Land conversion associated with renewable energy expansion generates profound socio-cultural transformations in agrarian communities. This study aims to analyze how wind power development reshapes agrarian identity, social capital configuration, and the meaning of land within rural society from an anthropology of development perspective. This research applies qualitative literature-based analysis supported by recent peer-reviewed scholarship on land use change, rural transformation, social capital, and political ecology. Conceptual synthesis integrates sustainable livelihood framework, identity negotiation theory, and energy landscape analysis to construct an interpretive analytical model. Findings indicate that agricultural land conversion produces deagrarianization, occupational shifts, and reconfiguration of social stratification. Land is redefined from a genealogical and productive space into infrastructure and investment asset. Social capital grounded in kinship networks, customary institutions, and local organizations functions as a resilience mechanism through risk redistribution, collective solidarity, and participatory negotiation. Energy landscapes restructure symbolic and material relations between community and territory, generating both hybrid identities and conflict dynamics. Inclusive governance determines whether renewable energy fosters adaptive transformation or deepens commodification and exclusion. Renewable energy transition in rural areas requires socio-cultural recognition beyond technical implementation. Integrating local identity, participatory governance, and community ownership strengthens just and sustainable transformation pathways.

The rapid development of information technology has brought significant changes to various aspects of life, including business and law. One of the key innovations in this context is Blockchain technology. Blockchain has revolutionized information storage and exchange, particularly in the realm of Indonesian contract transactions. It is a decentralized technology that allows for transactions between two parties who do not trust each other, without the need for a third party. The data in Blockchain is stored across the entire network, ensuring that it cannot be altered by a single party without the agreement of the entire network. Furthermore, Blockchain enhances transparency and accountability in data management. This study employs a normative legal research method with a descriptive approach. The findings reveal that Blockchain technology has significant implications for the protection of personal data and the validity of evidence in civil cases. As the technology continues to evolve, its potential to transform legal transactions in Indonesia is undeniable.

The management of local news programs within Indonesia’s Networked Broadcasting System (Sistem Stasiun Jaringan/SSJ) faces structural challenges amid the transition toward a digital media environment. This study aims to analyze the challenges and opportunities in news program management at CNN Indonesia TV West Java as part of the SSJ in the digital media era. Using a qualitative approach with a case study method, data were collected through in-depth interviews and document analysis to examine local news distribution practices. The findings reveal that local news distribution remains constrained by structural limitations, as reflected in the limited proportion of local news and its placement in low-audience time slots, which restricts audience reach and the flexibility of regional newsrooms to develop local news programs strategically. In response to these limitations, digital platforms such as YouTube and Instagram are utilized as alternative distribution channels. However, this digital adaptation has not been accompanied by adjustments in newsroom work structures, resulting in increased journalists’ workloads due to cross-platform content production demands and repurposing practices. Nevertheless, digital distribution has enhanced the visibility of local news and demonstrates that audience proximity constitutes a strategic opportunity in managing local news in the digital era. This study highlights the importance of integrating digital distribution strategies with managerial adjustments to enable more adaptive and audience-oriented local news management within the SSJ framework.

The informal trading of Mobile Legends: Bang Bang game accounts through social networking platforms has expanded rapidly alongside the acceleration of digital technology and the growing integration of online gaming into contemporary lifestyles, particularly among younger demographics. Game accounts characterized by high competitive rankings, exclusive virtual assets, and accumulated in-game achievements have increasingly been commodified and exchanged through social media channels such as Facebook, Instagram, and TikTok, predominantly utilizing electronic payment instruments, including digital wallets. Despite its widespread practice, this form of transaction frequently generates legal complications, most notably in relation to consumer protection. Buyers are often exposed to substantial risks, including fraudulent representations, discrepancies between promised and actual account specifications, unauthorized resale, and the revocation of account access after payment completion. This study seeks to critically examine the legal framework governing the trading of Mobile Legends accounts and to assess the extent to which consumer protection mechanisms are afforded under Law Number 11 of 2008 concerning Electronic Information and Transactions and Law Number 8 of 1999 concerning Consumer Protection. Employing a normative juridical research design, this study applies statutory and conceptual approaches supported by the analysis of primary, secondary, and tertiary legal materials. The findings indicate that consumer protection within online game account transactions remains structurally insufficient, primarily due to the absence of explicit legal recognition of digital game accounts as legally protected objects. Consequently, the study underscores the necessity of adopting progressive legal interpretation and formulating specific regulatory instruments to enhance legal certainty and ensure more effective consumer protection within the evolving landscape of digital transactions.

Non-governmental organizations (NGOs) play an important role in public policy networks as representatives of community interests, government partners, and advocacy actors. This study aims to analyze the role of NGOs in public policy networks in Garut Regency, as well as the challenges faced in increasing their contribution to policy formulation and implementation. The study uses a qualitative approach with descriptive-analytical methods. Data were collected through in-depth interviews, observations, and documentation studies of actors involved in the policy network. The results show that NGO involvement is still symbolic, power relations between actors are not yet equal, NGO institutional capacity is limited, and coordination within the policy network is less than optimal. The lack of regulatory support also weakens the position of NGOs in the public policy process. This study concludes that strengthening the role of NGOs through institutionalizing their involvement, developing regulations, increasing capacity, and establishing equal partnership patterns are important steps to improve the effectiveness of public policy networks in Garut Regency.

Public policy innovation is an important necessity for local governments in responding to the complexity of public issues. One relevant approach to encourage policy innovation is policy networks, which emphasize collaboration between government and non-government actors. This study aims to analyze the role of policy networks as a public policy innovation strategy in Bandung Regency. The study uses a qualitative approach with descriptive-analytical methods. Data were collected through in-depth interviews, observations, and documentation studies of actors involved in the public policy innovation process. The results show that public policy innovation in Bandung Regency is not yet fully supported by an inclusive and sustainable policy network. The dominance of the local government, weak coordination between actors, limited capacity of non-governmental actors, and regulatory and bureaucratic barriers are the main obstacles. This study emphasizes that strengthening collaborative, participatory, and institutionalized policy networks is an important prerequisite for promoting adaptive and sustainable public policy innovation at the local level.

This study aims to analyze the satisfaction level of Generation Z visitors at the Serang City Regional Library using Expectation Confirmation Theory (ECT). This theory explains that satisfaction is formed when the actual service meets or exceeds user expectations. The research employed a descriptive quantitative approach with a survey technique, involving 89 respondents aged 17–28 years, selected purposively. The data were collected using a questionnaire with a 1–4 Likert scale and analyzed univariately. The results show that the majority of Generation Z visitors are satisfied with the library services, with 85.4% expressing satisfaction, while 14.6% expressed dissatisfaction. The factors contributing the most to satisfaction were staff friendliness (58.4% reported being very satisfied), room comfort (59.6% reported being very satisfied), and the availability of basic facilities such as tables, chairs, and adequate lighting. However, dissatisfaction mainly stemmed from digital facilities. About 45% of respondents stated that the Wi-Fi connection was unstable, disrupting online information access. Additionally, 60% of respondents felt that the collection of the latest books was still limited, failing to meet the academic and current trends of Generation Z. These findings highlight the importance of improving digital services, enhancing internet network quality, and expanding the collection of up-to-date and popular books. Furthermore, staff competence in digital literacy needs to be enhanced to support the increasing digital needs of users. With these measures, the library is expected to not only maintain visitor satisfaction but also improve its relevance and loyalty in the digital era.

This study examines the dynamics of urban politics in the policy of the Palembang City Government regarding the management of disorganized electrical cables. The problem of irregularly hanging cables, mixed with telecommunication lines, and often dangling too low poses safety risks, reduces the city’s aesthetics, and reflects weak governance of urban infrastructure. This research employs a qualitative approach using a case study method. Data were collected through field observations, in-depth interviews with relevant stakeholders, and documentation. The research informants consisted of representatives from the Palembang City Government, PLN (the state electricity company), telecommunication providers, and affected communities. The findings indicate that cable management policy is a concrete effort by the government to create an orderly, safe, and modern urban spatial arrangement. The Palembang City Government seeks to reorganize the overhead cable networks while simultaneously planning the development of underground utility ducts as a long-term solution. However, the implementation of this policy faces several challenges, particularly conflicting interests among stakeholders: PLN emphasizes operational efficiency, telecommunication providers resist additional financial burdens, while the public demands quick action but shows limited participation. This study concludes that the issue of cable management is not merely technical but also represents an arena of urban political contestation among the state, the private sector, and society. Effective solutions require cross-sectoral coordination, strong regulatory frameworks, collaborative financing, and active community involvement. Through a comprehensive approach, cable management in Palembang City has the potential to enhance public safety, improve urban aesthetics, and strengthen government legitimacy in sustainable urban governance.

The development of information and communication technology (ICT), particularly the use of Artificial Intelligence (AI), the Internet of Things (IoT), and big data, has transformed Indonesia's national security threat landscape. Threats that previously focused on traditional military aspects have now shifted to non-traditional cyber threats, such as cyberattacks, digital espionage, and infrastructure sabotage. According to PROXSIS IT GRC data, in 2024, more than 19 million cyberattacks were recorded against websites in Indonesia. While this figure is a decrease compared to the previous year, this trend is thought to reflect a shift towards more structured and organized tactics by threat actors. In response, the Indonesian government established the National Cybersecurity Action Plan 2024–2028 as a strategic guideline. Furthermore, cyber diplomacy is being promoted through bilateral and multilateral cooperation, for example through the signing of memorandums of understanding (MoUs) with the UK and Kaspersky. This cooperation includes the exchange of intelligence information, strengthening human resource capacity, raising public awareness regarding cybersecurity, and protecting critical information infrastructure. This study uses non-traditional security theory and defense diplomacy to analyze the strategies, challenges, and prospects of Indonesia's cyber policy. The analysis demonstrates that cyber defense diplomacy plays a crucial role as an instrument for integrating technology, regulation, and international collaboration in safeguarding digital sovereignty. In addition to strengthening threat detection and mitigation capabilities, this diplomacy also builds networks of trust with partner nations, which is essential amidst the increasing complexity of global threats. Therefore, in the era of digital globalization, full of interconnections, cyber defense diplomacy serves not only as a national protection tool but also as Indonesia's contribution to global cybersecurity stability. This effort prioritizes synergy between technological innovation, law enforcement, and sustainable international cooperation.

This study aims to uncover, analyze, and document the cultural values embodied in the paca or belis tradition in Manggarai community weddings in Golo Wangkung Village, Congkar District, East Manggarai Regency. The belis tradition is understood as an important element in wedding customs that symbolizes the groom's family's respect for the bride's family for their services in raising and educating their daughter until she is ready to start a household. This study uses a qualitative approach with descriptive methods, utilizing data collection techniques through participatory observation, in-depth interviews with traditional leaders, the bridal couple, and local residents, as well as documentation of the traditional procession. The results show that belis not only contains economic value through the provision of material or livestock, but is also full of social, cultural, and spiritual meaning. The main values identified include respect for parents and ancestors, the responsibility of the groom's family for the continuity of family relationships, strengthening social ties between two extended families, and a symbol of the legitimacy of marriage according to Manggarai customs. The belis tradition also functions as a mechanism to maintain harmonious relationships between families and strengthen social networks within the community. Furthermore, this tradition plays a strategic role in maintaining local cultural identity amidst modernization and changing social values. However, challenges arise when the economic value of belis experiences inflation or a shift in meaning, potentially triggering financial burdens and conflict. Therefore, preserving the belis tradition requires adjustments to its values and implementation mechanisms to maintain its relevance, without losing the essence of respect and togetherness that are at the heart of Manggarai culture. This research makes an important contribution to the documentation and preservation of cultural heritage, and serves as a reference for local governments, traditional leaders, and the community in maintaining the sustainability of the paca or belis tradition.

This study aims to present a comprehensive bibliometric analysis of Intellectual Quotient (IQ), Emotional Quotient (EQ), and Spiritual Quotient (SQ) in an academic context, particularly focusing on the role of lecturers. Using bibliometric methods. The data for this study came from 300 English-language scientific articles published in 2023 from the Scopus and Google Scholar databases. The analysis was carried out using keyword co-occurrence techniques, overlay visualization, density visualization, and author collaboration networks. The findings show that there is a strong focus on developing conceptual frameworks and reviewing literature related to IQ, EQ, and SQ, indicating an effort to understand the integration of these three intelligences as the foundation for human resource development in higher education. However, several keywords were also found to be thematically irrelevant, suggesting challenges in data filtering or uniqueness of terminology between disciplines. Collaborative networks between authors tend to be fragmented, indicating the potential for fostering broader collaboration. The implications of this study theoretically reinforce the need for the integration of IQ, EQ, and SQ in understanding holistic intelligence, while practically encouraging higher education institutions to design lecturer development programs that balance these three aspects of intelligence to form superior character and performance

Competition law is an important instrument in maintaining healthy and fair market dynamics, especially in the era of globalization marked by increasingly competitive economic growth. This article discusses how business competition takes place at the regional level, with particular attention to the obstacles faced by small entrepreneurs in facing the dominance of established companies. The competition that emerges is not only limited to price issues, but also involves difficulties in accessing capital, distribution networks, technology, and unfavorable regulations. Existing companies generally have strong structural strengths and networks, which create major barriers for new entrants. In addition, there are signs of unfair competitive practices that can threaten the survival of small businesses. However, advances in technology and digitalization are opening up new avenues for small entrepreneurs to enter the market and establish direct relationships with customers. This article aims to identify various forms of business competition at the local level, analyze the opportunities and challenges that exist, and develop strategies that encourage the creation of a healthy and inclusive competitive environment for the sustainability of local economic growth.

This research discusses the process of relocating residents from informal settlements under the Pasopati Bridge to Simple Rental Flats (Rusunawa) in Solokan Jeruk, Bandung Regency. This relocation is a policy of the Bandung City Government and West Java Provincial Government to organize extreme slum areas and provide adequate housing for low-income people. Using a qualitative approach and literature study, this research analyzes the mechanisms for implementing relocation, the actors involved, and the social and economic impacts experienced by residents after relocation. The research results show that although relocation provides access to more adequate housing and basic facilities, residents face serious challenges in terms of social adaptation, loss of community networks, increased economic burden, and loss of old sources of livelihood. Relocation also causes psychosocial pressure and shifts in the structure of social interactions due to changes in the physical environment and social norms in the flat. This study emphasizes the importance of a participatory approach and comprehensive post-relocation interventions, including economic, social and psychological support, so that relocation is not just a physical transfer, but also a sustainable life transformation for affected residents.

Magelang Regency, located in Central Java Province, is facing serious problems related to drug abuse. Drugs are an abbreviation of narcotics, psychotropics, and other dangerous addictive substances. In the law enforcement strategy, the Drug Investigation Unit has implemented a law enforcement strategy including investigations and inquiries, this is conducting in-depth investigations of drug networks and perpetrators of abuse. This study uses a normative and empirical approach. The data sources consist of primary and secondary data. There has been an unlawful act which is contained in Article 112 paragraph (1) of Law Number 35 of 2009 concerning Narcotics, which occurred on the side of the road into the Salaman District area, Magelang Regency on Monday, January 6, 2025 at around 22.30 WIB. The results of the study concluded that the Drug Investigation Unit of the Magelang Police played a crucial role in handling recidivists in drug cases through prevention and law enforcement efforts. The government and law enforcement need to work together to increase the effectiveness of rehabilitation programs for drug abusers to prevent them from becoming recidivists on a large scale.

The China government’s provision of foreign aid to Djibouti illustrates a strategic shift from traditional development assistance to a tool for advancing national interests and consolidating geopolitical influence. This study explores how China utilizes foreign aid to secure geopolitical influence and pursues economic objective in the Horn of Africa. Employing a descriptive qualitative approach with secondary data sources and guided by the Foreign Aid and Donor Interest Model, this study finds that projects such as the Djibouti International Free Trade Zone (DIFTZ) and other infrastructure developments represent more than just economic cooperation, they are part of a broader strategic agenda to consolidate China’s presence in the region. These initiatives are predominantly carried out by China state-owned enterprises that not only sign major construction and development contracts but also import China workers to execute the projects. The findings suggest that China’s aid is interest-based, serving to establish economic networks, expand military reach, and secure crucial global trade routes.

The existence of the Regional Public Company (PERUMDA) of Kupang City aims to distribute water to residents in the surrounding areas. This study aims to evaluate the performance of PERUMDA in providing clean water services in Alak District, Kupang City. This research employs a combination of juridical and empirical approaches. The study was conducted at the PERUMDA Kupang City office and in the Alak District area of Kupang City during January 2025. The population in this study includes all PERUMDA employees and drinking water customers in Alak District, Kupang City. The sample was obtained using purposive sampling techniques, consisting of the head of the customer relations division (1 person), PERUMDA employees (10 people), and community members who use PERUMDA services (50 people), resulting in a total sample of 61 respondents. Data were collected through document review and in-depth interviews guided by an interview protocol. Based on the interview results, it was found that clean water services provided by PERUMDA were still suboptimal. Although PERUMDA Kupang City already has Standard Operating Procedures (SOPs), the implementation in the field still faces various obstacles, such as unequal distribution of clean water, limited infrastructure, occasional poor water quality, ineffective complaint handling systems, and outstanding payment arrears. PERUMDA Kupang City needs to expand its clean water distribution network, improve water quality, strengthen the customer complaint system, and conduct education and outreach to the community regarding the importance of efficient water use and the obligations of the community as service users.

This study is motivated by the issue of criminalizing drug couriers, who in judicial practice are often equated with the main perpetrators, even though in reality they occupy a subordinate position in the drug distribution network. The lack of clarity in the differentiation of roles in Law No. 35 of 2009 on Narcotics has led to the application of criminal liability that tends to be formalistic and has the potential to disregard substantive justice. This study aims to analyze the form of criminal liability of Class I drug couriers and assess whether the Pekanbaru District Court Decision Number 119/Pid.Sus/2025/PN Pbr has reflected justice in the imposition of criminal penalties. The research method used is normative juridical with a legislative approach, case approach, and conceptual approach. The results of the study show that the criminal liability imposed on couriers in the verdict is direct as the main perpetrator, without considering the theory of the perpetrator's role, degree of fault, and the defendant's capacity to be held responsible. The judge emphasized the fulfillment of the elements of the act as formulated in Article 114 of Law Number 35 of 2009 concerning Narcotics, without adequate analysis of the mens rea and the factual contribution of the courier in the structure of the crime. Justice in this study is understood as substantive justice, which requires consistency between the punishment, role, and degree of fault of the perpetrator. Proportional punishment is interpreted as the imposition of sanctions that clearly distinguish between couriers as subordinate actors and the main actors who control the narcotics network. This study concludes that the criminal liability of narcotics couriers must be based on individualization of punishment and proportionality so that law enforcement not only fulfills legal certainty but also reflects substantive justice.

The SIAP application (Presence Activation Information System) has been implemented at the Personnel and Human Resources Development Agency since 2022. Although good attendance has been the first step, it also requires optimal bureaucratic performance as an effort to achieve institutional goals. The purpose of this study is to evaluate whether the use of the SIAP Application (Presence Activation Information System) has an influence on employee performance at the Personnel and Human Resources Development Agency (BKPSDM). This study used quantitative methods and involved the entire population, namely 38 employees of the Civil Service and Human Resources Development Agency. Data collection was carried out through distributing questionnaires to all BKPSDM employees as respondents, documentation and observation. The results of the analysis using the T test show that the significant value (0.002) is smaller than the probability of 0.05. Therefore, it can be concluded that the null hypothesis (Ho) is rejected and the alternative hypothesis (Ha) is accepted, which means "The use of the SIAP application has an influence on employee performance (Y)." Although the SIAP Application Usage Variable (X) and the Employee Performance Variable (Y) are related, respondents' responses show some shortcomings related to the use of the SIAP Application (Presence Activation Information System), such as unstable network access constraints. Nevertheless, good attendance still has a positive effect on improving employee performance. Employee Performance Evaluation shows deficiencies in the indicators of Quality, Quantity, Timeliness, and Independence.
