The provision of public services to the community is one of the most important tasks of government. In order to fulfill the needs and interests of the community, public services are provided by the government, private parties acting on behalf of the government, or private parties directly to the community, whether financed or unfinanced. Strategic roles and functions in the field of implementing integrated licensing services in Surabaya City are carried out by the Surabaya City Investment and One-Stop Integrated Service Office (DPMPTSP). This office was formed based on Surabaya Mayor Regulation Number 084 of 2021 concerning the Position, Organizational Structure, Job Description, and Functions and Work Procedures of the Investment and One-Stop Integrated Service Office of Surabaya City. The program carried out by these students aims to increase productivity and efficiency in public services. With this, the expected results are good in terms of productivity, effectiveness and efficiency.

This study examines the meticulous and thorough execution of the Online Single Submission (OSS) in the Tanjung Pinang City Investment and One Stop Integrated Service Office.The main focus involved the complexity of the community’s lack of deep understanding of the business licensing stages, while also exploring the technical barriers that accompanied the integration of the OSS system. The research objectives included an in-depth evaluation of the programme’s operational success, an analysis of the level of stakeholder satisfaction involving business owners, as well as a detailed investigation into the level of efficiency of the OSS implementation. The research method, applied in a descriptive qualitative approach, involved in-depth interviews, rigorous documentation analysis, and a comprehensive literature review. The findings highlight positive progress, although obstacles remain, both in terms of public understanding and technical constraints in OSS operations. In conclusion, the research provides very specific recommendations, including a careful restructuring of the OSS system, a more focused socialisation strategy and breakthrough interventions to improve the effectiveness of the OSS in the future.

The importance of business licensing as a matter of legality is a manifestation of legally valid permits given by the government to business actors to carry out their business officially. The birth of the Job Creation Law gave birth to a business licensing system which previously contained the Online Single Submission system version 1.1 which was later developed into a risk-based approach/RBA or based on the level of risk of the business to be carried out. The aim of this research is to determine the implementation of business licensing for Surakarta City MSMEs through the Online Single Submission Risk Bassed Approach. This research method is empirical juridical legal research and uses a qualitative approach. This research uses primary data and secondary data. The primary data obtained came from interviews conducted at the Surakarta City Investment and One Stop Integrated Services Service. Then supported by secondary data obtained from library materials. Due to the convenience of the OSS-RBA system, system errors often occur or the server goes down, thus hampering the goal of facilitating business licensing, becoming a barrier for business actors to issue their business permits quickly. These obstacles make it difficult for business actors to log in or register on the OSS page, which means that the NIB is not immediately published. And many business people are still confused about the process flow for using OSS-RBA and are still blind to internet technology. However, despite these obstacles, the Surakarta City DPMPTSP has made various efforts to improve the quality of business licensing services in the City of Surakarta.

Problem/Background (GAP): Building Construction Permit is a permit granted by the City/Regency Government to building owners to modify, build new, reduce and maintain buildings in accordance with administrative requirements and technical requirements. In its implementation, the aim of the IMB is to create an orderly layout and layout that is in accordance with the land use designation so that it will create harmony and balance between the environment and the building. To optimize public services to the community in the licensing sector which utilizes advances in information technology, the Boyolali Regency Investment and One-Stop Integrated Services Service has used a regionally managed online service system known as PTSP Online. This online service system was only implemented in 2020, where previously the Construction Building Permit (IMB) processing service was still carried out manually or offline. With this site, it is hoped that the quality of IMB licensing services can be improved more quickly and effectively. Objective: The purpose of this research is to determine and analyze the implementation of online-based Building Permit service policies and to determine the obstacles that occur in online-based Building Permit services. Method: The research design used in this research is qualitative research using descriptive methods and a deductive approach. Data collection techniques use interviews and documentation. Then the data collected was analyzed using data reduction techniques, data presentation and drawing conclusions. Results/Findings: The results of this research indicate that the implementation of the online building permit service policy in Boyolali Regency, Central Java Province has not been optimal because there are still obstacles in implementing the policy such as lack of socialization and information about online IMB regulations, the technology used is not optimal, lack of a technical team In the field, there are still brokers in online IMB processing. Conclusion: Based on the research conducted, the author suggests to DPMPTSP Boyolali Regency to carry out scheduled socialization so that the community is able to understand existing policies, increase supervision so that brokering practices are minimized, carry out repairs and maintenance of network systems, and recruit a team of technical employees.

Transparency is an important concept in line with the desire to enforce good governance practices. The government is required to be open and ensure that the public can access various information on public policy processes, budget allocation dor policy implementation, and monitor and evaluate policy implementation. The cocept of transparency point to a state in wich all aspects of the service process are open. This study aims to evaluate the impact and affectiveness of the implementation of One-Door Integrated services (PTSP) in improving public services, especially in  term of investment licensing. The research method used is a quantitative approach, with analysis if case studies at the One-Door Integrated Investment and Service Office. Data were collected through interviews, observations, and analysis of related documents. The results of this study suggest in improving investment services, with of information, convenient facilities supporting investment. This study provide recommendations to identify the positive impact of the DPMPTSP’s effort in promoting investment growth through transparency in public services in creating a more conducive ivestment environment.

Ministerial Regulations are regulations set by the minister depending on how the regulations will be used to carry out certain government affairs. DPMPTSP has the task of assisting regional heads in carrying out government affairs in the field of investment and one-stop integrated services, in accordance with Chapter III Article 4 of the Minister of Home Affairs Regulation (Permendagri) Number 25 of 2021. This research aims to examine the implementation of employee performance in the Provincial DPMPTSP North Sumatra is in accordance with Minister of Home Affairs Regulation Number 25 of 2021 which focuses on Chapter III Article 4. Data collection is carried out using the observation method. The findings of this study emphasize the importance of performance quality.

Online Single Submission is an electronically integrated business permit issued by the OSS institution in order to accelerate the business permit process. In Indonesia, licensing is actually the main obstacle for business actors. Too much bureaucracy, a lot of time, costs and the addition of many unofficial fees, make business people think about registering their business. These problems make the licensing system unhealthy and continue to recur from year to year. The implementation of licensing services through the Online Single Submission (OSS) system at the DPMPPTSP of North Sumatra Province can be considered less than satisfactory, as it still encounters issues. Specifically, business operators may not fully comprehend or utilize internet-based services. This research aims to assess the quality of public services provided through the Online Single Submission (OSS) system at DPMPTSP North Sumatra Province. The research employs a descriptive method with a qualitative approach. The findings indicate that the quality of public services through the Online Single Submission (OSS) system at the DPMPPTSP of North Sumatra Province is generally good but not yet optimal. It is recommended that the DPMPPTSP of North Sumatra Province should actively engage in outreach efforts to educate the public about the utilization of the Online Single Submission (OSS) system, allowing individuals to register their permits independently, without reliance on intermediaries or third parties.

Investment is a benchmark for whether a country can be said to have a good or low level of economic growth. The rate of investment affects the level of state welfare because investment encourages the state to create production to fulfill state affairs and the nation's welfare. Investment policy also has a positive role in reducing poverty and unemployment, because economic growth depends on high savings and investment. If savings and investment are low then the economic growth of society and the country will also be low. To achieve the goal of realizing the vision and mission or objectives of the One Stop Integrated Investment and Services Agency (DPMPTSP) itself, an appropriate promotional strategic work plan is needed to be considered by the regional government, so that investment in North Sumatra increases. Various activities have not had a significant impact in increasing investment, the increase in promotional activities carried out is not in line with the increase in investment value. The research technique used in this research can be a subjective expressive qualitative strategy, in the form of specific information in terms of words that match the characteristics subjective approach. Qualitative is collecting important and additional information through perception, interviews and documentation. The results of this research show that the North Sumatra Provincial Government has implemented an investment strategy, improved the quality and skills of the community through training, and carried out comprehensive investment promotion activities (such as holding seminars and investment forum meetings) at home and abroad. Accelerate infrastructure development and support regional investment development. Distribution of Capital Investment; Focus on Food, Infrastructure and Energy Development; Environmentally sound investment (green investment) Empowerment of Micro, Small and Medium Enterprises and Cooperatives (UMKMK); Providing facilities, convenience and investment incentives; and Investment Promotion. A conducive and competitive investment climate.

The system (OSS RBA) is a platform for administering business licensing that is digital-based and has been issued for business actors who will carry out business activities assessed based on the level of risk of business activities. The purpose of this study is to find out the Application of the Policy Contents of Government Regulation No. 5 of 2021 Concerning the Implementation of Risk-Based Licensing Services for MSME Actors by the DPMPTSP of Bintan Regency. The related indicators in this study are: 1). Government Regulation, 2). Resources, 3). Communication, 4). Disposition or Attitude of Executors, 5). Assisted Services Clinic. This type of research uses a qualitative descriptive analysis technique with 8 informants. The results of the research (1) In Government Regulation No. 5 of 2021 the Bintan Regency Investment and One-Stop Services Service already has Standards, Goals and Targets in implementing the OSS RBA system. (2) Resources which include, Human resources that are adequate and have obtained BIMTEK in providing services to business actors, Financial Resources are still inadequate because DPMPTSP applies a budget priority scale for OSS RBA system policies, and Adequate Resources for Facilities and Infrastructure in the process implementation of OSS RBA system services. (3) Communication, DPMPTSP has collaborated with DKUPP Bintan Regency which has been granted derivative access rights for the OSS RBA system and socialization has been underway to business actors who are micro, small and medium enterprises

The integrated investment and licensing agency office is a technical organization for licensing and non-licensing services in South Sulawesi Province which was formed based on Bulukumba Regency regional regulations. This is done as a follow-up to improve the smooth running of general tasks in the field of licensing and more successful implementation of public services in practice. The One-Stop Investment and Licensing Agency or in short BPMPT BIMA CITY is a combination of the capital investment agency and the integrated licensing service office which was established in 2016. Reporting from the website www.lapor.go.id that there are unqualified services at the Bima City One-Stop Investment and Integrated Service Office related to managing trade business licenses, namely the length of the process of completing a Trade Business License (SIUP) for more than 2 months, even though the completion time is only 14 working days. In addition, it was reported from the website http://dpmptsp.pemkomedan.go.id that there are still those who take care of their trade business licenses through brokers or service bureaus, which means that it is difficult to take care of trade business licenses at the DPMPTSP of Bima City

Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu mempunyai tugas merumuskan dan melaksanakan kebijakan di bidang penanaman modal serta penyelenggaraan pelayanan administrasi penanaman modal, perizinan dan non perizinan secara terpadu dengan prinsip koordinasi, integrasi, sinkronisasi, simplifikasi, keamanan, kepastian dan transparansi. Oleh sebab itu dinas penanaman modal dan pelayanan terpadu satu pintu Rokan hilir membuat sebuah inovasi layanan perizinan dan non perizinan menggunakan sistem informasi perizinan Rohil (SIPRO). SIPRO ini adalah sebuah sistem yang terprogram dalam perizinan berbasis web yang dirancang untuk mempermudah layanan di Dinas Penanaman Modal dan pelayanan terpadu satu pintu Rokan hilir. Tujuan penelitian ini adalah untuk mengidentifikasi penerapan inovasi dan untuk mengetahui faktor penghambat dalam penerapan inovasi di DPMPTSP Rokan Hilir. Penelitian ini menggunakan metode kualitatif deskriptif, dan teknik pengumpulan data yaitu wawancara dan dokumentasi.  Inovasi SIPRO yang telah dibuat oleh Dinas Penanaman Modal Dan Pelayanan Terpadu Satu Pintu Rokan Hilir dapat disimpulkan bahwa belum berjalan secara maksimal tetapi sudah menjadikan pelayanan menjadi efektif dan efisien. Penelitian ini dilaksanakan di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kota Dumai. Penelitian ini bertujuan untuk mengetahui (1) Upaya DPMPTSP dalam meningkatkan investasi di Kota Dumai, (2) Strategi promosi investasi di Kota Dumai di masa Pandemi Covid-19. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Pengumpulan data dilakukan dengan teknik observasi, wawancara dan dokumentasi. Adapun sumber data yang digunakan pada penelitian ini yaitu data primer dan data sekunder. Informan dalam penelitian ini ditentukan berdasarkan teknik purposive sampling. Berdasarkan hasil penelitian ini dapat disimpulkan bahwa (1) Upaya DPMPTSP dalam meningkatkan investasi di Kota Dumai adalah dengan melakukan strategi dan inovasi dalam hal peningkatan kualitas perencanaan investasi, peningkatan kualitas iklim investasi, peningkatan kualitas kerja sama, peningkatan efektivitas promosi, peningkatan kualitas layanan serta peningkatan kualitas pengendalian pelaksanaan investasi (2) Strategi promosi investasi yang dilakukan DPMPTSP Dumai masa Pandemi Covid-19 adalah Image Marketing, Attraction Marketing, Infrastructure Marketing, People Marketing. Program terbaru selalu tayangkan perepisode di media sosial berupa instagram dan Youtube DPMPTSP.

Pelayanan publik pada hakikatnya adalah pemberian pelayanan prima kepada masyarakat yang merupakan perwujudan kewajiban aparatur pemerintah sebagai abdi masyarakat. Pemenuhan kebutuhan masyarakat dalam pelayanan publik akan menjadi prioritas utama yang dipenuhi oleh pemerintah pada saat ini. Aparatur pemberi pelayanan, dalam melaksanaan pelayanan publik harus menyikapinya sesuai dengan azas dan prinsip pelayanan publik. Dimana pelayanan yang diberikan harus maksimal dan memuaskan masyarakat. Untuk mengetahui kepuasan masyarakat pada Dinas Penanaman Modal Pelayanan Terpadu Satu Pintu Perindustrian dan Tenaga Kerja Kota Bukittinggi, berdasarkan PermenpanRB Nomor 14 Tahun 2017 tentang Pedoman Penyusunan Survei Kepuasan Masyarakat Unit Penyelenggara Pelayanan Publik, menjadi acuan untuk melakukan evaluasi terhadap kinerja pelayanan dalam bentuk Indeks Kepuasan Masyarakat. Penelitian ini dilakukan untuk mengetahui nilai kepuasan masyarakat dan tingkat kesesuaian yang diberikan dengan indikator yang acuan adalah persyaratan, prosedur pelayanan, kecepatan waktu, kewajaran biaya, kesesuaian produk, kompetensi petugas, kesopanan petugas, sarana dan prasarana, layanan pengaduan. Nilai indeks kepuasan masyarakat yang diperoleh oleh DPMPTSPPTK Kota Bukittinggi adalah nilai 3,32 dan jika dikonversikan adalah  83,09 dengan predikat B (Baik) dan tingkat kesesuaian yang rendah dan belum dilaksanakan dengan baik adalah indikator indikator kecepatan waktu dalam memberikan pelayanan dan kompetensi/kemampuan petugas dalam pelayanan.  Kata kunci: ; ;

Penelitian ini bertujuan untuk menganalisis pengaruh Leader Member Exchange dan kompetensi terhadap kinerja pegawai di Pemerintah Kabupaten Pemalang baik secara langsung maupun tidak langsung melalui kepuasan kerja sebagai variabel intervening. Populasi yang digunakan adalah seluruh Pegawai Negeri Sipil di Diskominfo, BKD, Bapenda, BPKAD, dan DPMPTSP Kabupaten Pemalang, besar sampel yang digunakan adalah 155 responden, dengan teknik proporsional stratified random sampling. Sumber data yang digunakan adalah data primer, dengan metode pengumpulan data kuesioner. Teknik analisis yang digunakan adalah analisis regresi linier berganda, analisis jalur dan uji tunggal. Hasil analisis regresi diperoleh bahwa Leader Member Exchange dan kompetensi berpengaruh positif terhadap kepuasan kerja, dan Leader Member Exchange, kompetensi, dan kepuasan kerja berpengaruh positif terhadap kinerja karyawan. Hasil uji hipotesis menunjukkan bahwa (1) Leader Member Exchange berpengaruh positif dan signifikan terhadap kepuasan kerja, (2) Kompetensi berpengaruh positif dan signifikan terhadap kepuasan kerja, (3) Kepuasan kerja berpengaruh positif dan signifikan terhadap kinerja karyawan, (4) Leader Member Exchange berpengaruh positif dan signifikan terhadap kinerja pegawai, dan (5) Kompetensi berpengaruh positif dan signifikan terhadap kinerja pegawai. Hasil analisis jalur dan uji sobel menunjukkan bahwa kepuasan kerja dapat memediasi atau memperkuat pengaruh Leader Member Exchange terhadap kinerja karyawan, dan kepuasan kerja dapat memediasi atau memperkuat pengaruh kompetensi terhadap kinerja karyawan.
