This study aims to analyze the influence of accountability, transparency, rule of law, effectiveness, and efficiency on local government performance with supervision as a moderating variable in the Langkat Regency Government. This study uses an associative research method with a quantitative approach based on numbers. The study population consisted of 40 Regional Work Units (SKPD) with 120 respondents determined through purposive sampling techniques, with the criteria of heads of departments/agencies, secretaries, and treasurers who have served for at least the last five years. Primary data were obtained through distributing questionnaires using a Likert scale, and data analysis was carried out with the help of SmartPLS 4.0 software. The results of the study indicate that the variables of accountability, transparency, rule of law, and effectiveness and efficiency have a positive and significant effect on local government performance. However, the results of the moderation test indicate that supervision only plays a significant role as a moderating variable in strengthening the relationship between the rule of law and local government performance. Meanwhile, supervision does not significantly moderate the relationship between accountability, transparency, and effectiveness and efficiency on local government performance. These findings are expected to be a consideration for local governments in improving the quality of governance, especially through strengthening the rule of law supported by an effective monitoring system.

The Corruption Eradication Commission (KPK) plays a crucial role in combating corruption in Indonesia. This institution was established to address various corruption cases involving public officials, with the aim of increasing transparency, accountability, and justice in government administration. However, KPK faces numerous challenges in carrying out its duties, such as revisions to laws that limit its authority and obstacles in coordination with other law enforcement agencies. The factors causing corruption in Indonesia are complex, including weak oversight, a permissive culture towards corruption, and lack of transparency in state budget management. KPK not only focuses on taking action against corruption perpetrators but also strives to recover state losses through asset confiscation mechanisms. Despite this, KPK's effectiveness in combating corruption is often hindered by both internal and external challenges. Therefore, it is important to continuously strengthen coordination among law enforcement agencies and encourage legal reforms to enhance this institution. With stronger commitment from all parties, corruption eradication in Indonesia can be more effective, leading to a clean government free from corruption practices.

The rise of trade in protected wildlife threatens the preservation of biodiversity in Indonesia, especially in the Aceh and North Sumatra regions. This is because punishment does not provide a deterrent effect to the perpetrators and the involvement of officials in its implementation, so that law enforcement against the trade in protected wildlife has not been felt effective in the eyes of the public. In this thesis, the author wants to know the extent of the effectiveness of law enforcement carried out by Forestry Civil Servant Investigators (PPNS) against protected wildlife trade through issues related to law enforcement, obstacles in law enforcement and efforts that have been made to overcome these obstacles. This research was conducted in Section I of the Sumatra Regional Environmental and Forestry Law Enforcement Center. The research method used is a case study with a qualitative approach. Data was collected through interviews with PPNS Forestry and related parties, as well as analysis of documents related to protected wildlife trafficking cases. The results of the study show that the effectiveness of law enforcement by PPNS Forestry has been quite effective, although it is still faced with several obstacles in its implementation. Law enforcement against the trade in protected wildlife starts from preemptive, preventive, repressive and judicial actions. Light punishment, the use of undercover buy techniques, proof of evidence, involvement of officials, facilities and infrastructure, human resources and public awareness are still factors that hinder law enforcement. Therefore, efforts have been made to overcome these obstacles by revising the law, strengthening intelligence networks, adding and increasing human resources, coordinating with related agencies and socializing to the community. The author recommends that socialization be carried out to law enforcement officials regarding the equality of perception in the implementation of Law Number 32 of 2024 and establish close cooperation with the TNI and Polri intelligence networks and make strict rules against officers involved in the trade of protected wildlife.

This study analyzes the effectiveness of multi-stakeholder collaboration in the implementation of the Complete Systematic Land Registration (PTSL) program in Bunut District, Pelalawan Regency. The PTSL program as a government effort to provide legal certainty over land ownership requires cooperation from various stakeholders in its implementation. With a qualitative approach and case study design, this study uses the collaborative governance framework from Emerson et al. (2012) to analyze three main dimensions of collaboration: principled engagement, shared motivation, and capacity for joint action. Data were collected through in-depth interviews with 27 informants, participant observation, focus group discussions, and documentation studies. The results of the study indicate that multi-stakeholder collaboration in the implementation of PTSL in Bunut District shows varying effectiveness in various dimensions. In the principled engagement dimension, collaboration is quite effective in the aspects of discovery and definition, but is still limited in the aspects of deliberation and determination. In the shared motivation dimension, there are limitations in building mutual trust and understanding between the community and technical agencies. Meanwhile, in the capacity for joint action dimension, there are strengths in the aspects of procedural arrangements and leadership, but significant limitations in the aspects of knowledge and resources. Supporting factors for collaboration include political commitment, community awareness, the role of traditional leaders, effective communication platforms, and academic involvement. Meanwhile, inhibiting factors include differences in interests between stakeholders, limited technical capacity at the village level, communication and coordination problems, historical land complexity, and budget constraints. The study recommends strategies to increase the effectiveness of collaboration through strengthening multi-stakeholder forum institutions, developing technical capacity, increasing transparency and accountability, developing effective conflict resolution mechanisms, strengthening the role of village governments, and allocating adequate resources. The research findings contribute to the development of collaborative governance theory in the Indonesian context, especially in rural areas with unique socio-cultural characteristics.

This study aims to analyze the legal aspects of public information disputes in the context of state administration, focusing on the Decision of the Jakarta State Administrative Court (PTUN) Number 410/G/KI/2024/PTUN.JKT. A public information dispute is a dispute between a public agency and an information applicant regarding the right to obtain and use public information based on laws and regulations. In the era of globalization and the development of information technology, access to public information is one of the important pillars in realizing transparent and accountable governance. In Indonesia, the right to public information is guaranteed by Law Number 14 of 2008 concerning Openness of Public Information (UU KIP). However, in practice, disputes often occur between public agencies and the public regarding the fulfillment of the right to information. The Decision of the Jakarta PTUN Number 410/G/KI/2024/PTUN.JKT is an important case study because it reflects the dynamics of law in resolving public information disputes at the state administration level. This study uses a normative legal approach with a case study method. Data were obtained from the analysis of PTUN Jakarta decisions and related legal documents. The results of the study show that public information disputes often occur due to unclear boundaries between information that can be accessed by the public and that which must be protected. The Jakarta PTUN decision emphasizes the importance of consistency in the application of the Consequence Test Sheet and emphasizes that information related to public services must be open to public access. This study contributes to understanding the legal complexity behind public information disputes and provides recommendations for improving the dispute resolution system in the future. In addition, this study also reminds us of the importance of a balance between public information transparency and personal data protection, especially in the context of state administration.

Human resource management (HR) in the government sector, especially in the Public Works and Spatial Planning Agency (PUPR) of North Sumatra Province, has a crucial role in determining the effectiveness and efficiency of public services. However, HR management in government agencies still faces various challenges, such as complex bureaucracy, lack of innovation, and employee competency gaps. This study aims to analyze the challenges in HR management and the factors that influence employee performance in order to formulate strategies for optimizing HR management in the government sector. Using qualitative research methods, data were obtained through interviews, document studies, and literature reviews. The results of the study indicate that a rigid personnel system, lack of competency development, and a recruitment and promotion system that is not fully performance-based are the main factors that hinder the effectiveness of employee work. Therefore, reforms are needed in the HR management system, such as improving the recruitment, promotion, and rotation mechanisms of employees, strengthening competency development policies through adaptive training programs, and implementing a performance evaluation system based on objectivity and transparency. With this optimization strategy, it is hoped that employee performance at the PUPR Office of North Sumatra Province can improve, so that public services become more effective and professional.

This study explores the role of the Catholic Church in fostering dialogue with migrants and refugees in the Diocese of Maumere, Indonesia, while also examining its pastoral and theological responses to the complex challenges posed by modern migration. As migration becomes a pressing global issue, the Church is called to be a beacon of compassion, justice, and inclusion for those displaced from their homelands. Employing a qualitative research method, this study utilizes both fieldwork and literature review, with data gathered through in-depth interviews with clergy and community members, as well as analysis of ecclesiastical documents and pastoral guidelines. The findings reveal that the Church implements three primary forms of dialogue: the dialogue of presence, which emphasizes being physically and emotionally present with migrants; the dialogue of life, which promotes shared daily experiences and mutual respect; and the dialogue of liberation, which focuses on advocating for the rights and dignity of refugees. Despite these efforts, the Church faces several challenges, including limited financial and human resources, bureaucratic inefficiencies, and cultural resistance from segments of the local population. To address these obstacles, the study recommends that the Church strengthen collaboration with government agencies and civil society organizations, enhance education and empowerment initiatives for refugees, and promote community awareness on the values of solidarity and acceptance. By adopting a comprehensive and sustainable approach, the Church can reinforce its mission to serve the marginalized and uphold the inherent dignity of every human being, especially those most vulnerable due to forced migration and displacement.

Casework is a process used by humanitarian service agencies to assist individuals in addressing social functioning issues. This process includes several stages: engagement, assessment, planning, intervention, evaluation, and termination. This study examines the application of the casework method with a client named SM, a 30-year-old widow with two children facing economic and social limitations. Through interviews and observations using the BPSS (Bio, Psycho, Social, Spiritual) approach, the practitioner assessed the client’s condition, revealing that SM struggled with economic difficulties and challenges in providing adequate care for her children. In the intervention stage, SM was provided with a program to develop weaving skills, which led to the production of woven mats, curtains, and decorations. Monitoring was conducted to ensure that the client adhered to the program, ultimately increasing SM’s income to Rp 40,000 per day. In the termination stage, the cooperation between the practitioner and the client was concluded as the agreed-upon goals had been achieved. This study demonstrates that with the right approach, individuals facing social and economic limitations can develop their potential and improve their well-being.

Integrated public services in a one-stop service system, such as the one implemented at the Mal Pelayanan Publik (MPP) Badung, serve as an answer to the public's demand for efficient, fast, and transparent bureaucracy. However, in its implementation, MPP still faces various strategic challenges, such as fragmentation between agencies, limited human resources, and suboptimal digital system integration that supports cross-sector services. This study aims to analyze adaptive and collaborative managerial strategies to address these challenges and explore digital innovation opportunities to improve service quality. By using a literature review method from various journals, policy reports, and supporting documents, this study shows that the success of the one-stop service system greatly depends on visionary leadership, synergy between agencies, and adequate technological support. The discussion concludes that flexible, responsive managerial strategies that emphasize cross-agency collaboration can enhance efficiency and user satisfaction. Therefore, updating digital systems, involving the community, and improving human resource capacity are crucial steps in realizing modern and sustainable public services. Another key factor for success is the adoption of innovative digital technologies. By investing in digital infrastructure, MPP can automate many of its processes, reducing paperwork, speeding up response times, and ensuring better coordination between departments. The development of user-friendly platforms and mobile applications will also allow citizens to access services more easily, improving their satisfaction. Additionally, involving the community in the decision-making process through feedback and engagement mechanisms can help identify areas for improvement and tailor services to better meet the public's needs. To ensure long-term success, continuous capacity building for human resources is essential. Well-trained staff, equipped with the skills and knowledge to operate advanced systems, will be able to provide higher-quality services.

This research describes the Implementation of Population Administration Policies on Administrative Vulnerable Populations (Study on Suku Anak Dalam in Bungo Regency, Jambi Province). Based on the results of the research, it can be concluded that the implementation of population administration in administratively vulnerable populations such as Suku Anak Dalam (SAD) has been implemented by the Bungo District Government through the Bungo District Population and Civil Registration Office, but only a small proportion of SAD residents are recorded and obtain population documents. This is due to the absence of specific regulations governing the data collection and recording of administratively vulnerable populations such as SAD. In addition, the causes of the lack of optimal administration of administratively vulnerable populations such as SAD in Bungo Regency, Jambi Province are limited resources and funds, as well as natural factors due to the distance from the city, a nomadic and closed lifestyle, plus language problems that are difficult to understand. Therefore, in order to achieve Orderly Population Administration specifically for vulnerable populations such as SAD, there needs to be a policy that applies specifically to SAD residents in addition to policies that apply generally in population administration data collection. In addition, the relevant agencies can carry out cross-sectoral cooperation and need to make special plans regarding the financing of data collection and form a Special Officer Unit to carry out data collection of administratively vulnerable populations such as SAD in the Bungo Regency area.
