The annulment of a marriage certificate as a product of state administrative law creates complex juridical issues concerning the legality of marriage administration, protection of civil rights, and legal certainty within society. This study aims to analyze the legal consequences of the annulment of Marriage Certificate Number 0026/26/I/2020 in the Decision of the Bandar Lampung State Administrative Court Number 15/G/2023/PTUN.BL and to examine the judges’ considerations from the perspective of siyasah qadha’iyyah. This research employs a normative juridical method using statutory, case, and conceptual approaches within Islamic political jurisprudence. Data sources were obtained from court decisions, legislation, classical Islamic legal texts, and relevant scientific journals. The findings indicate that the annulment of a marriage certificate revokes the administrative legal force of the marriage registration but does not automatically invalidate the marriage contract under Islamic law as long as the pillars and conditions of marriage are fulfilled. The decision demonstrates that the State Administrative Court has authority to examine the administrative aspects of marriage certificate issuance but lacks authority to determine the substantive validity of the marriage itself. From the perspective of siyasah qadha’iyyah, the judges’ decision reflects the implementation of justice, public benefit, legal certainty, and supervision over state administrative officials. This study emphasizes the necessity of strengthening marriage administration systems based on good governance principles and maqashid al-shari’ah to prevent administrative legal disputes in marital affairs.

This study aims to analyze the position and function of the principle of good faith in the international contract law system and analyze its role in providing legal protection for parties in international business transactions, especially in the context of the free market era. This study uses a normative juridical method with a statutory and conceptual approach to examine the legal provisions related to this principle. The results of the study indicate that the principle of good faith is not only understood as a moral value in contractual relations, but has also developed into a legal norm recognized in various international legal instruments, such as the UNIDROIT Principles of International Commercial Contracts, Principles of European Contract Law (PECL), and the United Nations Convention on Contracts for the International Sale of Goods (CISG). This principle includes subjective aspects in the form of honest intentions of the parties and objective aspects in the form of internationally applicable fairness standards. The principle of good faith plays an important role in the formation, implementation, and resolution of international business contract disputes. Although there are differences in acceptance between civil law and common law systems, the application of this principle can be harmonized through international legal instruments and soft law.  Thus, the principle of good faith is an important basis for realizing fair, balanced and sustainable international business transactions.

This study examines the integration of Islamic education values in supporting the achievement of the Sustainable Development Goals (SDGs) 2030. The background of this research is rooted in the increasing global demand for education systems that not only emphasize cognitive competence but also foster moral integrity, social responsibility, and environmental awareness. Islamic education, with its foundational values such as tawhid (divine consciousness), adl (justice), amanah (responsibility), and mizan (balance), offers a holistic framework that aligns with the principles of sustainable development. The objective of this research is to analyze how Islamic educational values can be conceptually and operationally integrated into educational practices to contribute to the SDGs agenda. This study employs a qualitative approach using library research as the primary method, collecting and analyzing relevant academic literature published in recent years. The findings indicate that the integration of Islamic values through contextual learning, reflective discussions, character-building activities, and social engagement initiatives can enhance students’ awareness of global issues, empathy, inclusivity, and ecological responsibility. Although challenges remain in curriculum standardization and character assessment mechanisms, the study concludes that Islamic education has strong potential to function as a transformative educational model. The implications of this research suggest the need for curriculum development, teacher capacity building, and institutional commitment to ensure that Islamic education meaningfully contributes to sustainable global development.

The development of modern economic systems shows that conventional approaches are often criticized for focusing too much on rational and mathematical aspects, while giving less attention to ethical and moral values in economic activities. This condition has encouraged the emergence of alternative systems that combine material and spiritual elements, one of which is the Islamic economic system.This study aims to analyze the characteristics and structure of the Islamic economic system as a framework based on Sharia principles. The research uses a qualitative approach with a literature review method by examining various relevant sources. The data are analyzed descriptively to better understand the basic concepts and structure of the Islamic economic system.The results show that Islamic economics has key characteristics such as a strong connection to divine values, a balance between individual and social interests, and an emphasis on justice and social responsibility in economic activities. Therefore, Islamic economics not only regulates economic practices but also incorporates moral and ethical values to achieve overall social well-being.This study is expected to contribute to the development of Islamic economic studies and can be used as a reference for building a more fair and sustainable economic system.

Business digitalization has become an integral part of the modern economic development in Indonesia, providing significant convenience for business actors while presenting legal risks that require clear legal protection and certainty. This research uses normative legal methods with legislative and conceptual approaches, and utilizes primary, secondary, and tertiary legal sources. The results of the study show that legal protection for business actors in digital-based business agreements is regulated in various regulations, including Article 1320 and Article 1338 of the Civil Code, the Consumer Protection Law, the Law on the Prohibition of Monopoly Practices, the Law on Information and Electronic Transactions and their amendments, Government Regulations on the Implementation of Electronic Systems and Transactions, the Personal Data Protection Law, and the Trade Minister Regulation on Trade Through an electronic system. However, existing regulations still face challenges in the form of overlapping rules and have not fully answered new problems such as automated contracts, the use of artificial intelligence, and the dynamics of digital platforms. Therefore, adaptive regulatory reforms, strengthening the principle of fairness in digital contracts, increasing supervision of platform operators, and legal and digital literacy for business actors are needed. These efforts are expected to be able to protect business actors, especially MSMEs, from harmful standard clauses and ensure the timely and effective resolution of digital business disputes.

This study aims to analyze the Transformation of E-Government Towards E-Governance in the Public Service Process at the Population and Civil Registration Office of Gresik Regency. The utilization of information technology in public services is one of the government’s efforts to improve administrative efficiency, transparency, and the quality of services provided to the public.This research employs a qualitative approach with a descriptive method to provide an in-depth depiction of the implementation of E-Governance in population administration services. Data collection techniques include interviews, observations, and documentation, while data analysis follows the stages of Grouping the data according to key constructs, Identifying bases for interpretation, Developing generalizations from the data, Testing alternative interpretations, and Forming and/or refining generalizable theory from the case study.The results indicate that the implementation of the Transformation of E-Government Towards E-Governance in the Public Service Process at the Population and Civil Registration Office of Gresik Regency is carried out through several key dimensions, namely E-Administration, E-Service, and E-Society. The E-Administration dimension is reflected in the use of digital-based administrative systems for managing population data and processing document applications electronically. The E-Service dimension shows that online services provide easier access for the public to manage population documents more quickly and efficiently. Meanwhile, the E-Society dimension demonstrates an increased utilization of information technology by the public in accessing population administration services. Nevertheless, the implementation of digital services still faces several challenges, such as limited digital literacy among the public and uneven internet access. This study concludes that the application of E-Governance in population administration services in Gresik Regency has made a positive contribution to improving the quality of public services through the utilization of information technology.

This research aimed to evaluate the effectiveness of safeguarding regional assets in the form of official vehicles at the Regional Financial and Asset Management Agency (BPKAD) of Sikka Regency. Asset security is an essential component in the management of regional government assets to ensure orderly governance, physical security, and legal certainty regarding asset ownership. This study employs a qualitative approach, with data collected through interviews, observations, and documentation. Data analysis was conducted descriptively based on indicators of administrative security, physical security, legal security, as well as supervision and control. The results show that the security of official vehicle assets has been implemented through administrative recording, safekeeping of ownership documents, and monitoring of vehicle usage. However, its effectiveness is not yet optimal, as there are still official vehicles that have not been returned after the end of officials’ terms of office, along with weak enforcement of sanctions and limited periodic monitoring. Factors affecting the effectiveness of asset security include budget constraints, low user awareness, and suboptimal implementation of internal control systems. This study recommends strengthening supervision, conducting re-inventory of official vehicles, enforcing stricter sanctions, and improving coordination among regional government agencies to achieve more orderly, transparent, and accountable asset management

This study aims to analyze the implementation of sharia management functions in the administration and financial management of student affairs at Imam Syafi’i Islamic Boarding School (Pondok Pesantren Imam Syafi’i) in Brebes. Islamic boarding schools play an important role not only in developing students’ religious knowledge and character but also in managing administrative and financial systems that support educational activities. In the perspective of sharia management, organizational management should be carried out based on the main management functions, namely planning, organizing, actuating, and controlling, while also adhering to Islamic values such as trustworthiness (amanah), transparency, and accountability. This research employs a qualitative approach with a descriptive method. Data were collected through observation, interviews, and documentation during the PIAWAI Internship Program of the Sharia Management Study Program in 2025. The results show that the administration and financial management of student affairs at Imam Syafi’i Islamic Boarding School have implemented management functions systematically, starting from activity and budget planning, task distribution among student affairs administrators, implementation of administrative processes and financial recording, to supervision and evaluation of financial reports. In addition, the management practices also reflect sharia management principles through the application of trust, accountability, and transparency in managing students’ activity funds. Therefore, the implementation of sharia management functions in administration and financial management contributes to improving the effectiveness of pesantren activities and strengthening governance in Islamic educational institutions.

This study examines the strategic role of financial management in empowering the community of Somongari Tourism Village, Purworejo Regency, which serves as a model of Community-Based Tourism (CBT). Despite its rich natural and cultural assets, the village faces challenges in sustaining tourism growth due to fluctuating visitor numbers, limited services differentiation, and uneven income distribution. The research aims to evaluate how transparent and participatory financial practices can strengthen community capacity, enhance homestay development, and ensure long-term sustainability. Employing a qualitative case study approach, data were collected through in-depth interviews with tourism managers and homestay operators, direct observation of community practices, and analysis of financial records and visitor data from 2023 to 2025. Findings reveal that inclusive organizational structures, collective price agreements, and youth-led digitalization initiatives foster social cohesion, accountability, and innovation, while service homogeneity and seasonal visitor fluctuations remain critical constraints. The synthesis highlights financial management not merely as a technical tool but as a catalyst for empowerment, enabling equitable income distribution, entrepreneurial growth, and resilience against market volatility. The study concludes that professional financial recording systems, continuous capacity-building, and collaboration among communities, government, and private stakeholders are essential to advance sustainable tourism development. Ultimately, financial management emerges as both a governance mechanism and a strategic pathway for balancing economic growth, cultural preservation, and community empowerment in Somongari Tourism Village.

This research investigates climate change adaptation frameworks for Indonesian port infrastructure and workforce safety through integrated risk management approaches addressing physical facility resilience and human resource protection. Through qualitative analysis involving 37 stakeholders including port authorities, terminal operators, marine engineers, climate scientists, occupational health specialists, and port workers, this study examines how climate threats including sea level rise, extreme weather, flooding, and heat stress affect both port operations and worker safety requiring coordinated adaptation strategies. Results demonstrate that integrated frameworks can reduce climate-related operational disruptions by 50-70%, decrease worker heat illness by 60-80%, improve emergency response effectiveness by 55-75%, and enhance infrastructure resilience by 45-65% when combining physical hardening with workforce protection measures. Key challenges include immediate infrastructure damage (ports already experiencing 3-8 annual flooding shutdowns), worker heat illness epidemic (150+ cases in 2023 with 300% increase), investment decision urgency ($15-25 billion infrastructure commitments 2024-2030), and organizational coordination across fragmented stakeholders. Findings reveal that successful climate adaptation requires holistic sociotechnical approaches treating ports as integrated human-infrastructure systems where worker safety and facility resilience prove inseparable, supporting Indonesia's maritime economic security and coastal community welfare through comprehensive climate risk management.

The rapid development of Islamic finance has encouraged central banks in dual banking systems to design monetary instruments that comply with Sharia principles while maintaining macroeconomic stability. However, the effectiveness of Islamic monetary instruments and their transmission mechanisms remain widely debated in the literature. This study aims to systematically review the empirical and conceptual literature on Islamic monetary instruments, focusing on their effectiveness, transmission channels, and macroeconomic outcomes. Using a Systematic Literature Review (SLR) approach guided by the PRISMA framework, this research synthesizes findings from major studies examining Islamic monetary policy operations, banking transmission mechanisms, and their impacts on inflation, output, and financial stability. The results reveal that the financing/credit channel and the interest–profit pass-through mechanism are the dominant transmission pathways in dual banking systems. Although Islamic banks often demonstrate relative stability during monetary shocks, policy transmission remains partly influenced by conventional interest rate benchmarks due to institutional and market structure factors. The effectiveness of Islamic monetary instruments is largely determined by the depth of Islamic money markets, the availability of liquid instruments such as central bank sukuk, and the strength of regulatory and institutional infrastructure. Furthermore, empirical evidence linking Islamic monetary instruments directly to macroeconomic outcomes such as inflation and growth remains limited. This study proposes an integrated conceptual framework linking Islamic monetary instruments, transmission channels, and macroeconomic outcomes, moderated by institutional quality, market share of Islamic banking, and market depth. The findings contribute to the literature by providing a comprehensive synthesis of existing research and offering policy insights for strengthening Islamic monetary policy frameworks in dual financial systems.

Public service plays a fundamental role in fulfilling citizens’ rights and needs within modern governance systems. The increasing complexity of social, economic, and technological changes has encouraged the transformation of public administration paradigms. This study aims to analyze the evolution of public service paradigms from Old Public Administration to Network Governance, identify the key characteristics of each paradigm, and explain the shift in values and the role of the state in public service delivery. This research employs a qualitative approach using a literature review method by examining various academic sources related to public administration theories and public service governance. The analysis was conducted through content analysis and comparative analysis to identify conceptual developments and paradigm differences in public administration. The results indicate that public service paradigms have evolved from hierarchical and rule-based governance toward more collaborative and participatory governance models. Old Public Administration emphasizes bureaucratic hierarchy and administrative control, New Public Management focuses on efficiency and performance-based management, while New Public Service highlights citizen participation and democratic values. The most recent paradigm, Network Governance, promotes collaboration among government, private sector, and civil society in addressing complex public issues. These findings suggest that contemporary public administration increasingly adopts a hybrid governance approach that integrates elements of various paradigms to enhance the effectiveness and responsiveness of public service delivery.

This study examines the export barriers encountered by emerging small and medium-sized enterprises (SMEs) in Indonesia, with a focus on export documentation challenges, tariff constraints, and the adaptive marketing strategies employed to sustain international market engagement. Employing a qualitative case study approach, this research investigates PT Albarka International Group, a nascent export-import company established in 2021 and headquartered in Malang, East Java, which specializes in the export of natural commodities including Bakhur-related materials (opercula shells, damar resin, agarwood), spices, and other Indonesian products to Middle East markets including Yemen, Saudi Arabia, UAE, Libya, Sudan, and Djibouti. Data were collected through in-depth interviews with key company personnel and supplemented by document analysis. Findings reveal three primary export barriers: (1) high shipping tariffs relative to regional competitors, frequently triggering order cancellations by importers; (2) complex and time-intensive export documentation requirements, particularly for regulated natural resource products subject to CITES compliance, fish quarantine certification (Health Certificate), and customs declaration (PEB); and (3) internal organizational constraints stemming from overlapping job roles. In response, PT Albarka has adopted adaptive strategies including Full Container Load (FCL) consolidation to reduce per-unit shipping costs, advance payment systems (TT in advance) to mitigate importer default risk, and collaborative consultation with customs and quarantine authorities. The study contributes to the SME internationalization literature by demonstrating how resource-constrained emerging exporters navigate institutional and logistical complexities in developing economy contexts, offering practical insights for SME practitioners and export policy stakeholders.

Innovative service programs are still unable to ensure that all administrative rights related to civil registration are properly fulfilled, especially for vulnerable groups such as people with mental disorders and persons with disabilities. This study aims to examine the role of the Sidoarjo District Population and Civil Registration Office in fulfilling the administrative rights of the community, identify factors that facilitate and hinder this process, and evaluate how inclusive public service policies are implemented. This study uses a qualitative approach to understand how inclusive public services are implemented. The study shows that there are obstacles in procedures and administration, particularly in the initial online application process, and that there are no clear SOP documents regulating services for persons with disabilities. In addition, the manner of imposing official sanctions in the implementation of the Peduli Dilan Program is not yet clear. Nevertheless, the Population and Civil Registration Office of Sidoarjo Regency has made efforts to provide inclusive services and focus on fulfilling rights. This study shows that the role of the Population and Civil Registration Office of Sidoarjo Regency is already functioning, but it still needs to be strengthened in terms of resources, data collection systems, and service coverage expansion so that the administrative rights of vulnerable groups can be fulfilled more evenly and sustainably.

This study aims to analyze the implementation of Artificial Intelligence (AI)-based learning media and its implications for student learning motivation in Islamic Religious Education (PAI). This study uses a systematic literature review approach by examining various reputable scientific articles discussing the integration of AI in education and the dynamics of learning motivation in the context of PAI. The results of the study indicate that the use of AI through adaptive learning systems, educational chatbots, gamification, and learning analytics can increase the effectiveness, personalization, and interactivity of learning. This implementation has a positive impact on cognitive motivation through increased conceptual understanding, affective motivation through active participation and emotional engagement, and spiritual motivation through strengthening reflection and internalization of Islamic values. However, ethical challenges, the risk of depersonalization of the teacher's role, and inequality in digital access are crucial issues that require policy attention and human-centered pedagogical design. Theoretically, this study offers an integrative conceptual framework that combines technological innovation with Islamic educational epistemology. Practically, the results of this study provide recommendations for teachers, schools, and policymakers to develop AI-based PAI learning models that are adaptive, ethical, and oriented towards character building.

The development of information technology has encouraged transformation in the administration and implementation of the judicial system in Indonesia, including within civil procedural law. The civil justice process, which has traditionally relied on manual procedures as regulated in the HIR and RBg, faces several limitations such as lengthy procedures, relatively high costs, and limited access for justice seekers. To address these challenges, the Supreme Court introduced the e-court system as part of judicial modernization through the digitalization of case administration and court proceedings. This study aims to analyze the effectiveness of the implementation of e-court in realizing procedural justice within civil procedural law and to examine the relationship between the classical procedural provisions contained in HIR/RBg and the newer regulations governing electronic court administration. The research employs a normative legal research method using statutory and conceptual approaches by examining legal provisions and the concept of procedural justice within the judicial system. The findings indicate that the implementation of e-court reflects a paradigm shift in civil procedural law from a formalistic system toward a more digital and administrative system that improves efficiency in case administration and accelerates dispute resolution. However, this transformation also raises questions regarding the harmonization of legal norms between the regulations governing electronic court systems and the traditional civil procedural rules. Nevertheless, the implementation of e-court has positive implications for the realization of the principles of simple, fast, and low-cost justice while also improving public access to more effective and efficient judicial services.

This community service programme aims to provide education and training on the utilisation of the TikTok application as a digital business medium for the community of Rejosari Village, RT 03 RW 07, Karanggeneng, Boyolali Regency. The rapid development of digital technology and social media has transformed patterns of economic interaction from conventional systems into platform-based digital economies. Nevertheless, at the village level, the use of social media remains predominantly oriented towards entertainment and has not yet been optimally directed as an instrument for enhancing household economic capacity. The implementation method adopts an educative–participatory approach through the delivery of conceptual materials, demonstrations of TikTok features, and hands-on practice in creating digital business content. The results of the activity indicate an improvement in participants’ understanding of social media–based digital business opportunities, as well as the emergence of collective awareness to utilise TikTok as a means of generating additional income. This programme confirms that social media–based digital business education can function as an effective instrument for empowering rural communities in responding to digital economic transformation.

This study aims to analyze the registration of Deeds of Mortgage (APHT) that exceed the 7 (seven) day time limit in Badung Regency and the legal consequences that arise from this. The research uses empirical legal methods with a legislative, analytical, case, and legal sociology approach. Data was obtained through interviews with PPAT and the Badung Regency Land Office (BPN) as well as a study of secondary legal materials. The results of the study show that delays in APHT registration still occur both through the manual (offline) and electronic (HT-el) systems. The contributing factors include negligence or workload of PPAT, incomplete documents from the parties, administrative obstacles at the Land Office, and technical disruptions to the electronic system. Legally, delays do not invalidate APHT, but they delay the creation of mortgage rights because these rights only have legal force from the date of recording in the Land Registry. As a result, creditors do not obtain preferential rights and full legal protection before registration is carried out. PPATs who are late may be subject to administrative sanctions in accordance with official regulations. Based on the theories of utility, legal protection, and legal certainty, delays in APHT registration reduce the effectiveness of creditor protection and create potential legal uncertainty. Therefore, it is necessary to improve supervision and guidance for PPATs, as well as optimize the HT-el system to ensure legal certainty and protection in the practice of registering Mortgage Rights.

Patient safety culture is an essential component in improving the quality of healthcare services and preventing medical errors in hospitals. However, the implementation of patient safety culture is often influenced by several organizational and individual factors, including situational awareness, availability of hospital infrastructure, and the balance between effort and rewards experienced by healthcare workers. This study aims to analyze the influence of situational awareness and hospital infrastructure on patient safety culture, with effort–reward imbalance acting as a mediating variable. The research was conducted at RSIA Tiara and involved healthcare workers as respondents. A quantitative approach with a cross-sectional design was applied in this study. Data were collected through structured questionnaires distributed to healthcare professionals and analyzed using Partial Least Squares–Structural Equation Modeling (PLS-SEM). The results show that situational awareness has a significant positive effect on effort–reward imbalance and patient safety culture. Hospital infrastructure also significantly influences effort–reward imbalance and patient safety culture. Furthermore, effort–reward imbalance significantly affects patient safety culture and mediates the relationship between situational awareness, hospital infrastructure, and patient safety culture. These findings indicate that improving healthcare workers’ situational awareness and ensuring adequate hospital infrastructure can help reduce work imbalance and strengthen patient safety culture. In conclusion, hospital management should prioritize training programs to enhance situational awareness, improve supporting facilities, and implement fair reward systems to promote a sustainable and positive patient safety culture in healthcare organizations.

The transition toward sustainable energy systems requires the transformation of renewable energy marketing strategies, particularly for waste-based energy. This study aims to analyze the effects of green marketing, stakeholder collaboration, and technological innovation on the marketing effectiveness of waste-based energy, with customer satisfaction as an intervening variable. A quantitative approach with a survey design was used. Data were collected from 300 respondents, comprising consumers and stakeholders at PT PLN (Persero) ’s waste-based energy processing units. Structural Equation Modeling (SEM) was used to analyze the data. The results indicate that green marketing, stakeholder collaboration, and technological innovation significantly influence customer satisfaction and the effectiveness of marketing. Furthermore, customer satisfaction significantly mediates the relationship between independent variables and marketing effectiveness. These findings emphasize the importance of integrating sustainable marketing strategies, multi-stakeholder synergy, and innovative technologies to enhance the competitiveness of waste-based energy products in the market. This study contributes to the theoretical development of renewable energy marketing models and provides practical implications for policymaking and green energy marketing strategies in Indonesia.
