This study aims to analyze the influence of policy effectiveness and efficiency on public trust and the use of the Trans Siginjai public transportation system in Jambi City. The research background stems from the low public interest in using Trans Siginjai services since its operation in 2017, as reflected in the relatively small number of daily passengers. This research employs a quantitative method with an explanatory approach. Primary data were collected through a Likert-scale questionnaire distributed to 100 respondents determined using the Slovin formula, while secondary data were obtained from official documents and local media publications. Data were analyzed using the Structural Equation Modeling–Partial Least Squares (SEM-PLS) method with the assistance of SmartPLS 4 software. The results show that both effectiveness and efficiency have a positive and significant effect on public trust, while trust significantly influences the level of Trans Siginjai usage. These findings emphasize that the success of public transportation policy depends not only on operational efficiency but also on the government’s ability to build public trust through consistent and high-quality service delivery.

Digitalization demands the MSME sector, including barbershops, to adopt technology in reservation management and marketing. Many barbershops still use manual systems, causing problems such as irregular queues, service delays, and suboptimal promotions. This study formulates how to design an information system that can integrate reservation and marketing functions into a single web-based platform. The objective is to produce an efficient, secure, and user-friendly information system design for both barbershop managers and customers. The method used is the Design Science Research approach with a waterfall system development model, involving needs analysis, system design, database design, and user interface design. The design results were validated by experts and users with a satisfaction rate of over 85%, indicating that the designed system aligns with the operational needs of barbershops. The conclusion is that the developed information system can enhance operational efficiency and customer experience, and is suitable for implementation in the barbershop service sector of SMEs.

This article discusses the development of an e-commerce website for a batik store as an effort to digitize marketing and improve operational efficiency. The study focuses on system development strategies, integration of essential features such as product catalogs, shopping carts, digital payment methods, and their impact on customer accessibility. A descriptive qualitative approach was used, employing observation, interviews with the store owner, and a literature review related to e-commerce and digital marketing for MSMEs. The analysis results show that the implementation of a web-based digital platform can expand market reach, enhance customer convenience in shopping, and support more organized and structured transaction recording. The website development was carried out using the Waterfall method to ensure a step-by-step and structured process. These findings indicate that digital transformation through an e-commerce website is a strategic solution for batik MSMEs in facing modern market challenges.

Under the umbrella of PT. Waruna Nusa Sentana Group, PT. Multi Jaya Samudera Belawan operates in the shipping and ship agency services sectors. The aim of this paper is to analyze the management of the Minimum Safe Manning Certificate (MSM) for the MT. Mumbai vessel through the SIMKAPEL application by PT. Multi Jaya Samudera Belawan. This certificate is crucial as it determines the minimum number and qualifications of crew members required to comply with international safety regulations. This study uses two methods: field research, which involves direct observation of the administrative process, and library research, which reviews relevant literature and regulations. The results of the study show that the use of the SIMKAPEL application accelerates the document processing, improves data accuracy, and reduces administrative errors. The implementation of this digital system also enhances service transparency and facilitates system integration. Overall, SIMKAPEL has proven to be effective in streamlining the issuance of the Minimum Safe Manning Certificate and ensuring the MT. Mumbai vessel's operational compliance with maritime safety standards. Thus, SIMKAPEL plays a vital role in supporting administrative efficiency and operational safety of the vessel.

This study aims to analyze business development strategies through a SWOT analysis approach for Patricia Aksesoris, focusing on understanding the internal and external conditions that influence business development. The analysis results show that Patricia Aksesoris has strengths in good product quality and a variety of attractive designs. However, this business also faces weaknesses, such as limitations in promotion and capital that can limit expansion. Opportunities that can be exploited include the growing trend in accessories and the great potential for marketing through digital platforms. On the other hand, the main threats faced are intense price competition and rapid changes in consumer tastes. Based on these findings, the recommended strategies to increase business competitiveness are strengthening marketing through social media, improving customer relationships, and improving operational management to achieve greater efficiency. With these strategies, Patricia Aksesoris can strengthen its position in the market and achieve sustainable growth.

This research is aimed at examining the operational strategies carried out by PT. Samudera Sarana Karunia Dumai in ensuring the smooth operation of the Mt. Meghna Trader ship at Pelindo Dumai Port. The main focus of the research is directed at the identification and assessment of the effectiveness of operational strategies which include the planning, implementation, and control stages of various activities such as loading and unloading, logistics, coordination with relevant parties at the port, and operational risk management. This research also includes consideration of external factors, including port regulations, market conditions, available infrastructure, and supply chain dynamics. In addition, this study emphasizes the importance of continuous performance evaluation to ensure that ship operations can run according to safety standards, time efficiency, and procedural accuracy. A qualitative approach with a case study design is used and reinforced by quantitative data to get a more comprehensive analytical picture. Data was obtained through in-depth interviews, direct observations in the field, review of operational documents, and surveys involving internal and external parties who play a role in supporting the operational process of ships at the port.

The rapid advancement of information technology has compelled digital marketing companies to enhance efficiency and system integration to improve business performance. PT Imused Satria Muda, a digital marketing company focusing on beauty and herbal product promotion, faces challenges in integrating its information systems across divisions such as advertising, content creation, and customer service. This study aims to formulate an information systems and information technology (IS/IT) strategy aligned with the company’s business strategy using the Ward and Peppard methodology. A descriptive qualitative approach was employed, with data collected through observation, documentation review, and structured interviews. The analysis utilized SWOT, Value Chain, and McFarlan Strategic Grid tools to identify the internal and external conditions of the business and IS/IT environments. The results indicate that PT Imused Satria Muda requires the development of a cloud-based Customer Relationship Management (CRM) system, a Digital Campaign Dashboard, and marketing automation tools to enhance digital campaign effectiveness. The implementation plan is divided into short- and long-term stages over five years, focusing on data integration, information security, and IT human resource competency improvement. The proposed strategy is expected to increase operational efficiency and strengthen the company’s competitiveness within the dynamic digital marketing industry.

This study aims to determine how to optimize container loading and unloading activities at PT. Pelindo Multi Terminal Sibolga Branch. Container loading and unloading activities are one of the main activities in port operations that greatly affect the efficiency and productivity of maritime logistics. PT. Pelindo Multi Terminal Sibolga Branch as one of the port service providers has an important role in ensuring the flow of goods in the West Coast of North Sumatra. This study is to analyze and identify factors that affect container loading and unloading performance as well as optimization strategies to improve time, costs, and resource utilization. The methods used in this study include field observations, interviews with related parties, and analysis of historical data on operational activities. The results of the study indicate that the main obstacles come from limited equipment, lack of coordination between parties, and low utilization of information technology. Suggested optimization efforts include the addition of heavy equipment for unloading, increasing workforce training, and digitalizing monitoring and scheduling systems.

The development of information technology (IT) has become a crucial element in improving operational efficiency and business competitiveness in the digital era. This study aims to design an information technology infrastructure strategy for a local skincare company that currently still faces obstacles due to fragmented communication processes and manual data recording. The research method uses the Ward and Peppard framework, supported by SWOT and Value Chain analysis to identify the internal and external business environment and formulate an IS/IT strategy that aligns with the business strategy. The research approach is descriptive qualitative through interviews, observations, and literature studies. The analysis results indicate that the main problem lies in the lack of infrastructure capable of integrating production, distribution, and inventory management processes. Based on these findings, this study recommends designing an infrastructure strategy that supports the implementation of the integrated system "Sivendor". This system functions as a hub that connects workflows between production vendors, warehouses, and sales departments. In conclusion, this study produces a blueprint for an adaptive IT infrastructure strategy as a technical foundation to minimize data errors, improve operational efficiency, and support real-time decision-making.

This research intends to examine conflict resolution and collaboration between units in the Department of Education and Culture of Sidoarjo Regency while carrying out regional priority programs. The research background arises from the increasing intricacy of bureaucracy and the overlapping jurisdictions among divisions, which impact the efficiency of implementing educational programs. This research utilizes a qualitative case study method, gathering data through comprehensive interviews, participatory observation, and analysis of institutional documents. Informants consist of structural officials, operational staff, and external partners like school leaders and education inspectors. The results indicate that conflicts can be functional or dysfunctional; functional conflicts encourage creativity in problem-solving, whereas dysfunctional ones obstruct cross-sector collaboration. Collaboration between units is successful on a technical basis but still lacks strength in the stages of planning and policy assessment. The conversation emphasizes that transformational leadership, transparent communication, and teamwork are vital for minimizing conflicts and improving coordination. In summary, the success of implementing regional priority programs in the Sidoarjo Education and Culture Office significantly relies on flexible conflict resolution and inter-sector cooperation founded on teamwork and openness.

Efficient and integrated public transportation services are a strategic need in sustainable urban development. The Surabaya City Government through the Transportation Department initiated the Wira-Wiri Feeder service on the Bratang-Pasar Turi route (FD07) as a feeder mode that connects densely active areas in the east and west of the city. This study aims to evaluate the implementation and performance of FD07 services using the public policy evaluation framework of William N. Dunn (2003) which includes the dimensions of effectiveness, efficiency, adequacy, justice, responsiveness, and policy accuracy. The research uses a descriptive qualitative approach with data collection techniques through field observations, in-depth interviews, and documentation studies. The results of the study show that the implementation of FD07 services has been running according to operational procedures with an average of 651 passengers per day, supported by field supervision and the Surabaya Integrated Urban Transport System (SIUTS) digital system. However, there are still obstacles in the form of limited fleet numbers, non-professional drivers, limitations of senior mechanics, and inadequate system development budgets. Dunn's six-dimensional evaluation shows that the effectiveness and efficiency of the service are in the medium category, with the main challenges being the accuracy of schedules and the accessibility of bus stop facilities for people with disabilities. This study concludes that improving the quality of human resources, adding fleets, strengthening digital systems, and massive public socialization are strategic steps to realize effective, inclusive, and sustainable feeder services in the city of Surabaya.

This research aims to analyze the role of knowledge management in improving organizational performance. This research uses a qualitative method with a literature review approach, examining various national and international scientific journals published between 2019 and 2025. Data was obtained thru documentation techniques from secondary sources such as Google Scholar, ResearchGate, ScienceDirect, and SpringerLink. Analysis was conducted using content analysis and thematic synthesis methods to identify patterns of relationships between knowledge management dimensions and organizational performance. The research results indicate that effective knowledge management implementation has a positive impact on improving organizational performance, both in terms of operational efficiency, innovation, and competitive advantage. The four main dimensions of knowledge management that play the most significant role are knowledge creation, knowledge storage, knowledge sharing, and knowledge application. Additionally, organizational culture, transformational leadership, and employe commitment are key supporting factors for the successful implementation of knowledge management. Thus, it can be concluded that the systematic and integrated management of knowledge is an important foundation for organizations to achieve superior and sustainable performance in the digital age.

This study explores the implementation of an electronic Human Resource Management System (e-SDM) in the Gubeng sub-district of Surabaya to optimize civil servant (PNS) leave management. The primary focus is on assessing how digitalization improves efficiency, transparency, accountability, and service quality in human resource administration, particularly in leave processing. Traditionally, manual procedures required 7-14 days to approve leave requests, involved multiple steps, manual calculations, and were prone to errors, delays, and lack of transparency. The introduction of the e-SDM system significantly reduces processing time to approximately one day, enabling online submission, real-time monitoring, and electronic approval accessible anytime and anywhere via smartphones. The system automatically calculates leaves balances and prevents over-application, ensuring data accuracy and reducing misuse. Besides operational efficiency, the system enhances transparency by providing accessible real-time status updates, creating an audit trail for each decision, and making the process auditable and accountable. Despite these advantages, challenges such as user resistance, digital literacy, infrastructure issues, and system integration remain. This research employs descriptive-analytical methods, combining interviews, observations, and documentation, to analyze the effectiveness of e-SDM implementation. The findings indicate that digitalization has streamlined leave management, minimized administrative burdens, and improved data accuracy. Moreover, it fosters a fairer and more transparent work environment, reinforcing good governance principles and supporting Surabaya's vision to become a smart city. The research underscores the importance of technological adaptation within bureaucratic reforms and offers strategic recommendations for further system improvements. Overall, the successful adoption of e-SDM in Gubeng serves as a model for digital transformation in public service delivery, contributing to more efficient, transparent, and accountable governance in local government institutions.

This article examines the operational management model of villages in Garut Regency, West Java, by emphasizing four key dimensions: governance, digital innovation, community participation, and the optimization of local resources. The study explores how the integration of participatory governance, technological innovation, and local potential can strengthen the effectiveness of village development and build an adaptive, sustainable governance system in the era of digital transformation. Using a Systematic Literature Review (SLR) approach, the research analyzes scientific publications and policy documents sourced from international databases such as Scopus and Web of Science, as well as national references including the 2025–2030 Garut Regency Medium-Term Development Plan (RPJMD) and reports from the Ministry of Villages, Disadvantaged Regions, and Transmigration. From an initial pool of 126 publications, 32 primary sources were examined through thematic coding to identify patterns, relationships, and key insights related to village governance, multi-actor collaboration, and public service digitalization. The findings reveal that good governance enhances transparency and accountability, digital innovation improves efficiency and data-driven decision-making, community participation strengthens social legitimacy, and the optimization of local resources supports sustainable economic value creation. These elements form the “Integrative Operational Management Model for Garut Villages,” which emphasizes adaptive collaboration and data-based management. The study also proposes practical strategies related to digital capacity-building, participatory planning, and applied research.

Purpose– The objective of this research is to develop an integrated operational management model for Smart & Green Villages (SGVs), combining the principles of smart villages and green villages to promote sustainable, inclusive, and adaptive rural development. This research emphasizes operational efficiency, environmental sustainability, digital technology utilization, and community participation as key pillars. Design/Methodology/Approach – A mixed-methods approach was adopted, involving surveys of villages in Indonesia that have begun adopting SGV principles, in-depth interviews with village officials and key stakeholders, and case studies of villages that have successfully implemented smart technologies and environmentally friendly practices. Data triangulation was applied to strengthen the validity of the findings. Findings – The study shows that integrating functional organizational structures, optimizing digital technologies such as the Internet of Things (IoT) and village information systems, and building participatory community mechanisms significantly improve public service delivery, reduce operational costs, enhance environmental management, and strengthen socio-economic well-being. The study also identified new operational variables, including cost-effective innovation, digital local governance, inter-village shared resources, and socio-environmental audits as a multidimensional evaluation tool. Practical implications – These findings provide a practical framework for policymakers, local governments, and community leaders to implement and evaluate SGV. The multidimensional indicators proposed in this study enable continuous monitoring and adaptation of village operations to local conditions and resource constraints. Originality/Value – This study is one of the first to propose a concrete and replicable SGV operational management model by introducing new variables and multidimensional evaluation indicators. It enriches the theoretical discourse on smart and green village integration while offering actionable strategies for sustainable rural governance.

This study aims to analyze the transformation of the educational pattern at the Indonesian Naval Academy (AAL) from a four-year to a three-year system and its impact on graduate competencies and operational readiness. This educational system change responds to budget efficiency needs and accelerated officer formation filling, yet raises questions about the new system's ability to maintain the quality of officer education. The research employs a mixed methods approach with a concurrent embedded design, involving 250 respondents comprising graduates from both educational systems, AAL instructors, and unit commanders receiving graduates. Quantitative data were collected through structured questionnaires and analyzed using descriptive and inferential statistics (independent sample t-test and regression), while qualitative data were obtained through in-depth interviews, observations, and document studies analyzed using thematic analysis. Results indicate no significant difference in overall Grade Point Average (GPA) between the two groups (p=0.470), but significant differences in competency patterns emerged: four-year system graduates excelled in theoretical competencies (p=0.001), while three-year system graduates excelled in practical competencies (p=0.003). Operational readiness evaluation shows that four-year system graduates obtained higher scores (82.5) compared to three-year system graduates (78.3), with significant differences (p=0.012), particularly in strategic leadership and complex decision-making aspects. Qualitative analysis identified five major themes: high learning time pressure, orientation shift from comprehensive to pragmatic, gaps in character formation and corps values, concerns about theoretical understanding depth, and need for more intensive post-graduation mentoring programs. This study concludes that educational time compression successfully increased operational efficiency but involved trade-offs in learning depth and professional maturity. To optimize the three-year educational system, a comprehensive approach is required, including curriculum revision with integrated learning methods, utilization of modern learning technology, strengthening of leadership development programs, and development of continuous professional mentoring systems. The recommendations of this research are expected to provide input for AAL and the Indonesian Navy in refining the officer education system to produce officers who are not only technically competent but also mature in leadership and strong in character.

Power transformers are crucial in the electrical distribution system, and their operational stability is significantly affected by load imbalance among phases. Load imbalance can lead to the flow of neutral current through the neutral conductor, causing additional power losses in the transformer. This study analyzes the impact of load imbalance on neutral current and power losses at Transformer 1 (30 MVA capacity, 70/20 kV) at the Bungaran Substation. Data such as phase current, neutral current, and power losses were measured at 12:00 and 21:00. At 12:00, the transformer’s full-load current was 839.17 A with a loading of 28.44% and a load imbalance of 0.74%, resulting in a neutral current of 4.36 A (1.83% of load current). The power loss due to neutral current was 12.64 W (4.36×10-5 %), and the loss due to neutral current flowing to the ground was 760 W (2.62×10-3 %). At 21:00, the full-load current decreased to 834.46 A, with a loading of 29.36% and a higher load imbalance of 1.36%. This caused a neutral current of 7.94 A (3.24%), with a power loss of 41.90 W (1.43×10-4 %) and a ground power loss of 2.52 W (8.60×10-3 %). The power losses were minimal compared to the transformer’s capacity, having little effect on system efficiency. However, maintaining load balance is essential for system efficiency and transformer longevity.

Reliable and sustainable lighting is crucial for supporting practical activities in a military educational environment, particularly in the Engineering Laboratory Workshop (Labtek) of the Naval Academy. The main problem faced is complete dependence on electricity supply from PLN, which is prone to disruptions and outages, thus impacting the safety and effectiveness of technical activities. Therefore, this research aims to design a solar-powered emergency lighting system as an environmentally friendly and efficient alternative lighting solution. This research uses the Research and Development (R&D) method with a case study approach at the Naval Technology Laboratory (Labtek) of the Naval Academy (AAL). The stages include power requirement analysis, direct observation of building and lighting conditions, selection of solar energy system components, and calculation of solar panel and battery capacity. Based on the analysis results, the total emergency power requirement of 1.96 kW can be met using 100 Wp monocrystalline solar panels and 12V 100Ah batteries for energy storage.The system design consists of solar panels, a solar charge controller, batteries, and LED lights that automatically turn on when the power goes out. Simulation results show that the system is capable of providing emergency lighting for 6–10 hours, depending on sunlight intensity and battery capacity. The implementation of this system not only improves the reliability of Labtek facilities but also supports nat ional clean energy policies and long-term operational cost efficiency.

The Indonesian Naval Academy (AAL) as a military educational institution requires a large electricity supply to support its operational activities, including in the Sapudi Building of the Engineering Department. This study aims to design a solar energy system to supply the electricity needs for lighting in the building. The method used is Research and Development (R&D) with the ADDIE model (Analysis, Design, Development, Implementation, Evaluation). Data collection was conducted through direct observation of building conditions, electrical equipment, and solar radiation intensity data in Surabaya. The research results show that the total electricity requirement for lighting in the Sapudi Building is 4.686 kW with a total of 143 lights (96 neon lights and 47 light bulbs). Based on calculations with an average solar radiation of 5.00 kWh/m²/day, the designed system requires 41 units of Solar PV Lesso HPM 550W panel type with 21.3% efficiency and 9 units of Panasonic LC-P12100NA batteries with a capacity of 100Ah arranged in 3 series and 3 parallel configurations. This study proves that the utilization of solar energy can be an efficient and sustainable alternative solution to reduce dependence on conventional electricity in the AAL environment, while supporting the implementation of renewable energy in Indonesian military institutions.

Digital transformation has become an essential approach for MSMEs to improve their operational efficiency and market competitiveness. This research investigates the acceptance of electronic payment systems among MSMEs using the Technology Acceptance Model (TAM). Data were obtained through questionnaires distributed to MSME respondents and analyzed using the bootstrapping technique to evaluate the significance of variable relationships. The findings reveal that Perceived Ease of Use (PEOU) has a significant impact on both Perceived Usefulness (PU) and Attitude Toward Using (ATU). Moreover, PU and ATU exert positive influences on Behavioral Intention (BI), with R² values of 0.65 for ATU and 0.71 for BI. These results suggest that the perceived ease of use and usefulness of electronic payment systems play a crucial role in shaping MSMEs’ attitudes and intentions toward adopting digital technologies. This study offers insights for formulating effective digital transformation strategies for MSMEs through the implementation of electronic payment systems.
