The provisions requiring an Independent Worker to become a participant in the implementation of Public Housing Savings (Tapera) are felt to be inadequate/or unfair. If this continues to be forced, then at least 2 (two) problems will arise in the future, namely: First, how will the participation of Independent Workers continue. Second, whether the provisions requiring the participation of Independent Workers are in accordance with the principle of utility (utilitarianism) in law. The aim of the research is to contribute ideas to regulatory or policy makers regarding the implementation of Tapera. The research method chosen is normative legal research, which is related to doctrinal research or legal teachings by conducting literature reviews, through a legal philosophy approach with the thought framework of Jeremy Bentham (utilitarianism) and a legislative approach. The results of the assessment (thinking) are as follows: First, the continuity of Independent Worker participation will have a high risk of being resolved until the end. Second, Jeremy Bentham's principle of utilitarianism/benefit (happiness) justice is not implemented, considering the norm which requires Independent Workers to follow Tapera, it is felt that it is unfair in the event that Independent Workers already own a house (either by paying in installments, building their own house, getting a house from from gifts and inheritance).

This research analyzes the role of priests in social dialogue related to the implementation of the Public Housing Savings Program (TAPERA) in Riam Batang Parish and its impact on the lives of the people. TAPERA, as an Indonesian government initiative, aims to facilitate livable house ownership for low-income people through savings and financing schemes. In Riam Batang Parish, priests not only function as spiritual leaders, but also as facilitators of social dialogue and agents of change. This research uses a qualitative approach with case studies, collecting data through in-depth interviews with priests and congregation. The research results show that imams play a key role in increasing people's awareness and understanding of TAPERA, as well as helping overcome bureaucratic and economic obstacles. The Imam plays an active role in providing education and outreach regarding this program, helping the congregation access its benefits, and being a mediator between the congregation and government agencies. However, several challenges such as lack of understanding of the people, complicated administrative processes, and economic limitations are still significant obstacles. This research highlights the importance of effective social dialogue built by priests in supporting the implementation of TAPERA, as well as the need for collaboration between the church, government and local communities to overcome these challenges. Thus, the role of the priest in a social and economic context becomes essential in improving the welfare of the people and achieving the goals of a more inclusive and sustainable public housing program.

Provisions that protect human freedom in the continuation of their lives, as well as obtaining adequate housing, especially in maintaining what has belonged to them from the start. In the case of residential evictions in the Kampung Bayam area, legal protection for human rights has not been realized to date. The evictions carried out by the DKI Jakarta Government were carried out arbitrarily without considering the impact on residents who lost their homes and also as a form of deprivation of the economic, social and cultural (ekosob) rights of the people of Kampung Bayam. Apart from that, until now too There is no real effort yet to be seen from the government to try to restore the housing rights of the residents of Kampung Bayam. Moreover, Indonesia is a country based on the supremacy of law, which means that Indonesia should make protection and respect for human rights its main focus.

For overhead costs or indirect costs, the average efficiency is 20.36% and the most prominent is the efficiency in financial cost items of 32.56%. This occurs because of a decrease in the value of bank credit interest expenses as a result of smooth installment payments. credit and accelerated repayment of bank credit. However, on average, of all cost items, the cost efficiency of building Bukit Mega Harmoni Housing from 2017–2019 of 73 units was only 3.17%, this is because the comparison between the amount of efficiency funds and the total cost budget plan funds used is very small.

The development of housing credit provided by the North Lampung Matrix Housing Developer sometimes gives rise to bad credit problems, where the realization of the credit provided does not reach the predetermined target. This can affect North Lampung Matrix Housing activities and impact developer accountability. What is the developer's responsibility for credit in accordance with Law Number 1 of 2011 concerning Housing and Settlement Areas in Matrix Housing in North Lampung? The research results show that the developer's responsibility for credit in accordance with Law Number 1 of 2011 concerning Housing and Settlement Areas at Matrix Housing in North Lampung includes the obligation to collect debtors who experience problematic credit who collaborate with the developer. North Lampung Matrix Housing Partners Bank, basically this obligation has not been specifically regulated in the banking law and still uses general rules such as the Banking Law, Civil Code and Law Number 40 of 2007 concerning Limited Liability Companies. The absence of special "lex specialis" regulations is a weakness in responsibility when bad credit occurs. All components of North Lampung Matrix Housing have juridical responsibility for all operational activities. Resolving problem loans at Matrix Housing in North Lampung can be done in two ways, namely litigation efforts through the courts and non-litigation efforts through preventive measures such as anticipating the emergence of bad credit, early warning and negotiation.
