Fiduciary collateral as a type of collateral gives the rights of executorial to creditors to do parate execution on the object of fiduciary collateral when a debtor defaults. In practice, however, collateral misuses this right illegally. This becomes the basics for Judicial Review agains Article 15, paraghraphs 2 and 3 of Law No. 42/1999, and the Constitutional Court issued the Ruling No. 18/PUU-XVII/2019. Therefore in this thesis the formulation of the problem raised is first, when a debtor is considered to have committed an act of default, and secondly, it delves into the creditor's execution procedure and the ratio decidendi related to Constitutional Court Decision No. 18/PUU-XVII/2019. The research use descriptive juridicial normative method. The data were gathered by conducting library research. The result of the analysis shows that Ruling does not impede the right of executing by creditors so that it is in accordance with the executorial right in fiduciary collateral. So, there are two possible ways for a debtor to be declared in default: firstly, the agreement of default is stipulated during the main agreement and the initial fiduciary collateral agreement. Secondly, the default is determined by the district court in order to execute the fiduciary collateral object.

Prior to the Third Amendment of the 1945 Constitution implemented in 2001, there were no rules governing how to resolve conflicts about the constitutional authority of state institutions in the context of Indonesian constitutionalism. In addition, there was no entity that had the authority to decide cases related to the constitutional authority of these institutions. After the Third Amendment of the 1945 Constitution, the Constitutional Court began to be used as a tool to resolve disputes related to the constitutional authority of state institutions. In the event of a dispute regarding constitutional authority, the Indonesian constitutional system provides a way to deal with state institutions when interpreting constitutional orders. In the event of such disputes, this type of research falls under the category of normative research. Constitutional disputes should always be based on the constitution as a clear and consistent source of the Constitutional Court, the public and state institutions can better understand the constitutional boundaries that apply. This is important to create a more effective legal system, where all parties, whether the government, society, or other state institutions, can carry out their roles in accordance with agreed constitutional principles. Therefore, constitutional justice upheld by the Constitutional Court does not only apply to certain cases, but also provides a clear direction for the development of state administration in Indonesia.

Takokak fruit is one of the plants that can be used to lower blood sugar levels. This study aims to identify the bioactive compounds of ethanol extract of takokak fruit and test the antidiabetic ethyl acetate fraction. Antidiabetic testing was carried out by in vivo testing using the Oral Glucose Tolerance Test (OGTT) method to see the decrease in blood glucose levels using white rats as test animals. The test results showed that takokak fruit contains flavonoids, steroids, and tannins. Fractionation is the process of extracting compounds from the extract using two types of solvents that do not mix with each other. The results of the antidiabetic test showed that the ethyl acetate fraction with glibenclamide as a comparator had the ability as an antidiabetic measured by the amount of difference in the decrease in blood glucose levels in the test animal group T₃₀ to T₁₂₀. From the results obtained, the average decrease in blood glucose levels in the negative control group (Na CMC) was 5.8 mg/dL, the positive control group (Glibenclamide) 21.03 mg/dL, and the fraction group 9.86 mg/dL.
