Air quality in the Special Capital Region of Jakarta has shown a concerning decline in recent years, largely due to high emissions from motor vehicles as the main source of pollution in urban areas. The Provincial Government of DKI Jakarta issued Governor Regulation Number 66 of 2020 concerning Exhaust Emission Testing for Motor Vehicles as a public policy instrument aimed at controlling air pollution. This study aims to analyze the implementation of the regulation from a public policy perspective and to identify supporting and inhibiting factors in its execution. The research employs a normative juridical method with statutory and conceptual approaches, supported by qualitative analysis of policy documents and reports on the implementation of emission testing. The results reveal that the implementation of the regulation has not been optimal due to limited emission testing infrastructure, low levels of public awareness and socialization, and inconsistent enforcement of administrative sanctions. Nevertheless, there are opportunities to improve policy effectiveness through strengthened inter-agency coordination, digitalization of monitoring systems, and increased environmental literacy among the public. Therefore, the success of emission control policy implementation is highly dependent on resource support, regulatory consistency, and community awareness, necessitating a comprehensive and continuous multi-stakeholder improvement strategy and stronger commitment.

This study aims to analyze the marketing strategy implemented by the Ngurah Rai Taxi Transportation Cooperative in responding to competition in the transportation industry in the digital era. Unlike application-based transportation companies, Ngurah Rai Taxi is a local transportation service provider that does not use a booking application, but instead relies on direct marketing activities at Ngurah Rai International Airport and the use of social media as a marketing communication tool. This study employs a descriptive qualitative approach, with data collected through in-depth interviews, field observations, and documentation. The research informants consist of an operational manager, field staff, a social media administrator, and taxi drivers. The findings indicate that the marketing strategy of Ngurah Rai Taxi emphasizes personal interaction, trust, and its image as an official airport taxi. Analysis using the AIDA model shows that consumer attention and interest are built through physical presence in the airport arrival area and direct communication, while desire and action are influenced by factors such as safety, fare certainty, and service comfort. This study confirms that direct service-based marketing strategies remain relevant and competitive within the context of Bali’s tourism market.

Waste is a problem that needs attention because it can have a negative impact on the environment and human health. Medan City, including North Sumatra, has a waste management problem that has not been optimized. One of the landfills in Medan City is Terjun Landfill. This study aims to evaluate the performance of PERUMDA in providing clean water services in Alak District, Kupang City. This research employs a combination of juridical and empirical approaches. The study was conducted at the PERUMDA Kupang City office and in the Alak District area of Kupang City during January 2025. The population in this study includes all PERUMDA employees and drinking water customers in Alak District, Kupang City. The sample was obtained using purposive sampling techniques, consisting of the head of the customer relations division (1 person), PERUMDA employees (10 people), and community members who use PERUMDA services (50 people), resulting in a total sample of 61 respondents. Data were collected through document review and in-depth interviews guided by an interview protocol. Based on the interview results, it was found that clean water services provided by PERUMDA were still suboptimal. Although PERUMDA Kupang City already has Standard Operating Procedures (SOPs), the implementation in the field still faces various obstacles, such as unequal distribution of clean water, limited infrastructure, occasional poor water quality, ineffective complaint handling systems, and outstanding payment arrears. PERUMDA Kupang City needs to expand its clean water distribution network, improve water quality, strengthen the customer complaint system, and conduct education and outreach to the community regarding the importance of efficient water use and the obligations of the community as service users.

This research analyzes the authority of local governments in ensuring aviation safety and security through the regulation of the Airport Operation Safety Zone (Kawasan Keselamatan Operasi Penerbangan/KKOP) and spatial control around airports in Indonesia. The study employs a normative juridical method by examining statutory regulations, international standards from the International Civil Aviation Organization (ICAO), as well as relevant cases in Ahmad Yani Airport Semarang, Mutiara Sis Al Jufri Airport Palu, and Supadio Airport Pontianak. The results show that the authority of local governments is strategic but not absolute; it must be harmonized with national policies and international standards. In practice, the implementation is hampered by normative and practical challenges. Normative barriers include fragmented regulations, weak regional legal instruments, and the lack of incorporation of ICAO standards into local regulations. Implementation barriers involve limited technical capacity, insufficient resources, weak supervision, and socio-economic resistance related to land use around airports. These conditions result in ineffective spatial control, which directly affects aviation safety and airport development. The study suggests strengthening local regulations through specific bylaws on KKOP that align with national and international standards, improving the technical capacity of local apparatus, integrating obstacle registry systems, and establishing compensation or relocation mechanisms for affected communities. Cross-sectoral coordination between central government, local government, airport authorities, and stakeholders is also essential to ensure consistent policy implementation. This research contributes to the development of aviation law, regional autonomy, and the improvement of public safety in Indonesia.

The state is an organization that has a purpose. The purpose of this study is to enforce the law regarding permits for waste water disposal in motor vehicle washing businesses and the sanctions imposed by the government on motorized vehicle washing businesses that do not have a waste water disposal permit. Normative juridical research, namely research originating from laws and regulations that present actual facts with the topic of study. Law enforcement of waste water disposal permits in motorized vehicle washing businesses through administrative instruments aims to prevent acts or omissions that violate the law or do not meet the requirements, stop or return to their original state (before the violation). So the focus of administrative sanctions is the actions of violators of the rules. In the Surabaya City Regional Regulation Number 12 of 2016 concerning Water Quality Management and Wastewater Control Article 34 explains the administrative sanctions referred to in the form of: written warning, Government coercion, Freezing of waste water disposal permits, Revocation of waste water disposal permits. In addition to administrative sanctions, there are also criminal sanctions in the form of violations. The local government should socialize the Regional Regulation on Water Quality Management and Wastewater Control to the general public and the organizers of motor vehicle washing wastewater management (motor vehicle washing entrepreneurs) in order to increase legal awareness embedded in the community and it is hoped that the government will issue implementing regulations, namely Regulation Mayor.
