Law enforcement against minor crimes committed by children and the elderly often causes public dissatisfaction because it is considered to not take into account the principles of justice and benefit. To answer this problem, the Supreme Court issued Supreme Court Regulation (Perma) Number 1 of 2024 concerning Guidelines for Adjudicating Criminal Cases Based on Restorative Justice. This study raises two main problems: (1) How is Perma Number 1 of 2024 applied to children and the elderly who commit minor crimes? and (2) What are the inhibiting factors in its implementation? The purpose of the study is to analyze the implementation of the Perma and identify the obstacles faced. The methods used are normative juridical and empirical juridical, with a statutory, case, and conceptual approach. Data collection was carried out through document studies and interviews with practitioners and academics. The results of the study show that Perma Number 1 of 2024 provides space for resolving minor criminal cases in a more humane manner through restorative justice. However, its implementation still faces obstacles, including the lack of understanding of law enforcement officers, limited supporting facilities, and resistance from some communities and victims who still choose the formal legal process. In conclusion, although this Perma provides a great opportunity for peaceful resolution, its implementation requires commitment from all parties. It is recommended that there be increased training and socialization for law enforcement officers, provision of penal mediation facilities, and additional regulations to strengthen protection for children and the elderly as vulnerable groups.

This qualitative field research used observation, interviews, and documentation for data collection. The results show that students’ social character is formed through religious activities such as studying classical texts, public speaking training, Al-Barzanji recitation, communal cleaning, group learning, and extracurriculars. The kyai plays a vital role through religious education, direct guidance, and exemplary behavior—like eating and drinking according to prophetic tradition, praying in congregation, and maintaining neighborly ties. Supporting factors include administrative staff, peer support, pesantren programs, and family encouragement. Hindering factors involve limited facilities, negative peer or social media influences, individualism, and students’ background. The kyai’s role remains central in building strong social character among students.

The increasing number of elderly people in Yogyakarta City demands the provision of an inclusive environment that supports the welfare of the elderly. This study aims to assess the suitability of Yogyakarta City for the concept of an elderly-friendly city based on seven main variables: green open space, public transportation, pedestrian facilities, health services, social support, elderly-friendly intergenerational interactions, and advocacy for the basic rights of the elderly. The research used a quantitative approach with observation and questionnaire methods to elderly people in all sub-districts in Yogyakarta City. The data were analyzed using a Guttman scale to determine the level of suitability of each variable. The results showed that overall Yogyakarta City is classified as “suitable” for the concept of an elderly-friendly city, with a total score of 5.32 out of a maximum scale of 6.80. Four variables meet the suitability criteria, namely public transportation, health services, social support, and intergenerational interaction. Meanwhile, the other three variables are still not fully suitable and require improvement. This study recommends improvements in these three aspects so that the implementation of the concept of an elderly-friendly city in Yogyakarta City can be more optimal and sustainable.

JUREKSI (Journal of Islamic Economics and Finance) 2025 STIKes Ibnu Sina Ajibarang

In many developing countries today, the capitalist economic system still dominates. Not infrequently, this system causes various problems when applied in the governance of a country's economy. These problems generally arise because policies, regulations, and public financial management have not been directed at the principles of Islamic economics (sharia). In fact, the public economic system based on sharia provides guarantees for the fulfillment of state needs (income) and people's needs (expenditure). In addition, the rampant practice of misappropriation such as fraud and corruption has also caused the loss of public trust in public economic management. This condition contributes to the economic crisis and exacerbates the suffering of the people. Therefore, to solve these problems, the government needs to adopt a public economic concept based on Islamic values, because this system has been proven to be able to encourage justice and improve social welfare. This study uses a qualitative method with a literature study approach. The findings in the study indicate that there are various sources of income in the Islamic economy that can be utilized as public finances, such as Ghanimah, Fa'i, Jizyah, Kharaj, Waqf, Nawaib, Zakat, Infak, Sedekah, and 'Usr. Meanwhile, state expenditure is allocated to fulfill basic community needs, state defense and administration, education, social security, and development of infrastructure and public facilities.   Keywords: Capitalism, Economic system, Public sector In many developing countries today, the capitalist economic system still dominates. The rapid population growth in South Tangerang City has led to an increasing demand for housing, public facilities, and adequate community activity spaces. This phenomenon presents a challenge in providing proper and multifunctional spaces efficiently. This study aims to formulate architectural design strategies through a mixed-use development approach as a solution to mitigate the impact of population density in satellite urban areas. A mixed-methods approach, combining both quantitative and qualitative methods, was employed. Data were collected through questionnaires, field observations, spatial analysis, and in-depth interviews with residents and area users. Quantitative analysis was used to measure spatial needs and activity patterns, while qualitative analysis aimed to understand social preferences and local cultural contexts. The findings indicate that integrating residential, commercial, and public facility functions within a single area can improve land-use efficiency, reduce daily mobility, and strengthen inclusive social interaction spaces. The proposed design strategies include vertical spatial organization, flexible zoning, and the provision of green open spaces that support social and ecological sustainability. This research provides a foundation for the development of adaptive, participatory, and sustainable architectural designs for high-density urban areas such as South Tangerang City.

This study aims to evaluate the implementation of the Public Internet Program in Tanjungpinang City in supporting digital inclusion. Based on the 2018-2023 Strategic Plan document from the target of 100 points, only 34 public wifi points were realized. The evaluation was carried out using the theory of William N Dunn (2003), using six indicators, namely, effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. This research uses a qualitative approach with data collection techniques through observation, interviews, and documentation of 12 informants. The results of this study indicate that the implementation of the program has been running but not optimal. This can be seen in the effectiveness indicator where the placement of access points is less strategic, because it is located in upper-class housing which generally already has its own internet access, then the network quality is less stable with the bandwidth provided of 20 Mbps through a scramble system where the ideal standard according to the IT perspective is 2 Mbps per user outside watching YouTube. In the efficiency indicator, from 2013-2023 the realization did not reach the target set at the beginning, then the lack of maintenance resulted in 8 internet points not working. The adequacy indicator has not been said to be optimal in meeting needs through value, opportunity, and method adjustment as evidenced by the fact that there is no national standard as a reference in program implementation and unclear location data collection. In the equity indicator, there is a mismatch in infrastructure facilities, small areas have not been reached, and there is 1 location point that is locked. The responsiveness indicator is good, but there is still low participation from the community. Finally, the accuracy indicator is directed towards the community, but the implementation is not in accordance with the needs, and has not reached the initial target.

The community service activity was carried out in Lima Puluh Subdistrict, Batu Bara Regency. The partner in this activity was the Regional Development Planning, Research, and Development Agency. The main problem faced by the partner is the absence of an official slaughterhouse building in Batu Bara Regency. Until now, only independently managed slaughterhouses owned by the community have been used as animal slaughtering facilities. However, these slaughterhouses can only accommodate a limited number of slaughters. Moreover, issues related to poor meat hygiene and cross-contamination during slaughtering and packaging processes for consumer distribution are still frequently encountered. The solution to this problem is to establish an official slaughterhouse in Batu Bara Regency that meets both administrative and technical requirements. The purpose of this activity is to provide understanding to the community and stakeholders regarding the utilization of an official slaughterhouse and the importance of having a standardized slaughterhouse. The expected outcomes of this community service activity are: (1) to increase public knowledge in Batu Bara Regency regarding the importance of RPH utilization, (2) to enhance awareness of providing meat that is Safe, Healthy, Whole, and Halal (ASUH), and (3) to provide recommendations to the local government regarding the planning and development of an official slaughterhouse.

This study aims to find out the collaboration of actors in waste management in landfills (TPA). This study uses descriptive research using qualitative research methods and using Ratner's (2012) theory which includes Identification of Barriers and Opportunities, Debate Strategies to Influence, and Collaborative Action Planning. There were 5 informants in this study. The results of the study show that the collaboration that occurs in waste management has gone well, but there are still obstacles in overcoming existing problems. To identify obstacles and opportunities, there are situations and needs as well as resources that must be met, the collaboration that occurs between the Environment and Hygiene Agency and the head of waste management and b3 waste has been running but is not optimal enough due to the lack of resources in facilitating infrastructure facilities at landfills. Debate strategies to influence and increase public awareness and understanding require socialization related to understanding how to manage waste properly. The Head of the Environment and Hygiene Agency together with the Head of the B3 Waste Management Division have collaborated with the Mutiara Timor Waste Bank in providing effective socialization to reduce the volume of existing waste, but many people do not understand the socialization. Planning this cooperation action, there is a collaborative implementation strategy where the actors collaborate in planning the right implementation strategy to reduce the volume of waste in the landfill, but the collaboration between the Head of the Environment and Hygiene Agency and the Mutiara Timor Waste Bank has targeted 20% in handling the volume of waste, but the cooperation is only 5% that can reduce the volume of waste in the landfill because the socialization provided is still not understood by the Public. For the purpose and purpose of this cooperation is the target in reducing and handling waste from 2018-2025, if this cooperation runs effectively and successfully, slowly the volume of waste in landfills will decrease by itself.

Registration counter services as the main gateway for patient interaction with hospitals play a crucial role in shaping public perception of the quality of health services. However, Kaimana Hospital faces challenges such as long queues, limited physical facilities, and reliance on coordination between units, which have the potential to reduce patient satisfaction. This study aims to analyze the gap between patients' expectations and perceptions of the quality of registration counter services using the SERVQUAL model, focusing on five dimensions: Reliability, Assurance, Tangibles, Empathy, and Responsiveness (responsiveness). The qualitative-descriptive method is applied through direct observation during the workday, semi-structured interviews and analysis of secondary documents. The results of the study showed that officers were considered competent in providing Assurance information  and showed spontaneous empathy for the Empathy vulnerable group. However, the Reliability  dimension is hampered by long queues and reliance on the availability of medical personnel, while Tangibles is limited to physical facilities that are less adaptive during visitor density. Responsiveness is also influenced by fluctuations in the number of patients and coordination between units that are not optimal. The main gap lies in the absence of a digital queuing system, structured inclusive protocols, and standardization of officer competencies. Strategic recommendations include certification-based HR training, integration of digital queue technology, infrastructure optimization, and strengthening operational coordination. This research emphasizes the importance of a holistic approach to create an inclusive, efficient, and sustainable service ecosystem, as well as a reference for regional hospitals in improving the quality of services based on the SERVQUAL model.

This study is motivated by the current need for research on pesantren management using the Balanced Scorecard approach, which is essential to identify areas that require improvement in order to increase public interest. Innovative institutions have the opportunity to adopt the Balanced Scorecard as a strategic management system for managing long-term strategies. The research employs a qualitative method and was conducted at Pondok Pesantren Anharul Ulum Soko Plumpungrejo Kademangan Blitar and Pondok Pesantren Bustanul Mutaallimat Dawuhan Kauman Kepanjen Kidul in Blitar City. Data collection techniques include participant observation, in-depth interviews, and documentation. Data analysis techniques involve data condensation, data display, and conclusion drawing or verification. The findings reveal that target setting to build public interest is carried out through several measures. First, institutional development involves transforming pesantren from a salafi model into an integrated institution equipped with formal education facilities. This transformation includes requiring students to reside on-site and implementing strict selection processes to maintain the quality of the pesantren. Additionally, programs and curricula are designed to align with community needs by considering feedback from prospective students' parents, many of whom desire a combination of formal education, pesantren learning, and Quran memorization. Furthermore, the performance of pesantren in building public interest is measured through four perspectives: financial perspective, customer satisfaction perspective, internal business process perspective, and growth and learning perspective.

This study evaluates the Mobile Samsat Car Program in North Surabaya using the CIPP (Context, Input, Process, Product) model to assess the program's effectiveness in improving motor vehicle tax services. A qualitative method was applied, involving observation, interviews, and documentation analyzed descriptively. The context evaluation revealed that the program emerged due to the rising number of vehicles and limited public access to the main Samsat office. The input analysis showed limitations in human resources, operational vehicles, and service facilities, which hinder the delivery of inclusive public services. In the process aspect, the program showed commendable efforts in reaching the public, but coordination issues among agencies and lack of public outreach led to low participation. Regarding the product, the program has yet to significantly enhance taxpayer awareness and compliance. Overall, the CIPP evaluation indicates that while the Mobile Samsat Car Program is a relevant innovation responding to public needs, it still faces several implementation and outcome challenges. To optimize its impact, improvements are needed in resource availability, service processes, and public education strategies. With continuous development guided by evaluation findings, the program holds strong potential to offer effective, accessible, and efficient tax services across all social levels in Surabaya.

This research examines the implementation of the principle of openness in the examination of cases in civil court proceedings in Indonesia, focusing on two main issues: (1) how the principle of openness is regulated and applied in civil court practices, and (2) what key obstacles hinder the implementation of this openness. The purpose of the study is to provide an in-depth overview of the mechanisms for implementing the principle of openness in the civil judicial process and to identify inhibiting factors that need to be addressed promptly in order to make the judicial system more transparent and accountable. This study employs a normative juridical method with a statutory and conceptual approach. Data were obtained through literature review, including legislation, legal doctrines, and relevant court decisions, and analyzed using a descriptive-analytical method. The findings indicate that the principle of openness is well accommodated normatively within Indonesia’s civil judicial system; however, its implementation still faces significant challenges, such as limited supporting facilities, inadequate dissemination among judicial officers, and the tension between protecting the privacy of parties and ensuring public access to information. To address these issues, improvements in technological infrastructure, human resource training, and internal policy revisions are essential steps to optimize the principle of openness in civil court proceedings.
