This study aims to describe and analyze: the implementation of Good Corporate Governance and how it affects the performance of the Surabaya City Fire and Rescue Service.  The type of research used is qualitative research. The data analysis technique in the study uses a technique developed by McNabb (2002), namely Grouping the data according to key constructs, identifying bases for interpretation, developing generalizations from the data, Testing Alternative interpretations and forming and/or refining generalizable theory from case study. The results of the study show that in principle, the implementation of Good Corporate Governance (GCG) at the Surabaya Fire and Rescue Service (Dinas Pemadam Kebakaran Dan Penyelematan - DPKP) has been running well. In terms of administrative transparency, the availability of service information is substantially adequate and the media of its presentation, the certainty of service time and the available service complaint mechanism. Legal accountability and honesty at the Surabaya City Fire and Rescue Service are good.  The Surabaya City Fire and Rescue Service is responsible for carrying out fire and disaster handling tasks. The 7-Minute Time Responsibility implemented by the Surabaya Fire and Rescue Service (DPKP) not only prioritizes response speed in extinguishing fires, but also respects the safety and welfare of all residents. The professionalism of service at the Surabaya City Fire and Rescue Service is shown through service innovation and fire handling. The "Roti 7 Lapis" (Reaction On Time - Roti and Free Fighting Fires Service - Layanan Pemadaman Gratis/Lapis) program from DPKP Surabaya emphasizes its commitment to rewarding citizens more than just prioritizing financial gain or personal excellence. The performance of the service at the Surabaya Fire and Rescue Service (DPKP) is quite good. The achievement of the response time for fire incidents in Surabaya for all incidents is 100%, which is less than 7 minutes.  The achievement of the fire management area of the city of Surabaya is 94% until 2024.  Achievement of Minimum Service Standards of Surabaya City DAMKAR 100% in 2023.

Penanganan bencana merupakan isu krusial dalam mengurangi dampak negatif bencana alam dan non-alam di Kota Semarang, yang memiliki potensi bencana seperti banjir, gempa bumi, dan kebakaran. Penelitian ini bertujuan untuk menganalisis penanganan bencana di Kota Semarang pada tahun 2024 dengan menggunakan metode Analytical Hierarchy Process (AHP) dan VIseKriterijumska Optimizacija I Kompromisno Resenje (VIKOR), untuk menentukan prioritas tindakan yang paling efektif dalam mitigasi dan respons bencana. Metode AHP digunakan untuk memberikan bobot pada kriteria-kriteria yang mempengaruhi penanganan bencana, seperti kesiapsiagaan, infrastruktur, dan sumber daya manusia. Selanjutnya, metode VIKOR diterapkan untuk memilih solusi terbaik berdasarkan alternatif penanganan bencana. Hasil penelitian menunjukkan bahwa prioritas penanganan bencana di Kota Semarang sebaiknya difokuskan pada penguatan sistem peringatan dini dan pengembangan infrastruktur evakuasi, dengan memperhatikan kesiapsiagaan masyarakat sebagai faktor pendukung utama. Berdasarkan perhitungan AHP, kriteria "kesiapsiagaan masyarakat" memperoleh bobot tertinggi, sementara perhitungan VIKOR menunjukkan bahwa tindakan penguatan infrastruktur evakuasi adalah solusi terbaik untuk mengurangi dampak bencana. Penelitian ini merekomendasikan Pemerintah Kota Semarang untuk meningkatkan investasi pada infrastruktur penanganan bencana dan memperkuat pelatihan serta keterlibatan masyarakat dalam program kesiapsiagaan bencana.

The background of this research is the low level of employee performance in the Civil Service Police Unit and the Sikka Regency Fire Department. This research aims to: (1) determine the description of employee performance, leadership and work loyalty; (2) analyze the influence of Leadership and Work Loyalty on employee performance both partially and simultaneously. The population in this study were employees of the Sikka Regency Civil Service Police Unit and Fire Department, totaling 94 people. Because the population is limited, this research was conducted by census or saturated sampling. Data was collected through questionnaires and analyzed using descriptive methods and inferential statistics, namely multiple linear regression. Hypothesis testing is carried out through the F test and t test. The results of the descriptive analysis show that the background to the employee performance variable is in good criteria, the Leadership variable is in good criteria, then the Work Loyalty variable is in good criteria. The statistical results of the t test show that partially the Leadership variable has a positive and significant effect on employee performance. Furthermore, the Work Loyalty variable has a positive and significant effect on employee performance. The statistical results of the F test show that simultaneously the Leadership and Work Loyalty variables have a significant effect on employee performance. The results of the determination analysis show that the two independent variables in this study are able to explain variations in the ups and downs in performance of employees at the Civil Service Police Unit and the Sikka Regency Fire Department by 31%.

Building fires can significantly degrade the strength and integrity of steel structures, so post-incident evaluation is crucial to ensure building safety and feasibility. This study aims to evaluate the condition of the steel tower structure after the fire through a visual inspection method. A total of 35 structural elements were examined, including columns, beams, and bracing, to identify damage caused by heat exposure. The inspection results showed that 6 elements (17%) were in the category of Acceptable, 8 elements (23%) Needs Attention, 5 elements (14%) Not Acceptable, and 1 element (3%) Not Applicable because they had been removed. Steel columns generally remain upright without deformation, but suffer damage to the protective layer (coating). In contrast, most blocks lose their protective layers, are directly exposed to fire, show early signs of corrosion, and some suffer severe damage such as flange tears and cuts. These findings confirm the importance of systematic documentation and classification of element conditions as the basis for technical decision-making for structural improvement. Visual inspection proved effective as an initial step in the evaluation process, providing a relevant initial picture of the extent of damage and the need for intervention. This study recommends follow-up in the form of advanced structural analysis and material testing to ensure the feasibility of reusing the affected steel elements.

 Central Java was recorded as the area with the highest fire rate in the period from January 1 to July 24 2023, with 637 cases recorded. In 2018, a fire hit Agustinus Junior High School, at Semarang City. The aim of the research is to determine the effect of implementing a fire disaster preparedness simulation in increasing the knowledge and attitudes of Agustinus Middle School residents regarding fire disasters. The research design used was a quasi experiment with a quantitative approach. This research used a one group pretest-posttest design. In this research design, the entire population is used as research respondents. The pretest was given before the fire disaster simulation activity began and the posttest was given after all respondents carried out the fire disaster simulation activity. The research instrument used a questionnaire sheet. Data were analyzed with wilcoxon test. The results of the research show that there is an effect of implementing a fire disaster preparedness simulation on the knowledge and attitudes of Agustinius Junior High School residents with a wilcoxon p value of 0.000 and there is an increase in the knowledge of the school community by 24.3% and the attitude of the school community by 34% compared to before the simulation. This research suggests that schools should hold regular disaster preparedness simulations at least once a year and collaborate with related professional institutions to increase the capability and effectiveness of school emergency response teams in handling emergency situations.

According to the National Fire Protection Association (NFPA), fire caused by an oxidation process that involved fire triangle elements. The fire triangle elements consist of fuel, oxygen, and heat. Informal industry, such as UMKM, facing a high risk because of fund limitation which hinder risk analysis and post-disaster recovery, moreover lack of regulation and adequate protection measures such as fire protection systems. To decrease that risk, a fire disaster mitigation program is needed, including outreach, training about how to use a fire extinguisher, and fire simulation. This program aims to increase the knowledge and preparedness of workers in facing potential fire hazards so that the risk can be minimized and the losses can be reduced. This research using a pre-experimental design method approached by one group pretest-posttest design. According to pre-test and post-test results by the workers, there was a 9.4% increase in knowledge. It evidenced by the result of the Wilcoxon Signed Ranks Test which showed a P-value of 0.003 (p ≤ 0,05), which means there is a significant difference between the pre-test and post-test result.

Pertamini or mini gas station is a retail business of fuel oil such as pertalit and pertramak carried out by the community. The absence of strict regulations regarding safety has caused many fire incidents involving it. ALOHA modeling is a tool for analyzing fire risks and their impacts, so that it can be a consideration of vigilance for perpetrators and the surrounding community. The purpose of this study was to analyze the effects of fires and explosions at the Dukuh Pertamini gas station in 2024. This study is a quantitative descriptive study using ALOHA software. The results of the study showed that the storage tank could create a fire pool with a diameter of 10 meters. If this happens, a flash fire can occur up to a distance of 60 meters, the heat of which can be felt up to 150 meters from the center of the explosion.

The unwise use of electrical energy in households can lead to energy wastage and pose risks such as short circuits, which may result in fires. This research developed a Node-Red-based protection system using an ESP8266 microcontroller and a PZEM 004-T sensor to detect voltage, current, and power in real-time. The system automatically disconnects the current when overload conditions are detected, especially on extension cables. Testing was conducted on household devices such as laptop chargers, fans, and soldering irons. Results demonstrate that the system can accurately monitor current and power, maintain electrical stability, and cut off electricity when the load exceeds the safe threshold, thus reducing fire risk. This implementation is expected to enhance household electrical safety and serve as a reference for further development in IoT-based protection systems.

Fire is an event that often occurs due to human negligence. Losses from fire include damage to goods, business delays and can even cause loss of life. For early handling of fires, a "Fire Fighting Control Design Using MQ-2 Sensor and Fuzzy Logic Based 5 Channel Flame Sensor" has been created. This tool uses the MQ-2 sensor to detect gases related to fires, such as hydrocarbon gas. A 5 channel flame sensor is used to detect flames. The predetermined fuzzy logic rules will be used to control the fire extinguisher and implemented using the Arduino Atmega 2560 microcontroller as the brain of the system. Next, the microcontroller will send a control signal to the 12V DC pump output as a water spray system to deal with fires. The test results of this system show that the tool can detect early fire hotspots and respond well to fire extinguishing according to the fuzzy rule decisions carried out by testing the tool with 30 fire spots at different distances.

This study aims to Improve the Discipline of Fire Fighting Personnel to the Palembang Fire And Disaster Management Service. The results show that from the results of research that has been carried out it can be said that the Strategy for Increasing Discipline of Personnel Related to Fire Fighting Services to the Community at the Palembang City Fire and Disaster Management Service has not been effective because there are several indicators that have not been met from the side of external training that are not. can be followed by all personnel due to limited funds, as well as the support of facilities and facilities that are still not supported. For training activities carried out by employees, namely internal training for Levels I, II and III, while external training is held at the DKI Jakarta Fire Department in Ciracas, and has now been implemented by the Ministry of Home Affairs.  The supporting factor in this research is where the ASN development policy, as well as agency support for internal training and personal motivation are the main and important things, although in the future there will need to be other improvements. In addition, the existence of rewards and punishments is also a motivation to improve work discipline. Improving the quality of work is apart from the quality of personnel, also in terms of improving supporting facilities and infrastructure, currently the facilities owned are still not in accordance with the needs, so this is the inhibiting factor in this research. Then a lot of fire fighting equipment is still lacking, be it hoses, pumps, for reasons of budget constraints, of course this triggers the fire fire operation process

Iskandar Suhardi, Evaluation of Health Protocol Enforcement Performance by Members of the Merdeka Post during the Covid-19 Period by the Palembang City Fire and Disaster Management Service. This study aims to analyze the Performance Evaluation of Health Protocol Enforcement by Members of the Merdeka Post during the Covid-19 Period by the Palembang City Fire and Disaster Management Service. The study used qualitative methods with data collection techniques, namely observation, interviews and documentation. The results of the study show that in the application of the health protocol itself in a combined unit of several elements and agencies, it has several weaknesses, first from the community side who really underestimates the Corona virus, then from the officers themselves there is still minimal knowledge in providing education about the importance of complying with health protocol. The enforcement of health protocols did not go as expected, based on the health protocol policy itself, because there were several aspects, where in fact not all people believed in the existence of the corona virus, some even said that this corona was just a political conspiracy and the like, so that officers had difficulty in enforcement of health protocols. In 2020-2021 the health protocol policy is going quite well, people still have fear and vigilance about the spread of the corona virus, but in the course of time and being supported by people who have been vaccinated 1 and 2, it makes people feel safer, so that strict adherence to simple wearing a mask is no longer obeyed, not to mention other things such as washing hands and so on. The implementation of this health protocol policy has many obstacles and the weak side is public awareness and the pros and cons regarding the presence or absence of the corona virus, so that some people do not obey the applicable rules, and this makes it difficult for officers to carry out the policies that have been determined. So in this case the officer must have the right technique or method so that the implementation process can be easier.

Abstract One of the government organizations tasked with managing affairs in its operational area in order to protect, be responsive, resolve, and rescue protected from fire is the Padangsidimpuan City Fire and Rescue Service. Performance is a term used to describe how well the implementation efforts in fulfilling the vision and mission of the organization. This research is in order to evaluate the effectiveness of the expenditure budget, namely from 2018 to 2022. The purpose of this budget capability evaluation is to assess the absorption of expenditure during the budget period. This study used a qualitative methodology combined with quantitative data collection and documentation methods. Descriptive analysis methods were used using efficiency ratios, expenditure growth analysis, operating expenditure and capital expenditure compatibility analysis, expenditure variance analysis. Based on the results of research using expenditure variance analysis, budget performance can be said to be good because there are no expenditures that exceed the budget. Analysis of expenditure growth between 2018-2022 shows positive growth. The findings of the expenditure conformity analysis show that operational costs use more of the expenditure budget than capital expenditure. In addition, with an average of 92.05%, the efficiency ratio of budget realization indicates that the use of the 2018-2022 budget is less efficient.

In 2020-2022, there were fires in 15 hospitals around the world that handled COVID-19, causing 280 deaths. In Indonesia, there were 8 hospital fires during July to October 2020. Hospital fires pose a high risk because most of the hospital residents are patients undergoing treatment so their physical condition is unable to carry out rescue measures and relies on medical equipment. This research aims to determine the implementation of the fire control system at Regional General Hospital of Salatiga City. This research is a type of descriptive research with qualitative methods. The informants in this research consisted of 3 main informants and 4 triangulation informants. Data collection techniques were carried out through observation, interviews and documentation studies. The data analysis used is univariate analysis. The research results showed that of the total of 90 indicators, 79% (71 indicators) had been fulfilled and 21% (19 indicators) had not been fulfilled. Fire control system at Regional General Hospital of Salatiga City is included in the adequate category. Most of the fire control system components function well, but there are several other utility sub-components that function imperfectly or do not comply with the specified requirements.

: Fire is one of the most detrimental hazards to the community, therefore a fire prevention system is needed to reduce the impact and losses caused by fire. This study aims to design a fire protection system that has a high level of reliability, capable of detecting various types of fires, this study aims to find out whether the provision of equipment in building A of Universitas PGRI Palembang has met the requirements according to the technical requirements of the fire protection system in buildings and the environment according to the regulation of the Minister of Public Works No.26/PRT/M/2008. The planning of the fire protection system in building A of the University of PGRI Palembang includes, planning the detector system, sprinklers, fire alarms, water volume and pumps. The results of the planning of this fire protection system are 22 detector points, 50 sprinkler points, a water volume of 190 m3, a water tank volume of 164 m3, a pump power of 112 kW, and a GWT capacity of 92 m3.

Indonesia merupakan negara yang dikenal dengan beragam destinasi pariwisata yang indah dan menarik. Seiring dengan perkembangan pariwisata yang pesat, permintaan akan fasilitas akomodasi seperti hotel, guest house, dan penginapan lainnya semakin meningkat. Khususnya guest house yang merupakan bangunan publik menjadi pilihan populer untuk para pengunjung yang mencari pengalaman menginap yang lebih personal dan terjangkau. Dalam konteks pengelolaan guest house di Indonesia, proteksi kebakaran adalah salah satu aspek yang perlu diperhatikan secara serius. Oleh karena itu, kesadaran dan tindakan proaktif dalam menerapkan sistem proteksi kebakaran di guest house adalah hal yang sangat penting. Seperti yang terdapat pada SNI 03-1735-2000, SNI 03-1746-2000, dan SNI 03-6574-2001. Penilaian dilakukan untuk mengevaluasi pemasangan sistem proteksi kebakaran pada gedung Guest House Bukit Putri Semarang. Penilaian ini didasarkan pada persyaratan yang telah ditetapkan untuk menjamin keselamatan dan kenyamanan pengguna bangunan selama situasi berbahaya. Tujuan dari penilaian ini adalah untuk memastikan keefektifan sistem pencegahan kebakaran di gedung Bukit Putri Guest House. Penelitian ini menggunakan metodologi deskriptif kualitatif. Hasilnya menunjukkan bahwa sistem pencegahan kebakaran pada gedung masih bersifat pasif dan tidak mematuhi peraturan terkait.

Forest and land fires are natural disasters that often occur in Indonesia, especially during the dry season. These fires cause enormous environmental damage, economic losses, and social problems. In fact, large forest and land fires result in devastating smoke impacts beyond state administrative boundaries (transnational disasters).  The type of research that the author will use in this research is normative juridical. The use of this type of normative juridical research is because the object of study is related to legal principles and principles as well as theories and opinions of legal experts. It can be said that normative juridical research is literature research.  In general, forest fires that occur in Indonesia are caused by three main factors, namely fuel conditions, weather and social and cultural conditions of the community. Fuel conditions that are prone to fire hazards are their abundance on the forest floor, relatively low water content (dry), and continuous fuel availability. Climatic factors in the form of temperature, humidity, wind and rainfall also determine fire susceptibility. High temperatures due to direct sunlight cause fuel to dry out and become flammable, high humidity (in forests with dense vegetation) reduces the chance of forest fires occurring, wind also influences the fuel drying process and the speed at which fire spreads while rainfall influences the size of the fire. water contained in the fuel.

The development of urban areas into residential, industrial, and commercial zones has increased the risk of fires, especially in areas with inadequate building conditions. Firefighters must always be on alert and equipped with Personal Protective Equipment (PPE) to reduce the risk of occupational accidents. This study aims to evaluate the implementation of Occupational Health and Safety (OHS) and the use of PPE among firefighters in Indonesia through a literature review method. The analysis was conducted on 7 research articles and 1 reference book published in the last 10 years. The results show that OHS knowledge and optimal use of PPE are significantly related to the reduction in the rate of work accidents. Factors such as knowledge, training, availability, supervision, and good PPE management are crucial in reducing accident risks and enhancing the safety of firefighters. This study emphasizes the importance of continuous education, routine training, and effective PPE management to ensure optimal occupational health and safety for firefighters in Indonesia.

Fires in residential areas usually occur in densely populated areas. Rawa Buaya Village is a sub-district in West Jakarta City which has a fairly high population density and there is also a densely populated settlement located at RT.016/RW.04 with 445 families. This settlement experienced fire disasters five times in 2008, 2009, 2015, and twice in 2022. The aim of the research is to describe community preparedness to reduce the risk of fire as well as factors that support and inhibit community preparedness. This research uses descriptive methods through a qualitative approach. The results of the research show that 40% of the community knows that the cause of fires is due to human negligence, 81% have the desire to prevent fires, 76% have an agreement between the Head of the RT and the community, 74% have determined the evacuation location for victims, 67% do not know the evacuation route board, 91% have the desire to to help their relatives, 62% only knew that a fire simulation had been carried out once, 74% had no early warning system, and 60% had not prepared an emergency fund. So it was concluded that the community was sufficiently prepared to face fires by knowing the causes and things to prevent fires, having an agreement to prepare evacuation locations, helping relatives and participating in disaster simulations, but the vulnerability of the living environment was a factor that triggered fires.

The fire suppression ability of this sprinkler installation compared to other fire extinguishing equipment has been proven to be more effective. Because the sprinkler system does not require an operator when operating, fires can be prevented earlier before causing greater losses. For this reason, the implementation of sprinkler systems in buildings is crucial. According to KEPMEN PU NO. 10/KPTS/2000, a building must have elements that can maintain structural stability to a certain level during a fire. This research was conducted directly in the field, and the necessary data was obtained independently through interviews with relevant parties. The author conducted research observations in the archive warehouse to obtain both primary and secondary data. Primary data included field documentation and calculations. Planning calculations were done directly by calculating the number of sprinklers, water requirements, and reservoirs to determine the precise needs. Based on the survey, it was found that the size of the archive warehouse is 48 x 48 m, totaling 2304 m2. The maximum distance between sprinklers used was 4.6 m. Therefore, the effective distance between sprinkler heads is 193 units. The result of the calculation for the water supply for the sprinkler system obtained 34,139.77 liters, with the total overall cost for the equipment and materials used being Rp. 63,121,925.74. Based on the data and calculation results regarding the planning and design of fire protection equipment in open active spaces adhering to the NFPA-13 Standard for the Year 2019, it is expected to provide comfort and safety against the threat of fire incidents.

Climate change has become a major factor in increasing forest fires in various parts of the world. This phenomenon has had serious impacts on the environment, economy and human health. Environmental conservation efforts are becoming increasingly important to reduce the risk of forest fires and maintain ecosystem balance. With a better understanding of the relationship between climate change and forest fires, preventive and adaptation measures can be designed to protect forests and ecosystems that are vulnerable to this threat. The purpose of this article is to discuss the impact of climate change on the increase in forest fires and environmental conservation efforts that can be taken to overcome this problem. The method used in this research is using a literature study method to collect information about the impact of climate change on forest fires and environmental conservation efforts. Climate change is significantly increasing the risk of forest fires worldwide leading to rising global temperatures that are drying out forests and increasing the likelihood of fires occurring. Changing rainfall patterns also lengthen and strengthen the dry season, increasing the potential for forest fires. These factors, along with human activity and extreme weather, have led to an increase in the frequency and intensity of forest fires. The impacts are far-reaching, including destruction of wildlife habitat, carbon loss, ecosystem degradation, and negative impacts on air quality and human health.
