This study examines the role of agents in the renewal process of cargo ship construction safety certificates at the Merak Banten Harbormaster and Port Authority Office (KSOP), using a case study of PT. Vinici Samudera Agencies, Merak Branch. The study aimed to determine the role of agency companies in assisting shipowners in fulfilling certification obligations and to examine certificate renewal procedures in accordance with legal provisions and shipping safety standards. The research methods employed included a field approach through direct observation, interviews, and a literature review of relevant literature, regulations, and official documents. Based on the research findings, PT. Vinici Samudera Agencies plays a significant role in processing shipping administrative documents, coordinating with the KSOP, ensuring compliance with applicable legal provisions, and providing technical guidance to ensure ships remain seaworthy. The agency's role has been proven to increase time efficiency, reduce the risk of delays, and provide legal certainty in the certificate renewal process. Therefore, the presence of ship agents is a strategic factor in supporting the smooth operation of cargo ships at the Port of Merak.

The construction sector is an industry with a high level of work accident risk due to its dynamic and complex work characteristics. This study aims to examine the application of the Occupational Health and Safety (OHS) System and evaluate its effectiveness in mitigating risks at the Health Facility Building Construction Project (Project X) in Fakfak Regency. The research method used is a descriptive-analytical quantitative approach with purposive sampling of 25 respondents, including executors, supervisors, and field workers. Risk analysis was conducted using the Failure Modes and Effects Analysis (FMEA) method by measuring Severity, Occurrence, and Detection parameters to produce a Risk Priority Number (RPN). The results show that RPN values range from 52.35 to 452.30. The highest risk was found in the variable of limited safety signage in hazardous locations (RPN 452.30), which falls into the very high category. Additionally, 10 high-risk variables and 9 medium-risk variables were identified, dominated by technical, operational, and management factors, such as the use of heavy equipment by uncertified operators and weak implementation of Standard Operating Procedures (SOP) and OHS audits. This study concludes that the application of OHS in Project X is still reactive and requires strengthening risk-based safety management systems as well as improving workforce competence to achieve zero accident conditions.

Syncope or fainting is an emergency condition that commonly occurs during sports activities due to reduced blood flow and oxygen to the brain. Rapid and appropriate management is essential to prevent further complications. This study aims to determine the syncope management procedures following sports activities performed by healthcare professionals at primary healthcare facilities. This study employed direct observation and structured interviews with healthcare workers at Puskesmas Boba, Ngada on November 28, 2025. Observed aspects included initial patient condition, initial actions, vital signs examination, medical assistance provision, condition monitoring, and follow-up actions. Healthcare workers performed management according to first aid procedures by positioning patients supine, elevating both legs, loosening tight clothing, checking vital signs using sphygmomanometer and stethoscope, providing oxygen and fluids when necessary, and monitoring until condition stabilized. Main causative factors of syncope were dehydration, physical fatigue, hypoglycemia, and anemia. Syncope management requires systematic actions and adequate medical equipment. Preventive education for athletes and the community, as well as collaboration among healthcare workers, coaches, and physical education teachers is crucial to prevent recurrence.

For the general public, Indonesia’s five-year electoral cycle is often perceived merely as a procedural voting event, overlooking the substance and quality of how voters select presidential or regional leaders. Following the 2024 General Election, the challenges of democracy have shifted from technical management to the prevention of polarization, money politics, digital disinformation, identity politics, and echo chambers. This article analyzes the urgency of implementing sustainable voter education during the inter-election period, using the General Election Commission (KPU) of Balikpapan City as a case study. The study focuses on KPU Balikpapan’s strategies to transform pragmatic voters, who are susceptible to manipulation, into informed participants, while also addressing the vulnerabilities of first-time voters ahead of the 2029 Election to increase participation rates. The analysis indicates that political education during the non-election period is a critical moment to build the cognitive foundation of voters without compromising their independent choice, making the role of KPU Balikpapan essential in maintaining democratic integrity in the city.

Aceh Tamiang Regency is one of the regions in Aceh Province that is highly vulnerable to annual flooding due to river overflow and high rainfall intensity. Flood disasters often cause significant material and non-material losses, which are exacerbated by the limited public understanding of flood mitigation, early warning signs, and appropriate self-rescue procedures. This community service activity aims to increase public awareness, knowledge, and preparedness in facing flood threats through disaster mitigation socialization programs. The method applied in this activity includes participatory socialization, interactive discussions, and simulations of emergency response actions involving local communities, village officials, and volunteers. The program emphasizes recognizing early signs of flooding, understanding emergency evacuation routes, and improving coordination during disaster response. The results indicate a significant improvement in community knowledge regarding flood risks, early warning indicators, and emergency measures that should be taken before and during flooding events. Furthermore, the activity successfully strengthened coordination between village authorities and local volunteers in managing emergency response posts and distributing aid effectively. Through this socialization program, the community of Aceh Tamiang is expected to develop greater disaster resilience and preparedness. Increased awareness and coordinated response mechanisms are anticipated to minimize the adverse impacts of future flooding events, thereby reducing potential losses and enhancing community safety.

Gender-based and age-based violence targeting women and children continues to pose a serious challenge to human rights protection in Indonesia. As the principal duty bearer, the state bears the obligation to respect, protect, and fulfill victims' rights through effective protection mechanisms, one of which is the Regional Technical Implementation Unit for the Protection of Women and Children (UPTD PPA). This research analyzes the contribution of UPTD PPA Bandung City in fulfilling the human rights of victims of violence against women and children and maps the obstacles encountered in operational service delivery. The study utilizes a juridical-empirical method with a descriptive-analytical approach. Primary data were gathered through in-depth interviews with UPTD PPA Bandung City representatives in November 2025, whereas secondary data were derived from the examination of legal regulations and relevant scholarly literature. Research findings reveal that UPTD PPA Bandung City managed 382 cases in 2025 by providing complaint mechanisms, assessment procedures, legal and psychological support, counseling services, and shelter facilities. These services demonstrate normative compliance with national legislation and human rights principles, particularly concerning protection, rehabilitation, and access to justice. Nevertheless, service delivery encounters several challenges, including insufficient human resources and facilities, underreporting by victims, and suboptimal cross-institutional coordination. Consequently, strengthening institutional capacity, ensuring adequate infrastructure, developing integrated standard operating procedures, and establishing regional regulatory frameworks are essential to guarantee effective and sustained fulfillment of victims' rights.

Detention is one of the most coercive measures in the criminal justice process and is intended to ensure the effectiveness of criminal proceedings. In many legal systems, public prosecutors are granted authority to order detention against suspects or defendants under specific legal requirements. However, the practical effectiveness of detention by public prosecutors in achieving procedural objectives and safeguarding legal rights remains a subject of debate. This study aims to examine the effectiveness of detention carried out by public prosecutors against perpetrators of criminal acts, focusing on its legal basis, implementation, and impact on the criminal justice process. Using a normative juridical approach supported by qualitative analysis of legislation, legal doctrines, and relevant case studies, this research evaluates whether prosecutorial detention fulfills principles of legality, necessity, proportionality, and human rights protection. The findings indicate that while detention by public prosecutors can enhance procedural efficiency and prevent obstruction of justice, its effectiveness is often constrained by inconsistencies in application, weak judicial oversight, and potential risks of arbitrary detention. This study concludes that strengthening legal safeguards, standardizing detention criteria, and enhancing accountability mechanisms are essential to ensure that detention by public prosecutors remains both effective and compliant with the rule of law.

The rapid development of digital technology has increased the risk of song copyright infringement, thereby requiring effective and adaptive law enforcement mechanisms. Song copyright, as part of intellectual property rights, is protected under Law Number 28 of 2014 on Copyright, with certain infringements classified as complaint-based criminal offenses. This study aims to analyze the handling of criminal cases of song copyright infringement by Civil Servant Investigators at the Regional Office of the Ministry of Law in West Java and to evaluate the effectiveness of their enforcement practices. The research employs a normative-empirical method with a descriptive-analytical approach, combining statutory analysis with empirical data obtained through interviews and field observations. The findings reveal that case handling is conducted through structured stages, including complaint submission, preliminary examination, mediation, and follow-up actions. Mediation constitutes the primary mechanism for dispute resolution, reflecting the application of the ultimum remedium principle and a restorative justice approach. Although the procedural framework has been implemented in accordance with applicable regulations, enforcement effectiveness remains constrained by limited human resources, budgetary limitations, insufficient technical capacity, low public legal awareness, and inadequate inter-agency coordination. These results underscore the importance of strengthening institutional capacity and enhancing enforcement effectiveness to ensure sustainable protection of song copyright.

This study examines the dynamics of public service delivery at the Office of Cooperatives, Small and Medium Enterprises, and Trade in Tegal Regency, focusing on its role in supporting local economic development. The background of this research is rooted in the increasing demand for effective, transparent, and responsive public services, particularly for cooperatives, micro, small, and medium enterprises (MSMEs), and the trade sector, which are key drivers of regional economic growth. The objective of this study is to analyze the quality and dynamics of services provided by the office, identify supporting and inhibiting factors, and assess their implications for service improvement. This research employs a qualitative descriptive method, using data collected through interviews, observations, and document analysis involving government officials and service users. The findings indicate that service delivery has shown positive developments through procedural improvements and service innovations; however, challenges remain in terms of human resource capacity, infrastructure limitations, and coordination mechanisms. These dynamics significantly influence the effectiveness of policy implementation and stakeholder satisfaction. The study implies that strengthening institutional capacity, enhancing digital-based services, and improving service professionalism are essential to achieving more optimal public service performance. The results of this research are expected to contribute to policy evaluation and serve as a reference for improving public service management in local government institutions, particularly in the cooperative, MSME, and trade sectors.

This study examines the role of the private sector in collaborative politics to strengthen human security in preventing human trafficking in Kupang City, East Nusa Tenggara Province. Human trafficking is an extraordinary crime that poses serious threats to human security, particularly for Indonesian Migrant Worker Candidates (CPMI) who are highly vulnerable to exploitation and illegal recruitment. The complexity of this issue requires the involvement of multiple actors, including not only the government but also the private sector. This research employs a qualitative descriptive method, with data collected through interviews, observation, and documentation. The research sites include BP3MI East Nusa Tenggara as a government representative and two private companies, PT Bakti Unggul Sejahtera (PT BUS) and PT AKKA AL-MATAR. The analysis is based on the collaborative governance framework proposed by Ansell and Gash, which emphasizes face-to-face dialogue, trust building, commitment to the process, shared understanding, and intermediate outcomes. The findings indicate that collaboration between the government and the private sector plays a significant role in preventing human trafficking through legal recruitment processes, pre-departure training, capacity building, and supervision of labor placement procedures. Although challenges remain in coordination and policy consistency, these collaborative practices contribute positively to strengthening the protection of migrant workers’ rights and security. This study concludes that collaborative politics between the government and the private sector is a crucial strategy in developing a human security–oriented human trafficking prevention system

Article 170 paragraph (1) of Law Number 1 of 2022 concerning HKPD emphasizes the synchronization of fiscal planning and policy for integrated national development. However, in the APBA (Aceh Provincial Budget) planning, discrepancies persist between the Aceh Government’s documents and the central fiscal policy direction, leading to synchronization that remains administrative rather than substantive. This issue is further complicated by Aceh's special status under Law No. 11 of 2006, which results in differences in macro indicators, program structure, and a lack of substantive participation from Aceh, creating epistemological inequality and structural injustice in central-regional financial relations. The research aims to understand why APBA management planning is not fully synchronized with government policy and to explore the ideal procedure for achieving synchronization, considering Aceh’s unique autonomy. This study is a normative juridical analysis using a legislative, conceptual, historical, and futuristic approach, with the application of authority theory, policy suitability theory, asymmetric decentralization theory, and good governance principles. The findings reveal that the lack of synchronization is caused by procedural issues, such as the absence of integration between RKPD (Regional Government Work Plan) and RKP (National Government Work Plan) schedules, the lack of a mechanism for reducing KEM-PPKF indicators, unclear fiscal support evaluation, and absence of guidelines and sanctions. Additionally, there are substantial issues like the incompatibility of Aceh's macro indicators with national targets. To achieve ideal synchronization, normative legality, equal central and regional authority, and integrated planning systems are needed.

This study discusses the delivery process of Full Container Load (FCL) from the Container Freight Station (CFS) to the Container Yard (CY) at MTKI Port (Masaji Tatanan Kontainer Indonesia) by the shipping agency (EMKL) PT. Elang Sriwijaya Palembang. This FCL delivery process is a critical stage in the shipping logistics chain as it ensures that containers fully loaded from the stacking warehouse can be placed in the port's stacking yard safely and in accordance with procedures. Shipping documents and administrative completeness are also vital components that must be fulfilled to ensure the container transfer process runs smoothly and complies with Port regulations. The purpose of this research is to identify the stages of the FCL delivery process, the parties involved, the obstacles faced during the container transfer process, and the solutions implemented to overcome them. The results show that the FCL delivery process involves several steps, starting from the issuance of shipping documents, administrative inspection, and coordination with port authorities, to the actual transfer of containers to the CY. Furthermore, obstacles were found in the form of administrative delays, limited loading and unloading equipment, and coordination issues between the EMKL and the port operator. This research is expected to serve as a reference for EMKL companies and related institutions in improving the effectiveness of the FCL delivery process, thereby supporting the smooth flow of goods at the port and enhancing the efficiency of Indonesia's maritime logistics activities. The methods used in preparing this paper are field research and library research methods.

Musculoskeletal injuries are common health problems encountered in sports activities and daily life. Primary Health Care Facilities (PHCF) such as community health centers play an important role in the initial management of musculoskeletal injuries before referral to higher-level health facilities. This study aimed to describe the management of musculoskeletal injuries at the PHCF of UPTD Mangulewa Health Center. The methods used were field observation, structured interviews with health professionals, and simulation of musculoskeletal injury management. The results showed that UPTD Mangulewa Health Center has adequate facilities, equipment, and health personnel for managing musculoskeletal injuries at the primary care level. The management procedures were carried out systematically through anamnesis, physical examination, initial treatment based on RICE principles and immobilization, pharmacological therapy, and an integrated referral system. Fracture management simulations indicated that students gained practical understanding of immobilization techniques and early injury management. In conclusion, the management of musculoskeletal injuries at the PHCF of Mangulewa Health Center is in accordance with primary health care service standards and supports the prevention of injury complications.

This study explores the phenomenon of abuse of authority in the investigation stage of corruption cases, focusing on various violations of practices, causative factors, and implications for justice and legal certainty. The study uses a normative juridical approach through the study of laws and regulations, legal doctrine, and empirical literature to build a comprehensive and systematic analysis. The findings indicate that oversight gaps, weak institutional control, and low integrity of the authorities are the main triggers for actions that go beyond authority, which in turn reduces the effectiveness of evidence and lowers public trust in law enforcement institutions. In addition, the lack of transparency and accountability mechanisms further exacerbates the risk of procedural violations during the investigation process. These conditions can potentially undermine the principles of due process of law and fairness in the criminal justice system. To address this problem, it is necessary to improve internal and external control mechanisms, strengthen supervision by independent institutions, and ensure the consistent implementation of disciplinary measures and legal sanctions against violators. By reinforcing these efforts, it is expected that law enforcement agencies can enhance professionalism, maintain integrity, and restore public confidence in handling corruption cases. The illegal acquisition of land certificates is a serious problem in Indonesia's land law system because it has the potential to eliminate legal certainty regarding land rights. Certificates that are supposed to serve as strong proof of rights can still be obtained thru unauthorized possession, manipulation of legal data, or deviations from administrative procedures. This research aims to analyze the acquisition of illegal land certificates from a land law perspective and its legal implications for legal certainty. The research method used is normative legal research with a statutory approach and a conceptual approach, examining Law Number 5 of 1960, Government Regulation Number 24 of 1997, and Government Regulation Number 18 of 2021. The research results indicate that land certificates obtained illegally contain legal defects and can be revoked, and also have administrative, civil, and criminal legal implications that directly disrupt legal certainty regarding land rights. Therefore, consistent law enforcement and strengthening the land registration system are needed to ensure legal protection and certainty of land rights in Indonesia.

Operational quality in the oil and gas sector strongly depends on the accuracy of monitoring instruments, such as oxygen analyzers. This study aims to validate the performance of an oxygen analyzer using the Factory Acceptance Test (FAT) procedure conducted by PT JGC Indonesia. The testing methodology involves the use of reference gases at different concentration levels, including nitrogen as the zero gas, to evaluate the linearity and consistency of the analyzer output within the 4-20 mA signal range. In addition, the tests are performed to verify the conformity of the instrument response with the datasheet specifications and applicable FAT procedures. The results show that the analyzer provides accurate measurement data with low deviation and a responsive alarm system under critical conditions. These findings confirm that the instrument meets the required technical standards. Based on the validation results, the oxygen analyzer is considered ready for installation and suitable for operation to support process safety in oil and gas facilities. This achievement confirms that a rigorous validation process is key to ensuring peace and operational safety in the oil and gas industry.

The Old Age Security (JHT) program is a form of employment social protection that aims to ensure the continuity of workers’ welfare after they are no longer productive. The high volume of JHT claims, particularly for wage earners, requires an effective service process and system. This study aimed to analyze the effectiveness of the process and system for submitting JHT claims for wage earners at BPJS Ketenagakerjaan Sikka Maumere Branch, as well as to identify obstacles and improvement efforts undertaken. The research method used was descriptive qualitative, with data collection techniques through observation, documentation, and interviews during the internship period. The results of the study show that the JHT claim submission process has followed the applicable standard operating procedures (SOP), both through online services (Lapak Asik and the Jamsostek Mobile (JMO) application) and offline services. However, the effectiveness of the system still faces various obstacles, including discrepancies in participant data, limited digital literacy among participants, and technical constraints in the online system. Improvement efforts have been carried out through increased socialization, participant assistance, and optimization of digital systems. This study concludes that the effectiveness of the JHT claim process and system at BPJS Ketenagakerjaan Sikka Maumere Branch is fairly effective, but still requires continuous improvement to enhance service quality and participant satisfaction.

This paper aims to find out the process of issuing permits for checking and unloading cargo outside the customs area at the customs and excise office, this application must have a permit that must be fulfilled to be managed by the agent, because the implementation of checking and unloading cargo outside the designated area without obtaining a permit can be subject to criminal sanctions as regulated in Article 102 letter (b) of Law Number 17 of 2006 concerning Customs Due to port congestion, ships can dock outside the customs area (out custom area) by fulfilling certain requirements and following the procedures set by the Customs and Excise authorities. in managing permits, agents often encounter obstacles or constraints when issuing permits that are detrimental to certain parties. Therefore, the responsible party of PT. Bahari Eka Nusantara Belawan branch must coordinate and have accurate accuracy in the process of issuing this permit. The role of PT. Bahari Eka Nusantara Belawan branch is very important for parties who participate in the process of managing permits outside this area. This permit is crucial to avoid criminal charges against those responsible for checking and unloading outside the customs area. It can be concluded that there are still obstacles or errors in data input that can cause delays in approval of permits for checking and unloading outside the customs area.

Employee cooperatives play a strategic role as an economic buffer for teachers and school staff, particularly in providing access to safe, transparent, and equitable financial services. This study aims to evaluate the salary and share deduction system in managing member loans at the “Maju Terus” Employee Cooperative of SMKS Yohanes XXIII Maumere. The evaluation focuses on salary deduction procedures for active members, share deduction mechanisms for inactive members, handling of arrears, system effectiveness, obstacles encountered, causes of obstacles, and improvement efforts that have been made. The research method used is a descriptive qualitative approach with data collection techniques through observation, interviews, and documentation studies. The study results show that the salary and share deduction system has been implemented in a structured and effective manner, successfully maintaining the non-performing loan rate below 2% for the past three years, as well as supporting cash flow stability and increasing cooperative revenue. However, the implementation of this system still faces obstacles such as late payment of salary deductions by the school treasurer, insufficient shares of inactive members to cover arrears, a manual recording system, and minimal outreach to new members. Improvement efforts that have been made include monthly coordination meetings, intensive outreach, transparency through membership books, quarterly reporting, and the implementation of moral sanctions. These findings confirm that the salary and share deduction system is not only a loan security tool, but also a concrete manifestation of cooperative values: kinship, collective responsibility, and economic justice.

Malpractice in dental health services has become a complex legal issue as public awareness of service quality and patient rights continues to increase. The enactment of Law Number 17 of 2023 on Health introduces important changes in regulating the legal accountability of medical personnel, including dentists, particularly in relation to criminal liability for malpractice. This study analyzes the forms of dental malpractice and the criminal responsibility of dentists under the new Health Law. The research uses an empirical legal method with sociological and statutory approaches. Data were obtained through interviews and a review of relevant legislation, legal doctrines, and court decisions. The results show that dental malpractice can arise from negligence, failure to comply with professional standards, violations of standard operating procedures, and the absence or disregard of informed consent. Law Number 17 of 2023 stipulates that criminal liability for dentists can only be applied after a recommendation from the Professional Discipline Board, ensuring a clear distinction between inherent medical risks and professional misconduct. This framework is designed to provide balanced legal protection for both patients and dentists while strengthening legal certainty in malpractice case resolution. Consequently, dentists must understand professional standards and criminal liability mechanisms to practice responsibly and professionally.
