The phenomenon of authority trap occurs when local governments are burdened with achieving SDG 7 (“Affordable and Clean Energy”) targets without being granted adequate authority and resources. This study examines the context of West Java Province and Bandung City, which face complex clean energy governance due to fragmented authority across levels of government. At the national level, Government Regulation No. 40/2025 reinforces emission reduction and the transition toward Net-Zero Emissions by 2060. West Java has established RUED No. 2/2019, which sets a minimum renewable energy share of 17% by 2025. However, the technical responsibilities for implementation (such as electrification and energy conservation) lie at the regency/municipal level. The analysis highlights fiscal disparities, PLN’s dominance, and national regulations that override local authority. Local innovations such as rooftop solar PV, solar-powered street lighting, the Green Building Mayor Regulation, and PPP schemes are evaluated for their effectiveness. This qualitative study combines policy document analysis and literature review. The findings show that the absence of strong local regulation (regulatory void) and the central dominance of PLN reinforce the authority trap, hindering synergy among stakeholders. The recommendations emphasize strengthening institutional collaboration, aligning local and national regulatory frameworks, and promoting innovative financing mechanisms to enable Bandung City to break free from the authority trap in achieving SDG 7 targets.

The exploitation of street children is a complex social problem in Indonesia, especially in large cities. Children living on the streets are highly vulnerable to exploitation. Although the government has regulated child protection through Law No. 35 of 2014 as a revision of Law No. 23 of 2002, the implementation of these protections has not been optimal in practice. This study aims to analyze the implementation of the Child Protection Law in addressing the exploitation of street children, identify obstacles in its implementation, and evaluate the suitability of legal norms with their practices. This study uses a normative legal method with a descriptive qualitative approach, based on an analysis of legal documents, scientific literature, and relevant data. The results of the study show that the implementation of child protection still faces many obstacles, such as a lack of supporting facilities, poor coordination between institutions, a lack of education for the community, and weak law enforcement. In addition, there is still a gap between ideal legal provisions and practices in the field. In conclusion, child protection is not sufficient with regulations alone but also requires integrated, sustainable, and participatory implementation so that Indonesian children, especially street children, can live safely, be protected, and develop optimally.

The Social Service has not been fully effective in supporting social welfare. This can be seen from the problem of Street Children in Kupang City, where there are still many underage children who are often seen wandering the streets. They are involved in various activities, such as selling newspapers, snacks, and even begging to anyone who stops. The type of research used in this study uses empirical legal research where this research method functions to see the law in a real sense and examine how the law works in the community. The results of the research and discussion show that (1) the results of the research conducted at the Kupang City Social Service are related to the Duties and Responsibilities of the Social Service in providing social welfare services for street children. This refers to the Kupang City Regional Regulation Number 8 of 2013 concerning the Handling and Empowerment of Street Children. As the implementer, the Social Service has the authority to provide guidance and control to street children. In addition, the implementing agents involved also carry out their duties and functions in accordance with their roles as regional apparatus, ensuring that the coaching process runs in accordance with the responsibilities carried out. Children are national assets who have the right to grow and develop optimally. Living on the streets is very dangerous for children. The aim of the research is to determine the application of the principle of regional autonomy in developing social welfare for neglected children and the obstacles in overcoming the problems of abandoned children in Serang City. The research uses qualitative methods with a case study approach. This research concludes that the Regional Government of Serang City, in implementing the principle of regional autonomy for the welfare of neglected children based on Law Number 23 of 2014, has the authority to make regional policies that have an impact on prosperity and general welfare in its region. The Serang City Government is responsible for providing social services to neglected children by providing children's rights and protecting them from the risks and threats of life on the streets. The obstacle to handling the problem of abandoned children is the mindset of abandoned children and families which are still oriented towards financial conditions as the main reference, thereby ignoring risks and other threats of danger. Problems with the level of education, habits of abandoned children and limited budgets provided also become obstacles to the implementation of handling abandoned children..
