Inheritance law in Indonesia is pluralistic because it is influenced by three legal systems, namely customary law, Islamic law, and western civil law (Burgerlijk Wetboek) which is a legacy of the Dutch colonial era and divides the population based on legal classes. This diversity of legal systems also influences inheritance practices in Chinese society which traditionally adheres to a patrilineal system, where sons are prioritized over daughters in the distribution of inheritance. This study aims to analyze the inheritance law regulations for Chinese society, the development of inheritance practices that occur, and the legal considerations used by judges in the Supreme Court Decision Number 147K/Pdt/2017. The research method used is normative-empirical legal research with a statutory approach, cases, and legal identification, as well as assessing the effectiveness of legal implementation through literature studies and interviews. The results of the study indicate that the Supreme Court decision confirms the equality of inheritance rights between sons and daughters. This marks a shift in the Chinese inheritance system from patrilineal customs to the application of the provisions of the Civil Code, which upholds the values ​​of justice and gender equality.

This study aims to analyze the perceptions of Generation Z members of the Toba Batak ethnic group in Pegagan Julu VI Village, Sumbul District, Dairi Regency, regarding the symbolic meaning of the tradition of giving manuk naniatur (a traditional gift) and the shifting meaning or function of this tradition according to Generation Z. The method used was qualitative with a descriptive approach. Data were collected through observation, interviews, and documentation. The results indicate that the tradition of giving manuk naniatur is still routinely practiced and has become a local custom. Most Generation Z members value this tradition as an important part of their cultural identity and ancestral heritage, although not all understand its symbols deeply. This tradition is seen as an expression of love and gratitude to God, as well as a sign of blessing, hope, encouragement, and strength for children or families who have migrated. However, there has been a shift in meaning in Generation Z's perspective, from the tradition previously seen as a symbol of respect and spiritual bonding to now being seen more as a cultural identity and shared values ​​that must be maintained. This study illustrates the dynamics of traditional cultural preservation and adaptation to the changing times among the younger generation of the Toba Batak ethnic group.

Poverty is a multidimensional issue that not only involves economic limitations but also reflects violations of fundamental human rights such as the right to food, health, education, decent employment, and socio-political participation. This study aims to analyze the legal innovations implemented by the Tegal Regency Government in formulating poverty alleviation policies based on budget efficiency. Using an empirical and philosophical approach, this research views law not only as an ideal set of norms but also as a dynamic social phenomenon within society. The findings reveal that legal innovation is manifested through the strengthening of juridical aspects in regional policies, the integration and synergy of four flagship poverty alleviation programs, and the implementation of the initiative “One Regional Apparatus, One Assisted Village,” which involves all elements of local government. In addition, active community participation and the utilization of corporate social responsibility (CSR) funds from regional and state-owned enterprises serve as crucial supporting factors in enhancing the sustainability and effectiveness of poverty alleviation programs in Tegal Regency.

Indonesia is a pluralistic country with diverse religions, races, ethnicities, and customs, making freedom of expression an essential right protected by law. Article 28E of the 1945 Constitution guarantees every citizen the right to freely express their beliefs and opinions. From the perspective of fiqh Siyasah Dusturiyah (Islamic constitutional politics), freedom of expression is a right that must be safeguarded by the state as long as it aligns with the principles of deliberation and does not contradict Islamic law. This study aims to examine the freedom of expression of Syaykh Al-Zaytun in light of Siyasah Dusturiyah and Article 28E of the 1945 Constitution. The research uses a normative juridical approach with primary data sources including the Constitution and the book Ilmu Hukum dalam Simpul Siyasah Dusturiyah by Ali Akhbar Abaib Mas Rabbani Lubis, as well as secondary sources such as books, journals, documents, and legal regulations. The findings indicate that Syaykh Al-Zaytun’s freedom of expression is permissible under both perspectives, provided certain conditions are met: it must comply with Islamic law and national law, uphold public interest, cause no harm, and be accompanied by social responsibility. Syaykh Panji Gumilang’s views should be understood as part of public discourse, not hate speech, as they aim to foster nationalism and the common good.

This study examines the concept of women's leadership from an Islamic and Catholic perspective and how religious values ​​influence the acceptance and legitimacy of women's leadership in the public sphere. Using a qualitative approach using a desk study method, this study analyzes religious texts, scientific literature, and case studies of the leadership of two Southeast Asian women: Megawati Soekarnoputri in Indonesia and Corazon Aquino in the Philippines. The results show that both Islam and Catholicism have complex histories and interpretations of women's roles in leadership. While conservative and patriarchal readings exist within both traditions, there is also interpretive space that allows women to emerge as leaders. The leadership of Megawati and Aquino demonstrates that women are capable of leading with distinctive styles rooted in values ​​of spirituality, morality, and service. Both demonstrate a non-confrontational yet effective leadership approach, which simultaneously opens up space for reinterpreting women's roles in religion and politics. Thus, women's leadership is not a deviation from religious teachings, but rather part of the socio-religious dynamic that demands inclusivity and equality.

This study aims to analyze the legal status of the Deed of Decision of the Foundation's Board of Trustees Meeting which was made not in accordance with the meeting agenda, identify legal problems arising from procedural defects, and examine the legal responsibility of notaries and foundation trustees as reflected in the Decision of the Bandung District Court Number 389/Pdt.G/2019/PN Bdg. The method used is normative juridical with a case approach and statute approach. Primary data was obtained from the court decision, while secondary data came from Law Number 28 of 2004 concerning Foundations, its implementing regulations, and related legal literature. The results of the study indicate that the deed of decision of the board of trustees meeting which was not in accordance with the meeting agenda in this case was declared invalid and not binding because it contained procedural defects and was contrary to the principle of justice. As a result, various legal problems arose, such as unlawful acts, flawed meeting decisions, notarial deeds that lost their force, and potential sanctions for notaries. Legal responsibility in this case rests with both the notary and the foundation's trustees, who can be held civilly liable for damages and immaterial losses.

Symbolic interactionism is an approach that examines how symbols and meanings are created through interactions between individuals within a learning context. This approach explores how individuals use symbols to communicate, interact, and understand the world around them. In the context of the learning process, symbolic interactionist analysis can provide a deep understanding of how learning occurs through interactions between teachers and students, as well as among students themselves. Through this analysis, we can observe how symbols such as language, gestures, and expressions are used to communicate ideas and concepts being taught in the classroom. Additionally, symbolic interactionist analysis can also help us understand how individuals construct their identities within the learning environment. In the modern era of education, the interaction between teachers and students has become one of the crucial aspects of the learning process. Through social interaction and the use of symbols, individuals can shape their perceptions of themselves and how they are viewed by others. This can affect their motivation and engagement in learning. Thus, symbolic interactionist analysis offers valuable insights into understanding the learning process and how interactions between individuals play a key role in the construction of meaning and understanding. Through this understanding, we can improve the quality of learning and provide more meaningful learning experiences for students. Communication does not only occur through words but also through nonverbal communication, including facial expressions, body movements, and other gestures. Therefore, this study aims to analyze how symbolic interactionism plays a role in learning and how nonverbal communication influences the dynamics of classroom interaction.

The current global environmental crisis is not only caused by technical and economic factors, but also reflects a spiritual and ethical crisis in the modern human view of nature. Seyyed Hossein Nasr, a contemporary Islamic philosopher and thinker, offers an environmental ethics approach based on Islamic spirituality that emphasizes the sanctity of nature and the relationship between humans and God as the center of ecological morality. This study aims to examine in depth the concept of environmental ethics according to Nasr, as well as its relevance in responding to contemporary ecological challenges. Using a qualitative descriptive approach and literature study of Nasr's works, this study found that Nasr's concept of environmental ethics is based on the principles of monotheism, trust, and the ontological relationship between humans and the universe. Nasr criticized the Western secular and anthropocentric paradigm that objectifies nature and called for the restoration of the sacred relationship between humans and the environment as the basis for sustainable ecological ethics. The results of this study are expected to contribute to the development of holistic and spiritual environmental ethics in global and local contexts.

This study aims to analyze the strategies implemented by Hotel Abadi in Serang City to maintain its image and reputation amidst the increasingly competitive hotel industry and pressures caused by the COVID-19 pandemic. A descriptive qualitative approach was used with a SWOT analysis technique to identify the strengths, weaknesses, opportunities, and threats facing the hotel. The results show that Hotel Abadi still relies on the strength of social relationships and loyalty of existing customers as reputation capital, but has not been able to manage its image comprehensively in accordance with the principles of image management theory. The communication strategies used are still conventional, such as banners and direct promotions, and have not yet touched on the realm of digital branding and professional management of customer feedback. On the other hand, the threat from new, more modern hotels that are more adaptive to technological developments is an urgent external challenge that requires a strategic response. Hotel Abadi must also pay more attention to service quality, not only from the physical side but also the overall customer experience. Given the rapid development of technology, management needs to formulate a more targeted and effective digital communication strategy to reach a wider audience through social media and websites. Hotel Abadi is advised to undertake a strategic transformation that is not only promotion-oriented, but also includes strengthening brand identity, improving service quality based on customer needs, and structured reputation management with an image management approach.

This study aims to describe and analyze the communication strategy of the General Affairs (GA) Division of PT The UNV Serang in managing work relationships with outsourced workers from PT Tri Karya Cemerlang (TKC). Using a qualitative approach and in-depth interview methods, this study found that the GA Division implemented a structured and effective communication strategy, reflecting a deep understanding of Communication Strategy Theory, Organizational Communication, and Communication Management. The strategy involved thorough planning, flexible implementation, and continuous evaluation. The GA Division used various communication channels such as WhatsApp groups, weekly face-to-face meetings, and the use of visual media (photos/videos) to ensure clear and directed communication. This multi-channel approach facilitated timely and accurate information flow between departments and outsourced workers. Additionally, the GA Division positioned itself as a "communication bridge," centralizing coordination for all departments and ensuring smooth operational processes. The communication pattern employed was an effective combination of formal, hierarchical communication and informal, personal communication. This combination served to strengthen relationships, foster mutual understanding, and promote a collaborative work environment. The study highlights the importance of a strategic and adaptable communication framework that ensures seamless coordination, promotes positive work relationships, and contributes to organizational success. This research can serve as a reference for improving communication strategies in similar organizational settings.

Hospitals, as healthcare institutions, bear the responsibility of delivering safe, high-quality, and patient-centered services. Hospital accreditation serves as a crucial mechanism to ensure service quality and legal protection for patients, particularly in medical dispute cases. This study aims to analyze the impact of accreditation on patient legal protection, both preventively and repressively. The research employs a normative legal method with statutory and conceptual approaches, utilizing primary, secondary, and tertiary legal materials. Data were analyzed through document studies covering Law Number 17 of 2023 on Health, government regulations, presidential regulations, and technical regulations from the Ministry of Health regarding accreditation standards and procedures. The findings indicate that accreditation functions as a continuous evaluation mechanism to ensure medical services comply with safety standards and clinical governance, strengthens patients’ rights to information, informed consent, and quality care, and reduces the risk of medical disputes. However, implementation challenges exist, including limited resources, compliance performed as formalities, and inconsistent supervision. Therefore, accreditation is not merely an administrative symbol but a strategic legal instrument that enhances patient safety culture and hospital accountability, ensuring that healthcare delivery meets professional, ethical, and legal standards.

Non-governmental organizations (NGOs) play an important role in public policy networks as representatives of community interests, government partners, and advocacy actors. This study aims to analyze the role of NGOs in public policy networks in Garut Regency, as well as the challenges faced in increasing their contribution to policy formulation and implementation. The study uses a qualitative approach with descriptive-analytical methods. Data were collected through in-depth interviews, observations, and documentation studies of actors involved in the policy network. The results show that NGO involvement is still symbolic, power relations between actors are not yet equal, NGO institutional capacity is limited, and coordination within the policy network is less than optimal. The lack of regulatory support also weakens the position of NGOs in the public policy process. This study concludes that strengthening the role of NGOs through institutionalizing their involvement, developing regulations, increasing capacity, and establishing equal partnership patterns are important steps to improve the effectiveness of public policy networks in Garut Regency.

Public policy innovation is an important necessity for local governments in responding to the complexity of public issues. One relevant approach to encourage policy innovation is policy networks, which emphasize collaboration between government and non-government actors. This study aims to analyze the role of policy networks as a public policy innovation strategy in Bandung Regency. The study uses a qualitative approach with descriptive-analytical methods. Data were collected through in-depth interviews, observations, and documentation studies of actors involved in the public policy innovation process. The results show that public policy innovation in Bandung Regency is not yet fully supported by an inclusive and sustainable policy network. The dominance of the local government, weak coordination between actors, limited capacity of non-governmental actors, and regulatory and bureaucratic barriers are the main obstacles. This study emphasizes that strengthening collaborative, participatory, and institutionalized policy networks is an important prerequisite for promoting adaptive and sustainable public policy innovation at the local level.

This study discusses the judge’s considerations in rejecting a marriage annulment lawsuit due to coercion, as stated in the Religious Court Decision of Tanjung Karang Number: 1109/Pdt.G/2023/PA.Tnk. The lawsuit was filed by a wife who claimed she was forced into marriage due to threats from her parents, thus requesting an annulment based on Article 27 paragraph (1) of Law Number 1 of 1974 on Marriage. However, the panel of judges rejected the claim. This research aims to examine the legal reasoning behind the judge’s rejection of the annulment and the legal consequences resulting from the decision. The study employs a normative and empirical legal approach with a descriptive qualitative method, using primary legal materials such as legislation and court rulings, as well as secondary data from legal literature and interviews. The results show that the judges rejected the claim because the alleged coercion was not proven to constitute an unlawful threat as defined by law, and the marriage was conducted validly according to legal and religious provisions. The legal implication of this rejection is that the marriage remains valid and binding, and all legal rights and obligations between husband and wife continue to apply.

This study aims to analyze the application of criminal procedural law in resolving narcotics crime cases at the Binjai District Court, focusing on compliance with the due process of law principle and the protection of the defendant’s rights. The research employs an empirical juridical approach through direct observation (field research) of case Number 200/Pid.Sus/2025/PN Bnj involving the defendant Novri Syahputra, who was charged as an intermediary in the sale and purchase of Class I narcotics (methamphetamine) weighing 40.81 grams net. Data were collected through direct observation of the trial proceedings and examination of relevant legal documents, including the Criminal Procedure Code (KUHAP) and Law No. 35 of 2009 on Narcotics. The findings indicate that the implementation of procedural law at the Binjai District Court was consistent with the provisions of KUHAP, covering all stages from the reading of the indictment, witness examination, evidence presentation, to the final judgment. The panel of judges demonstrated professionalism and independence while considering both aggravating and mitigating factors. However, rehabilitative and humanistic approaches have not been fully incorporated into the court’s consideration, as the sentencing remains predominantly deterrent-oriented. The study concludes that, while the formal procedural aspects of criminal procedural law have been effectively implemented, there remains a substantive need to strengthen restorative and rehabilitative justice values in future narcotics case policies.

This study examines the legal protection regarding the cancellation of unused trademarks through a case study of the Supreme Court Decision No. 264 K/Pdt.Sus-HKI/2015 between IKEA Systems BV and PT Ratania Khatulistiwa. Trademarks play a vital role in modern trade, functioning not only as product identities but also as guarantees of quality and reputation with significant economic value. Law No. 15 of 2001 stipulates that a trademark may be cancelled if it is not used for three consecutive years, aiming to prevent speculative practices and pseudo-monopolies. However, this provision raises issues when applied to well-known trademarks that require longer periods to penetrate domestic markets. Using a literature review approach, this research analyzes legal norms, doctrines, and court decisions, while comparing them with international practices. The findings reveal that Indonesian law prioritizes the use requirement principle over the global reputation of a trademark. The Supreme Court’s decision to cancel the IKEA trademark demonstrates Indonesia’s legal orientation towards domestic legal certainty, yet it also creates challenges in maintaining a conducive investment climate. Therefore, trademark regulations need to be reformed to become more adaptive to globalization dynamics while balancing the interests of trademark owners, local businesses, consumers, and the state.

This study aims to examine the communication strategies implemented by the Regional Indonesian Broadcasting Commission (KPID) of Banten in educating and engaging the public in monitoring local television content. The research employed a qualitative approach with a descriptive study method. Data collection techniques included in-depth interviews with KPID Banten commissioners and community members, observation of socialization activities, and document analysis. Data were analyzed through data reduction, data presentation, and conclusion drawing. The findings indicate that KPID Banten applies educational and participatory communication strategies through the socialization of the Broadcasting Behavior Guidelines and Program Standards (P3SPS), publications on social media, and public discussion forums. The community actively contributes by reporting broadcast violations and participating in media literacy activities. However, challenges such as low media literacy and limited understanding of broadcasting regulations remain obstacles. This study recommends enhancing collaboration among KPID, local governments, and community groups to strengthen participatory-based broadcast monitoring.

Drug abuse among adolescents in Jayapura City is a pressing issue with significant repercussions for health, society, and the future of younger generations. Due to Jayapura's strategic position as a border city with Papua New Guinea, it faces a heightened risk of cross-border drug trafficking, making it particularly vulnerable. This study explores the various factors contributing to the rise in drug abuse among adolescents, including individual, family, and peer group dynamics, socio-economic conditions, weak legal enforcement, and the influence of globalization. The findings suggest that a multifaceted approach is essential in addressing the problem. Repressive measures alone are insufficient, and should be complemented by preventive, rehabilitative, and educational strategies. Such approaches must emphasize child protection principles and ensure justice that is both substantive and forward-thinking. Progressive and responsive legal frameworks, aligned with the goals of criminal punishment, are necessary to effectively combat drug abuse in Jayapura. Moreover, these frameworks should prioritize adolescent recovery, recognizing that these individuals are the future of the nation.

Standard Operating Procedures (SOPs) play a crucial role in creating consistency, efficiency, and accountability in governance. However, the process of developing SOPs within the bureaucracy often faces complex organizational communication challenges. This study aims to analyze the organizational communication process in developing SOPs at the Serang City Regional Inspectorate, focusing on the role of the Secretariat as the administrative coordination center. The method used was a qualitative case study approach, involving in-depth interviews with key informants, observation, and documentation analysis. The results indicate that organizational communication plays a crucial role in every stage of SOP development, from data collection and drafting, to cross-sector coordination, and document finalization. The Secretariat acts as a liaison between units, archives manager, and coordination meeting facilitator. However, obstacles identified include a top-down vertical communication pattern, differing perceptions between units, delays in information flow due to bureaucracy, and limited technology-based communication tools. Improvements were made through the establishment of cross-unit forums, communication training, and the use of online applications to strengthen two-way communication. The implications of this research indicate that increasing the effectiveness of organizational communication is a key factor in accelerating the process of preparing SOPs and supporting the creation of more responsive, efficient, and accountable governance.
