Strategi Pembangunan Sektor Pertanian Menghadapi Perubahan Struktur Ekonomi Di Kabupaten Semarang

The agricultural sector is one of the leading sectors of Semarang Regency, but since 2013 there has been a change in the economic structure as indicated by the decreasing contribution of the agricultural sector to Semarang Regency's GRDP. It is projected that in 2031 the agricultural sector will experience negative growth, while the Agriculture, Forestry and Fishery business fields will still be the main employment fields for the population of Semarang Regency. This study aims to look at the condition of human and labor resources, as well as what strategies are appropriate for the Semarang Regency Government to take in increasing the development of the agricultural sector in Semarang Regency. The methodology used in this study is a qualitative research with the SWOT analysis method to formulate a strategy. The results of the analysis show that (1) Since 2013 there has been a change in the economic structure of Semarang Regency as indicated by the declining contribution and slowing growth of agricultural, forestry and fishery business fields to the GRDP of Semarang Regency; (2) The composition of the population is dominated by people of productive age; (3) The area of ​​agricultural land continues to decrease every year; (4) The quality of education of the population is low; (5) The workforce in the agricultural sector is dominated by elderly farmers with an education level below junior high school/equivalent; (6) Farming business institutions are not yet optimal. By using the SWOT analysis, recommendations for strategies are obtained: (1) Formulation and dissemination of policies related to land conversion; (2) Optimization of farmer institutions through collaboration and empowerment of extension workers and groups of young farmers; (3) Development and integration of the agricultural sector with other sectors, especially leading sectors; (4) Development of agricultural technology directed at innovation and digitalization; and (5) Cultivating and introducing farming starting from early childhood education, and increasing the competency and knowledge of human resources in the agricultural sector.
