The purpose of this study is to evaluate income inequality and poverty as key indicators of uneven economic development in North Sumatra Province in 2024. This study analyzed various secondary sources, including BPS reports, SINTA-indexed national journals, and regional economic policy publications. The results show that regencies in the west coast and mountainous regions of North Sumatra tend to be lagging behind, while urban areas such as Medan and Deli Serdang have the highest concentration of economic growth, meaning that income inequality remains at a moderate-high level. The finding that economic progress remains uneven is reinforced by the fact that the poverty rate remains higher than the national average. From the results of this study, not only economic factors influence inequality and poverty, but also structural factors such as infrastructure access, human labor quality, and regional fiscal inequality. Therefore, more inclusive and integrated policies are needed to address inequality and improve welfare across all provinces.

The exchange of information in the digital era has become a general need for society. However, the information sent often has a public or confidential nature. Therefore, security is needed so that confidential information remains safe. Cryptography is a field of knowledge used to secure information using encryption and decryption processes. One of the cryptographic methods used is the permutation method, which changes the layout, sequence, or structure of data into a form that is difficult to understand without knowledge of the exact key. Implementing cryptography using the permutation method in Android-based applications can increase the security and privacy of user data, as well as protect sensitive information from unauthorized access. This research aims to implement permutation method cryptography in Android-based applications to protect the confidentiality or privacy of user data. By using the permutation method, the sequence of bits or characters in the data is scrambled so that it is difficult for unauthorized parties to understand. The research results show that the implementation of permutation method cryptography in Android applications can provide a higher level of security in maintaining data confidentiality. However, it is worth considering that simple permutation methods may not be secure enough to deal with more sophisticated attacks. Therefore, choosing a stronger cryptographic method needs to be considered to achieve a higher level of security. In conclusion, implementing cryptography using the permutation method in Android-based applications can increase the security and privacy of user data. The permutation method is able to randomize the sequence of bits or characters in the data so that it is difficult for unauthorized parties to understand. However, for a higher level of security, it is necessary to consider stronger cryptographic methods.

This study aims to analyze the effectiveness of the implementation of the subsidized housing program for low-income communities in Pekanbaru City. The background of this research stems from the high demand for decent housing among low-income groups and the government’s challenge in ensuring equitable access to affordable housing. The research method employed is descriptive qualitative with a policy study approach. Data were collected through in-depth interviews with officials from the Department of Public Housing and Settlement Areas, housing developers, banking institutions, and program beneficiaries. Field observations and documentation were also conducted to strengthen data validity. The results show that the implementation of the subsidized housing program in Pekanbaru City has been in line with national policies, yet its effectiveness remains suboptimal. This condition is influenced by insufficient policy dissemination, limited strategic land availability, inaccurate targeting of beneficiaries, and weak supervision mechanisms. On the other hand, supporting factors such as regulatory support, partnerships with the private sector, and accessible financing through subsidized home ownership loans have contributed to the program’s success. In conclusion, the effectiveness of program implementation can be improved through stronger inter-agency synergy, transparency of beneficiary data, and institutional capacity building so that the goal of equitable access to decent housing for low-income communities can be sustainably achieved.

This study aims to analyze how digitalization of governance, particularly through the implementation of e-financial reporting, digital audit trails, and cloud-based data security and reliability systems, contributes to increased transparency, accountability, and data protection in educational institutions. Using a qualitative approach with in-depth interviews and thematic analysis, this study reveals that digitalization can create a more objective, standardized, and difficult-to-manipulate control mechanism. The e-financial reporting system strengthens transparency through open processes and reduces opportunities for irregularities. Digital audit trails provide authentic evidence that facilitates the process of verification, monitoring, and tracking every administrative activity in real time. Meanwhile, data security supported by layered encryption, automatic backups, and emergency recovery access increases internal and external trust in the integrity of information systems. These findings indicate that digitalization not only provides technical tools but also forms a more disciplined, adaptive, and public accountability-oriented governance structure. This study broadens understanding of the relationship between digital technology and organizational culture and provides a theoretical foundation for developing a more reliable and sustainable information system-based educational governance model.

Efficient and integrated public transportation services are a strategic need in sustainable urban development. The Surabaya City Government through the Transportation Department initiated the Wira-Wiri Feeder service on the Bratang-Pasar Turi route (FD07) as a feeder mode that connects densely active areas in the east and west of the city. This study aims to evaluate the implementation and performance of FD07 services using the public policy evaluation framework of William N. Dunn (2003) which includes the dimensions of effectiveness, efficiency, adequacy, justice, responsiveness, and policy accuracy. The research uses a descriptive qualitative approach with data collection techniques through field observations, in-depth interviews, and documentation studies. The results of the study show that the implementation of FD07 services has been running according to operational procedures with an average of 651 passengers per day, supported by field supervision and the Surabaya Integrated Urban Transport System (SIUTS) digital system. However, there are still obstacles in the form of limited fleet numbers, non-professional drivers, limitations of senior mechanics, and inadequate system development budgets. Dunn's six-dimensional evaluation shows that the effectiveness and efficiency of the service are in the medium category, with the main challenges being the accuracy of schedules and the accessibility of bus stop facilities for people with disabilities. This study concludes that improving the quality of human resources, adding fleets, strengthening digital systems, and massive public socialization are strategic steps to realize effective, inclusive, and sustainable feeder services in the city of Surabaya.

The rapid growth of online commerce in Indonesia has significantly transformed the way people fulfill their daily needs by providing easier, faster, and more flexible access to goods and services through digital technology. Despite these advantages, the development of e-commerce also presents serious challenges, including rising cases of online fraud, discrepancies between advertised and delivered products, failed transactions, and personal data breaches that threaten consumer privacy. These issues create imbalances in digital contractual relationships, undermining trust and legal certainty for buyers. This study aims to analyze the implementation of the principle of fairness for consumers in e-commerce practices in Indonesia, while also identifying regulatory weaknesses and existing dispute resolution mechanisms. Using a normative legal research approach supported by case studies, the study examines the effectiveness of relevant legal frameworks, particularly the Consumer Protection Law (UUPK) and the Electronic Information and Transactions Law (UU ITE). The findings reveal that although these regulations provide a legal basis for consumer protection, their implementation remains inadequate. Weak supervision of online business actors, limited accountability of platform providers in ensuring transaction security, and complex, costly compensation procedures continue to hinder consumer rights protection. These conditions highlight the urgent need to strengthen consumer protection systems that are more adaptive, efficient, and oriented toward public interest. The study emphasizes the importance of improving online dispute resolution mechanisms, enhancing transparency and responsibility of digital platforms, and expanding digital literacy among consumers. Such measures are essential to ensure that fairness in e-commerce is not only guaranteed normatively, but also effectively realized in everyday digital transactions.

Educational inequality in Indonesia remains a significant challenge, as reflected in the low proportion of citizens with higher education degrees and the predominance of high school graduates as the highest educational attainment. University students, as part of the educated minority, hold a moral responsibility to redistribute the academic privilege they possess to the broader community. This article presents a report on a Community Service Program (PKM) titled It’s English Buddy, an online English-teaching initiative launched by students of the International Relations Study Program at UPN Veteran Jakarta. The program offers individual and group English conversation sessions at affordable prices, adopting a non-distributing profit approach to ensure operational sustainability. Supported by literature on the effectiveness of online learning in enhancing academic performance through flexibility and accessibility, the program has successfully reached participants of various ages and backgrounds. The results show that most participants are women and were recruited primarily through personal networks, highlighting the importance of public communication strategies and trust-building. Overall, It’s English Buddy demonstrates the potential of student-led grassroots educational initiatives as a meaningful contribution to expanding learning opportunities within society.

The main problem in empowering fish farming communities in Dawuhan Village, Poncokusumo District, Malang Regency is how to empower communities through the Peti Koin Bermantra Program in Dawuhan Village, Malang Regency, such as low managerial capacity, weather constraints, high feed prices, and limited market access, which have an impact on the suboptimal economic improvement of the community. This study aims to analyze the implementation of the Peti Koin Bermantra Program in empowering fish farming communities to improve their economic welfare. The study uses a qualitative method with a descriptive approach, as well as the community empowerment theory of Hashemi, Schuler, and Riley (1996). The results show that the Peti Koin Bermantra Program contributes positively to improving community welfare through eight empowerment indicators, such as increased mobility, small-scale purchasing power, ability to make larger purchases, involvement in major decisions, freedom, political and legal awareness, participation in public protests and political campaigns, economic security, and contribution to family support. The success of the program was supported by collaboration between facilitators, the East Java Provincial Marine and Fisheries Service, and the Malang Regency Fisheries Service, although there were still obstacles in terms of capital, group management, and product innovation. The rapid development of digital technology has driven the advancement of the gaming industry in Indonesia, including the emergence of local games such as DreadOut by Digital Happiness, which has gained international recognition. However, this success is accompanied by serious challenges in the form of piracy through illegal websites that harm copyright holders. This study aims to analyze the legal protection of the game DreadOut against piracy practices based on Law Number 28 of 2014 concerning Copyright. The method used is a normative juridical approach through statutory analysis and literature study. The findings show that DreadOut is a copyrighted work categorized as a video game and is legally protected. Nevertheless, law enforcement against piracy still faces various obstacles, such as the complaint-based offense system, low public awareness, and the ease of access to piracy sites. Therefore, stronger inter-agency cooperation, policy reforms to shift complaint-based offenses into ordinary offenses, and public education to increase respect for intellectual property rights are needed. Effective legal protection will support the growth of the local gaming industry and ensure the sustainability of Indonesian creative works in the digital era.

This study describes the development of a web-based Archival Information System aimed at improving the efficiency and accuracy of managing incoming and outgoing correspondence at the Teluk Nibung Sub-District Office in Tanjungbalai City. The system enhances administrative workflows by digitizing key processes, including the receipt, verification, recording, and archiving of incoming letters, as well as the preparation and distribution of outgoing letters. Management of incoming and outgoing documents is handled separately to ensure systematic processing and to reduce errors commonly found in manual administration. Developed using web-based technologies and supported by a MySQL database, the system enables flexible access, automated data storage, and faster document retrieval. The implementation results indicate notable improvements in administrative performance, such as quicker processing times, reduced reliance on paper-based archives, and improved data security. Overall, the system supports the modernization of public sector administration and contributes to more effective, reliable, and sustainable archival management practices at the sub-district office level.

The rapid development of information technology has encouraged various educational institutions, including non-formal education providers, to utilize digital media as an effective means of information dissemination and communication with the wider community. Taman Pendidikan Al-Qur’an (TPQ) Jabal Annur, located in Tambun Selatan, Bekasi Regency, still experiences limitations in delivering information to the public due to the absence of a website-based information medium. Currently, information related to the institutional profile, learning activities, schedules, and official announcements is conveyed through conventional methods, which are less effective and have limited reach. Therefore, this community service activity aims to assist TPQ Jabal Annur in developing a simple, functional, and accessible information website using HTML and CSS, as well as deploying it through the GitHub Pages platform. The implementation method consists of several stages, including initial observation to identify partner needs, website interface and content design, website development, and implementation and deployment. The result of this activity is an official TPQ website that can be accessed online and functions as a centralized information medium for students, parents, and the surrounding community. The availability of this website is expected to enhance the effectiveness, accuracy, and accessibility of information delivery, as well as to support the digital transformation process in non-formal religious education institutions in adapting to the demands of the digital era.

This study seeks to examine how halal certification policies are implemented as a strategy to expand market access for food-based MSMEs in Dumai City. Using a literature review within a qualitative descriptive framework, the research explores the regulatory foundation, the Free Halal Certification Program (SEHATI), and the respective roles of BPJPH, local government, and MUI. Findings indicate that halal certification functions not only as a form of religious assurance but also as an economic tool that increases consumer confidence, widens the halal product market, and strengthens the competitiveness of local MSMEs. The SEHATI initiative in Dumai has effectively boosted business participation and raised public understanding regarding the significance of halal labeling. It has also contributed to turnover growth of up to 45%, empowered women-led enterprises, and reinforced Dumai’s positioning as a leading halal culinary destination. Despite these achievements, challenges remain, including a limited number of halal facilitators, inadequate digital literacy among business operators, and insufficient coordination across involved institutions.

This study explores the implementation of an electronic Human Resource Management System (e-SDM) in the Gubeng sub-district of Surabaya to optimize civil servant (PNS) leave management. The primary focus is on assessing how digitalization improves efficiency, transparency, accountability, and service quality in human resource administration, particularly in leave processing. Traditionally, manual procedures required 7-14 days to approve leave requests, involved multiple steps, manual calculations, and were prone to errors, delays, and lack of transparency. The introduction of the e-SDM system significantly reduces processing time to approximately one day, enabling online submission, real-time monitoring, and electronic approval accessible anytime and anywhere via smartphones. The system automatically calculates leaves balances and prevents over-application, ensuring data accuracy and reducing misuse. Besides operational efficiency, the system enhances transparency by providing accessible real-time status updates, creating an audit trail for each decision, and making the process auditable and accountable. Despite these advantages, challenges such as user resistance, digital literacy, infrastructure issues, and system integration remain. This research employs descriptive-analytical methods, combining interviews, observations, and documentation, to analyze the effectiveness of e-SDM implementation. The findings indicate that digitalization has streamlined leave management, minimized administrative burdens, and improved data accuracy. Moreover, it fosters a fairer and more transparent work environment, reinforcing good governance principles and supporting Surabaya's vision to become a smart city. The research underscores the importance of technological adaptation within bureaucratic reforms and offers strategic recommendations for further system improvements. Overall, the successful adoption of e-SDM in Gubeng serves as a model for digital transformation in public service delivery, contributing to more efficient, transparent, and accountable governance in local government institutions.

This study aims to analyze how the government policy of Mojokerto City is implemented to support the empowerment of shoe SMEs and to identify the factors influencing the success or failure of the policy. The method used in this research is a qualitative approach with data collection techniques through in-depth interviews, field observations, and documentation. Data was collected from shoe SMEs, relevant government officials, and supporting institutions. Data analysis was conducted using Edwards III's public policy implementation theory, which includes four indicators: communication, bureaucratic structure, resources, and implementer disposition. The findings of this study show that although the policy for empowering shoe SMEs has had a positive impact in several areas, such as improving product quality and marketing awareness, there are still barriers in terms of inter-institutional coordination, access to funding, and human resource quality. The conclusion of this study is that the implementation of the shoe SME empowerment policy in Mojokerto City can succeed with improvements in more effective communication, better coordination between institutions, and strengthening the resources needed by SMEs. Recommendations for the local government include simplifying administrative procedures, increasing access to funding, and enhancing entrepreneurship training relevant to the needs of shoe SMEs. Therefore, this policy is expected to have a greater impact on competitiveness and the local economy.

This study aims to analyze the effectiveness of the integration of the Bus Rapid Transit (BRT) system with feeder transportation in improving the connectivity and accessibility of public transportation in Medan City. The research methods used include field surveys, interviews, and spatial analysis based on Geographic Information Systems (GIS) to map the transportation network and assess the scope of services. The analysis was carried out by comparing the existing conditions of the BRT (Corridors 2 and 3) and the results of the simulation after the integration of five feeder routes (A2, A3, A6, A7, and A8). The results show that the integration of feeder routes is able to increase service coverage from 57.84 km² to 128.84 km² (an increase of 122.8%), as well as expand the served area from 23 to 44 zones, with an increase in service ratio from 26% to 57%. In addition, the average distance to the bus stop decreased from 1.2 km to 0.6 km, and the route overlap was reduced by 40%. Spatially, areas with high accessibility (<500 m from bus stops) have increased significantly in city centers such as Merdeka Square and Petisah Market. This study concludes that the integration of BRT and feeder is an effective strategy to realize a sustainable, efficient, and inclusive transportation system in the city of Medan. The implementation of a rotating operating system is also recommended to optimize the fleet without the need for the addition of new vehicles.

This research aims to design and build a public service information system in Kadi Village, Tambolaka City District, that can improve service quality and ease public access to information. This system is expected to accelerate administrative processes and data management, as well as facilitate interaction between the village government and its residents. The method used in developing this system is a development research (R&D) method that combines needs analysis, system design, and web-based software implementation. This information system is designed with key features such as service registration, application submission, application status checking, and efficient village administrative data management. The result of this research is a user-friendly application, accessible to the public via mobile and desktop devices, that supports transparency and accountability in public services at the village level. It is hoped that this system will make public services in Kadi Village more effective, efficient, and responsive to community needs.

This research seeks to examine the incorporation of information technology in educational data management as a tactic to improve public service accountability in Sidoarjo Regency. The context of this study stems from the regional government’s requirement to enhance educational data management systems that are still only partially integrated and lack transparency for making decisions based on evidence. By implementing interconnected digital educational systems, Sidoarjo aims to create effective, transparent, and performance-driven governance. Employing a qualitative case study methodology, this study included participants from the Department of Education and Culture, school administrators, data managers, digital system creators, and members of the community. Data were gathered through thorough interviews, observations, and examination of documents related to policies on educational digitalization. The results show that the incorporation of information technology has enhanced administrative efficiency, accuracy in reporting, and public access to educational data. Nonetheless, obstacles persist in digital literacy, uneven infrastructure across schools, and restricted coordination between agencies. The research emphasizes the significance of teamwork in leadership, clear processes, and community involvement in enhancing public accountability. Suggestions involve establishing a regional education data center and ongoing training initiatives for teachers to maintain thorough digital transformation within the Sidoarjo education framework

This study aims to analyze the interest of residents of Semarang City in using the Trans Jateng service and to identify the factors that influence this interest. The background of this study is the low proportion of residents switching to public transportation despite the availability of the Trans Jateng service. This research adopts a quantitative approach, utilizing a survey method to collect data, which is then processed using SPSS software. The results of the study indicate that factors such as service quality (including service, comfort, and safety), fare perception, and stop access significantly influence the interest of residents in using Trans Jateng. These findings are valuable for understanding the factors that drive the adoption of public transportation in urban areas. The novelty of this study lies in its specific focus on Semarang City and the integration of resident interest variables with the relatively new Trans Jateng service in the region. The study’s implications offer practical recommendations for public transport operators to improve fare policies, enhance promotional strategies, and optimize modal integration to encourage greater use of public transportation.

Our country is known as a nation that upholds human rights values. This is manifested in the recognition of the right to express opinions, which is specifically regulated in Law Number 9 of 1998 concerning Freedom of Expression in Public. Along with the increasing dynamics of political contestation and polarization in society, the frequency of demonstrations has also escalated. This condition places the professionalism and neutrality of the police force under increasing public scrutiny. The reduction in citizens' freedom to express their aspirations often creates a negative image of the police, particularly due to repressive actions and the use of discretion that is deemed disproportionate. Non-litigation legal assistance in land dispute resolution is carried out by the Ansor Legal Aid Institute (LBH Ansor). This assistance is crucial considering the complexity of land law and the high demand of the community, especially vulnerable groups, for access to fast, efficient, and low-cost conflict resolution. This research is driven by the low public understanding of non-litigation mechanisms and the challenges in realizing proportional access to justice. The main objective is to comprehensively document the assistance procedures and identify the applied advocacy model. This research method uses a normative legal approach with a statute approach and a conceptual approach. The results of this study describe that LBH Ansor plays a strategic role as a mediator and legal facilitator, which includes initial case assessment, preparation of a mediation framework, and assistance in negotiations between the disputing parties. The main findings show that LBH Ansor's non-litigation assistance practices have successfully increased the effectiveness of land dispute resolution by prioritizing the principles of restorative justice and peace agreements, while also providing a replicable model for increasing access to justice outside the courts.
