This study aims to analyze the effectiveness of agricultural extension policy in empowering shallot farmers in Rejoso Village, Nganjuk Regency. The background of this research is based on the importance of agricultural extension as a public policy instrument that functions to enhance farmers’ knowledge, skills, and independence. Although extension programs have been routinely implemented, their effectiveness needs to be evaluated to ensure that the policy truly addresses the needs and problems faced by farmers in the field. This research employs a qualitative approach with a case study design. Data were collected through in-depth interviews, field observations, and documentation studies, then analyzed thematically using data reduction, data presentation, and inductive conclusion-drawing techniques. Data validity was tested through source and method triangulation. The results show that the agricultural extension policy in Rejoso Village is considered effective based on the five indicators of public policy effectiveness proposed by Riant Nugroho, namely accurate policy, accurate implementers, accurate targets, supportive environment, and proper process. The extension materials are relevant to farmers’ needs, the implementers possess adequate technical competence, and the program successfully reaches active shallot farmers. A strong socio-institutional environment, supported by farmer associations, contributes to effective implementation, although ecological challenges such as extreme weather and pest attacks remain. The extension process is systematic and participatory, covering stages of planning, implementation, assistance, and evaluation. Overall, the agricultural extension policy in Rejoso Village has improved the capacity and independence of shallot farmers. However, strengthening the number of extension workers, digitalizing evaluation systems, and providing entrepreneurship training are necessary to ensure the sustainability of policy effectiveness.

In the era of globalization, university graduates are required to have the ability to implement knowledge in real practice, which is realized through the Field Work program. This study aims to evaluate the compliance of Task Force reporting at PT PLN (Persero) North Sumatra Main Distribution Unit (UID North Sumatra). The method used is a quantitative approach with K-Means Clustering. Compliance reporting data was obtained from internal company documents, which then went through the preprocessing and clustering stages using the K-Means algorithm, with the determination of the optimal cluster number through the Elbow and Silhouette methods. The K-Means clustering analysis results identified two groups of units with different levels of compliance. Cluster 2, consisting of UP3 Binjai and UP3 Sibolga, showed a higher and more consistent level of reporting compliance. In contrast, Cluster 1 (including UP2D, UP3 B. Barisan, UP3 L. Pakam, UP3 Medan, UP3 Medan Utara, UP3 Nias, UP3 P. Sidimpuan, UP3 P. Siantar, and UP3 Prapat) had a tendency for lower compliance. This finding indicates a difference in reporting consistency that affects the effectiveness of work safety supervision. The K-Means method is proven to help PLN management identify units with low compliance, allowing corrective actions to be prioritized appropriately.

This study explores the implementation of an electronic Human Resource Management System (e-SDM) in the Gubeng sub-district of Surabaya to optimize civil servant (PNS) leave management. The primary focus is on assessing how digitalization improves efficiency, transparency, accountability, and service quality in human resource administration, particularly in leave processing. Traditionally, manual procedures required 7-14 days to approve leave requests, involved multiple steps, manual calculations, and were prone to errors, delays, and lack of transparency. The introduction of the e-SDM system significantly reduces processing time to approximately one day, enabling online submission, real-time monitoring, and electronic approval accessible anytime and anywhere via smartphones. The system automatically calculates leaves balances and prevents over-application, ensuring data accuracy and reducing misuse. Besides operational efficiency, the system enhances transparency by providing accessible real-time status updates, creating an audit trail for each decision, and making the process auditable and accountable. Despite these advantages, challenges such as user resistance, digital literacy, infrastructure issues, and system integration remain. This research employs descriptive-analytical methods, combining interviews, observations, and documentation, to analyze the effectiveness of e-SDM implementation. The findings indicate that digitalization has streamlined leave management, minimized administrative burdens, and improved data accuracy. Moreover, it fosters a fairer and more transparent work environment, reinforcing good governance principles and supporting Surabaya's vision to become a smart city. The research underscores the importance of technological adaptation within bureaucratic reforms and offers strategic recommendations for further system improvements. Overall, the successful adoption of e-SDM in Gubeng serves as a model for digital transformation in public service delivery, contributing to more efficient, transparent, and accountable governance in local government institutions.
