Basically, every corruption is under the same authority, namely the use of office by individuals to benefit themselves or their groups by deviating from the oath of office and the law. Corruption, although considered soft power, its destructive power is no less than the threat of hard power, such as ongoing collective violent conflict, separatism, or even war. This reality will be exacerbated when corruption is carried out using the law as a tool. Become a perfect crime with the legal knowledge and power possessed. It is not surprising that the law is used as a tool of crime (law as a tool of crime) which can hide corruption in the policies that cover it. Most perpetrators of corruption come from the middle class or educated people. One group with higher education and a stable profession or career.

This research uses a normative juridical method by comparing criminal law arrangements related to corruption crimes enacted in two countries, namely Indonesia and Malaysia. This is motivated by the issue of corruption in both countries which is still a big problem, even though in terms of the Corruption Achievement Index (CPI), Malaysia is much better than Indonesia. From the results of the research, it is found that there are similarities and differences in the arrangements related to corruption crimes in the two countries. The similarities in both Indonesia and Malaysia are the implementation of the reverse proof system and the establishment of a special institution to eradicate corruption. While the difference is that Indonesia has more legal regulations, the existence of special courts for corruption crimes and the best evidentiary system is applied generally to every form of corruption crime. Meanwhile, Malaysia only has one legal regulation, does not have a special court for corruption and the reverse proof system applied is only limited to bribery cases. From these differences, it can be seen that in terms of the legal system and handling of corruption crimes, Indonesia is better than Malaysia.

Therefore, efforts that can be made to prevent bureaucratic pathology are by changing the position and role of the bureaucracy that has been implemented so far. Apart from that, applying the principles of good governance can prevent bureaucratic pathology, especially corruption, collusion and nepotism, to create an efficient bureaucracy.

The purpose of writing reform papers is improvement; bureaucratic reform means a change of perspective, an increase in "will and determination", and a decrease in the likelihood of deviation. High quality public services cannot be achieved simply by improving budgets and systems. After bureaucratic reform, there are still many deficiencies in various fields of public services. Corruption, plagiarism, fraudulent judgments, and falsification of information Four main components hinder bureaucratic progress in Indonesia: laws and regulations, organization, human resources (HR), and government management. Bureaucratic reform will have a direct impact on improving the quality of public services, which are based on facts on the ground, transparency regarding people's welfare, and a better quality of public services. Undoubtedly, this bureaucratic reform will improve overall development implementation in Indonesia, especially as the third phase of the RPJMN is underway. This bureaucratic reform will certainly encourage the implementation of development in general in Indonesia, especially the implementation of the third phase of the RPJMN which is currently being implemented. In addition, it is believed that the implementation of bureaucratic reform must also encourage investors to continue investing in the development of this country.

Corruption in Indonesia has spread like a virus since the 1960s and has harmed not only the victims of this crime, but also the national economy. The government is trying to eradicate such crimes, namely law enforcement, but the problem persists. Standard legal research methods were used in the current study. A statutory approach was used to consider the termination of an investigation as a basis for filing an earlier trial by a third party whose data was collected from a library review. To analyze the data, the researcher examined the materials obtained for further processing. As a result, it was revealed that there is still a huge gap between law enforcement officials and those who suffer from corruption cases. The pretrial complaint mechanism still leaves ambiguity in the hearts of victims because it has not been effective. Therefore, based on the findings, we recommend that law enforcement officials implement some serious and clear eradication mechanisms to reduce corruption and victims in Indonesia.

The aim of this research is to find out criminal responsibility for political parties based on the perspective of responsibility theory and to find out the ideal sanctions for political parties that obtain funds from corruption. The research method used in this research is literature or normative, namely "the process of searching for a legal regulation , legal principles, and legal doctrine in order to answer the legal problems faced. The results and discussion of this research are: 1) Political parties that obtain funds from corruption crimes can be charged with legal responsibility, this is because political parties which are legal entities are included in the definition of corporations as intended in Law Number 8 of 2010 and Law Number 31 of 1999. Apart from that, the actions of political parties who receive funds from corruption crimes are also criminal acts of money laundering as stipulated in Law Number 8 of 2010. 2) The ideal sanction for political parties involved in or obtaining funds from corruption crimes is to reduce political party financial assistance sourced from the APBN/APBD by the amount 30%, this sanction is applied to political parties whose members commit criminal acts of corruption independently or singly and do not involve political parties and sanctions for the dissolution of political parties if they commit criminal acts of corruption collectively and/or political parties that receive funds from criminal acts of corruption.

State assets in BUMN are State Finance, namely state money which is separated into its management as a form of direct capital participation from the state. BUMN is a business entity so it is a business entity whose business orientation is focused on making a profit (profit). The problem is that not all BUMNs in Indonesia are said to be good and healthy BUMNs, because a number of BUMNs are still suffering significant or even very large losses. Quite a few of the BUMNs in question suffer losses due to various factors, so that if losses occur to the BUMN, then these losses constitute losses to the State Finances and qualify as a criminal act of corruption. From the research results, it can be concluded that state finances in state-owned companies are realized in the criteria if all the capital comes from separated state assets, and if the majority (majority) of the capital comes from separated state assets. These two criteria indicate the existence of state assets in state-owned companies so that they are fully subject to the legal provisions of state-owned companies according to Law no. 19 of 2003. State financial losses to state-owned companies are not state financial losses, but rather losses to the state-owned companies themselves. Thus, these financial losses are subject to the provisions of private law as regulated in Law no. 19 of 2003 and Law no. 40 of 2007 concerning PT
