Regional cooperation agreements are not something new, these regional cooperation agreements have a positive impact in improving people's welfare which makes this cooperation based on considerations of efficiency and effectiveness of public services that are mutually beneficial. In practice, there are problems that often arise in regional cooperation agreements. In this research, we want to examine in more depth the flow of implementing regional cooperation agreements and also want to examine what factors cause the failure or non-performance of a regional cooperation agreement with the Sumenep Regency Government. The results of this research are that the stages in regional cooperation agreements are regulated in Minister of Home Affairs Regulation No. 22 of 2020 article 6. And the problems that often arise are 1) The cooperation agreement that will be carried out is not accompanied by a draft of a mutual agreement between the regent and the leadership of the party that will collaborate. 2) Most of the articles on rights and obligations as well as financing have not found common ground so that the draft text of the cooperation agreement that has been discussed has not yet been signed. 3) The draft cooperation agreement that was prepared several times is not in accordance with the Minister of Home Affairs Regulation on Procedures for Regional Cooperation with Other Regions and Regional Cooperation with Third Parties.

The approach in this study is qualitative with data collection techniques of interviews, observation and documentation. The purpose of this study was to determine the implementation of human relations at PT Federal International Finance and to find out the obstacles in developing the implementation of human relations at PT Federal International Finance. This research refers to Effendy's implementation theory (2020), which has five dimensions. The first is communication which aims to build cooperation within the company. The second is directives to tell the tasks that must be carried out by employees so that employees can find out what the instructions from the leadership are. The third is openness to build harmonization between leaders and employees for the sake of creating openness so that there is no social jealousy. The fourth is mutual respect with the aim that employees and leaders can respect each other. The fifth is loyalty, the important role of a company is having employees who are able to survive in any condition for the sake of building a company. The inhibiting factor for the implementation of human relations is the lack of smooth communication between leaders and employees. In addition, there are barriers to direction, openness, mutual respect, and loyalty which hamper the implementation of human relations.

The curriculum greatly influences the education system in Indonesia. This is evident from the fact that the education system in Indonesia has experienced various changes since the past, but there is still room for improvement in facing global challenges. Currently, the education system in Indonesia implements education based on the "Freedom of Learning" curriculum introduced by the Minister of Education Nadiem Makarim which shows a commitment to educational reform. In the independent curriculum, there is Pancasila education learning as one of the school's missions. Using Pancasila learning refers to the character education that each individual has, differences in character can cause disputes, divisions, and trigger deviant behavior. Implementation of Citizenship Education learning uses differentiated learning based on Ki Hajar Dewantara's educational philosophy. This implementation refers to learning outcomes in the independent curriculum, namely about local wisdom and character, where this becomes basic learning so that students when they are in society are aware of how to behave and position themselves, especially in loving their homeland. Pancasila values and the application of Citizenship Education learning are contained in the Pancasila principles which include the values of mutual cooperation, honesty, responsibility among friends, the surrounding environment and responsibility for what one does. The values that can be contained in Pancasila contain many religious values (first principle), human values (second principle), unity values (third principle), wisdom values (fourth principle), and finally social values (fifth principle). Pancasila values are the way of life for the Indonesian people to build the character values of Indonesian society.

The integration of local wisdom in the role of village heads as mediators of industrial relations disputes is an effective strategy in rural conflict resolution. Local wisdom, which is a community's traditional knowledge and practices, can be used to understand and resolve complex conflicts. The village head, as a respected figure with traditional knowledge, can serve as an effective mediator in resolving industrial relations disputes. The results show that village heads play an important role as mediators by integrating local wisdom principles such as deliberation, mutual cooperation, and harmony in the mediation process. The custom-based approach proved effective in reaching an agreement that was acceptable to both parties and maintaining social harmony in the village. However, challenges arise when dealing with large companies or disputes involving formal legal aspects. This research provides new insights into the potential integration of local wisdom in the resolution of industrial relations disputes at the village level, as well as the implications for the development of a more contextualized alternative dispute resolution system in Indonesia. The analysis will discuss how the integration of local wisdom in the role of the village head can improve the effectiveness of conflict resolution in rural areas.
