution of the State of Indonesia which has become a mecca in formulating laws and regulations for more than the last twenty-five years is still able to meet the demands of the dynamics of the current administration or whether radical changes need to be made by changing the main mecca. Along with the current government and a few years ago. The executive and legislative parties even managed to form several legal products that were eventually criticized and rejected by the public. Therefore, it is necessary to limit the power in the field of legislation that must be given to the party whose authority it is. Based on the theory of limiting the President's power, he is the party that executes and implements the law. In Indonesia, the executive is involved in the process of forming legal products. Even the judiciary also acts as a legislator rather than a negative legislator. Efforts to maintain the position of independent commissions and emphasize regional elections so that we do not need to return to the old model. This research will discuss the ideas of change that should be urgent in the current Indonesian constitutional order, and be able to meet the needs of the future. The method used in this writing is Normative law. By conducting approaches to legislation, conceptual, historical approaches, comparisons and using qualitative analysis methods.

This research is a study in the field of Public Administration aimed at describing community empowerment management through the Holistic Village Development and Empowerment Program (PHP2D) in the development of Kebon Winduaji Coffee in Winduaji Village, Paguyangan District, Brebes Regency in 2020. The research method employed a descriptive qualitative approach with a case study design. The research targets were stakeholders involved in community empowerment activities through the PHP2D program. The selection of informants in this study used purposive sampling technique. Data sources for the research utilized both primary and secondary data. This research focused on aspects including available strengths and opportunities, while simultaneously minimizing weaknesses and threats faced in the development of Kebon Winduaji Coffee. Data analysis used an interactive model with descriptive design. The research findings indicate that successful community empowerment through local products requires a balance between two important elements: preserving local culture and traditions, and adapting to contemporary market demands. The long-term success of community empowerment programs depends not only on the availability of funding and support from various parties. More importantly, it is the ability to build a robust system that can withstand various external changes, while maintaining the distinctive characteristics and authenticity of local products as a sustainable competitive advantage.

Post-operative pain after upper extremity ORIF is complex, involving tissue damage, inflammation and nociceptive mechanisms that require a comprehensive pharmacological approach. The intensity of post-ORIF pain typically ranges from moderate to severe in the first 48-72 hours and can affect early mobilisation, respiratory function and the patient's physiological stress response. Research objective: To determine the pattern of analgesic use for pain management after upper extremity ORIF surgery under general anaesthesia at Pandan Arang Boyolali Hospital. Research Methods: This is a qualitative research with case study approach. Data was collected using quota sampling technique. The sample in this study amounted to 5 patients with inclusion criteria: upper extremity orthopaedic surgery patients who will undergo ORIF in the Central Surgical Installation of Pandan Arang Boyolali Hospital in April 2025, patients with general anaesthesia Laryngeal Mask Airway (LMA). Results: Based on the results of observations, it was found that the pattern of use of pharmacological pain management in patients after upper extremity ORIF surgery with general anaesthesia at Pandan Arang Boyolali Hospital was the administration of 100 mcg fentanyl and 4 mg ondansentrone dripped in 500 ml Tutofusin infusion for surgery with a duration of > 1 hour and a large incision area.

This study aims to determine and evaluate the BPJS Health Service Policy in the VIP Room of Edelweiss, Dr. M. M. Dunda Limboto Regional General Hospital, Gorontalo Regency. The research method used is qualitative descriptive. The results of the study indicate that several indicators of the effectiveness of the BPJS Health service policy in the VIP Room of Edelweiss, Dr. M. M. Dunda Limboto Regional General Hospital have not been running optimally. In terms of effectiveness, the administrative procedures are still considered unclear and not easy by patients and families, especially with the time limit for processing BPJS only 3 x 24 hours. The adequacy indicator is running quite well, but administrative information is only delivered verbally without written support, so patients or their families often have to ask again for the information needed. In terms of equality, although there are differences in facilities and comfort between the VIP room and the general care room, equality in processing BPJS administration is maintained. Responsiveness is considered good; administrative officers are considered fast and precise in providing solutions to obstacles faced by patients. However, in the accuracy indicator, some informants felt that the time given for administrative management was not yet in accordance with needs, especially for patient families who live far away or have other activities. This indicates the need for a re-evaluation of the time provisions and the delivery of more complete and written information.

This study aims to obtain an overview of Human Resource Management (HRM) practices at the Fisheries Service of Gorontalo Regency. A descriptive qualitative approach was used in this study, with data collection techniques through interviews, observations, and documentation. The results of the study indicate that planning is carried out through a recruitment process that includes identifying needs, preparing job descriptions, and the orientation process for new employees. In terms of organization, service digitalization is applied to accelerate administration, increasing HR capacity through training, and involving the community in fisheries policies, which have been proven to increase service efficiency by up to 80%. However, implementation has not been optimal due to limited time, resources, communication constraints, and budget constraints. Work supervision involves leaders, supervisory positions, and other relevant parties, with leaders playing a central role in ensuring employee performance. Motivation is provided by providing opportunities for skill development and rewards for performance. Performance evaluations are carried out periodically to measure the achievement of organizational targets and goals. These findings provide important insights into efforts to improve the quality of human resource management in the public service sector.

The state's efforts to provide accurate and up-to-date population data for various development needs, such as planning policies and public services, are known as the implementation of population administration. Due to the large number of people living in big cities, many non-permanent residents have not been officially registered. This is due to difficult procedures, lack of legal knowledge, and limited access to population registration services. The need to maintain the basic rights of every citizen, both permanent and non-permanent, and ensure orderly administration as part of national development is the basis of the policies used to manage population administration. By ensuring proper data collection, accurate recording, and legal protection for non-permanent residents, proper population administration is expected to be an important tool to reduce the negative impacts of urbanization, especially in the city of Surabaya. This study aims to determine how population administration for non-permanent residents in the city of Surabaya is implemented in the context of urbanization and to suggest more reasonable and efficient policies. The results of the study, which was conducted using a qualitative approach by conducting literature research, in-depth interviews, and policy analysis, showed that simplifying registration procedures, increasing socialization, and increasing cooperation between related institutions are needed to carry out population administration for non-permanent residents.

The Bogor City Scout Movement Branch Office is still experiencing problems in administrative management, including cumbersome manual filing processes, unresponsive disposition of incoming letters, excessive paper consumption, and vulnerable financial document security systems. This research aims to propose the implementation of the E-Office system as an innovative solution for administrative transformation towards a more efficient and digitally integrated system. The research method used is a descriptive qualitative approach by collecting data from interviews with three key informants who have an active role in operations and administration at the Bogor City Scout Movement Branch. The results show that the use of E-Office has excellent potential to improve operational efficiency, increase document security, and speed up administrative processes. However, the implementation of E-Office requires special training and changes for employees who still use the manual system.

The dispute case between Gakoptas and PT Torus Ganda caused problems. PT Torganda illegally controlled Gakoptas land which caused a conflict, as a result a farmer was injured. This study aims to determine the causal factors and resolution strategies in the dispute case between Gakoptas and PT Torganda. This study uses a normative juridical method with the sources of materials used in the form of secondary, primary and tertiary sources. The results of this study state that the causal factors of the conflict are due to the land administration system, inequality in the distribution of land ownership, legality of land ownership and economic motives. The resolution strategy can be carried out by executing the Supreme Court's decision, land redistribution through agrarian reform, land controlled by PT Torganda is returned to Gakoptas, economic recovery and sanctions.

This article discusses the comparative law between Indonesia and Malaysia regarding bankruptcy of inheritance left by a deceased testator. In Indonesia, Bankruptcy of Inheritance and Responsibility of Heirs Based on the "Burgerlijk Wetboek", with 2 (two) main issues, namely bankruptcy petitions based on debts from the testator and the responsibility of heirs who have received inheritances from deceased debtors. The main focus of this discussion is how each country regulates the possibility of inheritance being declared bankrupt, as well as the position of the heirs in the bankruptcy process. The method used in this study is normative juridical with a comparative law approach. The results of the analysis show that although Indonesia and Malaysia have similar legal system roots (civil law influenced by the Netherlands and England), there are differences in principle in the treatment of bankruptcy of inheritance. Indonesia allows bankrupt inheritance assets to be subject to bankruptcy under certain conditions, while Malaysia emphasizes the inheritance administration process without a formal bankruptcy approach. This study is important to provide an understanding for legal practitioners in dealing with inheritance dispute cases burdened with debt.

This study is a research in the field of Public Administration that aims to describe the conception of community empowerment in improving economic income through the development of local coffee products in Winduaji Village. The approach used is descriptive qualitative with a case study design. Research informants were selected using purposive sampling technique, with data sources including primary and secondary data. The focus of this research encompasses empowerment aspects that are oriented toward community needs, based on local potential, encouraging independence, environmentally oriented, and structurally based. The data analysis technique uses an interactive model. The research results show that the concept of community empowerment through local coffee development in Winduaji Village, Paguyangan District, Brebes Regency has been running quite well. This program has successfully increased community capacity in coffee processing and opened business opportunities through strengthening the identity of local coffee products with the branding "Kopi Kebon Winduaji". Nevertheless, there are still challenges such as limited technical knowledge in cultivation, lack of business capital, and suboptimal market access. Overall, this empowerment program has a positive impact on improving the community's economy, although it still requires continuous assistance to achieve more optimal results.

Land Ownership in Indonesia, is regulated in Article 5 of the Basic Agrarian Law (UUPA) No. 5 of 1960. UUPA regulates various types of land rights in Indonesia, such as ownership rights, lease rights, use rights, and business use rights. This regulation aims to distribute natural resources, ensure legal certainty over land, and protect the rights of communities affected by land use policies. Meanwhile, Malaysia has a land ownership legal system influenced by British law due to its colonial period. In this context, land law in Malaysia is regulated by various laws, including the National Land Code (NLC) 1965, which regulates land rights, land registration, and land-related rights. In Malaysia, land is divided into several categories of rights, such as freehold and leasehold. The land registration system in Malaysia is more centralized, and land regulations are also implemented through state institutions. Unlike Indonesia, which prioritizes customary rights in land management, Malaysia tends to prioritize national land regulation and administration through a more modern and structured system.

This study aims to examine immigration administration within the context of foreigner surveillance in Indonesia through a literature review approach. The primary focus is on policy analysis, implementation, challenges, and the effectiveness of surveillance systems based on legal documents, institutional reports, and recent academic publications. Findings indicate that Indonesia’s immigration policy has a relatively strong legal framework through Law No. 6 of 2011 and its derivative regulations. However, its implementation still faces challenges such as limited human resources, uneven technological infrastructure, and suboptimal inter-agency coordination. The adoption of information technology tools such as SIMKIM, APOA, and CEKAL represents an important innovation, although they have not been fully optimized. This study recommends strengthening institutional capacity, updating evidence-based regulations, and enhancing multi-actor collaboration as strategic future steps.

This study aims to analyze and describe the effectiveness of Village Fund Allocation (ADD) management, as well as the supporting and inhibiting factors in Negeri Amahusu, Nusaniwe District, Ambon City. The research employs a qualitative method with in-depth interview techniques for data collection.Based on the findings, it can be concluded that the management of Village Fund Allocation (ADD) in Negeri Amahusu is transparent, but community participation needs to be improved through more effective socialization and communication. The use of ADD aligns with the planned budget, yet challenges persist in fund disbursement and transparency in proposal acceptance. Financial administration is carried out accountably, despite encountering technical difficulties in transaction recording. The capacity of village officials still requires improvement, particularly in understanding updated regulations and financial reporting. Community participation is relatively high in village meetings and mutual cooperation activities, although material contributions remain limited. Coordination between institutions functions effectively, yet formal communication must be enhanced to ensure clearer information dissemination and greater community involvement.

Populism, which often puts forward anti-ite rhetoric and claims as a representation of the people's voice, can have a significant impact on the state administration system. This article aims to understand the extent to which populism can change the structure of state administration and test the resilience of the Indonesian democratic system and constitution in facing the challenges of populism. The method used in the preparation of this article is qualitative methodology with a literature review approach from various academic sources such as books, journals, relevant scientific papers. The results of the study show that populism gives challenges and threats to the state system and has a negative impact on democracy and implications for the constitution. Populism is a challenge for the Indonesian constitutional democratic system by damaging the checks and balances mechanisms, politicizing the law and state institutions, and the risk of eroding the supremacy of the constitution.
