Archives, as information recorded in various media, including cassette tapes, hold significant historical, cultural, and commercial value. These materials are classified as audiovisual archives. Among them, cassette tapes containing national and international songs form part of the collection at the Museum Musik Indonesia, located in Malang, East Java, Indonesia. As a self-managed museum run by a community of music enthusiasts, the Museum Musik Indonesia provides public access to information about its song collections. Given the large number of cassette tapes preserved, an effective information arrangement system is essential. This study recommends the use of a geographical classification system to organize the collection. Archive data is entered into a database using Microsoft Excel, allowing for structured cataloging and easier retrieval. This research employs a qualitative method, involving interviews with several informants from the Museum Musik Indonesia. The findings indicate that applying a geographical classification system in organizing cassette tape archives significantly improves the museum’s management capabilities. This system facilitates the rediscovery of archived items, enhances organization, and supports accurate record-keeping. Furthermore, electronic storage of archive information reduces the risk of data loss and ensures long-term preservation. The implementation of this arrangement not only benefits internal management but also enhances the quality of service provided to museum visitors. By enabling quicker and more accurate access to the collection, the museum can offer a richer and more engaging visitor experience. This study demonstrates that systematic archival practices, even when implemented with accessible tools like Microsoft Excel, can yield substantial benefits in cultural heritage preservation. The approach can serve as a reference for other small-scale or community-based museums seeking efficient, low-cost methods for managing and safeguarding their archival assets.

One form of crime that is highly relevant in the context of today's society is the crime of embezzlement in office. This embezzlement can be defined as a dishonest act committed by one or more individuals by hiding goods or property belonging to another person without the owner's knowledge. This action aims to transfer ownership of the goods, which can be categorized as theft, taking possession of goods, or using the goods for unauthorized personal gain. In many cases, embezzlement in office often involves individuals who have access or authority over company assets, making it easier for them to commit misuse. This study applies a normative juridical research method to analyze existing problems in the context of criminal law. This method allows researchers to explore and understand applicable legal norms and how they are applied in real cases. The results of the study show that the Judge's Ratio Decidendi in imposing sanctions on cases of embezzlement in office, as stated in Decision Number 542/Pid.B/2023/PN Cbi and Decision Number 355/Pid.B/2024/PN Cbi, is based on a number of in-depth legal considerations. In this case, the judge first explained the elements contained in Article 374 of the Criminal Code (KUHP) charged by the public prosecutor. The defendant was found guilty of committing embezzlement in office by embezzling company funds for personal gain. Therefore, the defendant was sentenced commensurate with his actions, which violated Article 374 of the Criminal Code. Criminal liability for the perpetrator of the crime of embezzlement in office has been legally and convincingly proven, with all elements of the charge having been fulfilled. This indicates that the perpetrator can be subject to sanctions in accordance with applicable legal provisions, thus providing a deterrent effect and upholding justice in the criminal law system. This research is expected to contribute to the development of understanding regarding embezzlement in office and its legal implications in Indonesia, as well as encourage more effective law enforcement in handling similar cases in the future.

The family is an essential social unit that contributes significantly to the protection of children's rights and welfare. In the context of Indonesian law, the legal status of children born out of wedlock was severely limited before the Constitutional Court Decision No. 46/PUU-VIII/2010. This study aims to examine changes in the legal status of out-of-wedlock children and their implications for custody after the decision. This research uses a qualitative method with a literature research approach, through the analysis of primary and secondary legal materials, such as Constitutional Court decisions, scientific literature, legal journals, and relevant laws and regulations. Prior to the Constitutional Court's ruling, children born out of wedlock were only recognized as having a civil relationship with their mother and mother's family, which had an impact on limited children's access to legal identity, custody, and inheritance. However, the Constitutional Court Decision No. 46/PUU-VIII/2010 opens up the opportunity to recognize the legal relationship between an out-of-wedlock child and his biological father, as long as it can be scientifically proven (through DNA tests) and legally. This change strengthens the position of children in obtaining custody (alimentasi), including the right to maintenance, protection, education, and financial support from the biological father. This ruling reflects significant progress in the protection of children's rights and the application of the principle of non-discrimination in Indonesian family law. Nevertheless, implementation in the field still faces challenges, both administratively, such as the convoluted recognition process, and socially, especially the stigma against children out of wedlock. Other challenges include low public legal literacy, limited access to scientific proof institutions, and the non-optimal role of the state in guaranteeing the rights of children born out of wedlock.

An auction is an open sales mechanism that provides the public with the opportunity to acquire goods or assets through the highest bid. This process begins with an official announcement and is carried out transparently. In line with the development of information technology and efforts to modernize public services, the Indonesian government issued Minister of Finance Regulation (PMK) Number 122 of 2023 concerning Auction Implementation Guidelines. This regulation aims to update and simplify the auction process with a digital approach to make it more effective, efficient, and reach the wider community. This study aims to analyze the implementation of PMK 122/2023 at the Surakarta State Assets and Auction Service Office (KPKNL) and identify obstacles encountered in its implementation. The research method used is a juridical-empirical with a qualitative approach, where primary data was obtained through interviews with auction officials and related staff at the Surakarta KPKNL, while secondary data was collected from regulations, official documents, and legal literature. The research results show that the implementation of PMK 122/2023 has had a positive impact on improving the quality of auction services through digitalization, such as the implementation of an e-Auction system, the provision of e-Auction Corner facilities, and the use of other information technology to facilitate public access. Based on Soerjono Soekanto's theory of legal implementation, the success of policy implementation is influenced by factors such as legal substance, law enforcement officers, and the legal culture of the community. The Surakarta KPKNL (National Public Service Agency) is considered successful in increasing efficiency, accountability, and service satisfaction to the community. However, obstacles remain in its implementation, such as disputes over ownership of auction objects, resistance to occupants' evictions, and technical and administrative challenges in using online systems. This research recommends the need for inter-agency synergy, strengthening complementary regulations, and public education to support the smooth and sustainable implementation of digital-based auctions.

This study examines the financial management practices in public health systems, focusing on funding, budgeting, and resource allocation. The objective is to explore the relationship between financial management strategies and healthcare service quality, particularly in low- and middle-income countries. A literature review methodology was used to analyze various studies published between 2010 and 2023. The findings indicate that stable funding, transparent budgeting, and efficient resource allocation significantly enhance healthcare outcomes. These practices ensure that critical services, such as maternal and child health care, are prioritized, thereby improving access to essential services. The study highlights the importance of adopting comprehensive financial strategies to address challenges in public health systems. The implications of this research emphasize the need for policy reforms to improve financial management practices, particularly in resource-limited settings. Future research should investigate the specific financial strategies that can be applied to enhance healthcare delivery in diverse healthcare environments.

Stunting remains a chronic nutritional issue and a significant public health challenge in Indonesia, particularly in rural areas such as Jurang Village, Temanggung Regency. One of the key contributing factors to the high prevalence of stunting is the low level of maternal knowledge regarding balanced nutrition and the appropriate practice of providing supplementary feeding (Pemberian Makanan Tambahan or PMT) for children under five. This study aims to evaluate the effectiveness of PMT menu leaflet media as a tool to increase mothers’ knowledge and awareness regarding stunting prevention. The research was conducted through a series of community-based surveys during Posyandu (integrated health post) activities across several neighborhood units (Rukun Warga or RW). These surveys identified cases of stunting and assessed the educational needs of mothers with young children. Based on the findings, a culturally and contextually adapted leaflet was developed, containing essential information about stunting, its early signs, the importance of PMT, and practical, nutritious recipes made from locally available ingredients. To expand accessibility, the leaflet also included a QR code linked to a digital e-book featuring 54 variations of PMT menus. The educational materials were distributed through door-to-door visits, accompanied by the direct provision of supplementary food, enabling immediate practice of the knowledge shared. Post-intervention results showed a significant improvement in maternal understanding of stunting and nutrition, as well as positive feedback regarding the clarity, relevance, and usefulness of the leaflet. The culturally tailored approach and integration of digital resources further enhanced engagement and knowledge retention. In conclusion, the PMT leaflet proved to be an effective, practical, low-cost, and replicable educational intervention to support community-based stunting prevention efforts in Jurang Village. This approach offers a promising model for similar rural areas facing high stunting rates across Indonesia.

The Geothermal Power Plant (PLTP) project in Batukuwung Village, Padarincang District, Serang Regency, has raised concerns among the community about the threat of environmental damage and disruption of the sustainability of the local agricultural system. So far, the community has depended on traditional agriculture that is closely tied to local social, cultural, and ecological values. PLTP projects, which are framed as part of the clean energy transition, actually create tensions between development and environmental conservation. This research aims to examine the social and ecological impact of the PLTP project on the lives of the village community. The method used is a qualitative approach with case studies. Data were collected through purposive sampling techniques for in-depth interviews with affected residents, community leaders, and environmental activists, as well as analysis of online media content and policy documents. The results of the study show that the presence of the project has created ecological and social vulnerability. Disruption to access to clean water, degradation of soil quality, and disruption of agricultural ecosystems are serious threats. In addition, the space for public participation in the project-related decision-making process is very limited, thus triggering resistance and horizontal conflicts. These findings show that the clean energy narrative does not always align with the reality on the ground. Therefore, it is important to consider the principles of ecological justice and the sovereignty of local communities in any energy development policy. This study recommends participatory dialogue and a thorough environmental evaluation before the project proceeds, so that development does not compromise the right of life of local communities and the ecological sustainability of the region. The active involvement of citizens as subjects, not objects of development, is the key to creating sustainable and equitable solutions for all affected parties.

Technological developments have penetrated various sectors of life, including in the transportation and communication lines in Indonesia. KAI Access is a digital service issued by PT Kereta Api Indonesia in the form of an application. This application is present as a strategic innovation to improve the convenience and comfort of customers in accessing various train services, from ticket bookings, schedule information, to cancellations and refunds. However, from the complaint data submitted by customers, there are two biggest problems that are often experienced, namely related to responsiveness and action from KAI Access which is considered slow in handling user complaints and technical problems. When quick response services are not accompanied by concrete settlement actions, customer trust tends to decline. This research is based on service theory with a service quality and excellent service approach, where the variables of responsiveness and action are the main focus in the analysis of customer loyalty. Using a quantitative approach, with data collection techniques in the form of questionnaires, interviews, and literature studies, the respondents in this study were KAI Access users from the Edan Sepur train loving community. The results showed that the action variable had a positive and significant influence on customer loyalty, while the responsiveness variable did not have a significant influence directly. An important conclusion from this study is that in the context of digital applications such as KAI Access, customers prioritize concrete problem solving rather than just quick response. Therefore, PT KAI needs to strengthen concrete actions in handling complaints to increase long-term loyalty. Globalization has had a significant impact on various aspects of life, including the realm of religion, particularly in the field of hadith interpretation. For centuries, hadith interpretation was based on historical context, established scientific methods, and the authority of scholars as the primary reference. However, the rapid and geographically boundless connection of Muslims worldwide has brought new and complex challenges. These changes have not only affected the way scholars and historians understand classical texts but have also expanded the space for discussion into the public sphere through digital technology. This research aims to examine in depth how globalization influences the process of hadith interpretation in the contemporary era. The focus of the study includes changes in methodological approaches to interpretation, shifts in understanding of classical texts, and the influence of cross-cultural interactions and the development of digital media on shaping more pluralistic religious perspectives. The rapid flow of information enables the exchange of views across countries, schools of thought, and cultures, creating opportunities for enriching insight, but also potentially giving rise to interpretations that deviate from traditional principles. The results of this research are expected to provide a more comprehensive understanding of the positive and negative impacts of globalization on hadith interpretation. On the positive side, globalization can facilitate access to literature, encourage interfaith dialogue, and revitalize the Islamic intellectual tradition on a global scale. However, on the negative side, globalization also risks the desires of scholarly authorities, giving rise to instant interpretations without a strong methodology, and increasing the potential for conflicting understandings. These findings are expected to be relevant for understanding contemporary social, cultural, and political dynamics, as well as contributing to efforts to construct contextual interpretations of hadith while remaining anchored in solid scientific principles.

This study aims to analyze the influence of the money supply (M2), the BI Rate, and the COVID-19 pandemic on the demand for bank credit in Indonesia. Credit demand is an important indicator in describing economic activity and financial system stability. This study uses monthly secondary data from January 2017 to December 2023. The analysis method used is Ordinary Least Squares (OLS), which allows for quantitative estimation of the linear relationship between the independent and dependent variables. The results show that the money supply (M2) has a positive and significant effect on credit demand. This suggests that increased liquidity in the economy encourages increased lending activity by the household and corporate sectors. Conversely, the BI Rate shows a negative and significant effect on credit demand, indicating that an increase in the benchmark interest rate has reduced public interest in accessing financing through banks. This finding is in line with conventional monetary theory, which states that interest rates play a crucial role in controlling aggregate demand, including credit demand. The dummy variable for the COVID-19 pandemic shows a negative but insignificant effect on credit demand. This implies that although the pandemic has had a broad social and economic impact, its impact on credit demand is relatively small when monetary variables such as M2 and the BI Rate are taken into account. Overall, the research findings confirm that monetary policy instruments, particularly controlling the money supply and interest rates, play a significant role in influencing the dynamics of credit demand in Indonesia. Meanwhile, external shocks such as the pandemic tend to be more effectively responded to through medium- and long-term fiscal and structural policies.

Currently, digital technology has transformed how governments operate and interact with their citizens. This development has brought significant changes to governance, especially at the village level. With the advancement of technology, village governments now have the opportunity to be more transparent, efficient, and responsive to the needs of their citizens. One of the efforts made is the utilization of village websites as a tool to build e-government, which facilitates access to information and services for the public. This study aims to analyze the communication strategy of the Government of Pandean Village, Ngawi Regency, in building e-government through the use of the village website. Using a communication strategy approach that includes audience analysis, message development, method determination, and media selection, this research seeks to provide an understanding of how the village government optimizes the use of technology to improve interactions with the community. The study adopts a descriptive qualitative approach, with data collection techniques including observation, interviews, and documentation. The results of the study show that the communication strategy of the Government of Pandean Village has been well implemented in two main aspects: audience analysis and message development. The village government has identified the information needs of its citizens and tailored the messages conveyed through the village website. However, the research also revealed shortcomings in the methods of delivery and media development, particularly in optimizing interactive features that could encourage public participation. Additionally, there is a need for increased use of social media and two-way communication features on the village website to strengthen public engagement in the development process and decision-making. Overall, while there has been progress in implementing e-government, there are still several aspects that need improvement to enhance the effectiveness of communication between the village government and the community.

Population administration services at the village level often face various challenges, such as technological limitations, lack of outreach, and low digital literacy among the community. These conditions hinder the provision of fast and efficient services, particularly in the KTP (National Identity Card) issuance process. Therefore, innovation in services is needed, one of which is the implementation of digital KTPs. This study aims to analyze the implementation of digital KTP services in Kelong Village, Bintan Pesisir District, Bintan Regency. This service is part of the government's efforts to digitize population administration, which is expected to improve the efficiency and quality of public services at the village level. The approach used in this study is descriptive qualitative, with data collection techniques through in-depth interviews, observation, and documentation. The theory used for analysis is the policy implementation theory of Van Horn and Van Meter, which involves six main indicators. The results show that the digital KTP service in Kelong Village has been implemented since 2022 and provides convenience for the community, especially in terms of service speed and the friendly attitude of village officials. The community feels that obtaining their KTPs is faster than the previous manual procedure. Furthermore, village officials demonstrated a friendly and helpful attitude during the service process, enhancing the community's positive experience. However, this study also identified several challenges in implementing digital ID card services, such as a lack of public awareness regarding the procedures and benefits of digital ID cards. Limited technological devices and unstable internet connections also hampered smooth service delivery. Furthermore, low levels of digital literacy in the community made it difficult for some to access the service effectively.

The development of information technology has brought about significant changes in the social, economic, and legal life of global society. On the one hand, digitalization creates efficiency and convenience in various activities, such as financial transactions, communications, and access to information. However, on the other hand, this progress has also given rise to a new form of crime known as cybercrime. Cybercrime differs from conventional crime in that it is committed through electronic systems that can cross national borders and involve a large number of victims. This crime encompasses various forms, such as data hacking, online fraud, and malware distribution. This research aims to examine the development of cybercrime as a form of modern crime in the digital era and to assess the response of Indonesian criminal law to these challenges. The method used is normative legal, with a statutory, conceptual, and case study approach. This research also examines existing regulations, such as Law Number 11 of 2008 concerning Electronic Information and Transactions (ITE) and Law Number 27 of 2022 concerning Personal Data Protection, in addressing cybercrime issues. The research results show that although Indonesia has several regulations related to cybercrime, their implementation still faces various obstacles. Some of the main obstacles include suboptimal law enforcement, limited technology and human resources, and low levels of public digital awareness. Therefore, regulatory reform, institutional capacity development, and increasing public digital literacy are essential. This is part of a national strategy to address cybercrime comprehensively and sustainably, in order to create a safer and more trustworthy digital environment.

Nutritional problems in toddlers remain a major challenge in Indonesia, particularly in rural areas such as Paga Village, Sikka Regency. Nutritional problems are not only caused by a lack of nutritious food intake but are also exacerbated by the high incidence of infectious diseases, inadequate parenting, low public nutrition knowledge, limited access to health services, and low socioeconomic conditions. These factors directly and indirectly impact children's nutritional status. One intervention effort that can be implemented to address this problem is through the provision of locally-based food supplements (PMT), which aims to improve children's nutritional intake and encourage food independence and sustainable family nutritional security. This study aims to determine the effect of providing locally-based food supplements as a nutritional intervention on improving the nutritional status of toddlers experiencing malnutrition. The research method used was an observational analytic approach with a cross-sectional design approach. The sample in this study were toddlers with malnutrition status who received an intervention in the form of local food-based PMT. The results showed an improvement in nutritional status in toddlers after receiving PMT. A total of 46 toddlers who were initially malnourished experienced an improvement to normal nutritional status after the intervention. These results indicate that providing locally-based food supplements has a positive effect on the nutritional status of toddlers. In conclusion, local food-based PMT has proven effective as a nutritional intervention in improving the nutritional status of toddlers in Paga Village. Such programs need to be further developed and supported by various parties to reduce the prevalence of malnutrition in the community and strengthen local food self-sufficiency.

The misuse of personal data in financial technology (fintech) services, particularly in peer-to-peer lending practices, is showing a worrying upward trend and is an urgent legal issue that requires addressing. Article 32 of Law Number 11 of 2008 concerning Electronic Information and Transactions (UU ITE) serves as a primary legal basis for protecting electronic data. However, the effective implementation of this article in the context of fintech services still faces various challenges. This study employed an empirical legal approach with a combination of literature study and interviews. Interviews were conducted at the Surakarta Financial Services Authority (OJK) Office and with a number of fintech service users as respondents. The results showed that approximately 70% of personal data misuse cases originated from illegal online lending services. The most frequently reported violations included unauthorized use of data (40%), access to contacts and galleries on personal devices (35%), and threats of personal data dissemination (25%). The main obstacles in implementing Article 32 of the ITE Law include the difficulty of tracking perpetrators' jurisdiction, technical limitations in digital forensics, and low public legal literacy. Therefore, policy integration with Law Number 27 of 2022 concerning Personal Data Protection and the Financial Services Authority (OJK) provisions in POJK No. 77/POJK.01/2016 is necessary. This study recommends strengthening regulations, establishing an independent supervisory authority, increasing public education, and utilizing digital technology to promote more effective personal data protection in the Indonesian fintech ecosystem.

This study aims to analyze the development, effectiveness, challenges, and research gaps in the implementation of anti-corruption education globally during the 2015–2025 period. Employing a Systematic Literature Review (SLR) guided by the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) framework, the study systematically identified, evaluated, and synthesized 37 peer-reviewed articles indexed in the Scopus database. The findings indicate a significant increase in both academic publications and the implementation of anti-corruption education programs worldwide. These programs adopt diverse approaches, including curriculum integration, the use of digital media, and participatory learning strategies. Evidence of program effectiveness is reflected in behavioral changes and long-term social impacts reported in several studies. However, the review also reveals persistent challenges: cultural (social norms tolerant of corruption), structural (absence of national standards or policy frameworks), and technical (limited access to technological infrastructure). Furthermore, the research landscape shows notable gaps, such as the lack of longitudinal studies, minimal focus on vulnerable groups (e.g., children with disabilities), and underutilization of emerging tools like artificial intelligence (AI) and big data analytics. Future research is recommended to adopt interdisciplinary perspectives, develop context-based learning modules, and leverage advanced technologies to enhance engagement and scalability. Overall, the findings highlight the urgency of implementing holistic and adaptive strategies to strengthen the role of education in combating corruption at various levels of society.

Village websites currently generally only provide information in the form of an interface for users, such as village profiles, potential areas, population data, and current news. However, the majority are not yet equipped with Application Programming Interface (API) support that allows for flexible and automated data integration and exchange. This is a challenge when dynamic access is needed by third-party systems, such as public service platforms, mobile applications, or local government information systems, which require real-time and accurate synchronization of population data. The project aims to implement a RESTful API that can be accessed securely, efficiently, and easily understood by developers to retrieve villagers' data. The development of the system is carried out using the Agile method, which supports rapid iteration and periodic evaluation to ensure that each feature functions optimally according to the needs of users and field conditions. This Agile method is applied in several sprints that include the stages of needs planning, designing the API endpoint structure, coding, documentation, and testing of the integration and security of the system as a whole. The results of the implementation show that the API successfully retrieves data directly from the village database, and presents it in a JSON format that is compatible for use by both frontend and third-party systems. This API supports pagination features for efficient access to large amounts of data, and is equipped with Basic Authentication to keep data access secure from being abused. With this API, the village website not only becomes a static information medium, but also transforms into a digital service platform that is open for cross-system integration. This supports the development of a more modern, efficient, sustainable, and collaborative village information system in the future, so that public services can be significantly improved.

Gunung Kijang Subdistrict in Bintan Regency is one of the areas still facing various socio-economic challenges, particularly related to poverty issues. The problems faced include low income, limited access to education and healthcare, lack of employment opportunities, and low quality of life. Therefore, the Family Hope Program (PKH) is present as a social policy intervention from the government to help reduce the impact of poverty both directly and in the long term in Gunung Kijang by fulfilling basic needs, increasing participation in education, raising awareness of the importance of health, and empowerment through social assistance. This study aims to determine the extent of PKH’s effectiveness in reducing poverty rates in Gunung Kijang Subdistrict, Bintan Regency. The study uses a qualitative approach with a descriptive method. Data collection techniques include interviews, direct field observations, and documentation. In its analysis, this study refers to William N. Dunn’s public policy evaluation theory, which includes six main indicators: effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. The results show that PKH has a positive impact on beneficiary families (KPM). The program increases school attendance of children from poor families in primary and secondary schools, as attendance is an important component in the disbursement of aid. In addition, PKH encourages poor communities to be more active in accessing health services, such as community health centers (puskesmas) and integrated health service posts (posyandu), especially for vulnerable groups such as pregnant women, toddlers, and the elderly. The Family Hope Program (PKH) contributes to reducing the impact of poverty in Gunung Kijang Subdistrict. Although it has not fully resolved the root problems, PKH has the potential to be a tool to break the cycle of poverty and improve the quality of life of poor communities sustainably.

This study analyzes the application of the principles of gharar (uncertainty) and ‘adl (justice) in the subsidized LPG supply chain at Pangkalan Fawaid, Gondanglegi District, using the Maqashid Syariah approach. The primary focus of this research is to identify issues related to the distribution of subsidized LPG that involve Islamic economic principles, particularly concerning uncertainty and injustice that may disadvantage the public, especially low-income households. The main issues identified include the uncertainty of distribution schedules, price fluctuations, limited supply, and a lack of transparency in information, leading to unequal access for low-income households. The research employs a qualitative-empirical method with data collection techniques such as in-depth interviews, participatory observation, and document analysis. Five key informants were selected through purposive sampling to provide comprehensive insights into the issues surrounding subsidized LPG distribution. The data analysis used the interactive model by Miles & Huberman, with triangulation validation to ensure the accuracy and consistency of the findings. The results indicate the presence of gharar in several aspects, such as price uncertainty, quotas, and distribution schedules. Price uncertainty causes subsidized LPG prices to often exceed the Highest Retail Price (HET), while uneven distribution leads to injustice in access for households in need. Violations of the ‘adl principle are evident from the unequal and uneven distribution, which leads to access disparities among low-income households. Based on these findings, it is crucial to digitalize the LPG distribution system to make it more transparent, enhance supervision of distribution practices, and strengthen consumer literacy so they better understand their rights and obligations in accordance with Islamic economic principles. With these measures, uncertainty and injustice in subsidized LPG distribution can be minimized, leading to a more equitable and transparent distribution system.

The provision of clean water is a basic necessity and a fundamental responsibility of the government as a form of public accountability. Clean water not only plays a crucial role in supporting daily life but also directly affects public health, education, and economic productivity. However, the condition in Tanjung Melagan Island, located in the hinterland area of Batam City, still shows serious issues regarding access to clean water. Limited infrastructure, remote geographical location, and the lack of policy intervention are the main obstacles faced by the local community. This study aims to analyze the responsibility of the Batam City Government in providing clean water using J. Spiro’s accountability theory, which highlights three main indicators: accountability, obligation, and causality. This research employs a qualitative approach through in-depth interviews, field observations, and document studies. Informants in this study include officials from the Department of Human Settlements and Spatial Planning of Batam City, the Head of Galang Baru Subdistrict, and local residents of Tanjung Melagan Island. The results of the study indicate that the accountability of the Batam City Government in the provision of clean water has not been carried out substantively. Although formal forums such as Development Planning Meetings (Musrenbang) exist, their implementation remains procedural and does not fully absorb the aspirations and needs of the local population. The government's obligation to provide clean water is acknowledged normatively, but its realization often faces technical constraints, complex bureaucracy, and the delegation of responsibilities to non-governmental institutions. Furthermore, several underlying causes of this weak accountability were identified, including limited budgetary resources, poor inter-agency coordination, and low levels of community literacy and participation in planning and monitoring processes. Thus, this study emphasizes the importance of strengthening the role and capacity of local governments in providing essential services such as clean water, especially in underdeveloped and remote regions, to ensure that the principle of social justice is truly realized.
