The Indonesian National Army as a member of the Indonesian National Guard is at the forefront of Indonesia in the eyes of the public as an example and role model in discipline, ethics, and compliance with the law. However, in the reality of daily life, there are still TNI soldiers who commit traffic violations, such as driving a vehicle without having a Driver's License (SIM). This research includes empirical juridical research, or called field research, which examines the applicable legal provisions and compares them with the reality that occurs in society. The research method used was in the form of interviews with five relevant sources, then the data was analyzed descriptive-qualitatively to provide a comprehensive understanding. The results of the study showed that (1) law enforcement against TNI soldiers who committed traffic violations without a driver's license was checked according to the procedure of the rapid inspection event; no long inspection minutes are required, it is enough to use the minutes of traffic violations and road transportation or tickets from the military police; (2) Sanctions applied for minor traffic violations in the form of administrative disciplinary sanctions, including criminal prosecution of fines paid to military authorities and deposited into the state treasury. This reflects the balance between legal compliance and internal discipline of the TNI, as well as efforts to develop soldiers so that they remain an example for the community.

The implementation of a reward and punishment system is considered capable of improving employee work discipline. Rewards are given to encourage employee morale, while punishments are given as a reminder of the consequences of misconduct. This study aims to describe the implementation of the reward and punishment system in the Civil Service. Through a qualitative approach with in-depth observation, structured interviews with employees, and documentation studies. The results of the study found that the implementation of the reward and punishment system has been carried out well, with rewards given based on the level of discipline and performance of employees, while punishments are given based on the type of violation committed. The rewards given include Additional Employee Income, the Satyalancana Karya Satya award, exemplary employee awards, internship certificates, and retirement awards. Meanwhile, the punishments given include verbal warnings, written warnings, deductions from Additional Employee Income, and severe sanctions for employees with serious violations.

Sanitation facilities are a fundamental element that contributes to creating a healthy, comfortable, and productive learning environment in higher education institutions. This study aims to describe the availability of sanitation facilities in the Office Administration Management Study Program, analyze the factors that influence their condition, and explore the perspectives of the academic community regarding their quality and usefulness. A qualitative descriptive approach was employed, with data collected through field observations, in-depth interviews, and documentation. The informants of this study consisted of students, lecturers, administrative staff, and facility managers. The findings reveal that sanitation facilities such as toilets, sinks, and trash bins remain inadequate in terms of quantity, physical condition, and distribution within the campus area. Several key challenges were identified, including limited financial resources, suboptimal management practices, low awareness and discipline among users, and the absence of clear and strict institutional policies related to sanitation standards. The academic community generally perceives that the available sanitation facilities do not meet the expected standards of comfort and hygiene, which may negatively affect the quality of learning experiences and academic activities. This study highlights the importance of strategic planning, adequate budget allocation, and supportive institutional policies in improving the quality of sanitation facilities. The implications of the study are expected to provide valuable input for higher education managers in formulating policies and planning facilities that are more responsive to the needs of the academic community, thereby supporting effective, professional, and sustainable educational governance.

This study aims to identify and analyze the leadership style of the Cilampunghilir Village Head in implementing village governance. The study used a descriptive qualitative approach, with data collected through interviews, observation, and documentation. Informants were selected purposively, including the village head, village secretary, village officials, hamlet heads, and relevant community leaders. Data analysis was conducted using an interactive model that included data reduction, data presentation, and conclusion drawing. The results show that the village head's leadership style tends to be democratic and participatory. The village head emphasizes collective decision-making by prioritizing consensus through deliberation and encouraging citizen involvement in every step of governance. In decision-making, the village head strives to involve the wider community so that policy outcomes are well-received. In terms of motivation, the village head actively provides encouragement, rewards, and builds reciprocal cooperation with village officials and residents. He recognizes the importance of appreciation and trust in order to build a cooperative work environment. Furthermore, in communication, the village head is known for being open, accessible, and willing to listen to the aspirations of villagers. In terms of controlling subordinates, the village head provides clear direction, delegates tasks according to competence, and enforces discipline to ensure the smooth implementation of village programs. This indicates a leadership style that balances authority with empowerment. However, the study also identified several weaknesses, including a lack of representation of marginalized groups, low frequency of outreach activities, and unequal access to information. Therefore, it is recommended that deliberation forums be strengthened with a more inclusive approach, diversified outreach methods through the use of digital channels, and increased transparency be implemented to optimize village governance.

Civil servants play a crucial role in governance and development to achieve the national goals as stipulated in the Preamble to the 1945 Constitution of the Republic of Indonesia. Civil servants (PNS) are the primary foundation for the implementation of the Indonesian government system, as they implement public policy and provide public services. Their integrity, competence, and legal status significantly determine the quality of government bureaucracy. This study aims to determine the role of the Regional Civil Service Agency (BKD) in handling cases involving civil servants using fake diplomas during recruitment or promotion. The approach used is normative juridical, reviewing existing regulations, such as Law Number 5 of 2014 concerning the State Civil Apparatus, Government Regulations, and other technical regulations. Data were also obtained through interviews with BKD officials and analysis of relevant case documentation. The results of the study indicate that in practice, there is still a discrepancy between established legal procedures and their implementation in the field. Several cases indicate that administrative sanctions or termination of civil servants found to have used fake diplomas have not been fully based on proper verification and sanction mechanisms. This raises doubts about the validity of decisions and has the potential to undermine public trust in government institutions. This study emphasizes the importance of enforcing administrative discipline and improving internal oversight systems, as well as the need for stricter and more coordinated regulations between central and regional agencies to ensure that every administrative action has a valid legal basis. Implementing the principles of accountability and transparency in personnel management must be a priority to create a clean and professional bureaucracy.

Drawing on the participants' concrete lived experiences, this study explores how the processes of typification and we-relations shape the construction of meaning in everyday interactions. Data were collected through in-depth interviews and participant observation with four informants and one single caregiver, and analyzed descriptively texturally and structurally. The findings show that affective communication includes empathy, humor, and firm but authoritative correction that become the foundation for the formation of emotional bonds and a sense of “new family.” Holistic routines (praying in congregation, studying, social activities) facilitate the internalization of religious values, discipline, and independence, which in turn strengthen children's self-identity. The process of meaning construction does not only occur through words, but through daily practices that bring together the emotional, spiritual and social dimensions. These results recommend strengthening intersubjective communication training for caregivers in similar institutions to support the development of character and identity of orphans.

This study aims to present a comprehensive bibliometric analysis of Intellectual Quotient (IQ), Emotional Quotient (EQ), and Spiritual Quotient (SQ) in an academic context, particularly focusing on the role of lecturers. Using bibliometric methods. The data for this study came from 300 English-language scientific articles published in 2023 from the Scopus and Google Scholar databases. The analysis was carried out using keyword co-occurrence techniques, overlay visualization, density visualization, and author collaboration networks. The findings show that there is a strong focus on developing conceptual frameworks and reviewing literature related to IQ, EQ, and SQ, indicating an effort to understand the integration of these three intelligences as the foundation for human resource development in higher education. However, several keywords were also found to be thematically irrelevant, suggesting challenges in data filtering or uniqueness of terminology between disciplines. Collaborative networks between authors tend to be fragmented, indicating the potential for fostering broader collaboration. The implications of this study theoretically reinforce the need for the integration of IQ, EQ, and SQ in understanding holistic intelligence, while practically encouraging higher education institutions to design lecturer development programs that balance these three aspects of intelligence to form superior character and performance

This study aims to analyze the role of fitness development in shaping the discipline and physical resilience of students at UPT SPF SD Negeri 107405 Sei Rotan. The research is motivated by the importance of holistic character education at the elementary level, where fitness does not only focus on physical fitness, but mental formation and discipline. This research uses a qualitative approach with a case study design, involving observation, interviews, and documentation. The results showed that structured activities, such as morning gymnastics, flag ceremonies, and scouting, succeeded in integrating the values of discipline, physical and mental resilience contextually. Students not only become fitter, but also show improvements in time discipline, cooperation, and resilience to challenges. This finding is strengthened by the testimony of teachers stating that routine habituation in the classroom creates a school culture that is conducive to character development. This study recommends the development of more creative and collaborative wellness programs involving parents and the community. The implications of this research provide a practical contribution to strengthening character education in elementary schools through a close approach.

This study aims to identify the optimal model in the integration of philosophical disciplines in the structure of the educational program of “Public Administration” students, as well as explore the features of the management of educational strategies suitable for the training of civil servants. The main focus of this research is: 1) academic management strategies to overcome curriculum overlap due to the dominance of philosophical disciplines in public administration study programs; 2) adaptation of educational programs for public administration students to be in line with the needs of the world of work, both at national and international levels; 3) characteristics of internationalization of public administration education programs, especially in the context of academic mobility and adaptation of the Indonesian public administration system to global standards. This research uses the cultural-historical analysis approach, comparative method, structural-functional method, and expert evaluation to explore and analyze problems and develop solutions. The research findings show that the dominance of traditional philosophy courses in the curriculum is often ineffective in shaping the competencies needed in the world of work. The research identified three main challenges: saturation of the curriculum with theoretical courses, lack of connection between the curriculum and the practical needs of the working world, and low use of English in teaching key courses. To address these issues, this research proposes restructuring the curriculum through the integration of three disciplinary groups: applied logic, cultural studies, and applied political science. In addition, the implementation of a contextualized bilingual learning model is also considered as a solution to improve the relevance of the curriculum. The uniqueness of this article lies in its approach that combines philosophical studies with managerial strategies in curriculum design, complemented by empirical experiences from international and cross-institutional cooperation. This article offers a reinterpretation of the utilization of philosophy as a tool for the development of professional competence in public administration education, not just as an abstract worldview.

This research discusses the work of the members of the Pademangan Police Substation (Polsek Pademangan). It utilizes a qualitative research approach with the aim of understanding the compliance of the members at Polsek Pademangan. Compliance is an attitude or behavior of individuals or groups that adhere to rules, norms, or regulations established by the relevant authorities or organizations. Compliance can also be defined as the attitude or behavior of individuals or groups in following and adhering to established rules, norms, or regulations. Compliance reflects an individual's adherence to prevailing standards, whether they be legal, organizational rules, ethics, social norms, or other provisions governing behavior and actions. The purpose of compliance is to maintain order, justice, security, and efficiency in various life contexts, such as within society, organizations, or government institutions. Through compliance, an individual or group is expected to behave in accordance with established norms and not violate existing rules. Compliance often serves as the foundation for the functioning of law, ethics, and management in various sectors of life, including the business world, education, government, and society. Compliance can also be linked to an individual's responsibility towards their environment and the surrounding community. Through compliance, individuals contribute to the development and maintenance of norms that help preserve harmony and the common good. In various aspects of life, compliance is an important principle for maintaining social function and running organizations or communities efficiently and fairly.

The first education of a child is parents, parents forbid how children behave and behave, every human being has a different way of shaping children's behavior, but it is different from children who live in foster care, children who are in orphanages are children who have deficiencies in the economy , children who do not have parents and others, those who are in orphanages are educated by foster parents or better known as caregivers. The focus of the researcher's research is to find out the efforts of caregivers in developing the discipline of orphanage children, in orphanages the attitudes and behavior of children are formed, namely how they work and behave, especially in forming child discipline. Caregivers have an important role in educating orphans both in small and big matters, various efforts are made by caregivers so that they can make foster children become good individuals and be able to be responsible for what is assigned to them so that they become trained. At the Aisyiyah Orphanage, giving punishment is the most frequently used effort by caregivers to make the orphanage children discipline, especially for children who have been repeatedly advised but are not deterred. This study aims to determine the effect of leadership style on employee performance at the Majene Regency Population and Civil Registry Office, to determine the effect of supervision on employee performance at the Majene Regency Population and Civil Registry Office, to determine the effect of work discipline on employee performance at the Majene Regency Population and Civil Registry Office. and find out which variable is more dominant in influencing employee performance at the Office of Population and Civil Registry of Majene Regency. This study uses a quantitative approach with data analysis techniques using SPSS. The results showed that 1) Leadership Style had an effect on Employee Performance at the Department of Population and Civil Registry of Majene Regency, 2) Supervision had an effect on Employee Performance at the Department of Population and Civil Registry of Majene Regency, 3) Work Discipline had no effect on Employee Performance at the Department of Population and Civil Registration. Civil Registry of Majene Regency and 4) Leadership Style variable has more influence on Employee Performance at the Department of Population and Civil Registry of Majene Regency.   Keywords: leadership, supervision, work discipline, employee performance

This research aims to find out the influence of discipline on employee performance in hospitals. Ibn Sina YBW Umi Makassar. The type of data used is qualitative and quantitative data, then the data source used, namely primary data and secondary data. The collected data is analyzed in a scriptive manner, meaning that the data obtained in the field is processed in such a way that it provides a systematic understanding, then statistical calculations are held with simple regression analysis, coefisen correlation coefficient of determination (r) and t-test, From the results of calculations obtained values of y = 17.51 + 0.63 x, while the value of correlation coefficient (r) of 0.527 and coefficient of determination (r2) of 27.77% and the remaining 22.23%  It is influenced by other factors that were not studied. While the results of the distribution are: t (t-table) = 2,034, from the calculation of the distribution t (thitung) = 3,562, so that it can be known t (thitung) > t table (3,562 > 2,034, so that Ha received and rejected H0, which means, discipline has a significant positive effect on employee performance in hospital. Berdasarkan Peraturan Bupati Situbondo Nomor 45 Tahun 2020 tentang Penerapan Disiplin dan Penegakan Hukum Protokol Kesehatan sebagai Upaya Pencegahan dan Pengendalian Corona Virus Disease 2019 di Kabupaten Situbondo yang dilatar belakangi oleh merebaknya pandemi Covid-19 yang menyebar luas ke penjuru daerah di dunia terutama di Kabupaten Situbondo. Untuk pengendalian percepatan penyebaran covid-19 Bupati Situbondo menerbitkan Peraturan Bupati Situbondo Nomor 45 Tahun 2020. Penelitian ini bertujuan untuk mengetahui Peraturan Bupati Situbondo Nomor 45 Tahun 2020 dapat menjatuhkan sanksi administratif berupa denda dan mengetahui Penegakan Hukum Peraturan Bupati Situbondo Nomor 45 Tahun 2020. Metode Penelitian pada penelitian ini ialah menggunakan metode penelitian hukum normatif yaitu menggunakan studi kasus normatif berupa produk hukum, misalnya mengkaji undang – undang, peraturan daerah serta rancangan undang-undang, dengan metode pendekatan diantaranya peraturan perundang-undangan (stute approach) dan pendekatan konseptual.   Berdasarkan hasil penelitian dapat disimpulkan dalam menangani Covid-19 berdasarkan UUD 1945 dimana pemerintah pusat maupun daerah harus berperan aktif didalamnya, khususnya di Kabupaten Situbondo telah mengeluarkan perbup yang mengatur masyarakatnya taat protokol kesehatan. Namun jika tidak ditaati aturan tersebut maka dapat dikenakan sanksi administratif berupa denda yang diatur dalam Pasal 7 Ayat (2).
