Islamic Financial Institutions play a vital role in strengthening the Islamic economy in Aceh, particularly through financing micro businesses. Article 14 of Qanun Aceh Number 11 of 2018 sets a target of 40% profit-sharing-based financing for Micro, Small, and Medium Enterprises (MSMEs) by 2024. However, the realization of financing with profit-sharing contracts is still low. This study aims to examine the implementation of Qanun Number 11 of 2018 in facilitating micro business financing in Aceh, identify obstacles in its implementation, and analyze the roles of the government, society, and the private sector in supporting this process. The study uses an empirical juridical method, collecting data through literature studies, interviews, and observations. Data analysis is conducted qualitatively with a prescriptive analytical approach. Challenges to financing distribution include business actors not meeting credit quality assessments and prudential banking standards, causing banks to implement risk management strategies to prevent non-performing loans. Additionally, low financial literacy among business actors remains a significant barrier. The local government supports micro business financing by establishing the Technical Implementation Unit of the Integrated Business Service Office, providing financial assistance, and introducing the draft Qanun of Aceh Sharia Financing Guarantee. Bank Aceh Syariah offers training and coaching for MSMEs, while Bank Syariah Indonesia aids MSMEs through the MSME Center and the Muslim Entrepreneur program. Improving financial literacy is essential for business development. The study recommends that the Aceh Government strengthen the implementation of Qanun Sharia Financial Institutions, increase profit-sharing-based MSME financing, and promote financial literacy.

This research aims to provide comprehensive legal assistance to MSME actors, focusing on understanding regulations, licensing processes, and consumer rights. The methodology used in this research is a participatory approach that includes training, group discussions, and individual consultations. The results of this activity show a significant increase in the understanding of legal and licensing aspects among MSME actors, with 80% of participants reporting improved knowledge and confidence in facing legal challenges. Additionally, participants have started to apply the knowledge gained in their daily practices, such as business registration and consumer protection. The conclusion of this research emphasizes the importance of ongoing support for MSMEs to adapt to regulatory changes and improve their competitiveness in the market. It is hoped that this legal assistance program can serve as a model for other regions in efforts to empower MSMEs.

Managing public markets is one form of government service aimed at improving community competitiveness, as regulated in the Republic of Indonesia Law No. 7 of 2014 concerning Trade and the Minister of Home Affairs Regulation No. 20 of 2012 concerning the Management and Empowerment of Traditional Markets. Public markets play a vital role as local economic drivers that support community livelihoods. According to Utamanews.com (2022), Tanjung Morawa Public Market, located on Jalan Gerilya, Tanjung Morawa District, was rated by business actors as the poorest-performing public market in Deli Serdang Regency. This study aims to describe the capacity of the Department of Industry and Trade (Disperindag) of Deli Serdang Regency in managing the Tanjung Morawa Public Market. The research uses a descriptive qualitative method with data collected through observation, interviews, and documentation. The analysis is based on Horton et al.’s (2003) organizational capacity indicators, including human resources, infrastructure, technology, budgeting, and organizational activities. The findings reveal that Disperindag has not yet reached optimal capacity in market management, as evidenced by weak human resources, poorly maintained infrastructure, lack of technological application such as REPATONIK, limited budget allocation, and ineffective organizational activities in maintaining cleanliness and regulating street vendors around the market.

This study explores the concept and practical implementation of halal production in Micro, Small, and Medium Enterprises (MSMEs) through the lens of Islamic economics. Employing a qualitative literature review approach, it synthesizes findings from previous studies on Islamic production theory, halal assurance systems, and the economic role of MSMEs in Indonesia. The analysis reveals that halal production encompasses not only compliance with Islamic jurisprudence but also ethical, environmental, and social dimensions, emphasizing justice, transparency, and sustainability in business operations. For MSMEs, adopting halal production practices can strengthen consumer confidence, improve competitiveness in both domestic and global markets, and contribute to national economic resilience. Nonetheless, challenges persist, including a limited understanding of halal standards among entrepreneurs, high certification costs, and inadequate access to institutional and governmental support. Addressing these issues requires an integrated strategy involving collaboration among policymakers, halal certification authorities, and MSME actors. This study concludes that empowering MSMEs through education, digital innovation, and regulatory reinforcement is vital to achieving a sustainable and inclusive halal economy aligned with the principles of Islamic ethics.

This study aims to analyze the empowerment of floating net cage farmers in Pematang Jering Village and identify the obstacles and strategies implemented by the Village Government in optimizing this empowerment. The method used is descriptive qualitative, with data collection techniques through interviews, observation, and documentation. Research informants included the Village Head, cage farmers, fisheries extension workers, and the Fisheries Service. The results showed that empowerment had covered five indicators of success according to Edi Suharto: economic capacity, active participation, independence, increased knowledge and skills, and social networks. However, the economic capacity and independence of farmers were not yet optimal due to challenges such as high feed prices and limited access to capital. Community participation was high, as reflected in active involvement in village deliberations, training, and group cooperation. The empowerment strategies implemented included capital facilitation, strengthening farmer groups, business management training, and collaboration between the village government, extension workers, and the fisheries service. This study concludes that synergy among local actors is very important in strengthening farmer empowerment, but further strategic steps are needed to increase the independence and sustainability of aquaculture businesses in villages.

The main issue faced by MSME actors is limited capital, which hinders business development and their well-being. This study aims to evaluate the impact of the micro-financing program on improving the well-being of MSME actors, with a case study at the "Maju Makmur" Women’s Cooperative in Minggirsari Village. Using a qualitative approach, the study found that the provision of capital to MSME actors in the cooperative has been well-implemented and has had a positive impact, particularly in increasing income, economic activities, and the ability to meet daily needs. Supporting factors for the success of this program include government funding support, good cooperative management, clear implementation and technical guidelines, and community support. On the other hand, hindering factors include the presence of other financial institutions in the village, causing cooperative members to have savings in other places, as well as bad loans and a lack of socialization regarding the micro-financing program. Overall, the micro-financing program at the "Maju Makmur" Women's Cooperative has significantly benefited the improvement of MSME actors' well-being in Minggirsari Village.

Kramat Village, located in Tlanakan District, Pamekasan Regency, is a coastal area with abundant fisheries resources, one of which is fish paste (petis ikan), a long-standing local product. However, the processing businesses in this village still face challenges, particularly in terms of simple packaging and traditional marketing patterns, making it difficult to compete in modern markets. To address these issues, the Community Service Program (KKN) of Universitas Madura implemented training and mentoring focused on packaging innovation and the introduction of digital marketing strategies. The implementation methods included field observations, interviews with business actors, training to improve product quality, trial application of new packaging, and program evaluation. The results indicated significant improvements in product packaging quality, entrepreneurial skills in branding, and the utilization of social media as a promotional tool. A key achievement was the shift in entrepreneurs’ mindset from merely producing for local consumption to targeting broader markets. The program’s contribution lies in producing more competitive fish paste products, enhancing entrepreneurial literacy among the community, and strengthening the competitiveness of local MSMEs. Therefore, this KKN activity not only creates short-term impacts but also opens opportunities for sustainable community economic development.

Study Interest State Administrative Law, Implementation of Business Licensing for Laundry Services Activities in Barong Tongkok District, West Kutai Regency, under the guidance of Dr. Siti Kotijah S.H., M.H and Agustina Wati S.H., M.H. Business licensing is an important aspect in the implementation of business activities, including laundry service businesses that are increasingly growing in urban communities. Laundry businesses require official permits from the local government as a form of compliance with regulations governing economic activities and environmental protection. With licensing, the government can supervise business activities and ensure that business actors comply with operational standards, including in the management of domestic waste generated from the washing process. Laundry business licensing is also an instrument to ensure consumer safety and comfort. Business permits include technical and administrative requirements, such as location permits, environmental permits (UKL-UPL/SPPL), and operational permits from related agencies such as the Investment and One-Stop Integrated Services Agency (DPMPTSP). Without complete permits, business actors can be subject to administrative sanctions to criminal penalties, as regulated in various laws and regulations such as Law Number 32 of 2009 concerning Environmental Protection and Management. Research on laundry business permits is important to provide a comprehensive picture of the processes, obstacles, and legal and environmental implications that may arise if business actors do not comply with applicable licensing provisions. Social legal research, with field studies at the Investment and One-Stop Integrated Service Office of West Kutai Regency, Barong Tongkok District and Laundry businesses in Barong Tongkok, West Kutai. Laundry businesses that have permits are 7, while there are still many laundry businesses that do not have laundry business permits. Business actors do not have business permits, because the reason is that their business is small, and the permit process is very difficult, and business actors avoid paying local taxes.

This study aims to analyze the relationship between the establishment of the Menara Pandang tourist attraction and the increase in the number of tourist visits to the Salib Kasih tourist destination. The research method used is qualitative with a descriptive approach. Data collection techniques were carried out through observation, interviews, and documentation with several informants, namely the Technical Implementation Unit (UPT) of Salib Kasih and Menara Pandang, the Tourism Office of North Tapanuli, tourism workers, local business actors, and visiting tourists. The results of the study show that the establishment of Menara Pandang has a significant relationship with the increase in tourist visits to Salib Kasih. This relationship can be seen from the growth in the number of tourists coming after the development of the new facility, namely Menara Pandang. Supporting factors of this relationship include the proximity of the two tourist sites, the development of integrated tour packages, active promotion through social media, and support from the local government in providing facilities and infrastructure. With this integration, tourists who previously only visited Salib Kasih are now encouraged to also enjoy the attraction of Menara Pandang, thus extending their length of stay and giving a positive impact on the local economy. Furthermore, this study also found that the existence of Menara Pandang strengthens the image of Salib Kasih as a religious tourism destination as well as natural tourism with its unique features and attractions. Therefore, the development of additional strategic tourist attractions can be an effective step in increasing both attractiveness and the number of tourist visits, especially in religious and nature-based destinations. This research emphasizes the importance of collaboration among stakeholders in sustainable tourism development.

This study aims to determine the strategy of the Tourism Office in developing the Pandaratan Beach tourist destination, Sarudik District, Central Tapanuli Regency. This study uses a qualitative method with a descriptive approach. Data were collected through direct field observations, in-depth interviews, and documentation of a number of informants deemed relevant, namely the Tourism Office, Pokdarwis, the community as managers, business actors, and tourists. The results show that the Tourism Office's strategy in developing Pandaratan Beach has been formulated based on the Central Tapanuli Regency Tourism Office's strategic plan (Renstra). This strategy focuses on equitable distribution of development infrastructure with a superior commodity-based approach, which aims to support tourist attractions and increase the contribution of the tourism sector to regional development. The strategy implementation is realized through various programs, including proposing basic infrastructure development, human resource development through training, destination promotion through social media, development of natural tourism products, and the formation and empowerment of tourism awareness groups (Pokdarwis) as drivers of tourism awareness campaigns. The implications of this study indicate that the development of Pandaratan Beach has not been fully optimal and still faces several obstacles, such as limited supporting facilities, less than optimal tourism services, and uneven community participation, so that the impact on the quality of tourism services, increasing community participation, and the sustainability of the destination still needs to be strengthened. Therefore, a comprehensive and sustainable strengthening of the strategy is needed through cooperation from related parties so that the Pandaratan Beach tourist destination can develop more optimally based on superior commodities.

Micro, Small, and Medium Enterprises (MSMEs) have a significant contribution to national economic growth and the smooth distribution of goods and services. However, market competition and national economic dynamics pose serious challenges to the sustainability of MSMEs, especially in terms of competitiveness and technological adaptation. The development of digitalization opens up great opportunities for MSMEs to increase production efficiency and expand marketing reach through online sales platforms. Unfortunately, the limited knowledge and skills of MSME actors in managing digital marketing strategies leads to low optimization of this potential. This research aims to examine the needs of MSME assistance in Bangsalsari Village, Jember Regency, in order to increase business capacity and digital marketing effectiveness. The method used is a qualitative approach through field observation and interviews with MSME actors. The results of the study show that structured and sustainable mentoring can increase business actors' understanding of digital strategies, expand market access, and encourage the creation of new jobs. Thus, technology-based assistance programs and local needs are strategic solutions in strengthening the resilience and competitiveness of MSMEs in the midst of national economic challenges.
