This study aims to analyze the role of the Population and Civil Registration Office of Sikka Regency in increasing marriage certificate ownership through the Cinta Panas Innovation Program. The research is motivated by the relatively low rate of marriage certificate ownership, which has significant implications for the fulfillment of citizens’ civil rights, particularly in areas facing geographical and socio-cultural barriers. A descriptive qualitative approach was employed, using in-depth interviews, field observations, and document analysis as data collection techniques. Research informants included officials of the Population and Civil Registration Office, village authorities, religious leaders, and community members as service recipients. Data were analyzed interactively through data reduction, data display, and conclusion drawing. The findings indicate that the Cinta Panas Innovation Program has transformed public service delivery from a passive to a proactive approach through outreach services and cross-sector collaboration, especially with religious institutions. The program has improved service accessibility, increased public legal awareness, and contributed to the growth of marriage certificate ownership. Nevertheless, the study also identifies several challenges, including limited institutional capacity, administrative complexity, and unequal program coverage across regions. Therefore, strengthening institutional capacity and ensuring equitable service distribution are essential to sustaining innovation in population administration services

The SEBLAK program (Birth Certificate, Birth Registration, and Family Card) initiated by RS dr. Mohammad Zyn represents an innovation in digital-based civil registration services, aimed at improving efficiency, effectiveness, and transparency in public services related to population administration. This innovation integrates the processes of data collection, verification, and the issuance of administrative documents automatically through a digital system directly connected to the Department of Population and Civil Registration (Disdukcapil). Consequently, procedures for obtaining documents such as birth certificates and family cards can be carried out more quickly, easily, and without bureaucratic obstacles, while also providing more accurate and reliable data. The overall success of this program is supported by several key factors, including adequate technological infrastructure, continuous training for officers and the community, and effective socialization through various media and community forums. A qualitative approach was used to evaluate the implementation process and its impact on the community and hospital staff. Data were collected through in-depth interviews, observations, and documentation, then analyzed using the Miles and Huberman (1994) model. The results indicate that the implementation of this digital system can significantly reduce the time and costs associated with document processing, improve data accuracy, and strengthen public trust in government services. Beyond operational aspects, the SEBLAK program also positively impacts increasing access to administrative services for communities in remote and hard-to-reach areas. This aligns with the goal of expanding digital services inclusively and reinforcing the role of hospitals as the initial point and center for civil registration services while enhancing community participation in fulfilling their administrative rights. However, challenges remain, including technical infrastructure limitations, a lack of sufficient training for human resources, and the need to improve data security capacity. Therefore, continuous capacity building for human resources and infrastructure development are crucial to ensure the sustainability and success of this program, which can serve as a model for innovative public services that other institutions in Indonesia can adopt.

This study examines interfaith marriage and its impact on family economic rights from the perspectives of Islamic law and positive law in Indonesia, with a case focus on Sumedang Regency. Employing a qualitative phenomenological approach, the research involved semi-structured interviews with both traditional and modern Islamic scholars, along with an analysis of religious texts and statutory regulations. The findings reveal that the majority of scholars reject interfaith marriage based on Sharia principles and Article 2(1) of Law No. 1 of 1974 on Marriage. Nevertheless, some couples pursue such unions through administrative religious conversion or overseas ceremonies to obtain legal recognition. These practices often result in legal ambiguity regarding economic rights within the family—such as inheritance, joint property, and financial support—and may lead to familial disputes. Additional social consequences include identity confusion among children, community stigma, and potential conflicts within extended families. The study underscores the strategic role of institutions like Islamic boarding schools (pesantren) and the Office of Religious Affairs (KUA) in providing legal education and advocates the need for a responsive civil registration mechanism that acknowledges interfaith marriages while respecting Islamic legal principles. A contextual approach is proposed to bridge the tension between religious norms, legal certainty, and the protection of family economic rights.

In the context of improving the quality of early childhood education, educational management plays a central role. Effective and efficient management is able to manage various existing resources optimally so as to create a conducive and quality learning environment. In addition, management is also responsible for designing learning programs that are in accordance with the needs of child development, supervising, evaluating, and providing training and professional development for educators. Thus, the role of management is not only administrative, but also strategic in improving the quality of early childhood education services. This research is a type of literature study. Library Research refers to a series of broad and systematic activities that are closely related to various sophisticated methodologies used in careful library data collection, comprehensive reading and accurate recording of relevant information, and complex processing of various research materials. Based on the results of the literature, the data collected shows that the role of management in improving the quality of early childhood education (PAUD) is very complex and multidimensional. The studies reviewed underline the importance of comprehensive planning, including the development of relevant curricula, the provision of adequate facilities and infrastructure, and the management of quality human resources. In addition, efficient organization, effective program implementation, and structured supervision have also been shown to contribute significantly to improving the quality of PAUD.

This research discusses the economic policies implemented during the leadership of the Khulafaur Rashidin and their impact on the welfare and stability of the Muslim community. Through a descriptive qualitative method with a literature study approach, this research analyzes key policies such as the establishment of Baitul Mal, zakat and tax management, infrastructure development, as well as administrative reforms and wealth distribution by the caliphs. The results show that these policies played an important role in creating a fair distribution of wealth, improving people's welfare, and maintaining economic and social stability. The Islamic economic principles applied, such as social justice, transparency, prohibition of usury, and market supervision, have proven to be relevant and can be an inspiration in facing modern economic challenges.

This study aims to: 1) Identify the social character of students at Al-Istiqomah Islamic Boarding School, Kebumen; 2) Examine the role of the kyai in shaping this character; and 3) Determine supporting and inhibiting factors. This qualitative field research used observation, interviews, and documentation for data collection. The results show that students’ social character is formed through religious activities such as studying classical texts, public speaking training, Al-Barzanji recitation, communal cleaning, group learning, and extracurriculars. The kyai plays a vital role through religious education, direct guidance, and exemplary behavior—like eating and drinking according to prophetic tradition, praying in congregation, and maintaining neighborly ties. Supporting factors include administrative staff, peer support, pesantren programs, and family encouragement. Hindering factors involve limited facilities, negative peer or social media influences, individualism, and students’ background. The kyai’s role remains central in building strong social character among students.

The implementation of health information systems such as SIMKES (Sistem Informasi Manajemen Kesehatan) plays a crucial role in enhancing administrative efficiency and service delivery in primary healthcare centers. However, user satisfaction remains a key indicator of system effectiveness, especially in outpatient service units. This study aims to evaluate the satisfaction level of health personnel toward the implementation of SIMKES at the outpatient unit of Teguhan Health Center, Ngawi, Indonesia. Employing a descriptive quantitative method, this research involved a census of 17 respondents using a validated questionnaire based on the End-User Computing Satisfaction (EUCS) model, which comprises five dimensions: content, accuracy, format, ease of use, and timeliness. The data were analyzed using frequency distribution and mean scoring to categorize satisfaction levels. Results showed that the overall satisfaction score was 73.58, indicating that users were generally satisfied with the system. All five EUCS dimensions were categorized as satisfactory, with the highest rating in the format dimension and the lowest in timeliness. Despite the overall positive assessment, users reported issues related to system speed, technical bugs, and limited guidance for system navigation. The findings suggest that while SIMKES supports outpatient service delivery effectively, improvements are needed in system responsiveness and user support to enhance satisfaction and usability. This study contributes to the ongoing evaluation and development of health information systems in resource-limited primary care settings.

This study discusses the limitations faced by young people in facing the dilemma of standardization of labor recruitment, with a case study on the implementation of the Job Fair held by the Manpower Office (Disnaker) in Bekasi. In an era of an increasingly competitive labor market, the recruitment process tends to refer to certain formal standards that do not always reflect the real potential of young job seekers, especially those from lower-middle economic backgrounds. This study uses a descriptive qualitative approach with data collection techniques through field observations, in-depth interviews with job fair participants, and documentation of materials and selection mechanisms used by companies. The results of the study indicate that many young people experience obstacles in meeting administrative and technical standards, such as expertise certification, work experience, and foreign language-based communication skills, which are now dominant requirements in labor selection. The gap between the actual abilities of young people and the demands of the labor market indicates hidden social exclusion in the recruitment system. These findings also highlight the minimal role of the state in equipping young people with skills that are in accordance with industry needs. This study recommends that the government not only facilitate recruitment through job fairs, but also be active in building a vocational training system based on local needs and reformulating a selection mechanism that is more inclusive and fair for all levels of youth.

Teacher motivation, instructional effectiveness, professional learning, and retention continue to pose significant challenges in educational systems worldwide, often exacerbated by elevated levels of burnout and turnover. This study investigates the intersection between modern strategic management and Sharia-based leadership within Islamic educational institutions. Using a qualitative library research method, the paper analyzes recent scholarly literature to examine how Islamic ethics can be integrated into institutional governance. The findings suggest that modern management tools—such as strategic planning, SWOT analysis, and performance evaluations—can be effectively aligned with Islamic values when guided by principles such as shura (consultation), amanah (trust), and ‘adl (justice). However, a significant gap remains between theoretical ideals and actual administrative practices, often driven by bureaucratic and secular benchmarks. The study further identifies a lack of a comprehensive, operational Sharia-compliant leadership model that systematically combines strategic management theory with Islamic jurisprudence. Such a framework is essential for defining ethical leadership roles, participatory governance mechanisms, and accountability systems. Integrating Islamic ethics into leadership practices fosters stakeholder trust—among teachers, parents, and students—which in turn reinforces institutional legitimacy and supports long-term sustainability. The research emphasizes the need for Islamic educational institutions to move beyond symbolic adherence to Sharia and adopt integrated, ethically coherent leadership practices that address both moral and managerial imperatives.

The Land and Building Tax (Pajak Bumi dan Bangunan or PBB) is one of the regional taxes that plays a strategic role in increasing local revenue (Pendapatan Asli Daerah or PAD). PBB is levied on taxable objects in the form of land and/or buildings, as well as on taxpayers who own or control these objects. This study aims to analyze the role of PBB in supporting regional development, the level of public awareness in paying PBB, and the challenges in its collection process. The research uses a descriptive qualitative approach with data collected through literature studies and documentation. The results show that PBB significantly contributes to PAD, especially in areas with rapid property growth. However, there are still obstacles such as lack of public outreach, suboptimal administrative systems, and varying levels of taxpayer compliance. Therefore, efforts are needed to improve service systems, educate the public, and strengthen regulations in the implementation of PBB to ensure it is more effective and efficient in supporting regional development.

Non-Civil Servant Government Employees (PPNPN) are a vital component in the operational activities of an organization. However, their performance management faces challenges in efficiency and standardization. This scientific paper examines the potential implementation of Google Sites as a platform for PPNPN performance management. The analysis focuses on the existing regulatory framework. The proposed model leverages the integration of Google Sites with Google Forms, Google Sheets, and other supporting applications provided by Google to digitize the performance management cycle, from planning, monitoring, and evaluation (based on indicators such as integrity, discipline, teamwork, communication, and service), to documentation and feedback. The main advantages of this platform include administrative efficiency, increased data transparency and accessibility, centralized data management, potential for consisten process, collaboration, and cost-effectiveness. Nevertheless, its implementation faces significant challenges related to the digital literacy gap among PPNPN with diverse roles, data security and privacy issues in the public sector, the need for robust change management, feature limitations compared to specialized HRIS systems, particularly in the Ministry of Finance where the research object's office is located, and the necessity for adequate supporting infrastructure. This research concludes that Google Sites offers a technically viable solution, but its success highly depends on the organizational and human resource readiness of both the HR managers and the PPNPN themselves.

Training Institutions, Courses and Job Training are places that are very often used by the public to increase their expertise and skills. In winning the competition in the service sector related to customer satisfaction, the efforts that must be made by the institution are to improve the quality of serving customers which is a key factor in the success of an institution. This study aims to analyze the quality of administrative services on customer satisfaction at LPK/LKP. Zakiyah Muara Enim. The study was conducted by collecting data through documentation, interviews, observations and literature. The methodology used is a qualitative method that is descriptive and tends to use analysis. The process and meaning (subject perspective) are more emphasized in qualitative research. Based on the results of the analysis that has been carried out, it states that administrative services at LPK/LKP. Zakiyah has provided effective services, good communication and responsiveness, so that customers are satisfied with the service. This can have a good impact on the institution in terms of service quality, because the better the service provided, the better the image of the institution's name among the public. And for service providers, it is expected to continue to make improvements in service aspects to increase customer satisfaction and loyalty. In conclusion, the quality of administrative services plays a very important role and is the main factor in increasing customer satisfaction so that it can provide a sense of comfort for customers.

This report discusses a four-month independent internship experience at the Regional Tax and Retribution Management Agency of Palangka Raya City, specifically in the general staffing section. The internship aimed to connect theoretical knowledge gained in college with practical work experience in a government environment, as well as to develop administrative, communication, and teamwork skills. During the internship, the author was involved in various staffing administrative activities, such as recording and disposition of incoming and outgoing mail, managing employee data, and supporting internal operations. Through observation, interviews, and documentation methods, the author gained a deep understanding of staffing administrative procedures and the importance of accuracy and coordination in supporting smooth organizational operations. This experience also strengthened professional readiness and broadened insight into the work dynamics within government institutions. The implications of this activity demonstrate that systematic and professional staffing administration plays a crucial role in supporting organizational performance and achieving institutional goals

This study aims to examine the role of law in poverty eradication in Indonesia through the analysis of regulations and implementation of government programs. With a descriptive qualitative approach based on literature studies, this study explores the effectiveness of books as an instrument of public policy. The findings show that the law has not functioned optimally as a tool for social transformation, tends to be administrative and not yet adaptive to the dynamics of poverty. Case studies in several regions such as Malang, Trenggalek, and Aceh Tamiang highlight weak coordination, data validation, and community participation. The main obstacles include limited local regulations, inaccurate targeting of assistance, and minimal legal-based supervision. Therefore, proactive, participatory, and contextual legal reform is needed so that poverty alleviation policies truly side with vulnerable groups. The law must be present not only as a norm, but as a structural force that guarantees distributive justice and social empowerment.

This study discusses the comparison of taxation systems between developed and developing countries, focusing on the strategic role of taxes in national development, tax administration challenges, and the relationship between public service quality and taxpayer compliance. Using a descriptive qualitative approach with a case study method, this research compares Sweden, a developed country known for its transparent and efficient tax system, with Indonesia, a developing country that still faces challenges in tax collection and administration. The findings reveal that the success of a tax system depends greatly on transparency, public service quality, and public trust. In developed countries, taxes serve not only as state revenue but also as tools for income redistribution and economic control. Meanwhile, in developing countries, the main obstacles include low compliance, legal uncertainty, weak enforcement, and underdeveloped administrative culture. Therefore, tax reform is essential to improve tax system effectiveness and public participation. This study recommends regulatory improvement, increased tax literacy, and service innovation to build a fair, transparent, and sustainable tax system.

This study aims to analyze the influence of core values of Morality, work facilities, and work- life balance on employee commitment, with mental well-being as a mediating variable. This study was conducted on employees in the Administrative Bureau of the Leadership of the Regional Secretariat of East Java Province using a quantitative approach. Data was collected through a questionnaire of 50 respondents and analyzed using regression tests and Sobel Test to test the mediation effect. The results of the study show that the core values of Ber-Akhlak in work, work facilities, and work-life balance have a positive and significant influence on mental well-being. In addition, mental well-being has a significant influence on employee commitment and mediates the relationship between the three independent variables and employee commitment. Work facilities provide the greatest mediation influence compared to the core values of Moral Character and Work-Life Balance, emphasizing the importance of the role of leaders in supporting the mental welfare of employees in carrying out their work. This finding gives implications that the Administrative Bureau of the Leadership of the Regional Secretariat of East Java Province can increase employee commitment by implementing the core value policy of Ber-Akhlak, supporting work-life balance, and strengthening work facilities. This research also contributes to the human resource management literature by offering a new perspective in supporting employee mental well-being as a strategic factor in increasing organizational loyalty.

The phenomenon of Indonesian labor migration abroad is a response to development disparities and limited employment opportunities within the country. The migration of Indonesian workers gives rise to serious vulnerabilities to human trafficking practices. This study aims to analyze the strategic role of the Indonesian Migrant Workers Protection Agency (BP2MI) in safeguarding migrant workers from the threats of exploitation and human trafficking. Using a descriptive qualitative approach and referring to the concepts of human trafficking and human security, this study reveals that BP2MI plays a crucial role in protection during the pre-departure, placement, and post-placement stages. Through administrative policies, training, provision of social security, supervision of recruitment agencies, and cross-sector collaboration, BP2MI strives to strengthen the protection system and prevent illegal migration, which has the potential to become an entry point for human trafficking practices.

Digital transformation is one of the main instruments in bureaucratic reform efforts aimed at improving the quality of public services and state budget efficiency. Through the application of information technology such as e-government, e-budgeting, and digitalization of public services, the government can reduce operational costs, accelerate administrative processes, and increase transparency. However, in practice, this transformation process faces various challenges, such as infrastructure gaps, low digital literacy, internal resistance, and data security threats. This study aims to identify opportunities and challenges for digital transformation in the context of state budget efficiency in Indonesia. The method used is a literature study with a descriptive-qualitative approach. The results of the analysis show that digital transformation plays an important role in driving fiscal efficiency, but requires strong policy support, increased human resource capacity, and equitable digital infrastructure development.

The Bogor City Scout Movement Branch Office is still experiencing problems in administrative management, including cumbersome manual filing processes, unresponsive disposition of incoming letters, excessive paper consumption, and vulnerable financial document security systems. This research aims to propose the implementation of the E-Office system as an innovative solution for administrative transformation towards a more efficient and digitally integrated system. The research method used is a descriptive qualitative approach by collecting data from interviews with three key informants who have an active role in operations and administration at the Bogor City Scout Movement Branch. The results show that the use of E-Office has excellent potential to improve operational efficiency, increase document security, and speed up administrative processes. However, the implementation of E-Office requires special training and changes for employees who still use the manual system.

This research is a qualitative descriptive study aimed at understanding and analyzing the performance of the Secretariat employees at the Ambon City General Election Commission (KPU) in 2024. The study was conducted at the Ambon City KPU. The data collection techniques used were observation, interviews, and documentation with a total of 10 informants who were considered directly involved in the role of the Secretariat employees’ performance in organizing the local election. The results of this study indicate that the performance of administrative services is not yet optimal or has not been implemented properly. This can be seen from the research findings regarding service standards, which include several indicators: service procedures, completion time, facilities and infrastructure, and the competence of service officers. The study concludes that improvements are needed in discipline, knowledge, skills, and expertise of the officers so that the service process can be carried out effectively.
