This study discusses the legal reconstruction of the authority of the Ombudsman of the Republic of Indonesia (ORI) after the Constitutional Court (MK) Decision Number 62/PUU-VIII/2010, with a focus on advocacy based on pseudo/quasi principles. The Ombudsman, as an independent state institution, plays a role in supervising the implementation of public services to prevent and deal with maladministration. However, the existence of Article 43 of Law Number 37 of 2008 concerning the Ombudsman and the Constitutional Court's decision creates the potential for norm inharmonization that has an impact on the implementation of the Ombudsman's duties. This study analyzes two main things: legal certainty on the authority of the Ombudsman after the Constitutional Court's decision and legal reconstruction to strengthen the supervisory function of public services. The results show that the pseudo/quasi principle allows the Ombudsman to carry out an advocacy function similar to the judiciary, but without full executive power such as the judiciary. Legal certainty is needed to ensure that the Ombudsman's actions remain within the limits of the authority regulated by law. Legal reconstruction is suggested to provide stronger legitimacy to the Ombudsman's authority, including strengthening the recommendation aspect to be more binding and implementive. This reconstruction also includes increasing institutional capacity, coordination between agencies, and strengthening regulations that support supervisory functions that are more responsive to the needs of the community. Thus, this research contributes to the development of public service law, especially related to the role of the Ombudsman in realizing transparent, accountable, and fair services.

This study aims to explore and analyze the implementation of internal control mechanisms within Ministries/Agencies that received a disclaimer opinion on their audited financial statements. It also examines the form of financial transparency applied by these institutions in the preparation of their financial reports. The research focuses on the role of government internal audits in two institutions: the Ministry of Marine Affairs and Fisheries and the Indonesian Maritime Security Agency (BAKAMLA), utilizing a qualitative literature synthesis approach. The research method employs a descriptive qualitative design. Based on the findings, it is concluded that the lack of supervision by internal auditors and the Supreme Audit Agency (BPK) over these two institutions stems from several factors: limited competence and capacity of internal auditors, weak internal control systems and structures, lack of auditor independence, and inadequate routine monitoring and evaluation. Furthermore, in preparing financial reports, Ministries and Agencies are required to adopt financial transparency practices by preparing financial statements in accordance with Government Accounting Standards (SAP), disclosing complete notes to financial statements, and utilizing transparent and integrated financial applications.

This research is motivated by problems in the implementation of the strategy of the Ciamis Regency Small and Medium Business Cooperative Office in the development of Micro and Medium Small Enterprises in Kujang Village, Cikoneng District, Ciamis Regency. The method used in this study is descriptive with a causative approach. Primary data is sourced from the results of interviews with 6 selected informants who are relevant to the problem. Secondary data is sourced from documents, books, journals, reports, and legislation. Data collection was carried out based on interviews, observations, and documentation with data analysis techniques through data reduction, data triangulation, and conclusion drawn. The results of the study show that the MSME development strategy through digital platforms has not been running optimally. Obstacles occur in the lack of communication, active participation of MSME actors in policy formulation, mentoring activities, facilitation, evaluation, and programs that are still top-down.  Efforts to overcome obstacles are to increase the initiative of MSME actors in learning independently through digital media such as YouTube, and TikTok through e-commerce. The Kujang village government supports the implementation of training and facilitation if it is involved by the relevant agencies. The Cooperative Office, Small and Medium Enterprises and Trade is improving its strategy through further collaboration with village governments that have not received attention, especially Kujang village MSMEs in participating, mentoring, coaching, and facilitating.

This study aims to examine the impact of waste on natural ecosystems in the Karawang area, West Java. As one of the largest industrial estates in Indonesia, Karawang faces serious challenges related to industrial and domestic waste management. Poorly managed liquid and solid waste has polluted rivers, farmland, and forest areas, and disrupted the balance of local ecosystems. This study uses a qualitative approach through field observations, interviews with residents and related agencies, and secondary data analysis. The results of the study show that waste pollution has a direct impact on the decline in water quality, habitat damage, and the decline in biodiversity at several points in Karawang. In addition, the surrounding community also feels the impact through health problems and reduced agricultural yields. This study recommends the need to strengthen waste management regulations, increase supervision of industry, and involve the community in environmental conservation efforts. These findings are expected to be considered in the formulation of sustainable environmental policies in Karawang.

Sustainable development in coastal areas requires collaborative governance involving multiple stakeholders, including government, private sector, and communities. Makassar, as a major coastal city in Eastern Indonesia, faces significant challenges in implementing sustainable development programs in its coastal areas.This study examines the influence of collaborative governance on the success of sustainable development programs in Makassar's coastal areas, with a focus on accountability mechanisms and stakeholder engagement processes.This research employs a mixed-method approach, combining quantitative analysis using Structural Equation Modeling (SEM) and qualitative analysis through in-depth interviews with 150 respondents from government agencies, private sector, NGOs, and local communities. Data were collected from January to October 2024 in four coastal sub-districts of Makassar.The study reveals that collaborative governance significantly influences the success of sustainable development programs (β = 0.687, p < 0.001). Key mediating factors include transparency in resource allocation (β = 0.445, p < 0.01), community participation in decision-making (β = 0.523, p < 0.001), and integrated monitoring systems (β = 0.398, p < 0.05). Effective collaborative governance enhances sustainable development program outcomes through improved accountability, resource efficiency, and stakeholder satisfaction. The findings suggest that formal collaboration frameworks and transparent financial reporting mechanisms are critical success factors.

study aims to analyze the influence of job description on employee performance at the Sumenep Regency Population and Civil Registration Office. The background of this research is based on the importance of clarity of job descriptions in supporting the optimal performance of employees, especially in public service agencies that deal directly with the community. This study uses a quantitative approach with the Partial Least Square (PLS) data analysis technique through the help of Smart PLS 2.0 M3 software. Primary data was obtained through the distribution of questionnaires to 20 respondents who were selected using the purposive sampling technique. The results showed that job description had a positive and significant effect on employee performance, with a path coefficient value of 0.808 and an R-square value of 0.652. This shows that the clearer the job description received by employees, the higher the level of performance produced. Job descriptions play an important role in improving work efficiency, minimizing role conflicts, clarifying responsibilities, and supporting an objective performance evaluation process. This study suggests that government agencies regularly update and socialize job descriptions to all employees to improve the performance of individuals and organizations as a whole.

Poverty remains a major problem in Tanjungpinang, Riau Islands Province. The government continues to attempt to address it by providing various forms of subsidies such as BPNT, BLT, and PKH. This study aims to assess the implementation of the subsidy program and identify the problems that arise. Using a qualitative method through desk research, this study found that subsidies have a positive impact on consumption and provide temporary economic support. However, their effectiveness is hindered by inaccurate recipient data, poor coordination between agencies, budget constraints, and low digital capabilities. In addition, the sectoral approach creates overlaps between programs. Therefore, digital data integration, improved monitoring, and community empowerment are needed to strengthen long-term impact. This study recommends improvements to subsidy policies to support sustainable poverty alleviation efforts in Tanjungpinang.

The policy of mandatory relocation in post-disaster areas, particularly in Cianjur's red zones, plays a crucial role in mitigating risks associated with earthquakes and other natural disasters. This study analyzes the implementation of this policy from the perspective of local government tasks and functions, focusing on the coordination of various stakeholders, legal frameworks, and community involvement. The research uses a qualitative approach, combining legal-normative and sociological perspectives to explore the challenges and conflicts faced during the relocation process. Findings indicate that while the policy has been crucial in safeguarding public safety, its implementation has faced significant challenges such as budget constraints, community resistance, and logistical issues. The study highlights the importance of improving collaboration among local authorities, security agencies, and affected communities. The findings also suggest the need for a more transparent and inclusive approach to policy implementation, ensuring the protection of displaced populations' rights.

The development of digital technology has provided convenience in various aspects of life, but also presents new challenges in the form of cybercrime. One of the increasingly widespread modes in Indonesia is the spread of APK (Android Package Kit)-based malware via short messages offering fake job vacancies or fictitious package notifications. When the victim downloads and installs the application, the perpetrator gains access to personal data and banking accounts, which are then used for criminal acts. This phenomenon causes great financial and emotional losses for the community and tests the effectiveness of criminal law in dealing with technology-based cybercrime. This study uses a normative juridical approach with an analysis of laws and regulations, scientific literature, and actual case studies. The results of the study show that the perpetrators can be charged with Articles 30, 32, and 35 of the ITE Law, as well as provisions in the new Criminal Code. However, the implementation of law enforcement still faces challenges, such as digital evidence, limited investigator capacity, and minimal cross-country cooperation. Therefore, cyber law policy reform, increasing digital literacy in the community, and strengthening coordination between law enforcement agencies are needed.

This paper discusses the quarantine clearance out handling process through the SSM Single Submission System for the issuance of the Port Health Quarantine Certificate PHQC on the MT Jupiter Star ship managed by PT Semesta Sejahtera Lestari, Lampung Branch. Quarantine clearance out is an important stage in ensuring that ships departing from the port meet all health requirements and are free from the threat of diseases that can be transmitted to other areas. This process begins with the submission of an application by the ship's agent through the SSM System, which is designed to facilitate interaction between various related agencies, including the KKP Port Health Office, Customs, Immigration, and Ksop. After the application is submitted, quarantine officers will conduct a health inspection of the ship, including an examination of the crew and other health documentation. The results of this inspection are then recorded in the system and, if all requirements are met, a PHQC will be issued. This paper also identifies the challenges faced in the process, such as data integration between agencies that is sometimes less than optimal, and the importance of improving coordination between related parties to ensure a smooth clearance out process. Ultimately, the implementation of the SSM system is expected to increase efficiency and transparency in the process of issuing port health certificates, which in turn supports the smooth running of international shipping and trade activities. The reform of criminal law in Indonesia through Law No. 1 of 2023 concerning the Criminal Code (KUHP) marks an important paradigm shift in the criminal justice system, especially related to the protection of victims of crimes. So far, the orientation of the Criminal Code of colonial heritage has emphasized more on the perpetrators of crimes, while victims are often positioned passively and marginalized. This article aims to critically examine the extent to which Law No. 1 of 2023 strengthens the rights of victims, both in material and procedural aspects. With a normative juridical approach and an analysis of the new norms in the National Criminal Code, this article finds that a number of provisions, such as the victim's right to restitution, participation in judicial proceedings, and identity protection, reflect a greater recognition of the interests of the victim. However, in practice, there are still implementation challenges, including limitations in the mechanism for the implementation of these rights, as well as potential inequalities in access to justice. Therefore, it is necessary to strengthen derivative regulations, socialization, and synergy between law enforcement agencies to ensure that victim protection runs effectively and fairly.

securing the waters in the Sulawesi Sea against illegal fishing in order to increase the utilization of potential maritime resources. The main point of this study is that Indonesia has very abundant maritime resources and this is what triggers illegal fishing activities, especially in the Sulawesi Sea area, both by local citizens and foreign citizens. In response to this, agencies such as the Indonesian Navy (TNI - AL), the Maritime Security Agency (BAKAMLA), the Ministry of Marine Affairs and Fisheries (KKP) and other agencies must be directly involved in these activities so that the Indonesian maritime territory and maritime resources in the Indonesian seas are not damaged and disturbed by these activities.

Drug abuse among Indonesian teenagers continues to rise and poses a significant challenge to the development of the nation's future generation. Limited knowledge about legal and health issues makes students vulnerable to the negative impacts of narcotics. This initiative aims to provide legal education and information on the medical effects of drugs to students at SMPN 1 Kopo, Garut. The outreach program was conducted face-to-face using an interactive approach, including presentations, educational videos, and two-way discussions. The results showed an increase in student participation and understanding of the dangers of drugs, as well as legal awareness. This activity demonstrates that a collaborative educational approach can build resilience among teenagers in facing environmental pressures and encourage the creation of change agents within the school environment. The program is expected to serve as the first step toward long-term collaboration between educational institutions, law enforcement agencies, and the community in preventive anti-drug efforts. It is hoped that with closer collaboration, the younger generation will be better educated and protected from the dangers of drugs, and will contribute to creating a healthier, drug-free environment. This program is also a model that can be applied in other schools as part of a broader effort to prevent drug abuse within the community. By strengthening the understanding of legal consequences and health risks, this program can also act as a preventive measure, fostering a safer environment for students and promoting greater community engagement in combating drug-related issues, ensuring a sustainable impact on the community’s future. It is essential for such initiatives to be continuously reinforced and expanded to reach more schools and communities, thereby creating a more extensive network of awareness and prevention.

Fraud refers to deception committed by individuals or groups to gain undue advantage. Fraud can occur in various fields, including business, government, and even society. Fraud can cause huge losses to the business world, government, and society. One of the efforts to prevent and detect fraud is to conduct an investigative audit. An investigative audit is the process of collecting and analyzing evidence to determine whether fraud has occurred. Investigative audits can be conducted by internal auditors, external auditors, or law enforcement agencies. This study aims to analyze the impact of investigative audits on fraud disclosure in Indonesia. This study uses secondary data obtained from various sources including research reports, journal articles and news. The findings show that investigative audits play an important role in uncovering fraud in Indonesia. Investigative audits can provide strong evidence to support findings of fraud. This evidence can be used to take legal action against the fraudster. Here are some factors that influence the effectiveness of investigative audits in uncovering fraud: Investigate auditor skills and experience Availability of resources Related Party Cooperation Therefore, it is necessary to improve the quality of investigative audits so that fraud can be prevented and detected more effectively. This can be achieved by improving the skills and experience of investigative auditors, providing adequate resources and establishing good cooperation with interested parties. The following are some recommendations to improve the effectiveness of investigative audits in Indonesia in uncovering fraud: Improve education and training standards for investigative auditors Provide adequate resources for investigative audits Establish good cooperation between investigative auditors, company management, employees and regulatory authorities.

The correct writing of official letters in accordance with the rules is an important element in official communication within government agencies. However, various writing errors that can disrupt understanding and negatively impact the agency's image are often encountered. This study aims to identify and analyze the writing errors that occur in official letters at the Communication and Information Office of South Sumatra Province. The method used in this research is descriptive analysis with a qualitative approach, where data collection is obtained through observation and documentation. The results of the study indicate that common writing errors include mistakes in grammar, spelling, and the use of inappropriate terms. Additionally, a lack of understanding regarding the rules of writing official letters among employees is also one of the contributing factors. It is hoped that this research can provide recommendations to improve the quality of official letter writing through training and socialization regarding proper writing rules, so that official communication in the Communication and Information Office of South Sumatra Province can be conducted more effectively and professionally. SP4N-LAPOR is a platform developed by the Ministry of Administrative and Bureaucratic Reform to facilitate the public in submitting complaints, aspirations, and suggestions related to public services. The number of SP4N-LAPOR! reports in Tanjungpinang City was 252 reports from 2019 to 2023. In 2023, the number of reports increased by 73. Based on data and information gathered during the preliminary research, out of the 73 reports, 54 were completed, 12 were processed, and 7 were archived. The increase in the number of reports prompted the researcher to examine the effectiveness of the resolution process. The research question in this study is: How effective is the resolution of public grievances and complaints through online services in the city of Tanjungpinang in 2023? This study aims to analyze the effectiveness of the resolution of public aspirations and complaints online at several agencies in Tanjungpinang City in 2023. The theory used in this study is Campbell J.P.'s theory, which consists of four aspects: program success, target success, input and output levels, and overall goal achievement. The method used is a qualitative approach. The research results from the program success indicators show that the steps taken in verifying and resolving reports are in accordance with the SP4N-LAPOR! SOP. In the target success indicators, the researcher found that all complaint reports for 2023 have been completed. Although there are still some unfinished reports on the SP4N-LAPOR! website, they are still being followed up by the relevant agencies.

Rapid advances in information technology have fuelled the emergence of digital currencies such as Bitcoin as an increasingly popular means of transaction in Indonesia. However, behind the convenience and speed offered, the use of Bitcoin also poses a high risk of fraud in online transactions. The main objective of this research is to analyse the nature of legal protection for Bitcoin users in Indonesia. This research applies normative juridical method with statutory approach, conceptual approach, case study analysis, and refers to legal protection theory, online transaction theory, and legal economic theory. One of the case studies studied is the High Court Decision 1240/Pid.Sus/2022/PN Tng which reflects the existence of a vacuum and vagueness of legal norms in the protection of Bitcoin users. The analysis shows that although Bitcoin has been regulated under the legal framework of digital asset trading, there are still inefficiencies in the application of legal protection in a comprehensive and effective manner. This research emphasises the need for more progressive regulatory reforms, as well as strengthening the role of law enforcement agencies and financial technology supervisors to ensure fair, certain and comprehensive protection for Bitcoin users in the territory of Indonesia. It is hoped that the results of this research can strengthen theoretical contributions in enriching the development of digital economy law and become a practical reference for policy makers.

Crime represents unlawful acts contrary to societal norms. In 2021, Jayapura City experienced a high number of criminal cases, predominantly involving crimes against property and goods. This study maps the distribution of crime rates and identifies contributing factors in Jayapura City using the K-Means Clustering and Analytical Hierarchy Process (AHP) methods. K-Means Clustering analysis revealed five crime levels: high, relatively high, moderate, quite low, and low. North Jayapura District exhibited the highest crime rates among all districts, with Gurabesi Village similarly showing elevated criminal activity. The clustering results were subsequently mapped to visualize the spatial distribution patterns of crime. AHP analysis identified economic factors and low educational attainment as primary contributors to criminal behavior in Jayapura City. Among various intervention alternatives, job creation emerged as the most effective strategy, achieving the highest comparative value for simultaneously improving educational quality and security conditions. These findings provide crucial insights for law enforcement agencies and policymakers to develop targeted crime prevention strategies, focusing on economic development and educational improvement in high-risk areas, particularly North Jayapura District and Gurabesi Village.
