The development of information and communication technology requires students to have digital literacy and communication skills as essential competencies for the 21st century. However, limited infrastructure and low technological literacy remain obstacles in a number of schools, including Moria High School in Sorong City. This activity aims to improve computer network technology literacy and students' speaking skills through a hands-on, practice-based training approach. The method used is qualitative with stages of observation, socialization, training, and evaluation. Computer network training includes an introduction to basic networking concepts, cabling practices, and network simulations using Cisco Packet Tracer. While speaking skills training is conducted through role-play techniques, repetition, and direct feedback. The results of the activity showed an increase in students' understanding of computer network technology, technical practical skills, and increased confidence and clarity in speaking. Evaluations showed that most participants were able to apply the material presented conceptually and practically. Thus, this activity has proven effective in improving students' computer network technology literacy and speaking skills as preparation for facing 21st-century learning and the world of work in the digital era.

This study aims to analyze the role of the tally man at PT. Gelora Perkasa Belawan in supporting the effectiveness and smoothness of loading and unloading processes at Belawan Port. As the front line in cargo supervision, the tally man bears a crucial responsibility for recording the quantity, condition, and types of goods, which serve as the primary data for company reports. The research method employed is descriptive qualitative, with data collection techniques involving field observations, interviews with operational staff, and literature reviews conducted during the internship period. The findings indicate that while the tally man performs a vital function as a supervisor and data recorder, their performance is often hindered by high workloads and a limited number of personnel. The main obstacles identified include dual responsibilities, which lead to decreased data accuracy and risks of operational delays due to physical fatigue. Optimization efforts are carried out by increasing personnel during peak hours and improving accuracy in validating cargo documents. The study concludes that strengthening the tally man's role through better workload management is essential for ensuring logistical reliability and the efficient flow of goods at the port.

Public service in the transportation sector plays a strategic role in ensuring public safety and comfort, particularly through roadworthiness testing (Kir) for public transportation. This study aims to analyze the implementation of public services in roadworthiness testing at the Bandar Lampung City Transportation Agency and to identify the factors influencing its service quality. The research employs a qualitative approach, with data collected through interviews, observations, and documentation. The results indicate that the roadworthiness testing has been implemented systematically in accordance with statutory regulations, covering the stages of registration, technical inspection, result determination, and administrative completion. The application of technical inspections and on-field safety inspections (ramp checks) demonstrates the local government's commitment to improving public service quality and transportation safety. However, the implementation still faces several obstacles, including technological system disruptions, long waiting times, limited testing facilities and infrastructure, and a lack of understanding among some service users regarding the importance of roadworthiness. This study concludes that enhancing public services in roadworthiness testing requires strengthening the service systems, increasing human resource capacity, and raising public awareness to ensure services operate more effectively and remain oriented toward the public interest

This study aims to analyze the transformative impact of digitalization and technology in the manufacturing sector on improving operational efficiency, particularly in budgeting and resource utilization, as well as to identify the main barriers to technology adoption. Using a Literature Review and Case Study Analysis of secondary data (journals, company reports, and industry publications), it was found that digitalization and Automation supported by Artificial Intelligence (AI) fundamentally transform budgeting functions. This transformation has been shown to improve budget accuracy by up to 50% (reducing human errors) and process efficiency by up to 25%, turning budgets from static documents into adaptive and predictive control tools. Positive impacts are also observed in operations through increased production capacity (revenue surge) and the implementation of Predictive Maintenance, which reduces expenditure and asset downtime, in line with the principles Cost Efficiency and Lean Manufacturing. Nevertheless, the adoption of advanced technology faces significant obstacles, namely high initial capital investment and skill gaps among the workforce. It is concluded that the success of digitalization heavily depends on strategic budget planning to overcome capital barriers and adequate allocation of funds for Human Resource (HR) training to support effective collaboration between humans and machines.

The BIMP-EAGA Vision 2035 (BEV 2035) marks a significant paradigm shift in border management in Southeast Asia, with a primary focus on integrating a more inclusive, open, harmonized, and resilient system. In this context, sea-based border crossing posts (PLBN) in Indonesia, such as the Sebatik PLBN, the Serasan PLBN, and the Miangas and Marore Border Crossing Stations (BCS), play a strategic role as maritime connectivity nodes connecting Indonesia with neighboring countries. The transformation of these PLBNs faces several challenges, particularly related to the disharmony of CIQS (Customs, Immigration, Quarantine, and Security) regulations between countries, technical obstacles related to non-conventional vessels (NCSS), and inadequate port infrastructure. To overcome these obstacles, strategic measures are needed, such as revising cross-border trade agreements, increasing quarantine capacity and facilities, and strengthening maritime logistics networks between countries. Furthermore, the development of a sustainable blue economy in border areas is crucial to ensure that the PLBN functions not only as an administrative checkpoint but also as a key facilitator in driving economic growth based on maritime resources. Within the framework of the BIMP-EAGA Vision 2035, the Integrated Maritime PLBN is expected to reduce dependence on informal trade and improve the quality of life of border communities by accelerating connectivity, developing the maritime economic sector, and opening international market access for local products. Thus, the PLBN must transform into a catalyst for inclusive and environmentally friendly economic development in Indonesia's border regions.

Digital media is currently the main key to public communication to convey aspirations in government policies. Medan is also one of the major cities in Indonesia that is striving to realize the concept of a smart city through digital media. The role of digital media is very important in realizing a smart city. This study aims to analyze how digital media plays a role in uniting the views of the community and the Medan city government in the effort to realize a smart city in Medan. The method used in this study is a qualitative descriptive approach with a library research approach and observation of digital communication activities, online news, and public statements from the government to the public in Medan. In realizing a smart city, optimizing digital communication is essential to strengthen the synergy between the community and the government. The results of the study indicate that digital media plays a crucial role as a means of two-way communication, information dissemination, and as a medium for public participation. However, challenges such as weak digital literacy and limited infrastructure are obstacles to the sustainability of this effort.

The house renovation program is one of the government's efforts to improve the quality of housing for low-income people. However, the process of selecting recipients of home surgery assistance is often faced with obstacles in determining the right and fair priorities for recipients. Therefore, this study aims to design and implement a home surgery decision-making system at the Housing, Residential Areas, and Land Office using the Weight Product (WP) method. The WP method was chosen because of its ability to conduct an objective assessment of various relevant criteria, such as the condition of the house, ownership status, level of welfare, and socioeconomic needs of the recipient. This system will give weight to each criterion used to determine the priority of home surgical assistance for residents in need. In its implementation, this system is able to process data from various prospective recipients and produce an automatic and transparent order of priority recipients. The results of the evaluation show that this system can improve efficiency and accuracy in the decision-making process, as well as assist the Housing Office in implementing the house renovation program more on target. With this system, it is hoped that the home renovation program can provide greater benefits to people in need, as well as accelerate the implementation of better housing programs.

Public service quality plays a crucial role in ensuring that social assistance is delivered effectively to vulnerable communities. This study aims to analyze the quality of public services in the distribution of social assistance by the Social Service Office of Kerinci Regency and to identify improvement efforts undertaken by the institution. This research employed a descriptive qualitative approach using observation, interviews, and documentation techniques. Informants consisted of Social Service officials, social facilitators, and beneficiary communities. Service quality analysis was conducted using the SERVQUAL dimensions: tangible, reliability, responsiveness, assurance, and empathy. The findings indicate that the social assistance distribution service in Kerinci Regency is generally adequate, particularly in the assurance and empathy dimensions. Beneficiaries feel that services are delivered fairly, transparently, and without discrimination. However, obstacles remain in the tangible, reliability, and responsiveness aspects, including limited service facilities, inaccurate beneficiary data due to incomplete DTKS updates, and delays in assistance distribution in remote areas caused by geographical constraints. To address these challenges, the Social Service Office has implemented periodic data validation, strengthened coordination with village administrations, and optimized digital-based social service information systems. This study provides empirical evidence that can serve as an evaluation reference for local governments in improving transparent, effective, and equitable social assistance services.

Extreme poverty represents a complex, multidimensional challenge in development that demands cohesive policy integration among various governmental tiers. The Indonesian government has established goals to expedite the eradication of extreme poverty via diverse national frameworks and initiatives, yet their success hinges on the extent of alignment between central and regional policies in areas such as strategic planning, financial allocation, and program execution. This research seeks to examine the patterns of policy alignment between central and local authorities, pinpoint the obstacles encountered during execution, and develop recommendations for enhancing collaborative efforts in tackling extreme poverty. Employing a qualitative descriptive methodology, data collection involved reviewing policy documents and development plans, complemented by discussions with relevant stakeholders at the regional level. The outcomes reveal that efforts toward policy synchronization have been made by merging national and local planning frameworks and initiatives, although persistent issues persist, such as inconsistencies in poverty statistics, jurisdictional overlaps among sectors, and inadequate inter-institutional cooperation. These insights imply that effective reduction of extreme poverty necessitates reinforced strategies for policy alignment, unified data platforms, and the adoption of cross-level and cross-sector partnership models to guarantee that measures are precisely directed, enduring, and impactful in diminishing the population affected by extreme poverty.

This study aims to analyze the obstacles in Social Studies (IPS) learning related to global issues influenced by technological advancement through a literature review method. Social Studies plays an essential role in shaping students’ understanding of social, economic, cultural, and political life while fostering global awareness in the digital era. However, in practice, IPS learning often faces various challenges that reduce its effectiveness and attractiveness. One of the main problems is students ’low interestin IPS, as it is often perceived as boring and overly theoretical, combined with the influence of technology that diverts students’ attention toward digital entertainment. Other contributing factors include non-interactive teaching methods, limited learning facilities, unconducive classroom environments, and a lack of parental support. Through a comprehensive literature review, this study found that relevant strategies to overcome these issues include Project-Based Learning, Technology Integration, and Contextual Approaches. These strategies enable students to learn actively, critically, and collaboratively by linking IPS material to global issues and real-world phenomena. The recommended solutions include implementing project-based education, utilizing interactive digital media, and fostering intercultural dialogue within the learning process. The results of this study are expected to provide theoretical contributions to the development of adaptive IPS learning models in response to technological progress, as well as practical benefits for teachers, schools, and policymakers in creating Social Studies learning that is engaging, meaningful, and relevant to the global challenges of the 21st century.

Inclusive education and gender equality are two essential components in creating a learning environment that is fair, equitable, and responsive to student diversity. This article presents a systematic review using the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) approach on 28 scientific articles published between 2019 and 2025. The research objective is to map the trends, implementation strategies, barriers, and opportunities for strengthening inclusive education with a gender perspective at the primary and secondary education levels. The results of the analysis indicate that the successful implementation of inclusive-gender education is closely related to gender-responsive teacher competence, family–community support, equitable school policies, and differentiated learning designs. The study also reveals that gender bias and stereotypes remain significant obstacles, while GESI/GEDSI training and pedagogical innovations have proven effective in improving the quality of inclusive education services. This review recommends strengthening the capacity of educators, reformulating school policies, and developing a gender-responsive curriculum as central strategies for achieving sustainable inclusive education.

The coaching and supervision of inmates is an integral part of the correctional system which aims to shape the behavior of inmates so that they are able to reintegrate socially while still upholding Human Rights (HAM). This study aims to examine the quality of coaching and supervision of inmates at the Class IIB Maumere State Prison (Rutan), especially in its implementation according to modern correctional principles. The research method used is descriptive qualitative with data collection techniques through in-depth interviews, direct observations, and documentation studies. The results of the study show that the implementation of coaching and supervision has been carried out in accordance with the provisions of the applicable laws and regulations, but it has not run optimally. The main obstacles include limited human resources, inadequate facilities and infrastructure, and the implementation of a humanist approach in fostering assisted residents. In addition, coordination between officers still needs to be improved so that the coaching program runs more effectively. Therefore, it is necessary to strengthen correctional management, increase the capacity and professionalism of officers, and support adequate facilities to realize effective, humane, and fair coaching and supervision.

This research aims to analyze the implementation of social rehabilitation programs for persons with physical disabilities at the Social Affairs Office of Pasuruan City, East Java. Persons with physical disabilities face various challenges in accessing public services and participating in social life, thus requiring comprehensive rehabilitation programs. Using the implementation theory of George C. Edward III, this study examines four critical factors: communication, resources, disposition, and bureaucratic structure. This qualitative research employs a descriptive approach with data collection through in-depth interviews, participant observation, and documentation study. Informants include officials from the Social Affairs Office, rehabilitation program staff, persons with physical disabilities as program beneficiaries, and community members. The results indicate that the implementation of social rehabilitation programs has been running according to established procedures, including physical rehabilitation services, vocational training, and social assistance provision. However, several obstacles were identified, including limited budget allocation, inadequate accessibility of rehabilitation facilities, shortage of trained social workers, and lack of public awareness regarding disability issues. The program has successfully provided assistive devices to 85 beneficiaries and vocational training to 60 persons with physical disabilities in 2023. This study recommends strengthening coordination between related agencies, increasing budget allocation, improving facility accessibility, and conducting socialization to enhance community participation in supporting persons with physical disabilities.

Public street lighting (PJU) is an important infrastructure in supporting the safety and comfort of road users. The provision of PJU is the responsibility of the Sukabumi Regency Transportation Agency, which must be carried out in accordance with Minister of Transportation Regulation No. 47 of 2023 concerning Street Lighting Equipment. This study aims to determine the effectiveness of the Sukabumi Regency Transportation Agency in providing PJU in the Kadudampit District. The research method used was qualitative with a descriptive approach. Data collection was carried out through field observations, interviews, and documentation studies. The results of the study indicate that the provision of PJU in Kadudampit Subdistrict is not yet fully effective, as indicated by the existence of PJU that is not functioning optimally and uneven distribution. The main obstacles faced include budget and maintenance limitations. Nevertheless, the implementation of street lighting provision has been in accordance with the provisions of Permenhub No. 47 of 2023. Therefore, improved planning and supervision are needed to increase the effectiveness of street lighting provision.

Education in Indonesia continues to face significant challenges in transforming its curriculum to meet 21st-century competency demands, especially with the implementation of the Merdeka Curriculum, which emphasizes flexibility, contextual learning, and a student-centered approach. This study aims to analyze teachers’ roles in implementing student-centered learning, identify the challenges they encounter, and examine strategies used to address these obstacles. Using a qualitative library research method, the study reviews primary and secondary literature related to student-centered learning theory, learning experiences, authentic assessment, and the implementation of the Merdeka Curriculum. Findings show that teachers serve as the central factor in ensuring the success of active and student-centered learning. Those who are adaptive and innovative are able to design meaningful learning experiences even when confronted with limited facilities, diverse student needs, and classroom management constraints. Nevertheless, many teachers still struggle with differentiated instruction, authentic assessment, and the flexible learning management required by the Merdeka Curriculum. This study underscores the need to improve teachers’ pedagogical competence, provide sufficient learning resources, and develop responsive educational policies to strengthen the overall implementation of the Merdeka Curriculum in schools.

This study aims to analyze the relationship between school principals' leadership and the management of curriculum and educational programs in schools. Principals play a strategic role in guiding, coordinating, and developing the curriculum to align with the school's vision, mission, and the needs of students. Through a qualitative descriptive approach based on literature review, this study highlights the importance of principals' managerial competence in planning, implementing, and evaluating the curriculum. The findings indicate that the effectiveness of educational programs, whether intracurricular, co-curricular, or extracurricular, is highly influenced by the principal's ability to manage human resources, facilities, and the school's organizational climate. Thus, good curriculum management under the leadership of the school principal significantly contributes to the overall improvement of education quality. 1) to analyze the role of the principal in curriculum management at the school, 2) to analyze the role of the principal in the implementation of educational programs, 3) to analyze the relationship between the principal's role in curriculum management and the implementation of educational programs at the school, 4) to analyze the factors that affect the effectiveness of the principal in managing the curriculum and educational programs, 5) to analyze how the principal's leadership contributes to the improvement of the quality of educational programs, 6) to analyze the obstacles faced by the principal in managing the curriculum and educational programs.

Public services at the sub-district level still face various obstacles, particularly limited human resources (HR), which impact the quality of services to the public. On the other hand, increasing public demands require sub-district governments to be more adaptive and responsive. This study aims to analyze the implementation of agile governance in improving the quality of public services under conditions of limited HR in Meteseh Sub-district, Semarang City. This study used a mixed methods approach with an explanatory sequential design. Quantitative data were collected through surveys of officials and service users, while qualitative data were obtained through in-depth interviews and institutional document reviews. Data analysis was conducted descriptively and thematically using triangulation techniques. The results indicate that limited HR impacts the speed and responsiveness of public services. However, good organizational adaptability and the partial application of agile governance principles can maintain the quality of public services in the good category. Work flexibility, internal collaboration, and digital adaptation are key supporting factors in mitigating the impact of limited HR. This study concludes that agile governance can be an effective alternative approach to improving the quality of public services at the sub-district level, especially under conditions of limited human resources.

The rapid growth of digital transactions through marketplace platforms has driven significant changes in the consumption patterns of Indonesian society. Behind the convenience and efficiency offered, online transactions also pose various legal risks for consumers, including product mismatches, fraudulent practices, and weak personal data protection. This situation creates an urgency to assess the effectiveness of the implementation of consumer legal protection in digital transactions. This study aims to analyze the level of effectiveness of consumer legal protection in digital transactions in Indonesian marketplaces and to identify obstacles in its implementation. The method used is normative legal research with an approach based on legislation and literature studies, particularly on the Consumer Protection Law, the Electronic Information and Transactions Law, and Government Regulation Number 80 of 2019. The research results indicate that although a legal framework for consumer protection is normatively available, its implementation has not been optimal. This is influenced by low consumer legal literacy, weak supervision and law enforcement, unclear responsibilities between business actors and marketplace platforms, and the suboptimal personal data protection system. Therefore, there is a need to strengthen regulations that are adaptive to digital transactions, enhance the role of marketplace platforms, and develop effective online dispute resolution mechanisms to ensure protection and legal certainty for consumers.

This study aims to describe the implementation of school promotion at SDI Technopreneur An Nadwah as an effort to increase the interest of prospective new students. The research employs a descriptive qualitative method with data collection techniques including observation, informal interviews, and document analysis. The results show that the basic concept of SDI Technopreneur An Nadwah is based on the national curriculum integrated with technopreneurship programs, tahfiz, and the cultivation of Islamic character habits. The promotional strategies used include publication through social media, school branding programs, collaboration with PAUD/TK institutions, open house activities, and the distribution of printed media. Promotional implementation is carried out in a structured manner through the creation of digital content, the organization of public events, and the provision of digital-based PPDB (new student admission) information services. The obstacles encountered include limited promotional human resources, content consistency, and competition among schools; however, these can be addressed through the formation of a dedicated promotion team, strengthening the school’s flagship content, and optimizing digital media. This study concludes that effective school promotion can enhance institutional visibility and attract the interest of prospective new students more optimally.
