The Department of Agriculture, Food, Marine Affairs, and Fisheries (DPPKP) of Central Papua Province faces significant challenges in document archive management that is still performed manually. This research aims to develop a web-based document archive application to improve archiving efficiency and support digital transformation in the government sector. The research methodology uses a software engineering approach with the Waterfall method covering five stages: requirements analysis, system design, implementation, testing, and maintenance. The application was developed using PHP, MySQL, and Bootstrap with main features including document upload/download, category and keyword-based search, and authentication system for data security. Black-box testing results show all system functions operate according to user requirements with 100% success rate. System implementation successfully reduced document search time from an average of 10 minutes to less than 2 minutes, increasing employee work efficiency by 75%. Performance evaluation shows an average response time of 1.2 seconds with 99.7% system availability. This research contributes to government information system development literature and provides practical solutions for archive digitalization in regional government agencies.

This study explores the integration of critical pedagogy with digital literacy, aiming to reconceptualize digital literacy beyond its traditional focus on technical proficiency and operational skills. Traditional digital literacy models emphasize the ability to navigate and use technology, primarily focusing on operational tasks such as managing digital devices, utilizing software, and performing specific functions. However, these models often overlook the broader implications of technology on society, including its role in shaping power dynamics and perpetuating social inequalities. By integrating critical pedagogy, this study argues that digital literacy should not only encompass technical skills but also encourage learners to critically assess the social, political, and cultural implications of digital tools. The critical digital literacy approach promotes social justice, equity, and empowerment by encouraging learners to question, reflect on, and challenge the ways in which technology influences their lives and society at large. Through critical engagement with digital tools, learners are empowered to challenge existing power structures, fostering social transformation. The study discusses how educators can integrate critical digital literacy into teaching practices, moving beyond traditional skill based models by encouraging critical thinking, ethical use of technology, and a deeper understanding of the role digital technologies play in shaping societal structures. Moreover, the study highlights the transformative potential of critical digital pedagogy, proposing it as a tool for educational equity and social change. By reconceptualizing digital literacy through a critical pedagogical lens, this study offers a framework that empowers students to become not just proficient digital users but active participants in societal transformation, contributing to a more inclusive and just digital future. The study also suggests areas for future research, including empirical investigations on the practical implementation of critical digital literacy frameworks across various educational settings and contexts.

Adapting to students’ learning styles is a key factor in enhancing the effectiveness of higher education, particularly in Informatics programs where learning preferences vary widely. This study aims to segment students based on their learning styles using the K-Means clustering algorithm, guided by the VARK model (Visual, Auditory, Read/Write, Kinesthetic). Data were collected from 130 Informatics students, including information on their learning preferences, and processed through normalization techniques. The optimal number of clusters was determined using the Elbow Method and Silhouette Score, and subsequent cluster interpretation was conducted. The results identified three dominant clusters, each representing distinct learning behavior patterns. These clusters were analyzed to recommend tailored instructional strategies for each group. Specifically, Visual learners were found to benefit from graphic-heavy materials, Auditory learners preferred lectures and discussions, Read/Write learners thrived on written content and detailed notes, while Kinesthetic learners responded best to hands-on activities. The findings support the development of adaptive, data-driven teaching approaches that align with the actual learning tendencies of students in Informatics. Moreover, the study demonstrates that the K-Means method is effective in systematically identifying student learning profiles, which can be used to inform instructional improvements. This personalized approach to teaching could significantly enhance learning outcomes by providing students with the most effective educational experiences tailored to their individual learning styles

Manual handling of incoming letters in government institutions often results in inefficiencies in recording, tracking, and disposition delivery. This study aims to develop a Java-based application for managing incoming letter dispositions to enhance administrative efficiency at the Office of Population Control and Family Planning (DPPKB) of Nabire Regency. The system was developed using the waterfall method, which includes the stages of analysis, design, implementation, testing, and maintenance. The results show a 30% increase in disposition speed and a 50% decrease in recording errors. Furthermore, the application supports real-time letter tracking and role-based user access. The findings indicate that digitizing the letter disposition system can significantly accelerate administrative processes and reinforce the principles of good governance.

The involvement of the community in the development of a web-based photo ordering application using the waterfall method aims to improve customer service during the online photo ordering process. The background of this community service is based on the difficulties faced by the public in practically ordering photos. The main goal of this community service is to develop an application that simplifies the ordering process. The development method used is the waterfall method, which includes analysis, system design, implementation, testing, and maintenance. The results of this application development include the results of each development stage with the waterfall method, implementation results, and the main conclusion of this community service.

This community service activity aims to enhance the efficiency of stock management at CV Bina Anak Papua through the development and implementation of a web-based application. The current manual system is prone to errors, data inconsistencies, and inefficient inventory tracking. The proposed web-based application will streamline stock management processes, enabling real-time stock monitoring, automated reorder calculations, and comprehensive reporting. The project involves analyzing the current stock management practices, designing and developing the web application, providing staff training, and evaluating the application's impact on operational efficiency. Expected outcomes include reduced stockouts and overstocking, improved data accuracy, and enhanced decision-making capabilities for stock management. By leveraging web technology, this project aims to boost the competitiveness and productivity of CV Bina Anak Papua, ultimately contributing to the company's growth and sustainability.

Sustainable agriculture faces a major challenge in maintaining the availability and efficient use of fertilizers. Information technology, particularly web applications, has the potential to optimize fertilizer stock management, improve productivity, and enhance household food security for farmers. This study aims to analyze how web technology can improve the efficiency of fertilizer stock management in sustainable agricultural practices. Through literature review and interviews with stakeholders, this research identifies the benefits of web technology in fertilizer stock management, such as improved accuracy in demand forecasting, minimized stock losses, and increased timeliness in fertilizer distribution. The results show that web-based information systems can integrate production data, stock, and fertilizer needs, facilitating decision-making and supporting real-time fertilizer distribution. The implementation of this technology provides significant benefits for farmers, web technology developers, and policymakers, and contributes to efficient and environmentally friendly sustainable agricultural practices.

The oil fuel stock monitoring system (BBM) is becoming crucial to the management of valuable energy assets. The aim of the author is to conduct an effective system analysis and development to monitor BBM stocks. The research uses prototyping methods, which include the following steps: identification of initial needs, initial prototype making, evaluation and feedback, improvement and development, final implementation, and final evaluation. An easy-to-understand user interface design and an efficient database structure are important components of system design. Web-based software development is part of the system implementation. The testing process is carried out to ensure the performance, reliability, and security of the system. The system is regularlyined to remain functional and relevant. It is expected that the results of this practice will make a significant contribution in improving the efficiency and accuracy of monitoring BBM stocks. Moreover, these results will provide the basis for similar system development in the future.
