The Ark ceremony is carried out by the people in Bengkulu city, which is held annually in every month of Muharram, starting on 1-10 Muharram in commemoration of the Shahid of Husen bin Ali bin Abu Talib (grandson of the prophet Muhammad SAW) who died in Padang Kaarbela for defending Islam, which is marked by a coffin called the Ark as a symbol of Husen's body. The aim of this activity is to find out the problems of the complete systematic land registration program at the Gorontalo Regency Land Agency and efforts to resolve them. The method used is law with an empirical approach, which presents data according to field facts which are then analyzed descriptively qualitatively. The results of the research show that in land registration through the PTSL program there were problems such as a lawsuit for a certificate from the actual owner, where when the PTSL implementation was completed by the village and land agency and a certificate of ownership was issued to those who applied, it turned out that it was suddenly protested by the community who claimed to be the real owner and this happens especially on land abandoned by the previous owner (abandoned); Low public understanding of land tenure law where not all people understand PTSL procedures, so there is still public distrust in making certificates which are considered complicated and take a long time; There are public perceptions regarding the high cost of obtaining certificates, including concerns that they will be burdened by the increasing tax value; and the lack of human resources, especially skilled personnel in villages and BPN in handling land conflict matters and cases. Efforts to resolve this problem are to maximize socialization to the community regarding the terms and conditions and land registration procedures; clarify the status of the land you wish to certify so that it does not overlap; and re-preparing the land registration quota which is still lacking, meaning there is still land in villages in Gorontalo Regency that cannot be accommodated in the PTSL program, which is adjusted to the existing budget.

This article discusses the management of labor costs in the public sector with a focus on the management of non-permanent employees (PTT) and outsourcing alternatives. This research highlights problems in personnel management, especially employee expenditure costs that must be borne by government agencies. This study reviews cost control systems, labor costs, and methods for managing honorary staff costs in government. The findings show that outsourcing is more efficient than recruiting PTT or temporary workers as a solution to control labor costs. Additionally, this paper recommends Activity Based Costing (ABC) method for public sector organizations to provide valuable information related to detailed cost data. This research shows that decentralizing recruitment in local governments can improve efficiency, effectiveness and fairness, but can also lead to corruption and disparities in the distribution of human resources. Cost control, outsourcing, and the use of Activity-Based Costing (ABC) can help public sector organizations manage costs and increase operational efficiency. To achieve better governance, operational efficiency and effective cost control, public sector organizations need to consider the various strategies and methods described in this research.

Parable of Jesus and Matthew 20:1-16 In this parable, Jesus welcomes the first kingdom as the employer of much of the last work and a number of trainings. This shows that God's grace is not limited and does not depend on human effort or achievement, but on his generosity. In the context of Christianity This modern view is the importance of grace, loyalty and justice in society. God's grace shows that every person, whatever their background and origin, has the same value in His eyes. Therefore, Christians are called to practice kindness and social justice in their daily lives, providing care and support to those who require carelessness from the circumstances or conditions they have achieved but this view also challenges the attitudes and feelings of superiority that can arise among Christiansı the teachings of Jesus emphasize that the Kingdom of heaven does not depend on human concepts of justice but on God's mercy that goes beyond the limits of human ability. This is why Christians abandon their selfish attitudes and develop a broader development of God's liberating love because of religious understanding. Modern Christians based on Matthew 20:1-16 emphasize the importance of grace, faithfulness and justice in society while they recognize the habit of seeking egoism and develop a broader understanding of God's infinite love
