Akuntansi Pajak dan Kebijakan Ekonomi Digital 2025 Asosiasi Riset Ekonomi dan Akuntansi Indonesia

This study aims to examine the implications of Minister of Finance Regulation (PMK) Number 37 of 2025 on the national fiscal balance and the resilience of micro, small, and medium enterprises (MSMEs) in the context of the rapid development of e-commerce in Indonesia. This PMK introduces a collect at the source mechanism, which is the appointment of certain marketplaces as collectors of Income Tax (PPh) Article 22 on online merchant transactions. This policy is seen as one of the strategic steps to expand the digital tax base, improve fiscal efficiency, and support the principle of compliance by design. The research uses a descriptive qualitative approach through documentation studies of official government documents, academic literature, and relevant publications. The results of the study show that the implementation of PMK 37/2025 has the potential to have a positive impact on state revenue through digital taxation optimization. In addition, this policy can strengthen the fiscal balance by minimizing the potential for tax avoidance in the growing digital economy sector. However, on the other hand, the policy also poses a number of challenges for MSMEs, especially related to administrative readiness, limited fiscal literacy, and adaptability to the tax digitalization system. For most MSMEs, additional tax liabilities can be a burden that affects cash flow, competitiveness, and business sustainability, especially for MSMEs that are still in the growth stage and have limited resources. The policy implications identified include the importance of improving fiscal education and literacy programs, the development of user-friendly digital reporting systems, and active collaboration between fiscal authorities, marketplaces, and MSME actors. Thus, the success of the implementation of PMK 37/2025 is not only determined by regulations, but also by the extent to which the policy is able to be implemented in an inclusive, adaptive, and sustainable manner in supporting national economic development.

Micro, Small, and Medium Enterprises (MSMEs) are the backbone of Indonesia's economy with a contribution of around 60% to the Gross Domestic Product and the absorption of more than 90% of the national workforce. In the culinary sector, MSMEs face various challenges, especially in terms of limited access to technology, efficient logistics management, and the implementation of hygiene practices that meet standards. This community service activity aims to empower culinary MSMEs through a structured and comprehensive approach that includes technology training, managerial capacity building, and the implementation of food safety standards. The method of implementing activities consists of three main stages: (1) preparation and planning, (2) implementation of training and mentoring, and (3) evaluation and follow-up. The training is focused on the use of digital technology for business operations, financial and logistics management, and hygiene practices in food production. Mentoring is carried out intensively to ensure that knowledge and skills transfer is effective. The results of the activity showed a significant increase in the understanding and skills of culinary MSME actors. Partners are able to adopt simple technology to support business operations, improve management systems, and implement better hygiene practices. In addition, this activity succeeded in building a collaborative network between MSMEs, academics, local governments, and the private sector, which strengthened the local business ecosystem. However, challenges in the form of limited financial resources and the need for ongoing assistance are still major concerns. Overall, this program makes a real contribution to increasing the competitiveness of culinary MSMEs, encouraging local economic growth, and supporting the development of an inclusive and sustainable business ecosystem based on community empowerment.

The development of digital technology has significantly changed the global marketing landscape, providing a huge opportunity for Micro, Small, and Medium Enterprises (MSMEs) to build and strengthen their brands in a more effective, efficient, and affordable way. This research aims to examine and analyze digital branding strategies implemented by MSMEs in facing various challenges and taking advantage of opportunities that arise in the era of digital transformation. A qualitative descriptive approach was used in this study, with data collection through in-depth interviews, direct observations, and documentation studies on a number of MSME actors who actively utilize digital platforms. Interactive analysis techniques are used to process and analyze the data obtained systematically. The results of the study show that the strategic use of digital platforms such as social media, marketplaces, and websites has great potential in improving brand image, expanding market reach, and strengthening the competitiveness of MSME products in the midst of increasingly fierce competition. One of the key elements of successful digital branding is consistency in visual communication, relevant message delivery, and activeness in building interactions with customers. In addition, the use of digital marketing features such as paid advertising, creative content, influencer marketing, and customer relationship management also supports strengthening brand identity and consumer loyalty. However, the effectiveness of this strategy is greatly influenced by the level of digital literacy, access to technology, and managerial capacity of MSME actors. Therefore, support from the government and related institutions in the form of training, mentoring, and affirmative policies is needed to encourage inclusive and sustainable digital transformation. This study discusses the strategy of expanding the local Micro, Small, and Medium Enterprises (MSMEs) market through the development of Tourism Villages as a solution to limited market access and low competitiveness of MSME actors. MSMEs in Indonesia often face obstacles in aspects of the marketing mix such as venues, prices, products, and promotions. Through a qualitative approach, this study analyzes the direct impact of Tourism Villages on increasing market access, product innovation, and the role of innovation diffusion in encouraging technology adoption by MSME actors. The results of the study show that Tourism Villages such as Pujon Kidul, Taman Sari, and Sokobanah Daya are able to become a catalyst for the local economy by attracting tourists as potential consumers, reducing operational costs, and creating an innovation ecosystem that supports the growth of MSMEs. BUMDes (Village-Owned Enterprises) play an important role in digital promotion, product packaging development, and strengthening the capacity of local business actors through training and mentoring programs. Moreover, Tourism Villages encourage collaboration between stakeholders such as village governments, educational institutions, and private sectors in building sustainable local entrepreneurship. They also facilitate knowledge sharing and cultural preservation while integrating economic, social, and environmental values. Although there are still challenges such as lack of managerial skills, limited access to capital, and dependence on tourism seasons, the potential for long-term impact remains high. This study concludes that the integration of Tourism Village development with MSME strengthening strategies can be a model for inclusive and sustainable village economic empowerment. These findings provide practical recommendations for village governments, BUMDes managers, and MSME actors in building effective synergies that accelerate local economic growth and resilience.

Micro, Small, and Medium Enterprises (MSMEs) serve as a key pillar of Indonesia’s national economy, contributing significantly to the Gross Domestic Product (GDP) and employment absorption. Nevertheless, MSME actors continue to face various challenges, including limited access to capital, low digital literacy, and bureaucratic hurdles in business licensing. Law Number 11 of 2020 on Job Creation (UU Cipta Kerja) was introduced as a regulatory breakthrough to address these obstacles by simplifying bureaucracy, offering business incentives, and easing access to digital markets. This study focuses on the implementation of this policy in Kampung Batik Turi, Blitar City, a hub of local wisdom-based MSMEs. The research aims to analyze the local-level application of the Job Creation Law, identify supporting and inhibiting factors, and assess its impact on the growth and independence of batik MSME actors. The findings are expected to offer practical recommendations to strengthen the alignment between national regulation and the actual needs of regional MSMEs, fostering more inclusive and sustainable MSME empowerment.

This community service activity aimed to provide guidance and capacity building for micro, small, and medium enterprises (MSMEs), specifically chicken satay vendors operating in the parking area of Taman Anggrek Mall, Jakarta. These culinary MSMEs have strong potential due to their strategic location, which attracts high foot traffic. However, many of these business owners still face challenges in managing and developing their businesses, particularly in terms of managerial skills, financial record-keeping, and marketing strategies. Therefore, this program was designed to enhance their business competitiveness by improving their managerial abilities, introducing simple bookkeeping practices, and promoting the use of digital platforms for marketing. The implementation of the program began with an initial observation to identify the specific needs and challenges faced by the MSME actors. This was followed by interactive training sessions covering topics such as the importance of basic financial management, how to create simple financial reports, and effective yet low-cost digital marketing strategies. In addition to the training, the team also provided intensive one-on-one mentoring to ensure that participants could apply the materials in their daily business operations. The outcomes of the program showed positive developments. The MSME participants began to recognize the importance of keeping financial records as a basis for making business decisions. They were also able to identify internal management issues such as inventory control and business planning. In terms of marketing, most of the vendors have started using digital platforms like WhatsApp Business and Instagram to promote their products, allowing them to reach a wider audience.It is expected that this community engagement initiative will continue and serve as a model for similar training programs targeting culinary MSMEs in other busy urban areas. Such efforts are essential to developing more independent, professional, and competitive MSMEs in the digital era.

Micro, Small, and Medium Enterprises (MSMEs) play a vital and fundamental role in driving Indonesia’s economy. Despite their importance, MSMEs continue to face various obstacles and challenges that negatively impact their performance. This study aims to examine the simultaneous and partial effects of labor, market orientation, and financial literacy on the performance of MSMEs. The sampling technique used was purposive sampling, and the data were analyzed using multiple linear regression. The sample consisted of 125 MSME actors. The results indicate that labor, market orientation, and financial literacy simultaneously influence the performance of MSMEs in Denpasar City. Furthermore, labor, market orientation, and financial literacy each have a positive and significant partial effect on MSME performance. The implication of this research is that improvements in labor quality, market orientation, and financial literacy can enhance the performance of MSMEs in Denpasar City.

This study aims to analyze the acceptance of the use of Online Single Submission (OSS) system technology in MSMEs in Biromaru District, Sigi Regency. Using a qualitative descriptive approach and a Technology Acceptance Model (TAM) framework, this study explores two main aspects: the perception of ease and usability of OSS systems. The data was collected through in-depth interviews with MSME actors. The results of the study show that the majority of MSME actors in Biromaru District have not used the OSS system independently due to low digital literacy, limited understanding of the OSS process, and dependence on third-party assistance. Thus, the successful implementation of the OSS system requires increased technical assistance, continuous socialization, and system improvements to be more user-friendly and adaptive to the conditions of MSME actors in the region.

This article discusses the impact of Islamic microfinance on the welfare of micro, small, and medium enterprises (MSMEs) in Indonesia. The research aims to examine how sharia-based financing schemes contribute to the development and sustainability of MSMEs. This qualitative-descriptive study used literature review and documentation methods. Findings indicate that Islamic microfinance through contracts such as murabahah and mudharabah significantly enhances business productivity and financial independence of MSME actors. It also strengthens ethical business behavior and local economic growth. However, implementation challenges remain, particularly in terms of financial literacy and institutional outreach. The study recommends broader digital-based Islamic financial inclusion to reach underserved communities. These results are relevant for stakeholders interested in sustainable economic empowerment through sharia finance.

Food safety is a fundamental aspect in the culinary industry that plays a direct role in consumer health and business sustainability. However, culinary Micro, Small, and Medium Enterprises (MSMEs) often lack understanding of the importance of food safety standards and good sanitation practices. This community service activity aims to increase the awareness, knowledge, and skills of culinary MSME actors in implementing food safety principles as a whole. The methods used include theoretical and practical training, intensive assistance, and improvements to hygiene supporting facilities and infrastructure. A participatory and comprehensive approach is applied to ensure the active involvement of MSME partners in every stage of activities. This activity has significantly improved partner understanding, with pre-test and post-test scores showing an increase of 35%. As many as 90% of partners are able to demonstrate hygiene practices that meet standards, such as the use of personal protective equipment, raw material management, and sanitation of the work environment. In addition, the consumer satisfaction survey showed that 85% of respondents felt an improvement in the quality of culinary products after business actors implemented food safety principles. These results reflect the success of activities in forming a sustainable hygiene culture among culinary MSME actors. The holistic approach applied has proven to be effective in changing behavior and improving hygiene practices of business actors. This activity not only has an impact on improving product quality and consumer trust, but also strengthens the competitiveness of culinary MSMEs in a market that increasingly demands high quality standards. Thus, this community service makes a real contribution to strengthening the capacity of culinary MSMEs through the implementation of sustainable food safety.

This study aims to evaluate the influence of financial literacy, financial technology, and financial behavior on the financial performance of Micro, Small, and Medium Enterprises (MSMEs) in Sleman Regency, Yogyakarta Special Region. The approach used is descriptive quantitative, with primary data obtained through distributing questionnaires to 215 active MSME players. Data analysis was conducted using the Partial Least Square (PLS) method to assess the relationship between variables. The research findings indicate that financial literacy and financial behavior have a positive and significant impact on the financial performance of MSMEs. A good level of financial literacy helps businesses in preparing thorough financial reports, managing risks, and making the right financial decisions. Meanwhile, financial behaviors such as budget management, transaction recording, and regular financial evaluation have been proven to improve the stability and growth of business finances. On the other hand, the use of financial technology did not show a significant effect on financial performance, which may be due to the low level of understanding and access to such technology among MSME actors. The results of this study emphasize the importance of comprehensive counseling and training on financial literacy and the use of financial technology to improve the competitiveness and sustainability of MSMEs in the face of increasingly competitive market challenges.

This study aims to analyze the influence of financial literacy, financial technology (fintech), and financial inclusion on the performance of micro, small, and medium enterprises (MSMEs) in Bandar Lampung City. Financial literacy is an important factor that allows MSMEs to understand financial products and services effectively. Meanwhile, fintech provides easy access to various financial services, which are expected to improve MSME operations. Financial inclusion, which involves accessibility of financial services for all levels of society, plays an important role in supporting the development of MSMEs.This type of research uses quantitative research with an ex-post-facto approach . The population of this study is MSME actors in Bandar Lampung City with a sample size of 106 MSME actors. The location of the study is in Bandar Lampung City. Data collection was carried out by distributing questionnaires. The validity of the instrument using the Person Product Moment correlation resulted in 53 items being declared valid. The reliability test of the instrument used Alpha Croncah ( α > 0.60), the results showed that all variables were declared reliable. The prerequisites for the analysis were tested through normality, multicollinearity and heteroscedasticity tests. Data analysis using multiple linear regression was used to test the effect of independent variables simultaneously on the dependent variable.         The results of the study show that: (1) there is a positive and significant influence of financial literacy on the performance of MSMEs in Bandar Lampung City which is quite large, namely if every 1 unit increase in financial literacy can increase MSME performance by 0.528 units . (2) There is a positive and significant influence of the FinTech variable on the performance of MSMEs in Bandar Lampung City which is quite large, namely if every 1 unit increase in the adoption of financial technology has the potential to increase MSME performance by 0.518 units. (3) There is a positive and significant influence on the financial inclusion variable on the performance of MSMEs in Bandar Lampung City which is smaller, namely an increase of 0.204 units . (4) There is a simultaneous and positive influence of financial literacy, fintech, and financial inclusion on the performance of MSMEs in Bandar Lampung City at a confidence level of 99%.

This study aims to determine the effect of financial knowledge, financial attitudes, and personality on financial management behavior in MSME actors in Meureubo District, West Aceh Regency. This study is a quantitative study. The sample intended in this study were MSME actors in Meureubo District as many as 84 people. This study uses primary data related to the identity of the respondents, as well as the perceptions of respondents regarding financial knowledge, financial attitudes, the influence of personality and financial management behavior. The analysis used in this study is multiple linear regression analysis (multiple regression). The results of this study indicate that partially 1) there is an influence of financial knowledge on the financial management behavior of MSME actors, 2) there is an influence of financial attitudes on the financial management behavior of MSME actors and 3) there is an influence of personality on the financial management behavior of MSME actors. Simultaneously, financial knowledge, financial attitudes, and personality have a significant effect on the financial management behavior of MSME actors in Meureubo District, West Aceh Regency, with the Fcount value (24.297) greater than Ftable (3.111) and the significance value is 0.000.

This study aims to analyze the influence of capital, digitalization skills, and financial management on the performance of culinary MSMEs in Bojonegoro Regency. The method used is quantitative. The research sample consisted of culinary MSMEs in Bojonegoro which were taken using random sampling techniques. Data were collected through a Likert scale-based questionnaire and analyzed using multiple linear regression with SPSS software. The results of the study show that capital, digitalization skills, and financial management have a significant positive effect on MSME performance, both partially and simultaneously. Adequate capital provides opportunities for business development, digitalization skills increase competitiveness through efficiency and market reach, while good financial management supports business stability and sustainability. These findings provide practical implications in the form of the need for training, facilitation of access to capital, and increasing financial literacy for MSME actors. This research also provides a basis for local governments to formulate policies that support the development of MSMEs in the digitalization era.

This article discusses the role of the government and strategies for strengthening the people's economy in empowering Micro, Small, and Medium Enterprises (MSMEs) in Purwokerto, particularly in the context of digitalization. MSMEs play a significant role in the local and national economy but face various challenges that affect their competitiveness. The Banyumas Regency government actively supports digital transformation through training and programs that enhance the digital skills of MSME actors. Additionally, financial literacy is also deemed crucial to help MSME actors manage finances and understand essential business aspects. This article aims to provide an in-depth understanding of the conditions of MSMEs in Purwokerto and the steps that can be taken to enhance their role in the local economy.

This study aims to determine the development of MSME financial performance as seen from the optimization of village fund management and financial literacy of MSME actors in Kubu Additional Village. The population is all MSME actors who have received assistance in the form of funds from the village and the number of samples in this study is 41 MSME actors. The data analysis technique used in this study is the Structural Equation Modeling-SEM based on SEM variance, which is famously called Partial Least Square (PLS) visual version 3.0. The results of this study suggest that financial management does not have a significant effect on financial performance in MSMEs. Financial literacy does not moderate the influence of financial management on financial performance in this study.

This research explores the impact of using the application on Micro, Small, and Medium Enterprises (MSMEs) in the city of Semarang in the context of digitalization and the implementation of Artificial Intelligence. (AI). Research data were obtained from a survey of 100 MSME actors and in-depth interviews. The analysis method used is qualitative descriptive. The research results indicate that the application can potentially enhance MSMEs' operational and marketing efficiency through a digital system. However, it still faces the challenge of low digital literacy among MSME actors. The discussion shows that this innovation can improve the competitiveness of business actors in the digital era, especially in understanding consumer behavior and logistics management. The research conclusion emphasizes that implementing the application can be a solution to increase MSME income, help them adapt to market changes, and effectively utilize digital technology.

The majority of MSME players in Kebun Sayur village, Siantar Timur sub-district, Pematangsiantar city have a poor understanding of how to calculate the correct selling price of products. They also do not understand how to identify costs and classify them appropriately. The selling prices they set for their products are not based on full cost estimates. As a result, the profit they make is not optimal. In view of these problems, a service activity in the form of socialisation was carried out for MSME actors in Kebun Sayur village. This socialisation activity aims to increase the insight and knowledge of MSME actors in Kebun Sayur village, Siantar Timur sub-district, Pematangsiantar city regarding product selling price determination. The socialisation activity was attended by 30 participants. The stages of service activities include preparation stage, implementation stage and evaluation stage. After participating in the service activities, the participants' insight and knowledge in product selling price determination increased. The participants were also able to identify and classify costs in the businesses they manage. This service activity has a positive impact on increasing the insight and knowledge of MSME actors.

This article discusses the importance of business legality, especially in obtaining Business Identification Numbers (NIB) and Halal Certificates for Micro, Small and Medium Enterprises (MSMEs) in Gentong Village, Pasuruan. Gentong District has many MSMEs that play an important role in the local economy, but face challenges in understanding and managing business legality, which results in limited access to wider markets. This article highlights the mentoring program carried out using the Service Learning method, which involves direct interaction between academics, students and MSME actors. This program aims to increase the understanding and skills of MSME players in managing NIB and Halal Certificates, as well as overcoming bureaucratic obstacles which often become obstacles in managing business legality. Through this approach, MSME players are expected to be able to increase the competitiveness and sustainability of their businesses. This article also examines relevant theories, such as Legitimacy Theory, Social Capital Theory, and Market Access Theory, which support the importance of business legality in building reputation, expanding markets, and reducing legal risks. The results of this mentoring program show that with adequate business legality, MSMEs in Gentong Village are able to expand business networks, increase credibility, and access larger market opportunities, both at the local and international levels. Thus, business legality is not only an administrative fulfillment, but also an important business strategy for the growth and sustainability of MSME businesses amidst increasingly tight market competition.

Mekarmukti Village MSME Corner is a local initiative that aims to develop the village economy through empowering Micro, Small and Medium Enterprises (MSME). This initiative focuses on increasing production capacity, market access, and improving the quality of local products. This research aims to instill the role of the MSME Corner in supporting the economic growth of Mekarmukti Village, as well as identifying the challenges faced by MSME actors. The research results show that the UMKM Corner makes a significant contribution in creating jobs and increasing the income of village communities. However, there are obstacles such as limited capital, access to technology and marketing that still need to be overcome. With the right support from the government and community, the MSME Corner has great potential to become a driving force for the economy of Mekarmukti Village in the future.
