This study aims to evaluate the transparency and effectiveness of the use of the 2025 Regional Revenue and Expenditure Budget (APBD) in flood management in DKI Jakarta Province. Although the provincial government has allocated a large budget, the problem of flooding is still an annual issue that has not been resolved. Using a qualitative case study approach and George C. Edward III's policy implementation theory as an analytical tool, this study examines four key variables: communication, resources, implementer disposition, and bureaucratic structure. The results of the study indicate that policy implementation faces various obstacles such as communication with minimal public participation. Limited technical and human resources, implementer caution due to bureaucratic pressure, and weak integration between agencies. This study concludes that the problem of flooding in Jakarta is not only related to technical aspects, but is also a reflection of the suboptimal regional financial governance and sustainable and accountable public policy implementation system.

This study evaluates the Mobile Samsat Car Program in North Surabaya using the CIPP (Context, Input, Process, Product) model to assess the program's effectiveness in improving motor vehicle tax services. A qualitative method was applied, involving observation, interviews, and documentation analyzed descriptively. The context evaluation revealed that the program emerged due to the rising number of vehicles and limited public access to the main Samsat office. The input analysis showed limitations in human resources, operational vehicles, and service facilities, which hinder the delivery of inclusive public services. In the process aspect, the program showed commendable efforts in reaching the public, but coordination issues among agencies and lack of public outreach led to low participation. Regarding the product, the program has yet to significantly enhance taxpayer awareness and compliance. Overall, the CIPP evaluation indicates that while the Mobile Samsat Car Program is a relevant innovation responding to public needs, it still faces several implementation and outcome challenges. To optimize its impact, improvements are needed in resource availability, service processes, and public education strategies. With continuous development guided by evaluation findings, the program holds strong potential to offer effective, accessible, and efficient tax services across all social levels in Surabaya.

The phenomenon of street children, vagrants, and beggars is still a fairly complex social problem in Pasuruan City. The Pasuruan City Government has issued Regional Regulation Number 7 of 2021 as an effort to overcome the existence of street children, vagrants and beggars who are considered to disturb public order. This study aims to determine how the policy is implemented and identify supporting and inhibiting factors for its implementation. This study uses a qualitative research method with a descriptive approach and uses the Van Metter and Van Horn policy implementation theory as the basis for analysis. The results of the study show that although the policy has fairly clear standards and targets, its implementation has not been optimal due to the lack of resources, the unavailability of special rehabilitation facilities in Pasuruan City, and the weak ongoing commitment of the implementers. Coordination between implementing agencies is also not fully synergistic. Therefore, the successful implementation of this Regional Regulation requires improvements in aspects of resources, rehabilitation facilities, and strengthening cross-agency cooperation. A stronger commitment is needed from the local government so that handling street children, vagrants and beggars can be carried out more comprehensively and sustainably.

This article aims to discuss the role and authority of the Attorney General's Office from a legal political perspective, as well as to analyze the various challenges faced in efforts to eradicate corruption. This research uses a normative juridical approach and legal politics, with a literature method through the study of laws and regulations, official documents, and scientific literature. The results of the study show that formally, the Attorney General's Office has a strong legal basis in handling corruption cases, including the authority to investigate, prosecute, and execute court decisions. However, in practice, the AGO faces various obstacles such as a weak legal system, a culture of impunity, political intervention, and limited human resources. Law enforcement is a fundamental pillar in upholding justice and maintaining social order. Indonesia and Malaysia, as neighboring countries with shared historical backgrounds and legal systems—both influenced by Continental European law and local customary laws—demonstrate different approaches in their judicial systems and law enforcement practices. This study aims to compare the judicial systems of both countries in terms of law enforcement, focusing on institutional structures, criminal and civil court mechanisms, and the effectiveness of law enforcement agencies such as the police, prosecution, and judiciary. The research employs a qualitative method with a juridical-comparative approach, analyzing legal documents, legislation, and scholarly literature. The findings reveal that although both countries share basic legal principles, significant differences exist in terms of judicial independence, procedural efficiency, as well as transparency and accountability of law enforcement institutions. This study is expected to contribute to the reform of Indonesia’s judicial system by adopting positive practices from the Malaysian legal framework.

This article aims to analyze the role of forensic auditors in the process of proving corruption crimes in Indonesia, as well as the quality of evidence produced by forensic auditors in supporting law enforcement. This study uses a normative legal approach with legislative analysis and a comparative approach. The results of the study indicate that forensic auditors play a very significant role in detecting, uncovering, and preventing corruption through investigative auditing. Forensic auditors are not only involved in the process of gathering evidence related to financial crimes but also serve as expert witnesses who provide strong evidence in court. The quality of evidence provided by forensic auditors depends on their professional competence and the application of systematic analysis techniques, as well as the importance of collaboration with other law enforcement agencies. There is a need for improved regulation, ongoing training, and closer synergy between forensic auditors and legal institutions to strengthen the eradication of corruption in Indonesia.

Corruption remains a serious issue that hinders development and erodes public trust in the government, particularly in countries like Indonesia and Malaysia. Both nations have long histories of dealing with systemic corruption. This study aims to compare the legal systems and anti-corruption law enforcement in Indonesia and Malaysia to identify challenges and areas for improvement. The research uses a descriptive qualitative method with a Systematic Literature Review (SLR) approach, analyzing legal documents, academic journals, and regulations related to anti-corruption agencies in both countries. This study employs legal system theory and institutional theory. The main problem examined is how anti-corruption law enforcement differs between Indonesia and Malaysia and what the main enforcement challenges are. The findings show that while Indonesia’s Corruption Eradication Commission (KPK) was once powerful, recent political interference and regulatory revisions have weakened its impact. Conversely, Malaysia has more comprehensive legal instruments, but its enforcement agencies struggle with independence and political pressure. In conclusion, both countries must strengthen legal supremacy, institutional independence, and public engagement to enhance the effectiveness of anti-corruption efforts.

The function of Prosecutorial Intelligence (Intel Kejaksaan) holds a crucial strategic role, not only in supporting prosecution duties but also in crime prevention, safeguarding national development, and recovering state assets. Despite having a strong legal basis and a broad mandate, this function often faces operational challenges, data integration issues, and resource optimization constraints that limit its effectiveness within the dynamic law enforcement ecosystem. This research aims to deeply analyze the role and challenges of Prosecutorial Intelligence and formulate a model for optimizing its function to enhance the effectiveness of law enforcement in Indonesia. The research methodology employed is normative and sociological juridical with a qualitative approach, gathering data through literature review, regulatory study, and in-depth interviews with practitioners and academics. The findings indicate that the optimization of the Prosecutorial Intelligence function requires three main pillars: (1) Enhancing the capacity and professionalism of human resources (HR) through modern intelligence training and digital forensics. (2) Integrating and ensuring interoperability of the intelligence information system with other law enforcement agencies (Police, KPK, PPATK) to build a comprehensive intelligence big data. (3) Expanding the spectrum of intelligence operations, shifting from a traditional focus on corruption crimes to transnational crimes, cybercrime, and securing strategic national investments. This optimization is expected to transform Prosecutorial Intelligence into a proactive, data-oriented strategic early warning system capable of supporting Prosecutors in making evidence-based decisions, thus achieving effective, just, and impactful law enforcement for the community.

This research discusses the limited scope and mechanism of protection provided by the Witness and Victim Protection Agency (LPSK) for rape victims in Indonesia. The background of this research arises from the high rate of sexual violence and inequality in the provision of legal protection for victims, especially in the context of rape. The purpose of this research is to analyze the normative and practical obstacles faced by LPSK in providing effective protection, as well as evaluating whether the existing mechanisms have been responsive to the needs of victims. This research uses a normative juridical method with a statutory and case study approach. The research findings show that LPSK has limitations in authority, limited resources, and challenges in coordination between law enforcement agencies. In addition, the absence of a comprehensive legal definition of sexual violence worsens victims' access to protection. The implications of this research emphasize the need for legal policy reform and strengthening the capacity of LPSK to be able to carry out its protection mandate more inclusively and effectively.

Corporate crime within PT Permodalan Nasional Madani (PNM) Palu Branch reflects the vulnerability of state-owned financial institutions to practices of abuse of authority and violation of the law by internal elements. This case caused state losses and damaged public trust. This research aims to analyze the criminal sanctions and obstacles faced by law enforcement officials in cracking down on corporate crime, as well as formulating solutions for handling it. This research uses a normative juridical approach with the support of empirical data from cases in the Palu District Attorney's Office. The results show that criminal sanctions against individual perpetrators have been applied, but have not yet touched on aspects of institutional corporate responsibility. The main obstacles in law enforcement include limited evidence, the complexity of the organizational structure, the apparatus' lack of understanding of corporate law, and external pressures that interfere with the independence of the investigation. Suggestions include the need to increase the capacity of investigators in forensic audit and corporate law, strengthening the internal monitoring and whistleblowing system at PNM, and collaboration between law enforcement agencies. Thus, law enforcement against corporate crime can be carried out more effectively, fairly, and able to prevent the recurrence of similar crimes in the future.
