The rapid advancement of science and technology requires universities to provide safe, comfortable, and representative learning facilities. One such initiative is the construction of a five-story lecture building at Dr. Soetomo University, designed with a steel structure as an alternative to reinforced concrete. Steel was chosen due to its high tensile strength, uniform material properties, lighter weight, ease of installation, and strong resistance to earthquake loads. This study aims to design a five-story lecture building with a steel structure that meets the requirements of strength, stability, and safety in accordance with applicable standards. The method applied is structural planning based on SNI 1729:2020, SNI 1727:2020, and SNI 1726:2019 using the Load and Resistance Factor Design (LRFD) approach. Structural analysis was conducted with SAP2000 version 2014 through three-dimensional modeling that considers geometry, material properties, loading, and placement. The results show that the selected steel profiles for beams, columns, and connections are capable of supporting the combination of dead loads, live loads, and seismic loads with safe performance. The maximum stress remains below the allowable limit, and the deflection values do not exceed the permitted deviation. These findings confirm that steel provides efficiency in dimensions and materials while offering practicality and earthquake resistance, and the design produced can serve as a useful reference for future multi-story building projects in earthquake-prone regions.

Each workplace has a different potential risk of work accidents depending on the type of industry, technology used, and risk control efforts undertaken by the company. Work accidents are generally caused by two main factors: unsafe acts by humans and unsafe working conditions. In this context, occupational safety and health (K3) is an important aspect that must be implemented in every company to protect workers from hazards that can cause losses, both physical and work productivity. Law No. 13 of 2003 concerning Manpower mandates that every worker has the right to occupational safety protection. This study focuses on UD. Fuad Las Jaya, a company engaged in construction and welding services. This company has a fairly high potential for work accidents considering the type of work performed. Based on employee attendance data in 2025, there is a level of discipline that can be related to working conditions and perceived safety. The severity of accidents is classified into three categories: light, moderate, and severe, which indicates the importance of implementing an effective K3 system. It is hoped that consistent awareness and implementation of K3 will create a safe, healthy, and productive work environment, as well as reduce the number of work accidents in the construction sector.

A landslide that occurred on May 24, 2024, in Pekon Datarajan, Ulubelu District, Tanggamus, Lampung, caused significant disruption to provincial road access and resulted in material losses. This study aims to assess the post-failure slope stability through field geotechnical investigation and numerical analysis using the Limit Equilibrium Method (LEM), and to propose immediate countermeasures. The slope materials consist of MH (inorganic silt) and ML (elastic silt) with high moisture content and moderate to high swelling potential. The lithology is dominated by montmorillonite clay, which has hygroscopic characteristics, making it highly vulnerable to water infiltration that reduces shear strength and increases the risk of slope failure. Stability analysis indicates a post-failure factor of safety (FoS) of 1.36 (static loading) and 1.03 (dynamic loading), which decreases to 1.07 beneath raised groundwater conditions. Recommended immediate mitigation includes surface runoff control, the construction of impermeable drainage systems, the sealing of cracks using impermeable materials, and the installation of temporary slope reinforcements such as sheet piles. The implementation of these measures increased the FoS to 1.61 (static loading) and 1.16 (dynamic loading). This study provides a technical basis for the rapid and effective mitigation of landslides in areas with similar geological and hydrological conditions.

This study analyzes the application of collaborative governance in overcoming the phenomenon of overcrowding of visitors and its impact on environmental security at Kaimana Hospital, West Papua. The background of the research is based on the imbalance in the capacity of hospital infrastructure (serving 65,490 people) with the high number of visits, exacerbated by the habit of the community transporting patients en masse and the massive use of JKN services. The descriptive qualitative method is used with data collection techniques through semi-structured interviews, observations, and visual documentation. The analysis refers to the theory of Ansell and Gash (2008) which includes starting conditions, institutional design, facilitative leadership, collaborative process, and outcome. The results of the study show that efforts such as limiting visiting hours and the construction of halfway houses are not optimal due to less participatory policy design, lack of structured dialogue between stakeholders, and top-down leadership. Overcrowding is triggered by narrow waiting rooms, limited facilities, and the disintegration of the queue system. Despite collaborative initiatives, the results are still partial due to weak cross-sector coordination and low community participation. Strategic suggestions include infrastructure improvement, the development of an integrated digital queuing system, intensive socialization, and the formation of collaborative teams across sectors (RSUD, government, TNI/POLRI, and the community). Conflict management training, periodic evaluation, and participatory leadership approaches are also needed to create sustainable service transformation. This study emphasizes that inclusive and transparent collaboration is the key to overcoming overcrowding and strengthening the safety of the hospital environment.

Structural failure in construction projects is a critical issue that not only endangers public safety but also triggers legal consequences for parties involved. This study explores mechanical structural failure from technical, legal, and professional responsibility perspectives. Technically, structural failures are often caused by inadequate planning, poor-quality materials, and improper construction practices. Legally, the Indonesian Construction Services Law (Law No. 2 of 2017) and the Indonesian Criminal Code (KUHP) provide a foundation for holding parties accountable, both civilly and criminally, especially when failures result in significant losses or casualties. The research also discusses the roles and responsibilities of construction consultants and contractors. Consultants are responsible for accurate design and oversight, while contractors must ensure implementation aligns with technical specifications and safety standards. Any negligence or deviation from duties by either party can lead to legal liability. This paper emphasizes the importance of integrating technical diligence with legal compliance to ensure the success and safety of construction projects.
