Pemberdayaan Masyarakat: Jurnal Aksi Sosial 2025 Lembaga Pengembangan Kinerja Dosen

This community service aims to increase public awareness and participation in maintaining environmental cleanliness through the routine Clean Saturday program in Tanjung Sari Village. This activity involves 6th semester students of the Christian Education Management Study Program of IAKN Tarutung who actively participate in cleaning the environment in various locations every week, as well as being involved in waste management at the New Normal Main Waste Bank. The methods used are direct participation and participatory observation, with a focus on cleanliness actions and community education. The results of the service show an increase in public awareness, the formation of environmental working groups, and changes in behavior that support the sustainability of the program. This service provides a real contribution to building a culture of clean and healthy living in the community and strengthening the role of students in community empowerment. This community service activity aims to strengthen the role of administration in increasing community participation in community service activities in Nendali Village, East Sentani District, Jayapura Regency. So far, community activities in the village have been carried out informally without an orderly administration system, making it difficult to evaluate and sustain activities. Through a participatory approach, this activity invites residents to be directly involved in community service to clean the environment and participate in discussion sessions on the importance of simple recording in social activities. The results of the activity show an increase in community awareness of the importance of administration, marked by the use of attendance lists, meeting minutes, and activity documentation. In addition, this activity also encourages a more organized and transparent spirit of mutual cooperation. Analysis of community involvement shows that administration has a significant influence in forming a sense of responsibility and social accountability at the community level. The challenges faced include limited time for residents and understanding of administration, but can be overcome through a practical and educational approach. This activity has positive implications and can be replicated in other villages with similar conditions.

Climate change is an urgent global challenge demanding local adaptation and mitigation. This research focuses on evaluating the sustainability of the Climate Village Program ProKlim in Kampung Airport, Teluknaga Village, Tangerang Regency. Although this location achieved national "ProKlim Utama" status in 2022, initial observations revealed a significant decline in program implementation. Identified issues include neglected facilities, suboptimal institutional management, decreased community participation, and regulatory gaps. This study employed a descriptive qualitative approach with a case study design, applying Leo Agustino’s policy evaluation model. Data was collected through interviews with relevant informants, direct field observations, and document analysis. The data analysis followed the interactive model of Miles and Huberman, with source and technique triangulation ensuring the findings' credibility. The research indicates that despite initial competence and positive characteristics of ProKlim managers, several factors hinder its sustainability. These include human resource capabilities technical skills and limited personnel, institutional management lack of formal structure and inconsistent monitoring, infrastructure maintenance damaged facilities and insufficient operational budget, and inadequate understanding of regulations. The long-term success of ProKlim in Kampung Airport is threatened by a lack of strong institutionalization, consistent resource allocation, and sustained multi-stakeholder involvement beyond the initial certification momentum.

Sentani Kota Village as a strategic area experiences significant pressure due to population growth and economic activities, facing complex problems including the conversion of agricultural land and forests into residential and commercial areas, low public awareness about sustainable spatial planning, and weaknesses in law enforcement and supervision. This condition potentially threatens the environmental sustainability and ecosystem of Lake Sentani. This study aims to evaluate the suitability of spatial utilization in Sentani Kota Village, Sentani District, Jayapura Regency, focusing on two main issues: the level of conformity between existing spatial utilization and the Regional Spatial Plan (RTRW) guidelines, and the factors that support and hinder the effectiveness of RTRW implementation. Conducting overlay analysis of existing conditions and spatial pattern maps, complemented by field verification at 28 observation points and stakeholder interviews with the Spatial Planning Agency. The results show that 76.5% (2,759.07 hectares) of spatial utilization conforms to RTRW guidelines, while 22.9% (825.98 hectares) remains non-conforming, and 0.6% (21.66 hectares) violates regulations. Supporting factors include routine monitoring protocols, high conformity levels in designated areas, firm enforcement actions, and community leadership involvement. Conversely, hindering factors encompass low public compliance, non-conforming zones prone to violations, inconsistent enforcement responses, various types of violations, limited sanction mechanisms, and inadequate preventive measures. This study recommends targeted enforcement in critical zones, transition planning for non-conforming areas, lake buffer zone management, enhanced community participation, and systematic monitoring protocols to achieve more effective spatial utilization control.

This study aims to analyze the implementation of Good Governance principles, including accountability, transparency, and participation in the management of Village Funds in Tambaksari Kidul Village, Kembaran Subdistrict, Banyumas Regency. The research method uses a descriptive qualitative approach with data collection techniques through interviews, observations, and documentation. The results of the study indicate that accountability in village financial reporting has been carried out in accordance with regulations, although there are still delays in reporting. Transparency in budgeting and the implementation of village funds has been conducted through village meetings and village information media, but has not yet reached the stage of impact evaluation. Community participation is quite active in planning and implementation, but minimal in the evaluation stage. Challenges faced include limited human resources, infrastructure, and low community participation. Strengthening human resource capacity, improving information transparency, and optimizing inclusive village meetings are needed to support better village fund management.

This report presents the findings of an observation on the role of youth organizations as a platform for nurturing and developing the potential of the younger generation. The observation was conducted on several youth organizations in the local area that are actively involved in social, educational, and entrepreneurial activities. The results indicate that youth organizations contribute significantly to fostering leadership spirit, shaping positive character, and increasing youth participation in community development. However, challenges such as limited facility support and weak internal coordination remain obstacles. This report is expected to provide a realistic overview of the importance of strengthening youth organizations in the effort to develop a competitive and integrity-driven young generation.

This study aims to analyze the effectiveness of village fund expenditure in Kedamean Village, Kedamean District, Gresik Regency in 2025. The approach used is qualitative with descriptive methods, through in-depth interviews with the Village Head, Treasurer, and Village Consultative Body, as well as analysis of official documents such as budget realization reports and Village Budget Work Plans. The results of the study indicate that village fund expenditure in Kedamean Village is classified as very effective which has followed the principles of transparency and accountability according to regulations, but several obstacles are still found such as inconsistencies between planning and implementation, limited capacity of village officials, and less than optimal realization of development programs and community empowerment. This study recommends strengthening the capacity of village officials, increasing community participation, and optimizing internal and external supervision to increase the effectiveness of village fund expenditure in order to achieve sustainable village development and improve community welfare.

Corruption remains a longstanding issue that continues to draw attention—not only at the national and regional levels but also at the village level, which serves as the frontline of governance. Since 2015, the Indonesian government has disbursed Village Funds to promote rural development and welfare; however, misuse of these funds frequently occurs. This study focuses on Kadubeureum Village, Serang Regency, which in 2020 became the site of a corruption case involving village officials. A qualitative case study approach was employed, utilizing interviews, observations, and documentation. The findings reveal that community participation in the management of the Village Budget (APBDes) is relatively good, with active involvement from various village groups. However, transparency remains weak due to limited access to information and outdated budget information platforms. The management of the APBDes is not fully open to the public, which undermines community trust. These findings indicate that weak transparency, accountability, and oversight in APBDes management may contribute to the occurrence of corruption at the village level.

This study aims to analyze and describe the effectiveness of Village Fund Allocation (ADD) management, as well as the supporting and inhibiting factors in Negeri Amahusu, Nusaniwe District, Ambon City. The research employs a qualitative method with in-depth interview techniques for data collection.Based on the findings, it can be concluded that the management of Village Fund Allocation (ADD) in Negeri Amahusu is transparent, but community participation needs to be improved through more effective socialization and communication. The use of ADD aligns with the planned budget, yet challenges persist in fund disbursement and transparency in proposal acceptance. Financial administration is carried out accountably, despite encountering technical difficulties in transaction recording. The capacity of village officials still requires improvement, particularly in understanding updated regulations and financial reporting. Community participation is relatively high in village meetings and mutual cooperation activities, although material contributions remain limited. Coordination between institutions functions effectively, yet formal communication must be enhanced to ensure clearer information dissemination and greater community involvement.

Noble human character and ukhuwah Islamiyyah are the main pillars in building a harmonious, religious and civilized society. Larike Village faces the challenge of declining community participation in religious activities, especially recitation and commemoration of the Prophet's birthday, which has the potential to weaken the social and moral values of the community. This community service aims to strengthen character and ukhuwah through an innovative approach by holding Maulid Nabi activities in rotation at residents' homes, integrating the exemplary value of the Prophet, Islamic parenting, and intensive social interaction. This participatory and cultural-based implementation method succeeded in reviving the collective spirit and strengthening awareness of the mother's role as an agent of family and community change. The results of the service showed a significant increase in religious spirit, quality of ukhuwah, and parenting awareness. This model proved to be effective, sustainable, and has the potential for replication in other communities facing similar challenges

Village infrastructure is an important foundation for local economic development and improving the welfare of the community in the area. However, the obstacles often encountered include ineffective budget planning, lack of community participation, and weak supervision in budget implementation. Nevertheless, there is potential for improvement through the implementation of an integrated village financial information system and active community involvement in the village development planning deliberation process (Musrenbangdes). This study employs a qualitative approach, utilizing primary data obtained through interviews and secondary data from journal sources and previous research. The results of this study indicate that village infrastructure development through the APBDes begins with the participatory preparation of the RKP, involving RT, RW, and BPD. Funding comes from the APBDes, PAD, and community self-help. The focus of development has now shifted to community empowerment, especially women, through skills training. APBDes management faces challenges in meeting sudden needs and relies on deliberation for solutions. Transparency is maintained through budget publication, and project implementation considers environmental aspects. Evaluations are conducted by the Inspectorate and District Office, while the community also monitors and critiques implementation. Regarding the food security program, there will be a shift in management to BUMDes starting in 2025, pending new regulations. The APBDes covers revenue, expenditures, and financing, with village deliberations as the highest forum for approval. Village funds are considered insufficient, so assistance from the Regional People's Representative Council (DPRD) also plays an important role.

The community as voters has a very important role because it is one of the factors that determine the success or failure of organizing elections. The purpose of this research is used as information on the role of election organizers, in this case the District Election Committee (PPK) at the Sumbermanjing Wetan District Level, Malang Regency in its efforts to increase community participation and as knowledge about general elections to be used as an evaluation in organizing future elections. This research uses phenomenological qualitative research methods through in-depth source interviews and observation notes to election organizers, namely members of the District Election Committee (PPK) in Sumbermanjing Wetan District, Malang Regency. PPK in socialization activities to the community cooperates with the District Election Supervisory Committee (Panwascam) in supervision and socialization, government agencies, government institutions and local village community organizations in disseminating socialization to the community because it is able to reach all communities that have limited accessibility. The declining level of community participation needs to be reviewed so that people who abstain from voting or who do not use their voting rights can actively participate in realizing democracy. In addition, a wise evaluation of the regulations, technical implementation, accuracy of voter data, neutrality and integrity of the electoral process is needed.

The tourism industry is a very important part of the development of society in this modern era. Aceh Singkil Regency with its natural potential offers destinations such as Cemara Indah Beach. Even though it suffered damage due to abrasion, the government and society are trying to restore it. It is necessary to implement Sapta Pesona to increase tourist visits. This research aims to evaluate the application of Sapta Pesona at Cemara Indah Beach, providing theoretical and practical benefits as a reference with the hope of developing tourist attractions and community participation in the tourism industry. The research method used by researchers is qualitative research with a descriptive approach through in-depth interview techniques with informants. This research was carried out by collecting data from informants, namely tourism managers, tourists, business actors and village governments. This research shows that the integration of the Sapta Pesona concept into the Cemara Indah Beach tourist attraction has had a significant positive impact. Security and other elements of Sapta Pesona are effective in increasing the attractiveness of the destination. Further development recommendations are needed to ensure sustainable growth, attract more visitors and have a positive impact on the local economy. In conclusion, the implementation of Sapta Pesona at Cemara Indah Beach shows the management's commitment to improving the quality of the destination. Although efforts have been made to create a safe and clean environment, several obstacles such as local community involvement, changes in tourist behavior, infrastructure, and economic factors still need to be overcome. Suggestions involve educational campaigns, community participation, infrastructure improvements, collaboration with the private sector, sustainable economic initiatives, security technology, and improving service quality. With these steps, Cemara Indah Beach has the potential to become an attractive and sustainable tourist destination.

The development of mangrove ecotourism in the Wonorejo area of Surabaya represents an effort to preserve the environment while simultaneously empowering the local economy. This study aims to analyze the implementation of mangrove ecotourism development through active participation of the Wonorejo village community. A qualitative research approach was employed, utilizing data collection techniques such as observation, in-depth interviews, and documentation. The results indicate that community participation is evident in various aspects, including ecotourism management, tourism service provision, and environmental education. However, the development process still faces several challenges, such as limited infrastructure access, funding constraints, and the need to enhance human resource capacity. Therefore, collaboration between the government, local communities, and private stakeholders is essential to establish a sustainable ecotourism ecosystem that provides balanced economic, social, and ecological benefits.

Infrastructure development often faces challenges, especially with manual and unintegrated reporting systems. Manual reporting is time-consuming, prone to errors, and difficult for stakeholders to access, leading to supervision issues, budget misuse, and project delays. To address these problems, integrated digital reporting systems offer a promising solution to improve efficiency, transparency, and accountability. This study evaluates the effectiveness of the SILAT JANTAN application in supporting road infrastructure damage reporting in Kabupaten Madiun. Using a qualitative descriptive approach, data were gathered through in-depth interviews, field observations, and document analysis. The study applies the Technology Acceptance Model (TAM), focusing on perceived usefulness and ease of use by application users. Results indicate that SILAT JANTAN enhances reporting effectiveness, although challenges such as limited socialization and community participation remain. Recommendations include improving socialization, user training, and system strengthening to support sustainable technology adoption. This research aims to guide the development of a more effective and efficient digital reporting system to improve public services in Kabupaten Madiun.

Motorcycle theft is one of the most dominant forms of property crime in the Kebraon area, Karangpilang District, Surabaya City, and raises serious concerns among the community. This study aims to increase public awareness in preventing motorcycle theft by strengthening the role of the Security Unit (Satpam). The method used is a qualitative approach with data collection techniques in the form of interviews, observations, and documentation. The results of the study indicate that the presence of active, trained Satpam and having good relationships with the community can increase a sense of security and reduce crime rates. In addition, community participation and synergy between Satpam and the police have proven important in creating a safe environment. The author recommends routine training for Satpam, security socialization to residents, and the use of reporting technology as strategic steps in preventing crime. With this collaborative approach, it is hoped that a safer and more conducive environment will be created for community activities.

Hypertension is one of the most common chronic diseases among the elderly and serves as a major risk factor for cardiovascular diseases. The management of hypertension not only relies on medical interventions but also requires active community participation, particularly from elderly health cadres. The objective of this activity is to empower elderly health cadres in the management of hypertension through education, training, and mentoring. The methods used include health education sessions, blood pressure measurement training, the development of monitoring schedules, and the distribution of educational leaflets. The results of the activity showed an increase in the knowledge of elderly cadres about hypertension, improved skills in blood pressure measurement, and a strengthened commitment to regularly monitor elderly individuals with hypertension. This initiative is expected to reduce the incidence of hypertension-related complications and enhance the quality of life of the elderly in Bangun Rejo Village

This study aims to analyse the practices of community-based tourism development, the level of community participation and to formulate a collaborative development model to strengthen its management system. A qualitative approach with a case study design is employed. The researcher conducted observations of community-based tourism practices, in-depth interviews with local residents and a review of relevant literature. The collected data will be analysed using a descriptive qualitative method. The data will be reduced, verified, and concluded based on the analysis carried out. The research findings indicate that although there is considerable potential for adventure tourism, there are still significant shortcomings in its development. Therefore, a collaborative development pathway is needed to enhance the management system in the future, so as to generate meaningful social implications for the local community.

Watershed management requires active community participation as a key actor in ensuring environmental sustainability. This study aims to analyze the forms, levels, and factors influencing community participation in the management of the Bone Bolango Watershed in Gorontalo Province. The method used is a descriptive qualitative approach supported by quantitative data from questionnaires distributed to 45 respondents. The results show that 75.6% of respondents are unaware of watershed programs, and only 24.4% have been involved in the planning stage. In the implementation stage, participation reaches 53.3%, mainly in reforestation and waste management activities. About 48.9% are aware of the evaluation process, but only 40% consider it transparent. Some community members (44.4%) perceive economic benefits, especially from planting productive trees. Educational activities are considered effective by 71.1% of respondents, although participation remains limited. The Bone Watershed Forum is viewed as strategic, yet community involvement needs to be strengthened. Enhancing local institutional capacity, transparency, and cross-sector collaboration is essential to improving sustainable community participation in watershed management.
