Batu City, as a major tourist destination, has experienced rapid growth in tourism infrastructure development, leading to the conversion of agricultural land and green open spaces into commercial areas. Using a case study methodology and a qualitative approach, this study gathers data in many sub-districts through documentation, in-depth interviews, and observation, including Sidomulyo, Songgokerto, and Oro-Oro Ombo. The findings indicate that the decline in Green Open Space (GOS) has negatively impacted environmental quality (such as rising temperatures and increased flood risk), disrupted the livelihoods of agricultural communities, and caused economic disparities due to the dominance of the tourism service sector. While tourism contributes to regional income, without sustainable environmental management, the long-term economic potential may decline. Therefore, a tourism development strategy that balances economic growth with environmental preservation is essential.

This research focuses on the strategic role of the people's market as a driver of the regional economy and a source of Regional Original Income (PAD), by taking a case study of the arrangement of the people's market by the Ciamis Regency MSME Office. Using a qualitative approach, data was collected through observation, interviews, and documentation studies. The results of the study show that the Regional Government of Ciamis Regency implements five main strategies in structuring the people's market, including optimizing development and revitalization with ease of access, market development based on potential and local characteristics, cooperation with investors, facilitation and guaranteeing the ease of capital lending through banking, and market promotion using digital technology. This strategy has a significant impact on the achievement of PAD. The achievement of PAD from the people's market sector of Ciamis Regency was recorded to exceed the target in the period of 2015 to 2017, reaching 113.4%, 128.0%, and 121.9%, respectively, although it decreased in 2018 to 87.2%. To optimize regional levy revenue, these findings conclude the need to improve and improve the regional levy management system to support the performance of the apparatus, the implementation of routine activities such as coordination between agencies and socialization to business actors, as well as increasing the discipline, dedication, and honesty of fiscal officials in carrying out their main duties and functions proportionately.

This study examines the urgency of institutional transparency in the Secretariat of the Bogor Regency Regional People's Representative Council  (DPRD) amid demands for good governance. The objective is to analyze the strategic role of the Public Relations, Protocol, and Publication Team of the Bogor Regency DPRD Secretariat in disseminating public information, with a focus on the use of the @setwankabbogor Instagram account as an instrument of transparency. Using a qualitative approach with a case study design, this research applies qualitative content analysis and observation of Instagram accounts, supported by organizational documentation related to the main tasks of Public Relations. The communication practices found were analyzed based on the theoretical benchmarks of the Two-Way Symmetrical Model and Organizational-Public Dialogic Communication (OPDC). Preliminary research results show that although Public Relations has been effective in documenting protocol and routine administrative activities, content related to core legislative functions such as the budget (KUA/PPAS) and oversight tends to be less dominant than ceremonial posts. The communication model applied still leans toward the Public Information Model, rather than the optimal Two-Way Symmetrical Model. Analysis shows a deficit in dialogic elements, particularly in genuine responsiveness (mutuality) and proactivity in discussing complex public issues, which has the potential to hinder the development of public trust. Optimization requires a shift in strategy towards evidence-based content planning and a focus on proactive dialogue and responsiveness, supported by institutional commitment and increased human resource capacity.

This research is motivated by the significance of inclusive education as a way to guarantee access and equity for students with special needs in Sidoarjo Regency. Even with robust national policies advocating for inclusive schools, their impact at the regional level is still not thoroughly examined. This study aims to assess the impact of inclusive school initiatives on enhancing educational access and equity of services. The aims are to (1) evaluate the access rates of students with special needs to both formal and non-formal education; (2) analyze equity of services in relation to facilities, teaching standards, and learning results; (3) pinpoint factors that facilitate and hinder implementation; and (4) develop policy suggestions for enhancing equitable services. The research utilizes a mixed-methods strategy incorporating a sequential explanatory framework that integrates quantitative survey information from 30 schools along with qualitative interviews conducted with policymakers, educators, and parents. The results show that the success of inclusive programs in Sidoarjo is intermediate, with significant differences between urban and rural schools. Leadership, teacher effectiveness, and collaboration across sectors stand out as crucial factors for success. The research indicates that maintaining inclusive education necessitates regional policy coordination, development of human resources, and data-driven monitoring to guarantee equity and equal learning chances for every student

Purpose –This article aims to examine Territorial Defense Management (TDM) as an adaptive defense strategy in the contemporary era, with a focus on the synergy of UAV–sensor fusion–C2 technologies, whole-of-defense cyber orchestration and strengthening community resilience in facing multidimensional threats. Design/methodology/approach –This study employed a Systematic Literature Review (SRB) approach, using scientific literature sources from 2021–2025 from Scopus, IEEE, Springer, ScienceDirect, Garuda, and ResearchGate. Thirty-one primary articles were selected through rigorous screening and then analyzed using thematic coding and data triangulation to ensure the validity of the findings. Findings –The study results show that: (1) UAVs with sensor fusion increase the effectiveness of regional surveillance, although they require a counter-UAV system and good spectrum governance; (2) whole-of-defense cyber is proven crucial with the support of threat intelligence, territorial cyber operations centers, and AI for anomaly detection and automated response; (3) community resilience strengthens defense through emergency communications, early warning systems, and community participation in joint training with authorities. Practical implications –The effectiveness of MPT can be enhanced through standardization of IoMT architecture across the military services, counter-UAV and cyber exercises at the regional level, and the development of quantitative metrics to measure community resilience linked to military-level readiness. Originality/value –This article contributes by integrating technology, cyber, and community perspectives into a single adaptive MPT framework, thereby strengthening deterrence, rapid response, and socio-technological resilience. This approach is relevant for strengthening Indonesia's modern defense doctrine.

This study examines two key development issues in developing : economic dualism and population issues, using a qualitative approach using library research. The analysis shows that economic dualism, characterizes by the gap between the low-productivity traditional sector and the high-tech modern sector, remains a key characteristic of Indonesia’s economic structure. On the other hand, high population growth and uncontrolled urbanization exacerbate inter-regional inequality and weaken the equitable distribution of development outcomes. The interconnectedness of these two issues creates a cycle of proverty that is difficult to break and hinders the achivement of sustaineble development. Therefore, an integrative and inclusive develpment strategy is neded, encompassing strengthenung the tradisional sector, equitable imvestment, improving the quality of human resources, and controlling population growth to ensure more balanced and equitable development.

This study aims to examine the effectiveness of implementing a descriptive writing learning model based on digital literacy and local wisdom in improving writing skills, learning motivation, and cultural character among junior high school students. Employing a descriptive qualitative approach with a case study design, the research was conducted at SMP Negeri 2 Kroya, Cilacap Regency, during the 2025–2026 academic year. Data were collected through participatory observation, in-depth interviews, and document analysis, and were subsequently analyzed using the interactive model developed by Miles, Huberman, and Saldaña. The findings indicate that the application of this model effectively enhances students’ writing abilities in terms of content, structure, language style, and digital literacy ethics. The integration of digital technology fosters the development of cognitive, technical, and social literacy, while the reinforcement of local wisdom cultivates cultural awareness, regional identity pride, and reflective thinking skills. Writing activities evolved into collaborative and creative processes that combine cultural exploration with the ethical use of digital technology. From a pedagogical perspective, this model aligns with the principles of deep learning promoted by the Kurikulum Merdeka and contributes to strengthening the Eight Dimensions of Graduate Competencies, particularly in critical reasoning and problem-solving, creativity and innovation, collaboration and mutual cooperation, as well as the development of the Pancasila student profile and global citizenship. Therefore, the descriptive writing learning model based on digital literacy and local wisdom can be regarded as an innovative strategy in Indonesian language education to realize a contextual, reflective, creative, and culturally grounded learning process.

This research aims to analyze the Regional Government's strategy in developing the Tanjung Lesung Tourism Area and identify obstacles and efforts to improve the community's economy. As a Special Economic Zone (SEZ) and a national priority tourism destination, Tanjung Lesung has great potential in encouraging local growth, but its development still faces challenges. The research uses a descriptive qualitative method through interviews, observations, and documentation studies with informants from the Tourism Office, SEZ managers, MSME actors, and Pokdarwis. The analysis refers to the theory of Suryadana's tourism development strategy, including attractions, accessibility, amenities, and institutions. The results of the study show that the government's strategy focuses on the development of attractions through the involvement of MSMEs and cultural preservation, as well as improving facilities with training and community assistance. This strategy has a positive impact on increasing income and job creation. However, there are obstacles in the form of limited regional authority in SEZ management, lack of optimal accessibility and infrastructure, weak collaboration between stakeholders, low capacity of local human resources, and inconsistent promotion. The government's efforts include increasing human resource capacity, facilitating MSMEs in events, and cross-sector coordination. In conclusion, the Tanjung Lesung tourism development strategy has contributed to economic empowerment, but it is not optimal, so stronger synergy is needed between the government, the private sector, and the community to realize sustainable tourism.

This research examines tourism development strategies through an industrial tourism programme in Sidoarjo Regency as an alternative for regional tourism diversification. Sidoarjo Regency is known as an industrial hub with various production centres, such as shrimp crackers, batik, and shrimp paste (terasi), which have considerable potential to be developed into industrial tourism destinations. The objectives of the study are to analyse industrial tourism development strategies, identify supporting and inhibiting factors, and formulate a collaborative model for sustainable industrial tourism development. The research employs a qualitative approach with data collection techniques including in-depth interviews, participant observation, and documentation study. Research informants include the Sidoarjo Regency Tourism Office, industry stakeholders, tourism communities, and tourists. The results indicate that the industrial tourism development strategy in Sidoarjo utilises a pentahelix approach involving the government, academia, businesses, the community, and the media. Supporting factors include the diversity of local industrial products, good accessibility, and government policy support. However, there are constraints such as minimal digital promotion, limited tourism facilities, and low awareness among business actors regarding the concept of industrial tourism. The recommended collaborative model encompasses institutional strengthening, increasing Human Resources (HR) capacity, developing supporting infrastructure, innovating tourism products, and integrated digital marketing. This research provides a practical contribution to the development of industrial tourism in regions with a strong small and medium-sized industrial economic base.

Along with the development of the times and increasingly competitive market demands, there is an urgent need to develop post-harvest handling strategies based on technological innovation, strengthening farmer capacity, and developing supporting infrastructure in Makale District. This strategy not only aims to reduce the level of yield loss, but also increase product added value, expand market access, and encourage agricultural-based regional economic growth. This study uses the SWOT Analysis Method used to evaluate strengths, weaknesses, opportunities and threats in the implementation of rice post-harvest handling strategies. The results of this analysis can be used to formulate recommendations for more effective and sustainable strategies for farmers and other stakeholders. The results of the study by carrying out a SWOT analysis include strengths including long experience, farmer group socialization, quality awareness, weaknesses including dominant age old, limited capital, traditional methods, high yield loss, opportunities including government programs, local rice demand, the role of extension workers, the availability of appropriate technology and Threats including extreme weather, competition with modern areas, limited infrastructure, low farmer regeneration. This study emphasizes the importance of transforming harvest-post-harvest practices from traditional to semi-modern based on farmer groups. A combination of training, provision of tools and ongoing support is essential to reduce yield losses, improve grain quality and maintain agricultural sustainability in Tana Toraja.

This research aims to analyze the optimization of digital marketing in increasing the competitiveness of Bank Jateng, formulate the main challenges in the implementation of digital-based public service innovations, and develop an integration strategy between digital marketing and public service innovation to strengthen the role of Bank Jateng in regional economic development. The research method used was descriptive qualitative with data collection techniques through interviews with 11 informants and distribution of questionnaires to 96 respondents. The results of the study show that digital marketing optimization is able to increase competitiveness through integrated strategies between divisions, increasing content creativity, and strengthening analytics systems for performance evaluation. However, the main challenges faced include the digital capability gap and the need to improve the quality of responsive services. The implementation of digital innovation is multidimensional, including internal coordination that is not optimal, limited product diversification, digital service gaps, and data management that has not been integrated. The strategy of integrating digital marketing and public services requires a holistic approach through organizational capacity building, financial performance optimization, market reach expansion, and continuous innovation. Collaboration between divisions and strong leadership is key in supporting financial inclusion and regional economic growth. This research provides strategic recommendations for Bank Jateng in facing the increasingly dynamic competition of the banking industry in the digital era.

This study aims to determine the strategy of the Tourism Office in developing the Pandaratan Beach tourist destination, Sarudik District, Central Tapanuli Regency. This study uses a qualitative method with a descriptive approach. Data were collected through direct field observations, in-depth interviews, and documentation of a number of informants deemed relevant, namely the Tourism Office, Pokdarwis, the community as managers, business actors, and tourists. The results show that the Tourism Office's strategy in developing Pandaratan Beach has been formulated based on the Central Tapanuli Regency Tourism Office's strategic plan (Renstra). This strategy focuses on equitable distribution of development infrastructure with a superior commodity-based approach, which aims to support tourist attractions and increase the contribution of the tourism sector to regional development. The strategy implementation is realized through various programs, including proposing basic infrastructure development, human resource development through training, destination promotion through social media, development of natural tourism products, and the formation and empowerment of tourism awareness groups (Pokdarwis) as drivers of tourism awareness campaigns. The implications of this study indicate that the development of Pandaratan Beach has not been fully optimal and still faces several obstacles, such as limited supporting facilities, less than optimal tourism services, and uneven community participation, so that the impact on the quality of tourism services, increasing community participation, and the sustainability of the destination still needs to be strengthened. Therefore, a comprehensive and sustainable strengthening of the strategy is needed through cooperation from related parties so that the Pandaratan Beach tourist destination can develop more optimally based on superior commodities.

Sustainable tourism aims to maximize the potential of travel destinations while maintaining a careful balance between social, economic, and environmental factors, and coastal tourism such as that found at Mutun Beach in Lampung illustrates both the promise and the urgency of this approach. Coastal tourism is one of the fastest-growing segments of the global travel industry, offering visitors natural beauty, recreational activities, and cultural experiences that generate significant income for local economies. In Indonesia, beaches are major attractions that can boost regional development through job creation, small business opportunities, and improved infrastructure. Mutun Beach, a well-known coastal destination on the southern coast of Sumatra, contributes greatly to the Regional Original Income (PAD) of Lampung Province and provides livelihoods for surrounding communities. Yet despite its popularity, the area continues to face persistent problems such as weak administrative management, limited community participation, inadequate facilities, and signs of environmental degradation, all of which threaten its long-term sustainability. This service project therefore focuses on designing a comprehensive plan for sustainable tourism growth at Mutun Beach for the 2025–2030 period. A participatory strategy is employed through Focus Group Discussions (FGD) involving local government, tourism stakeholders, community members, academics, and potential investors to ensure inclusive decision-making. The resulting five-stage roadmap emphasizes strengthening tourism regulations, constructing eco-friendly infrastructure, empowering residents with training and entrepreneurial opportunities, creating tourism products that highlight environmental and cultural values, and adopting digital marketing to reach broader audiences. Success indicators include increased regional revenue, rising visitor numbers, higher tourist satisfaction, and measurable improvements in coastal environmental health. Implementing this roadmap is urgent because coastal tourism directly supports economic growth, provides steady employment, and safeguards natural resources, ensuring that Mutun Beach remains both competitive and environmentally resilient for generations to come.

Current Affairs is a strategic division within LPP TVRI, which plays a crucial role in producing in-depth and up-to-date news programs as a form of public broadcasting's responsibility to provide quality information to the public. One of this division's flagship programs is Jendela Negeri, a morning talk show broadcast live with a light yet informative and educational presentation style. This program's presence is significant amidst the rapid flow of information and the development of communication technology, as it presents interviews and current coverage involving credible sources and contributors from various regions in Indonesia. This study aims to analyze the communication strategies implemented by the Current Affairs team in an effort to improve the quality of the Jendela Negeri program to ensure its relevance and audience interest. The study used a qualitative descriptive approach with data collection techniques through in-depth interviews, direct observation, and documentation studies. The analysis was conducted with reference to the POAC (Planning, Organizing, Actuating, and Controlling) theory as a management strategy framework. The results show that the communication strategy is implemented through adaptive theme planning, program promotion through social media, a production process with professional standards, intensive coordination across regional contributors, content redistribution across various digital platforms, and regular evaluations to improve broadcast quality. Furthermore, the application of Lasswell's communication model is clearly visible in the communication process, from message development to audience reception. The research findings also show that the Jendela Negeri program meets the criteria for quality news, namely accuracy, balance, objectivity, conciseness, and relevance, thus maintaining its educational and informative function as part of LPP TVRI's public service.

Urban riverbank areas are strategic spaces that hold ecological, social, cultural, and economic significance. In Pematang Siantar City, the Bah Bolon River has the potential to be developed as a sustainable urban ecotourism corridor. However, its current condition is marked by environmental degradation, infrastructure limitations, and poor spatial utilization. This study aims to identify development strategies that integrate environmental conservation, community-based tourism, and urban revitalization through placemaking and sustainable planning. This research adopts a qualitative descriptive approach focusing on the Bah Bolon River area in Pematang Siantar City. Data were collected through field observations, in-depth interviews with stakeholders, documentation review, and literature studies. The analysis involved descriptive mapping, SWOT analysis, community preference surveys, and land suitability assessments. Findings revealed that three key river segments—RINDAM I/BB area, Jalan Diponegoro–Jalan Jenderal Sudirman corridor, and the Quan Im Temple zone—exhibit varying levels of potential for ecotourism, cultural heritage, and public green space development. Key issues include pollution, informal land use, weak coordination, and insufficient infrastructure. Development opportunities include white-water rafting, thematic parks, spiritual reflection gardens, and creative economic zones. The study proposes an integrated riverbank development strategy, encompassing spatial zoning, ecological restoration, tourism infrastructure, community empowerment, and regional branding. It recommends the establishment of a multi-sector management agency, master planning, and cross-stakeholder collaboration to transform Bah Bolon River into a sustainable, inclusive, and resilient urban corridor.

Micro, Small, and Medium Enterprises (MSMEs) play a strategic role in supporting regional economic growth, job creation, and equitable distribution of community welfare. In Cilegon City, MSMEs are growing rapidly in various sectors, but still face a number of fundamental challenges. The main problems faced include limited access to capital, low utilization of digital technology in business activities, limited managerial capacity, and less than optimal regulatory support oriented towards strengthening MSMEs. These conditions cause the competitiveness of MSMEs to be relatively weak compared to the large business sector, so that their contribution to the Gross Regional Domestic Product (GRDP) of Cilegon City is not optimal. This study aims to analyze policy strategies that can support the development of MSMEs in Cilegon City through a descriptive qualitative approach. The method used is a literature study and policy analysis by examining regulations, local government policies, and relevant previous research results. The analysis results show that there are several strategies that can be implemented, including: strengthening regulations and policies that favor MSMEs, expanding access to financing through collaboration with financial and banking institutions, developing human resource capacity through entrepreneurship and business management training, utilizing digital technology to expand market access, and building synergies between local governments, the private sector, and other supporting institutions. The implementation of these strategies is expected to increase the competitiveness of MSMEs, expand marketing networks, and encourage MSMEs to be more adaptive to technological developments and market needs. Thus, MSMEs in Cilegon City can make a more significant contribution to regional economic growth, create new jobs, and support sustainable economic development.

This study aims to determine the influence of motivation on employee performance at the Regional Disaster Management Agency (BPBD) Office of Sidenreng Rappang Regency. Motivation is seen as one of the fundamental factors in human resource development because it can encourage increased work morale, effectiveness, and efficiency in carrying out employee duties and responsibilities. Highly motivated employees will be encouraged to work more disciplined, creative, and productive, so that they can make a positive contribution to the achievement of organizational goals, especially in public service and disaster management.nThis study uses a quantitative approach with a survey method. The sampling technique chosen is a saturated sample, namely all employees and honorary personnel at BPBD Sidenreng Rappang Regency are made respondents. This consideration is made because the population is relatively small so that it can be reached as a whole. The research data was collected using a questionnaire compiled based on indicators of work motivation and employee performance, then analyzed using a simple regression test to determine the relationship and influence between variables.nThe results showed that the calculated t value of 2.167 was greater than the t table of 2.048 at a significance level of 5%. This proves that there is a positive and significant influence between motivation on employee performance. Motivation contributes 15.7% to performance improvement, while the rest is influenced by other factors such as work discipline, work environment, competence, and leadership. Nevertheless, these findings emphasize that motivation continues to play an important role as the main driver of employee performance.nThus, increasing motivation through the provision of awards, incentives, and continuous coaching can be an important strategy in strengthening the quality of performance of BPBD employees in Sidenreng Rappang Regency.

Lake Maninjau specialty food souvenir shop is one of the micro businesses that sells a variety of traditional regional food products. So far, the marketing process and transaction management are still done manually, which causes limited market reach, difficulty in recording sales, and lack of effectiveness in product promotion. This research aims to design a web-based marketing information system to support the sales process, promotion, and data management in a more efficient and integrated manner. The system development method uses the System Development Life Cycle (SDLC) approach of the waterfall model, which includes the planning, needs analysis, system design, implementation, and testing stages. Data collection was conducted through field observations, interviews with business owners, questionnaires to customers, and literature studies related to information systems and digital marketing strategies. The designed information system includes various main features such as product data management, sales transaction recording, automatic sales report generation, social media integration, and product promotion pages. In the marketing aspect, this system allows businesses to display product catalogs online, provide real-time promotional information, and establish direct interaction with customers through contact and ordering features. In addition, the use of this system allows stores to reach a wider market, including potential customers from outside the Lake Maninjau area, through an integrated digital marketing strategy. The implementation results show that this web-based system can increase the effectiveness of product promotion, speed up the transaction process, and improve the quality of customer service. With this system, souvenir shops can compete more competitively in the digital era, as well as strengthen brand image and customer loyalty through more structured and sustainable marketing.

This study aims to describe the transformational leadership strategy implemented in Masohi hospital and analyze its impact on the performance of human resources (HR). The research approach used is qualitative with case study design, which allows researchers to understand the phenomenon in depth in a real context. The Data was collected through in-depth interviews with eight informants, consisting of directors, field heads, room heads, and implementing staff, so that diverse perspectives were obtained from various levels of management and implementers. The data analysis process is carried out through three main stages, namely data reduction, data presentation, and conclusion/verification. The results showed that transformational leadership strategies in Masohi hospital include exemplary, inspirational motivation, innovative thinking encouragement, and attention to individual employee needs. Implementation of this strategy can improve discipline, work ethic, teamwork, and a sense of responsibility of employees in providing services to patients. In addition, it was found that the work culture built through transformational leadership can strengthen organizational commitment and improve overall service quality. However, the implementation of this strategy is not free from challenges. The obstacles that arise include complex bureaucracy, managerial competence gaps between units, as well as resistance to change among staff. This challenge requires an adaptive approach and effective communication so that the strategy can run optimally. Overall, the findings of this study confirm that transformational leadership has a positive impact on strengthening work culture and improving service quality in regional hospitals. This research is expected to be a valuable input for the development of leadership and HR management policies, not only in Masohi hospital, but also in other regional hospitals that face similar challenges.

This study examines disaster mitigation efforts in minimizing disaster risk in Manado City and identifies the key challenges as well as the strategies implemented by the Regional Disaster Management Agency (BPBD: Badan Penanggulangan Bencana Daerah). Employing a qualitative descriptive approach, data were collected through interviews, direct observations, and document analysis, with the Head of BPBD serving as the primary informant. The analysis was conducted using Miles et al.’s (2014) interactive model, which consists of data condensation, data display, and conclusion drawing, thereby ensuring systematic interpretation of findings.The results indicate that disaster mitigation efforts in Manado consist of both passive and active strategies. Passive measures include strengthening institutional frameworks, enhancing governance capacity, integrating disaster management planning into regional development programs, and advancing education and research to support long-term disaster risk reduction. In contrast, active mitigation emphasizes community-based actions, such as the installation of disaster warning signs, the provision of basic disaster training for officials and volunteers, the establishment of temporary evacuation shelters, and the implementation of both structural interventions (e.g., drainage construction, flood control) and non-structural measures (e.g., socialization, counseling, and public campaigns). Despite these initiatives, several challenges persist. Limited public awareness, inadequate infrastructure and facilities, a shortage of skilled human resources, weak planning and socialization, complex disaster causes, and environmental vulnerabilities all reduce the overall effectiveness of disaster risk reduction efforts. To address these obstacles, BPBD Manado fosters collaboration with various stakeholders, including government institutions, academia, non-governmental organizations, and local community groups. Moreover, the agency emphasizes the use of disaster risk assessments and hazard mapping as evidence-based foundations for policy formulation and implementation.
