The Family Hope Program (PKH) is one of the main instruments of social protection policies in Indonesia that aims to reduce poverty through conditional social assistance. However, in its implementation, this program still faces various problems related to the accuracy of the aid distribution targets, especially in urban areas such as Jagakarsa District, South Jakarta. This study aims to analyze various problems in the distribution of PKH social assistance, assess their impact on the effectiveness of poverty alleviation, and identify strategies that can ensure targeted assistance. The approach used is qualitative descriptive with a case study method, through data collection techniques in the form of in-depth interviews, participatory observations, and documentation of PKH companions, Beneficiary Families (KPM), and village officials in Jagakarsa District. The results of the study show that although PKH has provided real benefits for most KPMs, its implementation is still constrained by inaccurate data, limited capacity of companions, low digital literacy, and weak coordination between agencies. On the other hand, targeted distribution of assistance has been proven to increase access to education and health, improve household economic conditions, and encourage behavioral changes towards independence. Therefore, an integrated strategy is needed including strengthening the capacity of social companions, digitizing the distribution system, active community participation, and local culture-based empowerment education to ensure the long-term effectiveness of PKH in reducing poverty rates.

This study examines the implementation of social rehabilitation program policies for people with physical disabilities at the Technical Implementation Unit (UPT) Social Rehabilitation Bina Laras Pasuruan under the East Java Provincial Social Service. Using George C. Edwards III's policy implementation model, this research analyses four key variables: communication, resources, disposition, and bureaucratic structure. This qualitative descriptive study employed interviews, observation, and documentation as data collection techniques. The findings reveal that the implementation has been running reasonably well, with clear communication channels established between program implementers and beneficiaries. However, several challenges persist, including limited human resources, particularly professional social workers and medical rehabilitation specialists, as well as budget constraints affecting service quality. The disposition of implementers shows a positive attitude toward policy goals, though the bureaucratic structure requires improvement in coordination mechanisms. The study concludes that while the social rehabilitation program has improved the quality of life for persons with disabilities, optimising policy implementation requires addressing resource limitations, strengthening inter-agency coordination, and enhancing community participation in rehabilitation efforts

Indonesia has extraordinary resources and potential in developing renewable energy sources (RES), but various obstacles must be overcome in implementing RES. The purpose of this study is to analyze the gap in the application of RES. This gap includes energy knowledge, community participation, battery waste management, service quality, regulation, and legal policy. This study uses a mixed-methods approach, by conducting a structured questionnaire in quantitative data collection, while qualitative data collection through special interviews, focused group discussions, and conducting policy regulation analysis. The results show that 62% of people do not understand RES, 28% are involved in project planning, and 74% are unaware of SOP (standard operating procedures) regarding battery waste recycling. The results of the correlation analysis reveal a positive relationship between the level of knowledge and interest in RES (R = 0.56). Also, the developed community-based participation model includes initial involvement, transparency of information, and local incentives. These findings further strengthen the compatibility of the innovation diffusion theory, planned behavior theory, SERVQUAL, and the theory of public interest. This study will make a practical contribution through evidence-based strategies in increasing resilience, especially for policymakers and energy service providers. The impact of the policy aspects includes the need for large reforms, education, public campaigns, and the realization of battery waste management systems. This study also provides an opportunity for further study by expanding the geographical scope and related industrial sectors.

The main issues identified in this study include mistargeting of beneficiaries, weak inter-agency coordination, low community participation in the verification process, and a tendency among recipients to rely on cash assistance in a consumptive manner. This research analyzes the scenario planning of the Cash Transfer Program (BLT) in reducing poverty in Surabaya City, particularly in Krembangan District. The program is implemented based on Surabaya Mayor Regulation Number 130 of 2023, which serves as the legal foundation for the regional BLT scheme. Using the Scenario Planning TAIDA model (Tracking, Analysing, Imaging, Deciding, and Acting) by Mats Lindgren and Bandhold (2003) as the analytical framework, this study examines the extent to which planning, decision-making, and implementation processes are able to respond to the socio-economic dynamics of the community. Employing a descriptive qualitative method, data were collected through interviews, observations, and documentation. The findings indicate that BLT plays a significant role in supporting low-income households and reducing poverty rates; however, challenges persist, including limited community engagement, weak inter-agency coordination, and non-productive use of assistance. The scenario planning approach is considered effective in helping the government design more adaptive, participatory, and sustainable policy strategies. It is expected that the BLT program will not only serve as a short-term intervention but also become a strategic instrument in promoting independence and improving the welfare of poor communities in Surabaya.

Verbal abuse in early childhood represents a form of non-physical violence that has serious implications for children's socio-emotional, cognitive, and psychological development. This issue continues to escalate alongside the declining quality of parenting experiences and weakened social control within communities, where verbal aggression is often perceived as an acceptable disciplinary practice. This study aims to identify and analyze the relationship between parenting experiences and community social control with the occurrence of verbal abuse through a Systematic Literature Review (SLR) approach. Data were collected from reputable journal articles published between 2020–2025 using inclusion–exclusion criteria and content analysis techniques. The findings reveal that authoritarian parenting, emotional stress, a history of violence, and misconceptions about discipline serve as primary triggers of verbal abuse. In contrast, social environments characterized by strong social bonds, collective anti-violence norms, and active community participation have been shown to effectively reduce the occurrence of verbal abuse within families. This study concludes that verbal abuse is an interactive phenomenon shaped by parenting factors and social structures; therefore, prevention requires a family-based educational approach in conjunction with strengthening community roles through Pendidikan Non Formal.

This community service program was carried out in Karangharja Village with the aim of strengthening environmental awareness, promoting tree-planting initiatives, and establishing the foundation for household-level food security. The program employed the Asset Based Community Development (ABCD) approach through the stages of discovery, dream, design, define, and destiny, ensuring that all activities were rooted in local potential and community participation. The results indicate an increase in residents’ involvement in reforestation, productive home-garden utilization, and stronger collaboration between village authorities, farmer groups, Islamic educational institutions, and local community organizations. Furthermore, the community began forming self-help groups to ensure sustainability, while Islamic-value-based environmental education successfully encouraged behavioral changes and early ecological awareness among children. These findings confirm that the ABCD approach is effective in enhancing community-based food security and environmental awareness.

This study aims to analyze the performance of village officials in providing public services to the community in Sungai Purun Kecil Village, Sungai Pinyuh District, Mempawah Regency, based on Law Number 25 of 2009. The approach used was a normative qualitative approach with descriptive methods, collecting data through interviews, observation, and documentation. The results indicate that village officials have implemented administrative and social services in accordance with public service principles. However, there are obstacles in the aspects of information transparency, timeliness, and work discipline that affect the speed and quality of service. The human resource capacity of village officials also needs to be improved through training and competency development. This study recommends improving discipline, providing easily accessible information media, and increasing community participation in service performance evaluation as strategies to improve the quality of village public services. Thus, this research contributes to the development of effective and sustainable village public service governance.

This study aims to understand and analyze the long journey of Banten Province, from its formation process to the political and governmental developments that have taken place within it. We used a historical-analytical qualitative approach with the aim of providing an in-depth analysis of the long journey of Banten Province. The issues studied range from the formation process of Banten to the political and governmental developments that have taken place within it. The results of our research show that the formation of Banten Province as part of decentralization and regional autonomy has not been entirely successful in eliminating the dominance of political dynasties. This practice limits the space for community participation and strengthens political oligarchy, so efforts need to be made to increase and provide community participation in the political dynamics in Banten and strengthen local democracy. This study suggests that efforts are needed to increase community participation, strengthen local democracy, and overcome political dynasties in order to improve the welfare of the people of Banten.

Communal land in Kenagarian Tarantang has undergone conversion into tourism areas, bringing impacts on local environmental conditions. This study aims to explain the forms of communal land conversion into tourist areas, environmental conditions after conversion, and its impact on the environment in Kenagarian Tarantang. The research employed a quantitative associative approach involving 50 respondents randomly selected from 789 households. Data were collected through questionnaires, field observations, and interviews, then analyzed using simple regression analysis. The results showed that communal land conversion occurred intensively for homestay construction and tourism facilities with a total score of 1121 in the good category. Environmental conditions were generally well-controlled with a score of 983 in the very good category, although there were impacts such as reduced vegetation and decreased water quality. Regression analysis confirmed a significant influence between communal land conversion and environmental conditions at 18.49 percent with a significance value of 0.002. Community participation in maintaining the cleanliness of tourism areas was very good, however, stricter government supervision, reforestation programs, and adequate waste management are needed to prevent ecosystem degradation in the future.

This Community Service Program aims to enhance the awareness, knowledge, and practical skills of teachers and students at SD Negeri 2 Palembang in carrying out independent waste management. The main issue identified was the lack of awareness and discipline in sorting organic and inorganic waste, which contributes to environmental pollution and poor hygiene within the school area. The program was implemented through lectures, interactive discussions, and hands-on training involving the use of separate bins for different waste types. The results demonstrated a remarkable improvement in waste management understanding and behavior. Teachers and students have developed new habits of waste sorting before disposal, resulting in a cleaner, healthier, and more pleasant school environment. Additionally, the activity inspired creativity in transforming inorganic waste into useful and economically valuable crafts that can be reused. Overall, this program fostered environmental awareness, strengthened community participation, and encouraged sustainable waste management practices as part of daily school culture.

Posyandu, as a form of community-based health efforts, plays a crucial role in improving maternal and child health. However, its implementation in the Mutiara Community Health Center (Puskesmas Mutiara) in Asahan Regency still faces various challenges, such as low cadre capacity, suboptimal service quality, and limited community participation. This community service activity aims to strengthen cadre capacity through Posyandu revitalization as an effort to improve the quality of basic health services. A total of 63 Posyandu cadres participated in the activities, which were implemented through counseling, education, and coaching using revised service standard guidelines. This program was implemented through four stages: preparation, implementation, analysis of results, and evaluation. Improvement in cadre knowledge was measured using pretests and posttests. The results of the activity showed a significant increase in the level of knowledge of cadres, as seen in the change in assessment categories from the majority being in the "poor" category during the pretest to "sufficient" and "good" in the posttest. This indicates that the education and coaching provided were effective in improving cadres' understanding and skills. Increasing cadre capacity is expected to improve the quality of Posyandu services, increase public trust, and support efforts to reduce morbidity and mortality in the Mutiara Community Health Center's work area. Cross-sector collaboration and ongoing mentoring are needed to maintain the sustainability of Posyandu revitalization.

Measles remains a significant public health problem, particularly among school-aged children. Outbreak Response Immunization (ORI) is a key strategy to prevent measles outbreaks; however, its effectiveness depends greatly on community participation and cross-sectoral support. Data from Tanah Garam Primary Health Center in 2025 showed that measles-rubella ORI coverage among primary school children was still low, reaching only 44.15% of the 5,060 targeted children. This community service activity aimed to support the optimization of measles ORI implementation through an educational and community-based assistance approach. The methods included health education for parents and teachers, assistance during school-based ORI implementation, and monitoring and evaluation of immunization coverage. The results indicated improved community understanding of the importance of measles immunization, increased support from schools, and strengthened coordination between the primary health center and schools. This community service activity contributes to promotive and preventive health efforts and supports the prevention of measles outbreaks in the working area of Tanah Garam Primary Health Center.

This study aims to explore the potential of sago as a local product that can be processed into a tourism attraction based on local wisdom in the Silowo Ecotourism Area, Tuban Regency. Sago, with its ecological, economic, and cultural values, plays a significant role in maintaining food security and also enhances the educational experience of tourists. This study employed a qualitative approach through observation, in-depth interviews, and a literature review. The findings indicate that sago has significant potential to become a tourism symbol, through distinctive culinary innovations, educational activities on sago processing, and presentations in the form of local cultural attractions. Developing this potential will not only improve the economic well-being of the community but also strengthen the region's cultural identity and support environmental conservation efforts. Therefore, sago management involving community participation and product innovation are key factors for the successful development of local wisdom tourism in Silowo.

The Community Service Program (Kuliah Kerja Nyata/KKN) implemented in Jorong Padang Rantang, Nagari Koto Tuo, Lima Puluh Kota Regency, represents a tangible contribution of university students in supporting the acceleration of stunting reduction at the local level. This community service activity focused on stunting prevention socialization targeting mothers of toddlers as the primary target group. An educational and participatory approach was employed to encourage active engagement of participants throughout all stages of the activity. The socialization materials covered the definition of stunting, its causes and impacts on child growth and development, the importance of adequate and balanced nutrition, appropriate parenting practices, and the strategic role of families during the First 1,000 Days of Life (1,000 HPK).The implementation of the activity involved cadres from the Amanah Bunda Integrated Health Post (Posyandu), village midwives, and KKN students from Universitas Negeri Padang as facilitators. The methods applied included interactive lectures, group discussions, and simple simulations related to nutritional practices and healthy parenting. The results indicated an increase in participants’ knowledge, awareness, and active community participation in early stunting prevention efforts. Furthermore, the activity strengthened the role of the Posyandu as a primary center for basic health services and community education. This community service initiative is expected to serve as a sustainable community-based intervention model that can be replicated in other areas facing similar challenges.

Waste management remains one of the major challenges in urban areas, including Rungkut Menanggal Subdistrict, Surabaya. Although two active waste banks already exist, community participation and the optimization of social and material assets remain limited. This community empowerment program aims to optimize local potential through the strengthening of social and material assets based on waste bank activities using the Asset-Based Community Development (ABCD) approach. This approach emphasizes the utilization of existing community strengths and resources to create sustainable social transformation. The program was carried out through five participatory stages: discover, dream, design, define, and destiny. The results show a significant improvement in the community’s capacity for household waste management. Residents were able to process approximately 100 kg of organic waste into compost and create creative products such as decorative bags made from plastic waste. Moreover, collaboration among local institutions such as Karang Taruna Arkidli, PKK, Posga Venus, Posga Bumi, and KSH increased, strengthening collective action in environmental management. This program demonstrates that the ABCD approach effectively enhances social capital, increases community participation, and generates both economic and environmental benefits. Waste bank management based on local asset empowerment can serve as a model for inclusive and adaptive community development in urban environmental contexts.

This study aims to explore the potential of Ajung Village, Kalisat District, Jember Regency, through an analysis of the management planning of a Village-Owned Enterprise (BUMDes) as an instrument of development and community empowerment. Although Ajung Village has significant economic potential, particularly in the agricultural sector, micro-enterprises, and other local economic activities, BUMDes management is still not optimal. This is evident in the lack of a directed business plan, weak coordination between administrators, and minimal evaluation of the business units being run. This study also assesses the role of the village government in supporting BUMDes development and the extent to which community participation can drive the effectiveness of existing programs. Using qualitative descriptive methods through interviews with the village government, BUMDes administrators, and the community, the results show that although community participation is relatively high, the managerial capacity of the administrators remains a major challenge. Lack of training, understanding of financial governance, and the lack of potential mapping have prevented the village BUMDes from functioning optimally as a driver of the village economy. Therefore, this study designs strategies to increase the effectiveness of BUMDes by strengthening the capacity of administrators, optimizing local potential, and synergizing the village government with the community.

This study investigates the implementation of the food security program and the establishment of independent economic pillars in Patempuran Village, Kalisat, Jember, by focusing on the central role of the Patempuran Sejahtera Village-Owned Enterprise (BUMDes). Using a qualitative approach with a case study design, this study explores the strategies, achievements, and challenges of program implementation in integrating two of the village's main agricultural potentials: soybean cultivation and livestock. The core finding is the formation of an Integrative Management Model in which the BUMDes acts as the primary institutional driver, synergizing the soybean and livestock sectors. The BUMDes successfully fulfills its dual function: as an economic institution (generating a net profit of approximately IDR 9 million from 1.8 hectares of soybean cultivation) and as a social institution empowering the community through job creation and additional income. This success is closely linked to the high level of active community participation, in line with Stakeholder Theory in strengthening legitimacy and a sense of shared ownership. However, implementation faces significant challenges, including irrigation constraints in hilly areas, livestock health risks, and a manual financial recording system (based on a simple Excel spreadsheet), which limits managerial capacity and full accountability. This study recommends immediate modernization of the accounting system, strategic investment in irrigation infrastructure, and strengthening intensive technical assistance to ensure long-term sustainability and equitable partner productivity.

The government places the protection of women and children in Surabaya City as a top priority in efforts to reduce the annual surge of violence. To strengthen prevention, handling, and the fulfillment of women’s and children’s rights at the community level, the Surabaya City Government issued Regional Regulation No. 3 of 2023 concerning the Implementation of Child Protection, which is then implemented through the Program of Women- and Child-Friendly Arek Suroboyo Village (KAS-RPA). Focusing on Benowo District and Kandangan Subdistrict, this study aims to examine the synergy of policies among stakeholders in the implementation of the KAS-RPA program. To obtain a real understanding of the implementation conditions, this research applied a descriptive qualitative approach through field observations, in-depth interviews, and documentation. A shared perception among DP3APPKB Office, Benowo District, Kandangan Subdistrict, and Kandangan village cadres in supporting the implementation of the KAS-RPA program demonstrates the level of policy synergy achieved, according to the research findings. Communication patterns among institutions also take place openly and in a structured manner through regular coordination. The attitudes of policy actors indicate a positive commitment to the success of the program, supported by a clear and well-coordinated organizational structure. However, limitations in resources still exist, such as the lack of supporting facilities and the insufficient number of active cadres, affecting program optimization. The implications of these findings emphasize the importance of enhancing resource support and community participation to ensure a more sustainable implementation of the policy and a direct impact on reducing violence against women and children in Surabaya.

Good governance is the key to successful village development in achieving community welfare. This study examines the implementation of good governance principles in development planning of Patemon Village, Pakusari District, Jember Regency, focusing on accountability, transparency, and community participation. Using a descriptive qualitative approach, this study collected data through in-depth interviews with the Village Secretary and active community members. Data analysis employed Miles and Huberman technique. The results reveal that Patemon Village has implemented good governance mechanisms in a structured manner, yet faces significant challenges. Accountability operates through routine reporting to the Inspectorate, but accessibility to detailed information for the community remains limited. Transparency is manifested through village deliberations and budget banners, but the information is general with limited reach. Community participation is conducted through tiered deliberations, but remains unequal with priority misalignments due to budget constraints. This study recommends developing a more accessible reporting system, optimizing information technology for transparency, strengthening inclusive participation mechanisms, enhancing village officials' capacity, and implementing impact-oriented supervision to strengthen effective and participatory village governance.

Political communication is a process of conveying political messages involving political actors, government, power, and various activities within the political system. As a branch of communication science, political communication focuses on how political messages are constructed, delivered, received, and interpreted by the public, as well as how these processes influence public opinion and political decision-making. In the context of this study, the optimization of the village head’s political communication in developing th Village-Owned Enterprise (BUMDes) can be seen through the policy directions undertaken, such as providing training for livestock farmers particularly goat farming and managing village deliberation meetings (musdes) that support the sustainability of BUMDes programs. This research employs a descriptive qualitative method conducted in Laweyan Village, Sumberasih Subdistrict, Probolinggo Regency, with data collected through observation, interviews, and documentation. Dan Nimmo’s political communication theory serves as the analytical framework. The findings indicate that the Laweyan Village Government consistently strives to improve the community’s economy through the development of BUMDes, particularly in the agricultural and livestock sectors. Innovations carried out by the village government and BUMDes management, especially within the goat farming unit, have significantly contributed to the progress and sustainability of the enterprise.
