The existence of infrastructure and development that continues to develop in Kulon Progo, such as the YIA Airport in  Kulon Progo, hotels and shopping centers can lead to rapid development growth in Kulon Progo. With development increasing rapidly but not accompanied by the development of human resources in the surrounding area, this has resulted in the marginalization of the surrounding community. The author's aim is to analyze the activities carried out by the Kulon Progo government to increase the capacity of the Kulon Progo community. Can also analyze problems that arise in the development process and how the Department handles them. A qualitative approach was chosen for this research process, namely descriptive research. The data sources used are primary data obtained during the research process and secondary data from books and other literature. The data collection process was carried out by interviews, direct observation and documentation. The research results include plans for development and empowerment activities prepared by the department taking into account various agency linkages and the needs of business actors in Kulon Progo. The Department carries out various programs such as training to increase production capacity, improving central management, issuing permits to increase business capacity in Kulon Progo. Monitoring and evaluation of activities is also carried out to determine the obstacles and successes of activity programs.

This research is focused on the Application of Just In Time in Increasing Production Effectiveness and Efficiency (A Study at PT Albasi Priangan Lestari, Banjar City). The problems encountered in this study include: 1]. How is the application of just in time in increasing the effectiveness and efficiency of production at PT Albasi Priangan Lestari?; 2]. What are the obstacles encountered in implementing just in time at PT Albasi Priangan Lestari?; 3]. What are the solutions to overcome obstacles in implementing just in time at PT Albasi Priangan Lestari?; The purpose of this study: 1]. To find out the application of just in time at PT Albasi Priangan Lestari; 2]. To find out what obstacles are faced in implementing just in time at PT Albasi Priangan Lestari; 3]. To find out how the solution to overcome obstacles in implementing just in time at PT Albasi Priangan Lestari. The method used in this research is descriptive qualitative research method. Meanwhile, to analyze the data obtained used descriptive analysis techniques. The results of the study show that the application of just in time in increasing production effectiveness and efficiency at PT Albasi Priangan Lestari is carried out by: close communication with suppliers. Then Closeness of Communication with Customers. Furthermore, Responsiveness in Information Change. Accuracy of Executing Schedule. As well as the ability to reduce costs. Barriers to implementing just in time to increase production effectiveness and efficiency come from supporting tools for mobilizing materials and goods such as forklifts, dump turcks and losbak, supply of electrical energy and shipping costs. The solution to overcome these obstacles is to equip supporting equipment such as handlifts. Meanwhile, to handle the supply of electricity, the company built two power substations.

Education plays an important role in the progress of the nation and state. In the development of the country's national education, it certainly requires policies that are able to make education more advanced. The role of policy itself is very crucial because it can help someone make decisions by providing information collected through research and analysis processes, classifying and clarifying problems that reveal discrepancies in goals and efforts, suggesting new possibilities and suggesting how to interpret ideas or ideas into a policy that is easy to implement and implemented. After policy making is carried out, of course it is necessary to apply or implement it to see the results of the policy. The purpose of implementing the policy itself is to set a direction so that the policy objectives can be implemented. The purpose of this study is to analyze the application of policies in the education system itself by reviewing the stages and approaches in implementing educational policies.

Human resources are one of the organizational resources that play an important role in achieving its goals. Every organization is managed by humans. Without humans, the organization will not run. Challenges and opportunities in managing and creating organizations often stem from human-related problems. Therefore, in managing human resources (HR), the most vital resource is a strategic central activity. Based on this, this study aims to analyze the effect of competence, motivation, reward on employee performance with morale as an intervening variable. This research was conducted at Sembako Rahap Putra UMKM.The research method is to use a type of quantitative research. The population of this study is 215 employees, the sample in this study is 140 employees. The technique used in collecting data using observation and questionnaires as data collection instruments. Data processing techniques use the SmartPLS 3 application.Based on research at Sembako Rahap Putra MSME, the research results obtained show that competence is less influential in increasing morale with a P-Value of (0.093), Motivation has less effect in increasing Morale with a P-Value of (0.465), Rewards are less influential in increasing morale with a P-Value of (0.172), Morale has a positive effect on Employee Performance with a P-Value of (0.025), Competence has less effect on Employee Performance through Morale with a P-Value of (0.244) , Motivation has little effect on Employee Performance through Morale with a P-Value of (0.238), Reward has less effect on Employee performance through work enthusiasm with a P-Value of (0.431).
